What is a PMA ? ( Parts Manufacturer Approval)

a PMA is a combined design and production approval

by the EASA/FAA for replacement parts for type-certificated

aircraft, engines, and propellers.

All replacement and modification parts must have a PMA.

Note: PMA is US / EPA is European

Exceptions:

- One time only products ( no need for a PMA)

- Existing Approval Holders (the OEMs) don’t need a PMA.

- Aircraft owners and operators may produce parts for

installation on their own aircraft ( need to comply with

airworthiness standards).

- Industrial Standard parts

- Parts produced under a TSO

Most PMA parts are neither critical nor important

Only minor changes or improvements from the original OEM are

allowed in a PMA design. Significant changes require a

Supplemental Type Certificate.

The important role of engineering

As being an airline you are legally responsible for keeping

maintenance records. The engineering organization is

responsible for defining the content of the aircraft. So every part

on the aircraft must be shown as “approved for installation or

Repair”.

To do when using PMA parts:

- IPC must be revised ( interchangeability with OEM parts must

be documented).

- Installation documents must be revised to specify the use of

PMA parts.

Quality Assurance

Quality assurance is very common in aviation. Airlines

continuously send inspectors to audit the quality systems of

suppliers. PMA suppliers are no different than any other

supplier. No special training is required to verify the quality

system of a PMA supplier.

- FAA declared PMA parts as

safe as OEM parts in 2008

- FAA and many countries

accept standards of airworthiness

through Bilaterial Agreement

Challenges of PMA ( Cabin Parts)

- More pressure from the OEM to capture the aftermarket.

- Market is very fragmented

- Leasing companies still have difficulties accepting PMA

parts

- Design of new seats do have less loose parts

- Increased competition ( Asia)

- Increasing EASA reguirements are a massive impact on

overhead costs for manufactureres ( OEM/PMA)
