CAIRNS HOCKEY - QUICK FACTS

History Cairns Hockey was established nearly 90 years ago to administer hockey in the cairns region. It has grown into a vibrant hockey association with 4 clubs – Brothers, Saints, Souths and Stingers with strengthening relationship with Tableland Teams beginning to participate in the local competition and has its home at the exciting Cairns North Sporting Precinct

Facility Cairns Regional Hockey Centre, 365 Lake Street, Cairns, 4870. Facilities include:

Two water based artificial pitches (with approved lighting) over seven hectares

Constructed to FIH specifications Up to 6 well-conditioned support grass fields

Location - North Cairns, 2kms from the airport, 4kms from the CBD

Clubhouse and Member Amenities - AV facilities, warm-up areas, parking, spectator seating and viewing mounts, security fenced

Governance Cairns Hockey is an incorporated association managed by a duly elected volunteer Board of Management. The Board consists of a President, Finance Director and 3 additional Board members elected by its members at an AGM. The Board employs administrative, ground maintenance and coaching and development staff to drive and deliver the competitions and supporting programs. It appoints volunteer operating committees to assist and support the advancement of hockey programs, pathways and competitions

Competition Membership

In 2015, hockey supports school and community recruitment programs within excess of 3000 participating. Cairns hockey ran a full field winter competition and a modified summer hockey competition. It also recognized an indoor competition. 1800 plus people male and female of all ages participated in these competitions from Under 11 through to Masters. In 2015 the competition was open to regional teams from Atherton Tableland in both junior and senior competition grades.

Pathways In 2015, over 270 players represented Cairns across regional and state competition, almost 40 coaches and managers were involved in representative teams and over 15 umpires from Cairns Hockey officiated in regional, state and national championships. In addition Cairns Hockey is currently running an out of season Academy Programs with over 200 players and coaches involved.

STRATEGIC HIGHLIGHTS

The Board undertook an extensive review of all aspects of this organization and

identified a number of key objectives to work towards 2020 supporting and sustaining

success and these included:-

i. Grow Hockey across the Region including integration of a new Indigenous

Hockey Program – Aspire and work with schools, training organizations and

other stakeholders to recruit and expand our Hockey Development Programs

ii. Involve our Members and volunteer supporters to reinvigorate and revitalize

local and regional competitions and engage our Stakeholders to support us in

being pro-active in promoting Cairns as a mature Hockey Destination bringing

hockey events to the region statewide, nationally and internationally.

iii. Develop and Drive Higher Performance Programs across education, training

and mentoring of players, coaches, umpires and program management to

increase opportunities to attain state and national recognition

iv. Strengthen Cairns Hockey Stakeholder Engagement to support the

abovementioned strategic objectives.

Growing Hockey Engaging Stakeholders Delivering Success

FINANCIAL HIGHLIGHTS

Cairns Hockey also coordinated, funded and successfully replaced an artificial pitch to

ensure there is now 2 international quality surfaces available in Cairns. This required

patience, planning and strong relationship building.

Increasing sponsor support to the organization as a whole

Value of the legacy the 2015 Australian Men’s Masters Hockey Championships will

provide to Cairns Hockey.

OPERATING HIGHLIGHTS

Cairns Hockey delivered the 2015 Australian Men’s Masters Hockey Championships,

the largest single sporting event delivered in Australia in 2015. Bringing this event to

Cairns highlighted to the region and its businesses and organizations the nature and

significance of the economic impact Hockey events can have to a region and the

Cairns Men’s Masters Hockey Championships Organizing Committee must be

commended for the 12 months of volunteer preparation which built the platform upon

which the successful delivery was launched.

Delivering a new JUNIOR HOCKEY competition format to align with the new growth

strategies and new connections with schools, clubs and community.

Reinstating the 2015 Cairns Hockey Annual Awards Presentation Evening as part of

Cairns Hockey Grand Final Week promotions and celebrations

LOOKING AHEAD

Plans to improve the Cairns Hockey Facility

Promoting Cairns as a favored destination and the creation and delivery of a Marquee

Hockey Event for Cairns Region as well as encouraging state , national and

international hockey events

Expanding our links with Atherton Hockey and strengthening regional hockey

PRESIDENT’S REPORT

Let me start by saying first off congratulations to all our members, staff and volunteers for a

very successful season. Whilst the year ran smooth and looked hassle free, there has certainly

been a busy year behind the scenes with a lot of work going on in the background.

My first year as President has been a very challenging yet a rewarding year.

There has been an enormous commitment from numerous people, with time and resources

offered freely over this year which has been above what I expected or had seen in the past.

Their selfless approach to the needs of this association has been extraordinary and without

these people we would not have seen the great advances that have been made this year.

In 2015 we had just over 1,250 members with a steady increase including an increase of 170

new junior numbers. Late 2014 early 2015 we worked closely with the clubs to make a

number of changes to the junior competition. The growth in junior numbers this year can be

attributed to the clubs putting in a concerted effort to raise their own numbers, so well done

to the clubs as your efforts are growing this sport again.

Due to the age, wear and tear of the Rainforest turf, early this year we had to replace the turf

plus this was essential for hosting the Australian Men's Masters Hockey Championships. The

turf replacement caused some interruption to our competition and rep training programs but

we managed to juggle schedules. Now we have an excellent playing surface that should last

another 9 or 10 years. The turf’s sinking fund had approximately $100,000.00 which meant

we had secure finance through Bendigo Bank for $280,000.00 which was very kindly

guaranteed by the Cairns Regional Council.

For the first time in a long while we saw volunteers come back out to Hockey starting with 70

plus volunteers who assisted with the removal of the Rainforest turf, the spirit of getting

volunteers back to Cairns Hockey was alive and well plus this saved CHA approximately

$8,000.00 in removal costs.

In March the General Manager resigned after 8 years at Cairns Hockey. This was an ideal

opportunity for the Board to review the GM’s role, consult with the Hockey community, then

carefully consider the job description and gain a better understanding of what is in the best

interest for Cairns Hockey moving forward.

The decision made was to make the General Manager’s role redundant and create a new role

which was more in line with that of an Operations position. With this restructure saw the

appointment of Julie McNeil in June. The appointment of Julie is one of the Board’s best

decisions made this year. Julie’s experience around Hockey over the past 20 years has

brought new vision, clarity, plus a wealth of experience which will benefit our administration,

relationships with key stakeholders and communications with the clubs and members.

Julie’s position is a dual role, Operations Manager for CHA and Manager of the new Aspire To

Be Deadly Remote Indigenous Hockey program. As part of the restructure and Julie’s dual

position between CHA and the Aspire duties the Board appointed Carly Malcolm as an

Administration Assistant.

Effective July 1st 2015 CHA received a Grant from the Federal Government. I’d like to

acknowledge the wonderful support from Cairns Hockey’s Patron and local Federal Member

for Leichardt the Hon Warren Entsch MP. Warren’s passion, recommendations and support

for Cairns Hockey led to CHA being successful with our application and received a Grant for

$575,000.00 which will be delivered over a 30 month period.

The new Indigenous Hockey program Aspire To Be Deadly commenced on the 1st of July

2015. To deliver this new program CHA has employed Wes Ferns and Matt Cook full time

along with a Development Officer Jess Fatnowna starting early 2016 who will work within the

Aspire program to create pathway opportunities and mentor support programs for

Indigenous young women and girls across Cairns and Far North Queensland. The new

Indigenous Hockey program caused some misunderstandings with Hockey Queensland.

After lengthy discussions and 2 face to face meetings between CHA and HQ this matter has

now been resolved through mutual agreement.

In the lead up to the Australian Men's Masters Hockey Championships an estimated 2000

Volunteer hours were put into the repairs and maintenance around the grounds. This is an

enormous effort which I sincerely thank everyone for. The mum’s and dad’s, boys and girls

who gave up their weekends to help bring our facilities up to a professional standard to host

the AMMHC and one that we can be very proud of. Our facilities are looking fantastic. I

would also like to thank the local AMMHC Organizing Committee for their long hours away

from their families and business’s to help make this Tournament a huge success.

We experienced another busy and successful competition on the fields which saw Atherton

have 3 teams play in the CHA competition this year and we must congratulation Saints

Hockey Club for being named Club Champions for 2015.

Once again Cairns Hockey was well represented with 24 Athletes being selected in

Queensland squads across both boys and girls age groups and senior men’s and ladies. Three

of those Athletes were selected to play for Australia at a Senior Australian Country level.

Congratulations must go to the athletes, their club coaches (past and present) including

David McNeil and Matt Cooke who assisted in their development and getting them prepared

for the National Championships. These achievements reflect strongly on the strength of the

Cairns Hockey community and its commitment to Hockey being played at a State, National

and International standard.

Late September we hosted the Australian Men's Masters Hockey Championships which saw

72 teams, 1200 competitors with another 500 plus family and friends arrive in Cairns. The

economic benefit to the Cairns region was estimated to be around 9 million dollars.

The Hockey was competitive yet played in great spirits. We certainly put Cairns Hockey and

our city on the map and gave everyone a memorable experience. Hockey Australia’s General

Manager Ben Hartung said that Cairns Hockey delivered 110% of Hockey Australia’s

expectations. Well done to everyone involved for their passion and commitment to making

the 2015 Australian Men's Masters Hockey Championships one of the best. Our staff and

volunteers lead by Julie McNeil and Karen Cockrem were outstanding.

The summer sixes is again popular with experienced and non-experienced players liking the

shortened version and social nature of the game. It is great to see mum’s and dad’s playing

with their children and the sixes competition is another income stream that assists with

operational costs in the off season.

Last weekend CHA held a Strategic Planning workshop with all 4 clubs attending including

Atherton Hockey Association. The CHA Board is committed to having our clubs and members

be involved and contribute to the future direction of Hockey within our region and we thank

everyone who participated. The next 5 to 10 years is looking very positive.

Thank you to our staff for their support and extra efforts over this year of change. Without

your commitment much of this work would not have happened. I would also like to thank the

greater Cairns Hockey community for their achievements, efforts and support for the year,

it’s been a year full of many great achievements.

Finally I’d to take this opportunity to sincerely thank my fellow Board Members for their

unconditional support and commitment this year. After a busy 12 months we have remained

united, committed, and passionate to make Cairns Hockey one of Cairns leading sporting

associations. I am very grateful to be working with a group of dedicated professionals and

proud to be President of this wonderful sport we love and play. We have achieved many great

outcomes and laid a solid platform to start 2016 positive with clear goals and a long term

vision.

I’d like to wish everyone a safe and prosperous Christmas and New Year. May everyone be

blessed with well wishes, good health, lots of joy and take a moment to be grateful of who we

are and what we have!

OPERATIONS MANAGER REPORT

This new role was created in June 2015 after the Cairns Hockey Board undertook an extensive

review of their organization, practices and programs. I am tasked with implementing and

driving the Cairns Hockey Development Framework to support Cairns Board Strategic

Direction. This is highlighted in more detail within the report and provides a strong and solid

direction as CHA move forward together.

There was no time for settling with the following being managed and coordinated:-

(i) Delivery to Hockey Australia - National Competition Tender

(ii) Clubs Open Forum

(iii) Management and Administration of Local Competition Finals

(iv) Coordination and Delivery Annual Awards Presentation

(v) Collaboration and support to Australian Men’s Masters Hockey Championships

2015

(vi) Revamped Summer 6’s competition for 2015 (because of the Masters Event

timing)

(vii) Annual Financial Audits and 2016 Budgets

(viii) 2015 Annual Report and AGM

(ix) Development Workshop and Strategic Planning Sessions

All these challenges have been made easier with the very positive way the Cairns Hockey

Members and Supporters have welcomed and embraced me. Many challenges remain and a

number of key issues await our attention including:-

(a) Developing a stronger local and regional hockey competition – inviting Atherton to

nominate additional teams and expanding the local competition to include

participation in Atherton as part of the Cairns local competition

(b) Supporting Club Recruitment Plans across the growth regions of Cairns Southern

Corridor and Northern Beaches communities

(c) Revamping the Cairns Hockey Representative Team Program to provide increased

training and service delivery to our Teams to support increased volunteer involvement

and greater chance of success.

(d) Creating new and improved administrative practices designed to support our

stakeholders with the aim to improve and deliver high level of customer service and

support.

(e) Delivery of ongoing facility maintenance and improvements

(f) Promoting Cairns as a destination for future hockey events to our state, national and

international hockey partners and creating an Annual Hockey Participation Event in

Cairns to support this.

Cairns Hockey must look to achieve all these outcomes while delivering a responsible budget

and one that is based on developing sustained financial responsibility. New financial

processes and practices will be implemented looking towards a higher level of transparency

and accountability. The costs of playing hockey directly and indirectly will not reduce over

time. Therefore strategies to support increasing alternative revenue streams must be

identified including

(i) Broadening the usages of Cairns Hockey assets and expand commercial uses ,

(ii) introducing new social competitions to highlight the inclusiveness of the sport in

the community

(iii) creating new events which highlight how hockey in the region can adapt to

embrace the currently untapped markets and

(iv) Increasing our efficiency and incurring cost savings as a result throughout the

Cairns Hockey competitions and programs

Cairns Hockey received federal government funding under the new Indigenous Advancement

Strategy with a special mention to our Patron Hon Warren Entsch for his ongoing support and

assistance. This is a new program which will support hockey development programs being the

vehicle to drive community benefit across education, employment and safety and well-being.

The new Aspire to be Deadly Program focuses on providing opportunities for indigenous

young women and girls through mentor programs, workshops and role modeling programs

and we look forward to strengthening existing ties with communities, expanding club

recruitment opportunities and embrace new partners in our goal to successfully meet the

funding outcomes and broaden hockey opportunities across the region of Cairns and Far

North Queensland. This program will broaden opportunities into mainstream hockey and the

partnerships and support gained through this program can be an example of how Cairns

Hockey is looking to deliver a truly integrated community support development program

with sport the driver of positive community benefits.

Hosting the 2015 Australian Men’s Masters Hockey Championships in Cairns 26th September –

10th October 2015 has certainly been the highlight of my brief time with Cairns Hockey. Final

Event Reports are still being completed but taking into account the feedback from the

participants, our partners, visitors, businesses and our members, Cairns Hockey should be

looking towards a very positive report including strong financial benefits, an increased

respect amongst our partners and stakeholders including the Cairns Regional Council, State

and Federal Government and Hockey Australia.

A very sincere congratulations must go to Jason Fowler and the local organizing committee

members who all volunteered their time, skill, experience, and called upon their friends to do

the same and built a solid platform from which the Cairns Hockey Volunteers and Staff and

supporting partners could launch a successful coordination of 15 full days of event delivery.

Karen Cockrem – Cairns Hockey Board member volunteered herself as “volunteer

coordinator” and worked tirelessly to recruit 50 plus members to undertake judging and other

technical duties through-out the 12 plus hour days not to mention the all the general

volunteer roles which were filled with enthusiasm. Thanks to everyone who can call

themselves “the master volunteers”.

I would like to say thank you to all the Cairns Hockey members and supporters who through

their Clubs welcomed me into their Association so warmly. The challenges remain but the as

the engagement, respect and trust grows, so will Cairns Hockey and with this growth will

come opportunities for the region and beyond. To the Cairns Hockey staff, thanks for

supporting me in the transition and I look ahead to meeting the challenges together and

finally to Scott Brown President and all members of the Cairns Hockey Management Board-

thanks for the unwavering support, the respect and the recognition which assisted me to

focus on my job while serious distractions were negotiated elsewhere.

I eagerly look forward to the rest of 2015 and bring on 2016 where I hope I can be part of the

team Cairns Hockey and work towards future successes.

REGIONAL COACHING DIRECTOR REPORT

The Year That Was

Coaching Department

Mid 2015 saw the restructure of the CHA Coaching Department with the introduction of the

following reviewed roles through the Aspire to be Deadly program;

Regional Coaching Coordinator

Aspire To Be Deadly Program Manager

Aspire To Be Deadly Development Officer**position filled however not full time until 2016

Whilst the roles of these new positions are vastly different, the positions provide greater

opportunities to work in conjunction with each other for positive outcomes within CHA and

the hockey community. The full effectiveness of this new structure is yet to be seen but I am

positive that 2016 outcomes will be impressive.

Representative Teams

Results for representative teams were not as expected and for a number of different reasons.

That been said, it is the Coaching Departments responsibility, in liaison with CHA Admin to

provide the best opportunities for both our players and coaches alike to perform at their

optimum at State Championships.

A 2015 review has been completed with the Administration staff regarding the off field

practices for Representative Teams which will no doubt have positive effects moving forward.

In my opinion, the standard at State Championships through the junior age groups is

declining, and has been for a number of years. With the “big sports” definitely attracting

more of the young boys, hockey is getting a much lower percentage of athletically gifted

athletes.

This scenario therefore provides a greater challenge to all coaches and new/different

resources must be found to engage our players. The problem of “social networks” for our

youth also creates a challenge as the youth of today communicate and learn in a much

different way than say just five years ago.

As mentioned previously, 2015 was our third year in a row where we have sent three (3) teams

to Under 13 girls which has a ripple effect of creating more depth in our 15’s and 18’s in 2016

and beyond. Numbers for boys is still a concern.

Representative Players

A total of 24 athletes were selected in Queensland Squads in 2015 and are mentioned on

pages 21 and 22 of the Annual Report. Three of those athletes were selected to play for

Australia at a Senior Australian Country level.

Not included in the above are athletes that commenced their playing days in Cairns, moved

on, but still representing at a Queensland level and they are;

I would also like to congratulate athletes selected to represent Queensland at a school level

and not included in the above figures and are also mentioned on page 21 and 22.

Moving Forward – 2016 and Beyond

The 2016 Representative and Domestic season will see a number of changes;

(i) A high percentage of representative trainings will be recorded for visual feedback

(ii) More technology will be utilized to get information to Clubs, Coaches and Players

(iii) Identified athletes will receive constant in season training for specialist areas i.e.

goal keepers

(iv) Club game footage will once again be available.

(v) Workshops on a six weekly basis for all Clubs will be offered

(vi) Representative Coaches will have clearer and more defined playing structures that

will be the “Cairns Way”

(vii) A change in Culture applicable to representative teams will be introduced, player

and coach alike.

(viii) A coach recruitment and education program for the longer term will be

introduced.

(ix) CHA website page used to a greater extent for skills development.

(x) RCD and RCC in conjunction with Coaching Committee work to develop the best

competition for our CHA athletes.

Years 2013 – 2015 have witnessed a priority through the Coaching program to develop players

within the Cairns Region. This needs to and will change in 2016 as a greater emphasis will be

placed on Coach Education. It has been the lack of priority in this area that has had the

biggest “ripple effect” on our players.

Coach one player, you get to one player – coach one coach, you get to a minimum of a team

of players.

I would like to take this opportunity to thank all the volunteer Coaches and Managers for their

time and efforts throughout the 2015 season. All associations rely on an enormous amount of

volunteer hours to keep afloat and I sincerely thank you. To the staff and board of CHA, thank

you for your support of the Coaching Department. New ideas are always welcome,

passionately discussed and implemented where possible.

2016 will see a number of changes, all of which I am sure will benefit players, coaches and

clubs alike. I look forward to these challenges and working with you all moving forward.

Representative Masters Competitions 2015

Cairns Hockey recognizes the importance of Masters Competitions at all levels to the future

prosperity of the hockey across the region and congratulates all players who represented at

Cairns, Queensland, Other State and ultimately those who were selected in the national

programs.

2015 ASPIRE TO BE DEADLY REPORT

Cairns Hockey have been long term partners (in excess of 10 years) with Hockey Queensland

in the Remote and Indigenous Hockey Program and through this partnership the Cairns

Hockey Community have taken unique and special interest in this programs continuing

success. With new opportunities available in 2014, Cairns Hockey Board believed it to be

aligning with their developing strategic direction to value add to the Hockey Queensland

program by designing an indigenous hockey development program that specifically

addressed the issues and opportunities using hockey as the vehicle to drive positive outcomes

for indigenous young women and girls. Cairns Hockey is the only regional association is

Queensland that has over 10% indigenous participation across its representative programs

and wanted to support local and regional programs uniquely delivered through Cairns

Hockey. Through the support of our patron and other community supporters, applications

were made under the new Indigenous Advancement Strategy and subsequently, a successful

agreement was negotiated to provide a great opportunity for hockey through-out this region.

This program will provide Cairns Hockey the opportunity to integrate Closing the Gap

strategic outcomes across education, employment and well-being and build a platform

across the hockey community to indigenous young women and girls have significant

opportunities to succeed on and off the field through a series of well identified and connected

partnerships within the region. The Cairns Hockey community have embraced this program

and strong community support programs are based around schools, indigenous groups and

club and association hockey programs in 2016 including developing relationships with

residential facility Tropicana Lodge in Cairns as a future major partner for this program and

the young indigenous women it will benefit.

2015 UMPIRES AND OFFICIALS REPORT

What a year 2015 has been!

This year has been a very big year for hockey in Cairns. On behalf of the Cairns Hockey Umpires

& Officials Association Board, I would like to thank all of our members, supporters, Cairns

Hockey Association and everyone else who chipped in and lent a hand throughout the year.

Over the past few years our association has put a lot of effort to developing our umpires, from

the grass roots up to our top levels. This year saw more of a focus put in to developing our

technical officials. I would like to thank the many individuals who sat on the bench each and

every Saturday during Classic League and Reserve Grade matches. I also applaud those who

put up their hand to do a game or two during the recent Australian Men’s Masters

Championship in Cairns.

This year also saw a number of umpires receive accreditations; both new accreditations and

upgrades. To the many umpires who represented Cairns at state championships throughout

the year, thank you. It was great to receive positive feedback from Hockey Queensland on the

effort you all put in. We also had five of our umpires appointed to national panels by Hockey

Australia. Congratulations to Andrew Hickman, Carrie Born, Chris Harris, Brendan Hoff and

Bruce Hockey on your appointments. These appointments show that we have some very

talented umpires amongst us and that Cairns isn’t just another regional association; we can

compete at the top level.

I would also like to congratulate Katrina Noonan and Rachel Gilbert for the work they have

done this year with umpiring. Katrina was our Senior Umpire of the Year, with Rachel picking

up the Junior Umpire of the Year award.

With 2015 now behind us, we are looking forward to 2016 and everything that it brings. We

have seen great improvement in our officials over the past few years and with the continued

support of Cairns Hockey Association and our members, we will only continue to see more

improvement in the coming years.

Australian Men’s Masters Hockey Championships (AMMHC)

What started as a small idea in a conversation in Mackay, May 2014 has now finished with

unbelievable success and long term benefits for Cairns Hockey.

We welcomed 72 teams (2,500+ people) to Cairns, back in late September and they all left

with fantastic memories some 227 games and 15 days later. AMMHC is the largest hockey

event held in the country each year and Cairns Hockey has delivered one of the most

memorable championship held since its inception in 1980.

The most pleasing memory for me was the way in which the Cairns Hockey community

gathered together to make this event such a success. Sure it started with a small team who

you put the ground work in place, grew in numbers over the many working bees and built into

a crescendo with the e significant number of volunteers undertaking all sorts of jobs during

the tournament.

Particular thanks must go to Julie McNeil (Tournament Convenor) and Karen Cockrem

(Volunteer Coordinator), along with all of the CHA staff, for their tireless efforts and

commitments in the lead up to and during the event.

We must also thank our many corporate supporters whose generosity has led to a significant

improvement in the facilities available to all CHA members. Many meters of concrete paths

have been laid with new grass verges, the outstanding Reef deck for improved spectator

viewing and numerous other underground services to allow for future player amenities. Their

cash and in kind support has ensured the financial success of our event. Whilst the list of

The economic benefit to Cairns Hockey was significant, however it is conservatively

estimated that in excess of $10,000,000 was delivered to the wider Cairns community.

Hopefully we can continue to deliver major events of benefit to both Hockey and the

community into the future with the support of Hockey Australia and our volunteer members.

Our new “Hero” image will help to position Cairns Hockey across Australia and Asia a great

place visit to play hockey and experience our tourism icons.

Finally thanks you to the team of people on the organizing committee that contributed their

unique talents to deliver such a successful tournament and lasting legacy for Cairns Hockey.

I’m not sure any of us understood what I was asking you to undertake when I tapped you on
