Relevance: The contract highlights our capability to effectively apply a robust traffic and pedestrian management plan to facilitate the undertaking of construction related activities alongside a fully operational highway and coastal footpath. Other significant elements of the contract included: Installation of surface water drainage involving deep excavations (up to 4.5m) and tidal working. Sewage pumping main diversions (150mm dia). However, a section across several high voltage cables was directionally drilled. Construction of a 7m deep foul sewage pumping station including M&E and Pump Installations. Continuous dewatering owing to ground conditions and location adjacent to the sea. Challenges Met / Solutions Provided: Risk was minimised during the project by: Early site investigation to define works in detail. Detailed planning and programming of project. Undertaking a full site investigation of statutory undertaker infrastructure. Coordination of our programme to include all support activities and associated diversionary works. The following challenges were encountered during the project: Maintaining traffic flows and minimising disruption to road

users  and  inconvenience  to  pedestrian  and  cycle  traffic.  • Working  safely  in  deep  excavations  and  in  tidal  conditions.  • Surface  drainage  obstructions  caused  by  132KV  cable.  • Contaminated  land  issues  as  a  former  steel  works  was

located  on  part  of  the  site.    • The  site  was  located  near  a  gypsy  encampment  and  needed

24/7  security.

Surplus  earthworks  were  recycled  and  used  as  fill  over  landscaped  areas.  This  sustainable  approach  was  in  compliance  with  our  Site  Waste  Management  Plan  and  was  fully  endorsed  by  the  EA.

Extensive  use  was  made  of  temporary  traffic  barriers  to  protect  the  workforce  and  pedestrians.  Outputs  were  also  improved  within  well  defined  and  properly  protected  safe  working  areas.      The  efficiencies  and  improvements  implemented  included:  • Effective  planning  and  systematic  programming  of  the  work

including  collaborative  meetings  with  stakeholders.    • The  importance  of  allocating  adequate  and  appropriate

resources  in  order  to  effectively  mobilise  the  contract.  • Early  appreciation  of  the  HS&E  implications  of  the  site  area

and  the  impact  on  work  activities.  • The  importance  of  creating  a  culture  of  working  together  in

order  to  achieve  the  project  objectives.          Principal  Supply  Chain  Partners:   JBHL   delivered   substantive   elements   of   the   contract   using   our

directly   employed   workforce   which   helped   ensure   there   was   no  duplication   of   supervision   or   ‘fee   on   fee’.   However,   the   following  specialist  subcontractors  were  employed:

 • Directional  drilling  • Traffic  management  • Street  lighting  • Surfacing  works.  • Mechanical  and  electrical  installation  works.

All  subcontractors  are  included  on  JBHL  Approved  Supply  Chain  List.

References:   Mr  John  Payne,  Director  of  Waterman  Consulting  Engineers:    ‘We  were  pleased  with  the  way  you  managed  the  construction  phase  of   this  project  and  applied  your  knowledge  and  experience  to  many  of  the  unforeseen  and  challenging  activities  encountered.  Well  done  to  everyone  involved.’
