THE POSITIONDirector, Animal Services The Director, Animal Services is an executive management classification that isresponsible for providing animal regulatory and health services tounincorporated San Diego County and management of the overall activities ofthe department, including formulating and administering Countywide policy. Theprimary responsibilities are to provide leadership and direction to subordinatemanagers to develop and retain highly competent, service-oriented staff whoembrace customer service, shelter management, pet adoption and animal-related law enforcement practices that support the County’s and Department’smission, objectives, and service expectations.

The Department of Animal Services (DAS) is a nationally recognized organization that protects the public fromdangerous animals, protects animals from abuse and neglect, and saves the lives of thousands of unwanted,abandoned, or lost pets each year. The Department has 61 full-time staff and an operating budget of $9.1million.

The Department’s mission is to protect the health, safety and welfare of people and animals. The Departmentof Animal Services supports the County’s Strategic Initiatives and advances the County’s vision of a regionthat is Building Better Health, Living Safely, and Thriving, which is called Live Well San Diego.

• Building Better Health by promoting and conducting vaccination, licensing, and microchipping clinics inthe top underserved communities in collaboration with external partners.

• Living Safely by partnering with unincorporated communities and using community input to develop anEvacuation Disaster Plan; achieving a goal of 0% euthanasia of any healthy or treatable animals byreuniting lost pets with their owner, through adoption to a new family, or transfer to a rescue partner; andresponding to 98% of patrol calls on time.

• Thriving by continuing to implement business process improvements to enhance DAS’ Volunteer Programand increase volunteer and staff engagement.

• Achieving Operational Excellence by supporting a feasibility study to consider the consolidation of thedepartment’s two shelters into one centralized location or the potential implementation of capitalimprovements to the County Animal Shelter in Bonita; and continuing the annual training program for newemployees and implementing a dog behavior training for staff and volunteers to foster professionaldevelopment and consistency in core competencies.

THE IDEAL CANDIDATE

Qualifying candidates will possess a bachelor’s degree from anaccredited U.S. college or university or certified foreign studiesequivalency AND five years of management level experience thatdemonstrates the ability to perform the essential functions of theclassification. Experience must include at least one year ofsupervision.

Note: A master’s degree or higher degree may substitute for a totalof one year of experience and cannot be applied to the requiredone year of supervision.

MINIMUMQUALIFICATIONSAPPLICANTS MUST POSSESS THE FOLLOWING:

The ideal candidate will be a strong, forward thinking, and innovative leader with outstandingmanagerial expertise, a global perspective, and exceptional oral and written communicationskills along with experience interacting with members of the public, community leaders, andpublic officials. His or her professional history will demonstrate the following leadershipcompetencies, attributes, and experience:

• Demonstrated experience in customer service, shelter management, pet adoption, and animal-related law enforcement

• Knowledge of process development and improvement, including innovation in technology

• Experience in disaster planning and response• Strategic thinking and anticipation of future challenges

and trends related to department goals and initiatives• Strong consensus-building skills while developing and

maintaining long-term relationships with staff, volunteers, and community stakeholders

• Stimulating and actively initiating organizational change, including business process reengineering

• Results-oriented change agent, with a commitment to improving performance and customer service
