Welcome to the 43rd Annual Buzzards Bay Regatta presented here at the New Bedford Yacht Club. This is an exciting time for the Buzzards Bay Regatta! We are continuing to grow and adapt, remaining always committed, motivated and responsive to assure exceptional race management and exceptional hospitality. We have a full agenda during the regatta, so please take a few minutes to read this program; it includes important information regarding the racing and social itinerary.

The Buzzards Bay Regatta would not happen without the commitment of hundreds of volunteers and the generosity of our sponsors. So when you see a volunteer or a sponsor please let them know how much you appreciate their enduring commitment.

Buzzards Bay Regatta History

It all started at lunch in New Bedford at Ray and Joe’s Restaurant in 1972. Bill Saltonstall of the Beverly Yacht Club and Bob Saltmarsh of the New Bedford Yacht Club commiserated that the numbers of boats entering their clubs’ regattas were dwindling each year. Each club had its own classes (BYC had H12s, Yankee One-Designs, Tempests and New Bedford had Beetle Cats, Rhodes 19s), so that when an individual club held a regatta, very few boats from other yacht clubs came to race. They decided that it would be a good idea if all of the yacht clubs around Buzzards Bay would get together each year to sponsor one large regatta. That way, they could attract the best boats in each class to race against each other. Messrs. Saltonstall and Saltmarsh decided that each of the two largest yacht clubs, Beverly Yacht Club and New Bedford Yacht Club, should host the event every other year, while the other yacht clubs, Low Tide Yacht Club, Mattapoisett Yacht Club, Angelica Yacht Club and Wild Harbor Yacht Club would provide race committee assistance. (See the listing of future dates.) They brought their proposal back to their respective yacht clubs, who eagerly endorsed the concept. Dave Johns, an active sailor and race organizer at the BYC, was an early and key champion of the event. The regatta’s highest award for volunteer service is named in his honor.

The planning for the initial Buzzards Bay Regatta in 1972 required hard work: There were multiple handicap classes, five or six Olympic circles to accommodate twelve different one design classes, six or seven separate fully-manned race committee boats, mark setting boats, crash boats and judges’ boats. That first regatta was a huge success, attracting a fleet of 199 competitors. Thus began a great tradition that has gained momentum and developed a well-earned reputation among sailors across the country. The intersection of great sailing conditions and highly-competent race management is the promise offered by the BBR. On behalf of the BBR, the Beverly Yacht Club was awarded US SAILING’s prestigious St. Petersburg Yacht Club Trophy for race management excellence in 1982.

Today the BBR is the largest multi-class regatta in the United States with over 400 boats and 1200 sailors across fifteen different classes. 20 volunteer committee chairs meet throughout the year to plan the three-day event and are joined by over 200 volunteers during regatta weekend.

NOTICE OF RACE August 7, 8 & 9, 2015

Organizing Authority: Buzzards Bay Regatta, Inc.

Host: New Bedford Yacht Club ("NBYC"), Padanaram, MA 02748

Racing Venue: Padanaram Harbor, South Dartmouth, MA is the venue for all classes

1.0 Rules 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.. 1.2 The PHRF and NEMA Multihull classes will be required to comply with the current ISAF

Special Regulations Governing Offshore and Oceanic Racing including US Sailing Prescriptions for a Category 5 race.

1.3 The Formula 18 Catamaran (F-18) class rules will apply. If there is a conflict between languages, the English text will take precedence.

1.4 Club 420, I420, Laser, Laser Radial, 505, and F-18 competitors shall wear a US Coast Guard (USCG) approved personal floatation device (PFD) while on the water other than for brief periods while adding or removing clothing. The PFD shall depend 100% on foam for flotation. No modifications of the PFD are permitted and shall be the appropriate size for the sailor. The PFD must be worn outside of all clothing except that a thin shirt may be worn over the PFD.

1.5 Competitors from outside the U.S. may wear a PFD approved by their nations’ certification authority to the extent permitted by international treaty.

1.6 The Regatta will serve as the US Multihull Championship in the F-18 division. 1.7 The Regatta will serve as the PHRF-NE Championships. 1.8 The Regatta will serve as the second event for the C420 Triple Crown Series. 1.9 For the PHRF Double-Handed class, autopilots may be used. This changes rule 52. 1.10 Appendix T, section D will apply to permit arbitration to resolve protests. This changes rules

63 and 64.

1.11 All competitors and support personnel shall comply with the parking, launching and hauling, and support boat regulations, and shall comply with reasonable requests from regatta officials. The Protest Committee may, at its discretion, assess a penalty after a hearing for breaches of this rule, including dismissal from the event.

1.12 By participating in this regatta, each competitor grants to the organizing authority and its sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any photographs, motion pictures and live, taped or filmed television or other reproductions of him or her made during the period of the regatta without compensation.

2.0 Eligibility & Sailing Location 2.1 Boats of the following classes are eligible to enter:

Laser & Laser Masters: the fleet may be limited to 50 boats. Laser Radial: the fleet may be split into Gold and Silver divisions, which will race

separately for the championship. Entries may be limited to 50 boats. Club 420: the fleet may be limited to 100 boats; the format will be a qualification series to

divide the fleet into Gold and Silver divisions, which will race separately for the championship.

I420: the fleet may be limited to 30 boats 505 F-18: See Addendum A Rhodes 19 J/24 J/80 PHRF Cruise (non-spinnaker): 2015 PHRF-NE certificate required, with a rating faster than

250, without spinnaker. PHRF Race: 2015 PHRF-NE certificate required, with a rating faster than 180, with

spinnaker. It is the PRO’s intent to have three race classes with splits based on registration. PHRF Double-handed classes: Spinnaker and non-spinnaker divisions if sufficient entries

are received. 2015 PHRF-NE certificate required, with a rating faster than 180 for spinnaker and 250 for non-spinnaker.

NEMA Multihull: 2015 New England Multihull Association certificate required, with a rating faster than 100.

2.2 A minimum of ten (10) paid entries per one-design class may be required by 1700 on July 27. If a one-design class is eliminated due to inadequate numbers, entrants from the class that meet the eligibility requirements may be registered in a suitable handicap class.

2.3 Each skipper shall be a current member of US Sailing or of his or her own national authority. 2.4 All competitors in the Laser, Laser Radial, C420, and I420 classes, and all skippers in other

classes, shall be at least 14 years old on August 7, 2015. 2.5 Any competitor in the Laser, Laser Radial, C420 and I420 classes who will be under 18 years

of age on August 7, 2015, shall provide a release for medical care signed by a parent or guardian.

2.6 To be eligible to be scored as a Laser Master, competitors shall be at least 35 years old on August 7, 2015.

3.0 Entry, Check-in & Sailing Instruction Availability 3.1 Entries will be accepted in the order that complete entry forms, fees and certificates (if

required) are received. In the event that a class has to start a wait list, incomplete registrants will be contacted to complete their applications. If the applications are still not complete, the entry will be removed from the list to make room for those on the wait list who have completed applications.

3.2 In the C420 class, blocks of entries may be reserved by invited southern New England clubs. If completed entries, including entry fees, for these reserved C420 places are not received by July 19, the reservations will be cancelled.

3.3 For all PHRF classes, once a boat registers, all rating changes must be submitted to the event PRO. A new certificate must be presented.

3.4 Any PHRF or NEMA Multihull participant who does not submit their 2015 PHRF-NE or NEMA certificate by August 6 will incur a 5 sec/mile penalty for all races until the certificate is received by the Race Committee.

3.5 Waivers of liability shall be signed and submitted by fax, electronic upload (see NOR 12), or signed at check-in (see NOR 5) in order to be eligible to sail.

3.6 Advance entry, including the payment of the entry fee, is on-line only. Registration is accessible at http://www.buzzardsbayregatta.com and is scheduled to open by March 1. Advance entry closes at 1200 on Thursday, August 6.

3.7 Advance entry is required for all handicap boats. 3.8 An entry is not recognized as attending the regatta until a representative of that boat has

checked in at NBYC during one of the times listed in NOR 5. 3.9 Club 420s, I420s, Lasers, Laser Masters, and Laser Radials shall, before checking in, present

their numbered sails to a regatta representative at NBYC, receive a signed sail number verification form, and present that form at check-in during one of the times listed in NOR 5. All sail numbers must match the number declared at check-in or the boat will be scored DNC.

3.10 Preliminary Sailing Instructions will be available online, and final Sailing Instructions will be available at check-in.

4.0 Entry Fees and Payment 4.1 Entry fees for complete entries received by Sunday, July 26, are: $ 110 for Laser, Laser Masters & Laser Radial (water provided on the

racecourse) $155 for Club 420 and I420 (includes lunches and water) $100 for 505 $160 for J/80, J/24 and Rhodes 19. $150 for F-18 (see Addendum A) $250 for PHRF Race, PHRF Cruise, PHRF Double-handed, and NEMA Multihull $ 75 for Dick Fontaine Distance Race only 4.2 Entries received after Sunday, July 26, shall include an additional late entry fee of $50 (does

not apply to handicap entrants in the Dick Fontaine Distance Race only). 4.3 Entry fees are non-refundable, unless the class does not have sufficient entries to participate.

7.0 Scoring 7.1 When fewer than five races have been completed, a boat’s series score will be the total of her

race scores. When five or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

7.2 One race will constitute a series. 7.3 A boat racing with any sail number different from the number on her entry form (or as

corrected in writing at check-in) will be scored DNC without a hearing. This changes rules 63.1, A5 and G4.

7.4 If the Dick Fontaine Distance race for PHRF and NEMA Multihull classes is held, it will be counted in the overall scores for the Regatta.

8.0 Alternative Penalties 8.1 For all one-design classes the Two-Turns Penalty of rule 44.2 will apply. 8.2 For all PHRF, and NEMA Multihull classes, the Scoring Penalty of rule 44.3 will apply. 8.3 Refer to Addendum A for F-18 penalty. 9.0 Prizes 9.1 Club 420: both Club 420 divisions (Gold and Silver) will receive awards for first through fifth

place to skipper and crew. 9.2 Laser and Laser Radial: prizes will be awarded for first through fifth places. If divided into

Gold and Silver divisions, Laser Radial prizes will be awarded to both divisions for at least first through third place.

9.3 For all other one-design classes and formula classes, prizes will be awarded for first through third places.

9.4 Handicap Classes: series prizes will be awarded for first through third places in each class. 9.5 The Buzzards Bay Bowl will be awarded to the boat with the best overall performance, as

determined by the Race Committee. 9.6 The Dick Fontaine Memorial Trophy will be awarded to PHRF and NEMA Multihull classes

for first through third places for the distance race if it is held. The award ceremony will take place after racing on Friday.

9.7 Daily prizes may be awarded for PHRF, NEMA Multihull, and some one-design classes. There may be daily drawings and prizes for the 420 and Laser classes.

9.8 The Hobie Alter Trophy will be presented to the highest placing eligible competitor in the F-18 fleet (see Addendum A).

10.0 Radio Communications 10.1 The race committee will use VHF radio for courtesy communications to boats in the following

classes: all PHRF, NEMA Multihull, J/80 and J/24. All boats are urged to carry a VHF radio for use in emergencies, unless prohibited by their class rules.

Addendum A U.S. Multihull Championship: Formula 18 Catamaran Supplement:

1.0 Rules 1.1 For competitors who are also sailing for the U.S. Multihull Championship, US Sailing’s

Championship Conditions and the Conditions for the U.S. Multihull Championship will apply, http://www.ussailing.org/racing/championships. 1.2 US Sailing Regulations 2, 10, 13, and 14 will apply to all competitors in this division. 1.3 Alternative Penalties 1.3.1 Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn

Penalty. 2.0 Advertising 2.1 Advertising shall conform to the current ISAF Regulation 20 and the Class Rules. 2.2 Boats may be required to display bow numbers and advertising chosen and supplied by the Organizing Authority or US Sailing. 3.0 Eligibility 3.1 The regatta is open to boats of the Formula18 Catamaran Association. 3.2 All competitors shall meet the requirements of US Sailing Regulation 2, which requires all

competitors (helm and crew) shall be members of their Member National Authority. A current membership number must be provided at registration.

3.3 There is no age restriction. 3.4 Foreign national teams who meet the eligibility requirements are welcome to participate;

however, they will not be eligible to win the title. 4.0 Crew Changes 4.1 Crew changes shall meet the requirements of the US Sailing Championship Conditions.

5.0 Coaching and/or Support Boats 5.1 This event is Grade 3 within US Sailing’s policy on coach and support boats found at

http://www.ussailing.org/racing/championships/coaching-and-support-boat-policy. Support vessels are allowed for this event subject to restrictions specified in the Sailing Instructions.

6.0 PROHIBITED SUBSTANCES (US Sailing Regulation 10) 6.1 For adult US Sailing championship events, no competitor shall use, either on or off the

water: marijuana or any other controlled substance (as defined in 21 U.S. Code 802) the possession of which is unlawful under 21 U.S. Code 841.

6.2 For Junior and Youth events or for junior or youth competitors in any US Sailing championship, no participant or competitor shall use, either on or off the water: marijuana or any other controlled substance (as defined in 21 U.S. Code 802) the possession of which is unlawful under 21 U.S. Code 841, or alcoholic beverages (distilled spirits, wine and beer, each as defined in chapter 51 of the U.S. Internal Revenue Code and intended for beverage use).

6.3 An alleged breach of this requirement shall not be grounds for a protest. However, when the protest committee believes that a competitor may have breached the above requirement, it shall follow the process described in the US Sailing Championships’ Code of Conduct. If under 18, a parent or guardian as well as the sailor must submit a signed copy with their registration.

7.0 Entry Fee 7.1 The entry fee includes meals and a Gil shirt for all F-18 sailors.

 ENTRY CHECKLIST: ⇒ Complete the on-line entry form, including sail number and US Sailing membership number. ⇒ Pay the entry fee on-line (also required to reserve entry), including the late fee if applicable

(see NOR 4). ⇒ For PHRF classes, submit 2015 PHRF-NE rating certificate (see NOR 2.1) by fax or by

electronic upload by the August 6 deadline (see NOR 5). ⇒ For the NEMA Multihull class, submit 2015 New England Multihull Association rating

certificate (see NOR 2.1) by fax or by electronic upload by the August 6 deadline (see NOR 5). ⇒ Submit a signed waiver of liability by fax, electronic upload, or in person at check-in (see NOR

By sea, it is about 9 miles North of Cuttyhunk island, 20 miles Southwest of the Cape Cod Canal. From Points North Route 24 south to Route 140. Go about 19 miles to end. Take right at lights onto route 6 West. Go about 1 mile. Take left at 2nd set of lights onto Slocum Road. Go about 3 miles. Take left onto Elm Street, just after Cumberland Farms. Go about 1.5 miles. NBYC is on right.about .2 miles after 2nd stop sign. From Points West and South Take Route 195 east to Route 140 south - Follow directions above. From Points East Take route 195 west to Route 140 south - Follow directions above. From the Sea The harbor is labeled on most charts as Apponagansett Bay, the town as South Dartmouth, just west of New Bedford & Fairhaven. The area is also referred to as Padanaram. Breakwater approximate coordinates: N41º34.4’ W070º56.4’. This is in the Northwest section of Buzzards Bay. Best local chart is #13232From the South and West the best approach is Bell “4” (N41º31.85’ W070º55.0’) off Dumpling Rocks & Round Hill, to Flash/Gong “AB” (formerly Gong 9 N41º33.2’ W070º56.4’), then about 330M to the breakwater. Parking and Shuttle Bus Service

Parking Parking during the Buzzards Bay Regatta on New Bedford Yacht Club property is restricted to Club members and authorized personnel with parking passes only. Unauthorized parking in this area may result in disqualification and/or Towing (at owners expense).

One-design competitors, if utilizing the Club lift or storing a trailer, will be given a one-hour temporary pass, and are asked to vacate the property on completion of these services.

Parking within the village is limited and the Town of Dartmouth will post “No Parking” signs on one side of streets where emergency access is required. Police require a 10’ clearance at any street or driveway corner. Competitors are advised that police will ticket and tow violators.The main available parking area will be at Concordia Yachts located at 300 Gulf Hill Rd, South Dartmouth located 1.3 miles west of Padanaram Village over the bridge. Shuttle bus service (see below) will be provided.

Additional parking will be at the Dartmouth High School located at 555 Bakerville Road. This is 2.5miles from NBYC. Turn left onto Elm Street, turn left onto Bridge street which turns into Gulf Road. Turn right on to Bakerville Road. The High School will be on your right. Shuttle bus service will be provided.

NBYC will have two buses running during times below. Waiting should be minimal.

The following information is intended to help you plan and enjoy your stay. Your cooperation with these policies is necessary and will be appreciated.

MOORINGS and SLIPSMoorings will be available to accommodate all registered boats, and are assigned on a first-come, first-served basis. Please be advised that rafting may be required - and subject to the Harbormaster’s approval. A daily club use fee will be in effect for these moorings. From Thursday night (August 1st) through Sunday night (August 4th), the discounted fee will be $25/night (this includes launch service). The normal fee of $50/night will be in effect outside of these dates. If available, slips may be rented at $3.25/ft overall. NBYC phone is 508-997-0762

When arriving in Padanaram Harbor by boat, call for a New Bedford Yacht Club launch on channel 68, and the launch operator will assign you to a mooring. At peak periods, there will be a separate mooring boat, identified by a M over B flags.

Moorings in Padanaram are privately owned, so please do not pick up one at random. After being assigned a mooring, you are required to register with the Club office on your first visit ashore and pay for your mooring with Cash, Check, Visa or MasterCard. You will be given a Registration Card and a Mooring Color Coded Card.

You must return to the same mooring after each day of racing. NBYC lawn will have 3 Color-Coded Sign for each area of the harbor. Please be sure to get into correct line. The three NBYC Launch boats are assigned to a specific number of moorings and a color coded harbor. Please be careful to pick up only the mooring to which you have been assigned.

In past years the Harbormaster has allowed rafting of two and sometimes three boats per mooring. However, each mooring is different. Do not raft with another vessel unless so instructed by the Harbormaster or Launch Operator. Be aware that each rafted boat must pay the daily club use fee and one person must remain on board the vessel .

There is a strong tidal current in Padanaram harbor. Typically, keeled sailboats swing with the current even in breezes above 20 knots. Powerboats typically swing with the wind. Overlap of these “swings” is occasionally a problem, particularly in the northwest corner of the harbor. Check your boat before leaving it.

NEW BEDFORD YACHT CLUB POLICIES

Liquor State and local laws as well as the Club’s license and Rules, govern use of Alcoholic Beverages at New Bedford Yacht Club. Purchasers and consumers of alcoholic beverages on the Club premises are subject to and shall comply with Massachusetts’ law and club Rules concerning purchases, delivery, consumption and transportation of such beverages and agree to conduct themselves in an appropriate manner. Sailors must consent to providing age identification when requested; consent to being refused service and/or removal from the premises when in the judgment of the management of the club or the BBR committee that such action is necessary and in the best interest of the club. Judgment of the Club Management concerning refusal of service and/ or removal shall be final and binding on the member or guest without recourse or review.

No open containers may be brought onto NBYC launches, docks or NBYC property. Only liquor purchased at NBYC is allowed, by state law, on Club grounds. Should you forget the policy, you will be politely asked to dis-pose of the liquor at the dock. Liquor may only be purchased by people wearing an “Over 21’ Bracelet - which will be available at designated table. Proper ID MUST be presented in order to purchase an “Over 21 brace-let”. NBYC also has the right to refuse alcohol to anyone who appears intoxicated or disorderly.

Docks Water and fuel are available at the end of the main dock. While docking, be aware of the tide - an arrow at the end of the dock should indicate flow direction. A 20-minute tie-up is strictly enforced. Please do not use the docks to pick up or discharge passengers or gear. Ample launch service and a dinghy dock for dinghies are available for these purposes (dinghy tie-up space is limited). All coach & support boats must be registered at the NBYC office. Slips, if available, may be rented.

Ice Block and cube ice is available for purchase. If you need to purchase ice , we recommend that you purchase it from the Club office or at a table near the Clubhouse or North Dock before proceeding to the launches.

Payments Credit Card: Mastercard and Visa accepted for registration, launch/haul, club use fee, and merchandise.Cash: Food and beverage on-site must be paid for with cash.Chit/Tickets: All alcoholic beverages you must give the Bartenders a ticket/chit to get a drink. These “Ticket/Chit” are purchased with cash along with proper ID at a separate table, not at the bar.

Behavior - Security It is the policy of BBR that disorderly, disrespectful or unsportsman-like behavior will not be tolerated. Com-petitors are expected to treat each other, race officials, NBYC staff, volunteers, neighbors, and property with respect. Failure to comply with this policy will result in disqualification. Local police and NBYC Security Staff will be on premise to be sure club and BBR rules are enforced.
