Mission: To significantly reduce the homeless veteran population

in California by taking a leadership role in prevention; outreach/education; housing/supportive services; and community partnerships in order to support the United States Department of Veterans Affairs (USDVA) five-year plan to end homelessness among veterans.

Vision: To prevent homelessness among veterans through our

statewide collaborative efforts and by educating veterans on their benefits

CCALALVVETET’s Role in Preventing Homelessness’s Role in Preventing Homelessness

Veteran Services Division

Leadership: As state-level veteran advocates, take the leading role in the VA Five-Year Plan: Ending Homelessness Among Veterans by collaborating with federal agencies, local county and city agencies, non-profit organizations, faith-based agencies, and community groups.

Partnerships: Strengthen and develop partnerships between CalVet Homes Division; CalVet Farm & Home Loan Division; Veterans Services Division; Department of Mental Health; Alcohol & Drug Program; Department of Corrections and Rehabilitation; Department of Aging; Non-Profit Organizations; Veteran Services Organizations; County Veteran Service Offices; and VA

Education and Outreach: Continue education and outreach efforts to homeless, elderly/disabled, and justice involved veterans; as well as service providers, employers and first responders

CalVet Homes Division Establish a collaborative partnership between CalVet

Homes; Federal, State, County, and City agencies; Department of Aging; Department of Mental Health; Veteran Services Organizations; Veteran Service Agencies; and Non-Profit Organizations

Facilitate transfer of homeless veterans from transitional programs/supportive housing to permanent housing at a CalVet Home.

Farm and Home Loans Division With the passage of implementing legislation AB 1084

the department will have the ability to offer low income veterans access to multifamily co-operative housing options and access to quad-plex housing.

The Multifamily model would allow for multi-use facilities to house low income veterans

Multifamily community style units may be built next to Vet Homes for easy integration.

Co-ops would allow low to moderate income vets the opportunity to gain ownership in property and grow wealth through a cooperative housing project.

Provide help in obtaining transitional housing assistance for incarcerated veterans upon release and assist them in obtaining the necessary resources to prevent recidivism.

Increase economic security by increasing awareness VA

compensation, pension, and educational benefits, employment opportunities, and housing programs available.

Transform homeless services through partnerships with community-level, non-profit, county, state and federal agencies with a focus on prevention and rapid re-housing
