Find out how the major players in the new Obama administration will affect home care and what the prospects are for something substantive to occur and what the major priorities will be for home care in the coming year.
B I L L D O M B I , N A H CWith over 26 years of experience in health care law, Bill Dombi has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1978 including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, and the institution on Medicare PPS for home health in 2000. With litigation, Dombi was lead counsel in the landmark “Staggers” lawsuit which reformed the Medicare home health services benefit, challenges to HMO home care cutbacks for high-tech patients, lawsuits against Medicaid programs for inadequate payment rates, a nationwide class action against HCFA for its failure to enforce the federal HMO Act, and litigation directed against the “Interim Payment System” for the Medicare home health benefit.
In addition to litigation, Bill offers significant community and professional educational services through lectures, publications, teleconferences, and videos. He is the Editor and lead author of “Home Care & Hospice Law: A Handbook for Executives,” the only comprehensive legal treatise on the topic. His recent presentations include market trends in home care, compliance risk management, patient rights, fraud and abuse, health care reimbursement, legislative and regulatory reforms, and legal issues in Tele-health services.

THE OBJECT OF THIS GAME IS TO IDENTIFY ALL THE FISHES, OBTAIN ALL THE CLUES TO SOLVE THE FINAL PUZZLE.
BASIC RULESWhile onsite at the conference, look for a submarine with all members of the sea. Once you have identified the members, find them and talk to them. When you find them, give them three numbers (1-10). Each time you give a number, you’ll receive the clue that correlates with that number. After receiving three clues, you must guess what they are. If you are unable to do so, or if you guess incorrectly, you must wait at least 30 minutes before you can approach the same member again for additional clues. You may continue to do this until you are able to guess what they are. Once you correctly guess what they are, the member will give you a sticker which will be a piece of the puzzle for the game. Once you have filled the portholes to the left with all the stickers, you must unscramble the puzzle using only the colored stickers to get the final clue.

SubstitutionsIf, due to an emergency, a registered attendee isunable to come to the conference, a substituteattendee may be designated from within the sameorganization. This substitution must be made in writingby the original registrant or an agency representative.
CancellationsA refund (minus 20% per person administrative fee)will be issued if written notice of cancellation isreceived on or before April 10, 2009. No refund willbe issued after April 10, 2009. No refunds will beissued to “no shows.” All cancellations must besubmitted in writing. No credit for future programs willbe extended to cancelled registrations. There can beno exceptions to these policies. A full refund will beissued should CAHSAH cancel the conference.
Confirmation NoticeEach registrant will receive a written confirmationnotice, sent via email to provided email address onthe registration form prior to the conference. Youremail address will not be shared nor used for anyother purpose other than receiving the conferenceconfirmation.
Photocopy and complete registration form as needed. Conference registrations cannot be shared among differentindividuals. Each person must sign up for their own sessions. To receive the group discount, must register two ormore people from the same company and registrations must be submitted together at the same time with a singlepayment.

License Number for CEsContinuing Education credits are offered each day toregistered nurses, licensed vocational nurses, coders ,and social workers. If you would like to earn CEs, youmust enter your license number in the space provided onthe registration form and submit the CE request form atthe conclusion of the conference.
Registration FeesAll registrations must be prepaid. Fax, internet, and phoneregistrations must be made with credit card payment. Fullthree-day conference registration fees include thewelcome and finale receptions, all concurrent and generalsessions, a continental breakfast each morning, luncheonson Wednesday, Thursday and Friday, and access to theHome Care Expo.
Registration Fees - Group DiscountSave up to $95 per person when four or more people fromthe same company register for a full three-day conferencepass. This discount is given on full three-day passesonly and cannot be combined with other discounts.Registrations must be submitted at the same time, with asingle payment.
Registration Fees - Special Offer for MembersFor each paid three-day conference registration, memberscan register one agency colleague for either Wednesday,Thursday or Friday conference events at a special rate of$99. Registrations must be submitted at the same timeand by the advanced registration deadline.
Membership Discounts: If your agency renewed earlyand qualify for the special deal. You must pay the fullamount of $510 for the first person. The second personwill be receive 50% off ($255 off of $510).
