The 2ND MEETING CA AND EU MINISTERS FOR EDUCATION
The 2nd meeting of CA and EU Ministers for
education was held on June 23, 2017 in Astana
The meeting concluded with the Astana
Declaration adoption
The CA ministers for education (Kazakhstan,
Kyrgyzstan, Tajikistan, Turkmenistan,
Uzbekistan), delegation representatives and
EU Embassies, state-secretaries and other
ministers and officials from Belgium, Germany,
Greece, Spain, Italy, Latvia, Lithuania,
Netherlands, Poland, Romania, Slovakia,
Finland, France, Czech Republic and Estonia
took part

Stage 1 • Accreditation has started in 2001 in Kazakhstan
• The procedure was named State Accreditation
• Accreditation was carried out on 27 statistic indicators
• The National Accreditation Center of MES RK creation• The 1st Institutional Accreditation• Creation of the First National Accreditation Agency• Bologna Declaration Signing
Stage 2
• State Accreditation functions was transferred to independent competitive environment• Creation of the Second National Accreditation Agency• Approved National Register of accreditation bodies
Stage 3
• State Certification is completely replaced by institutional and specialized accreditation• Updated Register of accreditation bodies: 6 Kazakh and 4 foreign agencies• Entry of two National Agencies to European network - ENQA and EQAR• Kazakhstan participation in EQAR General Assembly• Positioning of Kazakhstan HEIs in international ratings• Involvement in CAEP events (Stage 1 and Stage 2)

Work on NQF in Kazakhstan
Changes to Labor Code from 2015 are as “NQF RK development produced by the Ministries of
Labor and Education, approved by republican commission on social partnership and regulation
of social and labor relations”. The participants of republican commission are the
representatives of the Republic of Kazakhstan Government (7 pers.), republican association of
workers (7 pers..) and republican association of employers (7 pers.).
• National Qualification Framework is comparable to
European Qualification Framework
• Preparation to self-certification
• Kazakhstan is the Co-Chair of Expert group in
qualification framework (Expert group A NQF Bologna

4. Establish and approval of rules for the organization and conduct of
professional practice and the rules for determining organizations as bases
of practice.
2. Implementation of educational activities on the basis of independently
developed norms of academic load, forms and wage levels.
3. Establish and approval of rules for admission to the organization of
higher and (or) postgraduate education.

postgraduate education in accordance with State Compulsory Education

5. Development and approval of rules for the transfer and recovery of
students in accordance with the model rules for the activities of

established by the legislation of the Republic of Kazakhstan.
