Minutes of the meeting of MOS (PP) / Secretary, DOP&T with Principal Secretaries of GAD / Personnel Department of States / Cadres held on 22.04.2016 at Civil Services Officers Institute, Vinav Marg, Chanakyapuri, New Delhi.

A List of participants is annexed.

After the welcome address by Additional Secretary (S&V), Secretary, DOPT expressed

his satisfaction that a lot of issues raised during the previous meeting, such as removing

the backlog of Induction Training, Foundation Course Training and adoption of the

policy initiative of Central Government by the State Governments relating to abolition of

interviews in various jobs, have reached their logical end.

Secretary, DOPT also noted that on the issue of promoted IAS officers going abroad

during their Induction training to Europe, the State Governments have agreed to bear

the increased cost as this will give them better exposure.

Secretary, DOPT further informed the participants that Parliamentary Standing

Committee in its recent meeting had observed that all the rules and instructions are too

complicated. In this regard DOPT had adopted the policy to keep all its instructions on

its website so as to ensure transparency in the system. He further informed that a

committee has been constituted to look into the issue of amending / modifying the

existing rules so as to make them unambiguous and simple. He urged all the State

Governments to replicate this policy in their States also.

Secretary, DOPT also highlighted the importance of adopting self attestation /

certification while processing claims relating to LTC and Police Verification wherein

adoption of such policy would ultimately result in making the government citizen centric.

MOS(PP) in his address, also expressed satisfaction over the interest shown by many

States in replicating various initiatives taken by the present Government towards Good

Governance such as self attestation, abolition of interviews, and also towards providing

workable environment such as LTC claim simplification, introduction of Yoga etc. He

also appreciated the Indian bureaucracy for showing tremendous adaptability towards

the changing requirements of the 21 st century.

MOS (PP) further informed of launch of pension portal on 25 th December, 2015 (marked

as Good Governance day ) which will minimize the information required for pension

preparation. He suggested that the States could also replicate the same to their

advantage.

Agenda No. 1

Replication of PM Awarded Initiative for the year 2012-13 and 2013-14 by the Sates / UTs, Department of Administrative Reforms and Public Grievances (DARPG)

Hon'ble Prime Minister in his speech on Civil Service Day 2015 has desired that

the award winning initiatives need to be replicated and implemented in other States so

that the whole country could benefit from them. Accordingly DARPG has been pursuing

with the State Governments / UTs to identify the PM Award Initiatives for the year 2012-

13 and 2013-14 according to their suitability.

At present 24 states / UTs have identified initiative for replication in their

State/UTs. The State Governments were requested to furnish an updated status on the

same to DAPRG expeditiously.

Agenda No.2

2.1 Single User Platform Related To Employees Online (SUPREMO)

EO and AS, DOPT gave a presentation on SUPREMO, a platform integrating the

seven different softwares which were being used in EO Division. The platform has been

designed by NIC, which is there in all the States. The Central Government would

request all the State Governments to replicate the same in their States and would also

assist them to develop the same.

2.2 Smart Performance Appraisal Report Recording Window (SPARROW)

EO and AS, DOPT also gave a presentation on SPARROW, an online system for

performance appraisal of IAS officers. The system aims to bring more transparency in

the recording of performance appraisals, to eliminate loss of PARs during transition, to

ensure better monitoring and timely completion of PARs and to provide easy and

immediate access to the PARs by authorized stakeholders. The State Governments

were requested to remind the IAS officers of their cadre to adhere to the timelines

provided by the system.

Agenda No.3

3.1 Status of abolition of interviews.

Hon'ble MOS (PP) had written to the Chief Ministers of all the States/Union Territories and Secretary (P) has also written to all Chief Secretaries urging them to emulate a policy of abolition of interviews at lower level posts. Some States have already taken major initiative in this regard. The status as provided by the representative of the State Governments in the present meeting is as follows:

1. Assam The matter will be considered when the new Government comes into power after the ongoing election

2. Arunachal Pradesh

The matter is under consideration of the Government. Proposal is to be submitted to the Cabinet in near future.

3. Bihar In Group D level posts, there are no interviews. In class III 3

level posts, for most of the posts like LDCs, UDCs, teachers there are no interviews. However, there are interviews for the posts like ANM, JNM, Forensic Lab Assistant, Pharmacists.

4. Chhattisgarh For Class IV and Class III, non gazetted staff, interviews have been abolished by order dated 5.12.2015. copy of the order was also provided.

5. Dadar & Nagar Haveli

Interviews have been abolished for Group C, D and MTS staff.

6. Daman & Diu Interviews have been abolished for Group C, D and MTS staff.

7. Goa The State Government has already dispensed away with interviews in Group C and D level.

8. Gujarat For all non-gazetted posts, interviews have been abolished long back ago. For gazetted Class I and Class II posts, weightage of interview is not more than 12%.

9. Haryana In Group D level posts, interviews have been done away with. At Group C, weightage of interview has been reduced to less than 12% of total marks.

10. Jharkhand Interviews have been abolished on Group B non-gazetted, Group C and Group D level posts.

11. Karnataka Group D level posts, earlier also there were no interviews. Now, for Group C level also, interviews are discontinued. For PSUs, the matter is under consideration.

12. Jammu & Kashmir

The matter is under active consideration of the new Government which has been formed.

13. Kerala For over 200 categories of Group C and D level posts, there are no interviews. For Teachers and Nurses, there is a provision of interview. However, same will be reviewed for taking a view based on the Government advisory.

14. Madhya Pradesh

Government is taking Department wise review and decision on the policy. Out of total 51 departments, policy of no interview at lower level posts has been implemented in 14 departments. For 9 departments the matter is at advance stage of decision making.

15. Maharashtra Interviews for the recruitment of the clerks have been discontinued. For Class 2 non-gazetted, Class 3 and 4 posts, interviews have been done away with. The State Government has taken a decision and issued directions to the effect that the direction of discontinuation of interview will also be applicable to all State Government under

takings and local bodies.

About 61% of the recruitment is done without interview. The State Government informed that this policy decision led to reduction in the total duration for undertaking the recruitment process and also resulted in cost savings for the Government. State Government is also undertaking an exercise to assess other qualitative impact of this policy on the recruitment process.

16. Manipur It was informed that the State government had undertaken the recruitment of Graduate Teachers under the Rashtriya Madhyamik Sikhsha Abhiyan (RMSA) without conducting interview. This measure was successfully undertaken and was completely transparent and corruption free.

It was informed that the second pilot measure in this regard is being undertaken by the Health Department.

17. Mizoram As a policy, Government was undertaking selection of lower level posts based on only on interviews and there was no written test. The proposal was put up before the Cabinet, which had some reservation. The matter is still under consideration.

18. Orissa For Group D level posts, it has been decided not to fill up these posts on regular basis. For Police Constable there are no interviews earlier also. For Group C level posts, the matter is still under examination.

19. Puducherry The Notification has been issued for abolition of interviews for the non-gazetted Group B, C and D posts. The State government was requested to provide a copy of notification for information.

20. Punjab Vide Notification dated 28.3.2016, interviews have been done away with at Group C, D and Group B non-gazetted level posts. Copy of the notification will be provided by the State Government at the earliest.

21. Rajasthan For Group C level posts, there are no interviews being held. For Constable, Teachers and Nurses also there are no interview. For Group IV level (MTS), the matter is under consideration of the government.

22. Sikkim The matter is still under consideration of the Government. 23. Tamil Nadu The recruitment is done by the following four recruitment

boards and the status vis-a-vis conducting the interview is

as follows: 1)Uniform Service Board — No Interview 2) Medical Service Board — No Interview 3) Teachers Recruitment Board — No Interview 4) Tamil Nadu Public Service Commission (TNPSC) — has assorted posts in which there is interview.

In the State 85% of the total posts do not have interview as a part of recruitment process. Group D — some posts have interviews — (Drivers/Peons)

24. Telangana Government has already decided to not to hold interviews on Group D and C level posts.

25. Tripura The matter is under consideration and the State government is to take a final view.

26. Uttarakhand The State Government has abolished interviews in the Group C and B (Non-gazetted). Group D cadre has been abolished.

27. Uttar Pradesh The discussions are on. The views of the Departments are being taken in the matter.

28. West Bengal For Group D posts, there are no interviews. For Group C level, there are interviews on about 15% posts. Once the new Government comes into power after elections the issue will be taken up for reconsideration.

From the above review, following can be concluded:

(i) The following State Governments/UTs have actively implemented the policy of abolition of interviews at lower level posts:

These 8 States are, therefore, requested to furnish their inputs by 30 th May, 2016.

3.2 Presentation on launch of a National Career Service (NCS) portal (M/o Labour & Employment)

Sh. P. Srivastava, DDG, M/o Labour & Employment made a presentation on the

launch of a National Career Services portal, by the Central Government so as to meet

the career aspirations of youth by providing a common platform where they can access

career related information, seek guidance and employment opportunities amongst other

services. He requested the State Governments to also link their stakeholders to this

portal so that the job seekers may get all information under one umbrella.

Agenda No.4

Meeting in UPSC regarding promotion of officials from State Civil Service to IA S.

AS (S&V) informed that vacancies in respect of almost all the State IAS Cadres had

been determined. However till date only DPC i.r.o. Gujarat (SCS) had been conducted.

Secretary, DOPT requested all the State Governments to expedite sending their

proposals to UPSC so that DPCs for all the States could be held by October positively.

Agenda No. 5

Review of service records of AIS officers under rule 16 (3) of All India Services (Death-cum-Retirement Benifits) Rules, 1958.:

JS (Vig.), DOPT informed that as on date 15 State Governments have

undertaken the review. 12 States Governments have conducted the review but minutes

of the meeting are awaited. These State Governments were requested to submit the

same to this Department at the earliest. Some of the State Governments informed

about not being able to conduct the review due to non availability of an apex level officer

from another State as a member of the Review Committee. It was decided that in case

there was delay in nominating an officer from outside the cadre, DOPT may be

requested to nominate a suitable officer.

JS(Vig), DOPT informed the State Governments that vide DOPT's letter dated

13th April, 2016, the parameters to be considered while conducting the review had been

re-iterated. Proforma for submission in this regard had also been circulated. The States

were reminded that as the review is for half yearly period, the next review will be

applicable from July, 2016 for which the proforma suggested may be used.

Agenda No. 6

Pending cases of training of promoted IAS officers

AS (S&V) informed that the next phase of induction training was scheduled to

commence at IMG Kerala from 25.04.2016. However as on date a number of officers

relating to certain State Governments had not confirmed their participation. These State

Governments were requested to relieve these officers immediately. Further other State

Governments who could send their nominations for this batch were also invited to do so.

Secretary, DOPT also stressed the need for taking the induction training program

seriously by the State Governments.

Agenda No. 7

CBI related issues

Point 1:- Setting up of Additional Special CBI Courts

It was observed that as on date still 4 additional special courts ( 3 in West Bengal and 1

in Andhra Pradesh) were yet to become operational The State Governments of Andhra

Pradesh and West Bengal were requested to take necessary steps expeditiously so as

to make these courts operational at the earliest.

Point 2:- Acute shortage of manpower in Central Bureau of Investigation (CBI).

Secretary, DOPT raised the concern over increase in the number of cases undertaken

by CBI due to Hon'ble Surpeme Court and High Courts handing over a large number of

sensitive cases to the CBI for investigation without any additional manpower. As

internal filling up of posts by CBI would take considerable time, the State Governments

were requested to send the names of willing officials / officers at the earliest to CBI to fill

the vacant posts on deputation basis in the rank of Constable, Head Constable,

Inspector and Superintendent of Police.

Agenda No.8.

Category wise / cadre wise distribution of vacancies to be filled in various cadres / joint cadres of IAS on the basis of Civil Services Examination, CSE 2015. AS (S&V), DOPT, informed the State Governments of the proposal of DOPT to make

following changes in the policy for distribution of vacancies in IAS (Direct Recruit)"

(i) Only Cadre deficit weight will be considered for determining vacancy distribution.

(ii) No. Cadre will get vacancies more than the requisition made.

Some of the State Governments conveyed their reservation of the proposal. It

was then suggested that the State Governments could fill their vacancies in their

Secretariats by taking officers of the level of Deputy Secretary in Central Secretariat on

deputation. This suggestion was welcomed and approved by all the State

Governments.

Agenda No.9

Simplification of caste certificates

Secretary, DOPT requested all the State Governments to convey their inputs

specially on the proposal to simplify domicile and caste certificates relating to SCs / STs

by 30th May, positively so as to arrive at a suitable decision at the earliest.

State Reorganization related issues.

Secretary, DOPT noted with concern that while almost 90% of the issues relating 10

to bifurcation of Andhra Pradesh into Telengana and residual Andhra Pradesh had been

resolved in a short span, the issues relating to bifurcation of Madhya Pradesh-

Chattisgarh, Uttar Pradesh- Uttaranchal and Bihar- Jharkhand were still pending for

more than 15 years. He conveyed his willingness to meet with the Chief Secretaries of

the concerned States personally so as to resolve all their pending issues.

Additional Agenda:-

The State Governments were also requested to expedite their IAS, IPS and IFS Cadre

review proposals. It was also suggested that their Cadre Review proposals should not

propose for more that 5 % increase in the Senior Duty Posts.
