On behalf of the CALACT Board of Directors, we’d like to extend our sincere thanks to everyone attending our first virtual conference. While so much has changed this year, there are a few things you can still count on: the commitment of the transit industry to continue to serve our communities, our ability to pivot and create new programs under challenging circumstances, and CALACT’s unwavering focus on serving its members any way it can. The Conference Committee has created a program packed with critical information from experienced experts that will energize and inspire you.
Join the conference through the Community Brands platform and take a few minutes to get the layout of the various session rooms and familiarize yourself with the schedule. Our conference begins with our keynote speaker, Tamika Butler, Principal of Tamika L. Butler Consulting, who will speak on creating transit systems that provide equality and equity. Join in to hear Tamika’s personal story of success and be prepared to leave with the tools you need to help your organization push beyond the status quo.
The sessions start off with a bang, and a deep breath – there will be something for everyone. COVID-19 updates, Leadership Succession, Assessing Service Demand, and Mindful Self-Compassion are just a few of the choices, each with industry leaders speaking and guiding discussions. During the lunch hour, bring your own lunch and listen in to a discussion between FTA’s Ray Tellis, Bonnie Graves, and Dawn Sweet. Stop in to visit with vendors and take advantage of the Fast Break Appointments during which you will be able to speak one-on-one with no distractions. Get ready for a packed program on Thursday – sessions in the morning and another opportunity to talk with vendors in the afternoon. Despite the pandemic, we still have projects to complete and operations to run so stop in to listen to Jess Segovia speak about strategies to reduce ADA lawsuits and complaints, the panel chock full of experts talking about Big Data, and innovative micro-mobility ideas that have resulted from the need presented by the coronavirus. Advocacy and social equity are also on the docket as is innovative transit safety, travel training, and compassionate leadership. So many choices! Don’t forget the virtual live entertainment at the end of the day – thank you again to Transdev for providing the rocking tunes!
As we close out the conference on Friday, the sessions continue to provide a lot of choices. Audit-proof procurements, sexual harassment prevention training, and contractor management are a sample of the sessions. Don’t worry if you can’t see every speaker or attend every session – your registration includes access to it all.

On behalf of the CALACT Board of Directors, we appreciate your participation. We hope that you enjoy the exciting and interesting educational program put together by the CALACT Conference Committee. CALACT is excited to come together once again. “From Crisis to Crossroads: An Opportunity for Change” focuses on the intersection of public transit as it relates to facets of daily life: mobility and wellness, racial equity, facing natural and social challenges, and public health. We come together, virtually, to celebrate our ability to overcome the obstacles that are behind us and ahead of us. We celebrate the brilliant resilience of public transit in California.
The Conference kicks off on Wednesday with a Welcome from the event’s premiere sponsor, Ecolane, and a keynote address by Tamika Butler, community organizer and non-profit leader. Her diverse background includes promoting social justice as well as racial equity and equality. Tamika will help us see transit’s current impact in society and how it intersects with equity. Afterward, enjoy sessions in mobility management, operations, regulations, and professional development. We hope you will enjoy two of the day’s premiere events: the first-ever CALACT Virtual Expo and Fastbreak Meetings.
The following day, the Conference continues in full swing with sessions on Service Modifications During A Pandemic, Utilizing Big Data During Crises, Mindful Leadership, and Micromobility. The day continues with sessions on Travel Training, Keeping Operators Safe During a Pandemic, How Organizations Work Together to Advocate for Public Transit, and other exciting topics. Afterward, join your CALACT friends in the Networking Lounge to say hello or visit the Exhibit booths to play the Expo game and win fabulous prizes. That evening join us for a virtual cocktail hour and live music, courtesy of Transdev.
The Conference ends with the final plenary session which delves into the history and humble advocacy that created the Americans with Disabilities Act.

TAMIKA BUTLERTamika L. Butler is a national expert and speaker on issues related to build environment, equity, anti-racism, diversity and inclusion, organizational behavior, and change management. From speaking, to writing, to training, Tamika has worked or is in the process of working with a myriad of clients, including the Los Angeles Department of Public Health, the Multnomah County Racial and Ethnic Approaches to Community Health (REACH) program, Local Progress, the Center for Popular Democracy, and the National Association of City Transportation Officials (NACTO).
Tamika has a diverse background in law, community organizing and nonprofit leadership. As the Principal + Founder of Tamika L. Butler Consulting she focuses on shining a light on inequality, inequity, and social justice. She provides consulting, training, coaching, and public speaking for a wide range of organizations in the public and private sectors. Recently, Tamika was Toole Design’s Director of Planning for California and the Director of Equity and Inclusion. In addition to her responsibilities on planning projects, Tamika led Toole Design’s external efforts to integrate equity into all project work and internal efforts for Toole to become a more diverse, inclusive workplace that employs people of all backgrounds. This included collaborating with Human Resources on recruiting and hiring practices, leading training for staff, and serving as a resource for colleagues across North America.Tamika is also bringing experience from the nonprofit and philanthropic sectors where she was the Executive Director of the Los Angeles Neighborhood Land Trust, a non-profit organization that addresses social and racial equity, and wellness, by building parks and gardens in park-poor communities across Greater Los Angeles. Before that, she was the Executive Director of the Los Angeles County Bicycle Coalition (LACBC). Prior to leading LACBC, Tamika was the Director of Social Change Strategies at Liberty Hill Foundation, and worked at public health nonprofit, Young Invincibles, as the California Director.She transitioned to policy work after litigating for three years as an employment discrimination lawyer at Legal Aid at Work in San Francisco, CA (formerly Legal Aid Society-Employment Law Center). Tamika previously served on the board of the Alliance for Biking and Walking. She also served as the co-chair of the National Center for Lesbian Rights Board of Directors and served on the board of an affordable housing land trust, T.R.U.S.T. South LA. She currently serves on the boards of the New Leaders Council - Los Angeles, TransitCenter, OneJustice, and Lambda Literary Foundation and is an advisory board member for Legal Aid at Work’s Fair Play for Girls in Sports program. Tamika is currently an appointee to the Los Angeles County Department of Public Health Community Prevention & Population Health Task Force and the Denver COVID Mobility Task Force. Tamika received her J.D. from Stanford Law School and received her B.A. in Psychology and B.S. in Sociology in her hometown of Omaha, Nebraska. She currently lives in Los Angeles with her family.

SCOTT BROGEN has been with the Community Transportation Association of America (CTAA) since 1989, serving the Association in a wide variety of roles before being named Executive Director in 2016. He is a passionate transit advocate and (prior to COVID-19) a daily transit user. His work has always focused on building and promoting safe, affordable, accessible and inclusive mobility for all Americans. A proud graduate of Indiana University’s journalism program, Scott lives in Germantown, Md., with his wife Beth.

PAUL COMFORT is the #1 Best Selling Author of two books on Public Transportation and host of the world's leading public transit podcast, Transit Unplugged, heard in 99 countries. He is the former CEO of the Maryland Transit Administration (MTA) and Vice President of the Trapeze Group. He also serves as Executive Director of the North American Transit Alliance (NATA).
Mr. Comfort spent 16 years on the radio as host of Comfort's Corner on WCTR in Chestertown, MD. As County Administrator for two Maryland counties (Charles and Queen Anne), he directed the successful implementation of their government PEG Television Channels and was
HANA CREGER Environmental Equity Program Manager, works on the development and implementation of policies leading to clean transportation and mobility investments that will benefit low-income communities of color. She was the lead author of the Mobility Equity Framework, a tool that can be used to maximize equity outcomes and community engagement in transportation planning and decision-making. Hana was also the lead author of Autonomous Vehicle Heaven or Hell? Creating a Transportation Revolution that Benefits All, a report outlining policy recommendations to ensure mobility, health, and economic benefits to marginalized communities. She serves on a number of advisory committees for cities, agencies, universities, and nonprofits for projects relating to shared mobility, electric mobility and autonomous vehicles. Hana holds a B.A. in sustainability from San Diego State University.

ALEX GHENIS is a disability rights consultant based in Berkeley, CA. He has a spinal cord injury and focuses on how people with disabilities will be affected by climate change. It's a broad topic, as many pieces touch climate change: disaster readiness, infrastructure, public health, financial empowerment and more. Before private consulting, Alex was the manager of the New Earth Disability initiative at the World Institute on Disability and also addressed inclusive transportation, financial literacy, disaster readiness, and stable electricity.
STACY KESTEN is Transformational Leadership Consultant for Ensight Partners in Los Angeles, California where she provides coaching, consulting and leadership development training to various types of organizations. She has helped numerous clients to be more effective leaders through training in self-awareness and communication. After receiving her certification in mindfulness facilitation through UCLA’s Mindful Awareness Research Center, Stacy was invited to become a teacher for UCLA. She has since taught mindfulness practices to thousands of students in the Los Angeles area through speaking engagements, classes, workshops and retreats. Stacy lives with her husband Brian and two cats in Los Angeles. In her free time she loves to paint, write, travel, meditate, hike, and generally be in nature as much as possible.
ED REDFERNAfter a distinguished career in the White House and the US Senate, Ed Redfern founded Redfern Resources in October 1989. His principal work provides government and public relations programs for public and private-sector organizations in Washington DC. Redfern represents the Iowa Public Transit Association and is Executive Director of the national bipartisan advocacy organization, The Bus Coalition, which he formed in 2013 with 17 Transit CEO’s around the United States. The Bus Coalition has grown nearly 20x’s its original size, with more than 350 Transit systems in 45 states. In the past he has also represented the
Missouri and Kansas State Transit Associations. Prior to Redfern Resources, Mr. Redfern was a special assistant and staff aide to U.S. Senator Chuck Grassley (R) of Iowa. His portfolio included transportation and appropriations issues, as well as many other priority legislative areas for the Senator in his service to the Transportation Appropriations subcommittee. Before joining Sen. Grassley’s staff, he served for 12 years on the staff of Governor Ray of Iowa and also worked in both the Ford and Reagan White Houses.

10:15 AM ADA ELIGIBILITY CERTIFICATION PROCESS DURING A PANDEMIC All Transportation agencies are required to establish a process for determining ADA Paratransit eligibility. If your agency was utilizing an in-person assessment process before COVID-19, what adjustments did your agency need to make? This presentation will demonstrate how several agencies responded to the obstacles presented from conducting ADA eligibility determinations during a pandemic while navigating the developing guidance from Healthcare Agencies and the Center for Disease Control and Prevention (CDC). Depending on your community, the eligibility certification process can take on many different forms. This session will address several approaches to conducting eligibility determination such as application review, telephone interview, and video conference assessments.

10:15 AM INTERGRATION OF ZE TRANSIT& CLEAN MOBILITY PROJECTS TO MEET COMMUNITY TRANSPORTATION GAPS CARB’s clean mobility equity projects complement our clean transit efforts, helping to provide clean transportation options to low-income and disadvantaged communities and increase transit connectivity. Speakers will provide clean transportation and mobility opportunities and resources, showcase example projects and how they meet community-identified needs, discuss how CARB’s Innovative Clean Transit Regulation provides flexibility to support future mobility enhancements, and describe how these efforts bolster the importance of workforce training and development investment in California’s most under served communities.

10:15 AM RACIAL EQUITY & PUBLIC TRANSIT DISCUSSION This session will discuss the racial inequities that transportation systems have created in their organizations and community transportation services over the years. Change is hard but transit has and continues to adapt and evolve due to pandemics, technology, economics, and other factors that have affected them over the years. Now we need to have the hard conversation with our peers to hear new ideas, best practices and programs that promote racial equity in their organization and the community. We hope that you will attend this session to consider and discuss systemic racism and hear ideas on how to create racial and social equity for riders and employees.

10:15 AM TNC’S: ACCESS FOR ALL & AB 5 UPDATE This session will provide an update on Access for All and Assembly Bill 5, which mandates that TNC gig workers be classified as employees, and its possible effects on the Public Transit sector. During this session, speakers will explore questions such as: What is the bill impact so far? What is the planned response by taxis, TNCs, and transit providers? What are the legal requirements? Speakers will answer questions on how this effects the local transit landscape and may affect transit agencies that utilize TNC’s and taxicabs for first/last mile coverage.

These topics include: How are TTP formula funds allocated among Tribes? Can I receive regular FTA rural funds directly from FTA? What are the special provisions for TTP funds that differ from other recipients of rural transit funds? What are eligible expenditures? Are there local match requirements? What records should I maintain and for how long? What can I expect from a FTA TTP Technical Assistance Assessment site visit?

11:30 AM UP TO SPEED ON COVID-19 CAL/OSHA COMPLIANCE & IIPP SUPPLEMENT Is your agency up to speed and compliant with Cal/OSHA requirements for the COVID-19 IIPP Supplement? If not, you will want to be in this session as it will cover the Cal/OSHA required COVID-19 IIPP Supplement and associated employee training. Early in the pandemic, Cal/OSHA asked employers for their Infectious Disease Outbreak Response Plan, so that plan will also be discussed. Templates for both the IIPP Supplement and the IDOR that are specifically geared for transit will be provided at the session.

11:30 AM MINDFUL SELF-COMPASSION How would you talk to a friend or child who was having a hard time? Typically, with kindness, care, and compassion. Yet, when we ourselves are having a hard time, we often fail to offer the same care for ourselves. In fact, we typically have less compassion for ourselves than we have for others. Self-compassion entails being warm and understanding toward ourselves when we suffer, fail, or feel inadequate, rather than ignoring our pain or punishing ourselves with self-criticism.
It is an approach that can be learned and cultivated through mindfulness practices. Contrary to popular belief, the research shows that when we are hard on ourselves and make negative self-talk a habit, we are less productive and less likely to live up to our full potential than if we were kind to ourselves.
The Mindful Self- Compassion Workshop is both educational as well as experiential. In this work shop we will explore:
• What is self-compassion and why does it matter?
• The application of self-compassion in the workplace.

Once we notice this, we learn to steer our attention back to the present moment. When our minds wander in mindfulness meditation practice, we come back to our breath. In mindful improv we notice when our minds wander and come back to listening, which grounds us in the present moment. In Mindful Improv we also get to reflect on what is showing up in our minds as we take baby steps into a more creative, open, playful version of ourselves while developing powerful tools. These tools are incredibly priceless for any human being.

This session will present the Greenlining Institute’s Framework and explore questions as to how our transit service planning and execution can expand access and improve services for transit dependent essential workers and others. This session discusses: • A Framework: The Mobility Equity Framework developed by the Greenlining Institute provides a structure by which to ensure that decisions are more equitable, and that transit can improve equitable access for disadvantaged communities and individuals. • What Were We Doing Pre-COVID? COVID-19 exposed the fragility of the social safety net in the US, including who can make and receive payments electronically. As an industry accepting mostly cash payments, transit has an opportunity to introduce electronic, open-loop payment so that customers can pay in a way that is safer, faster and more secure. The California Integrated Travel Project (Cal-ITP) is partnering with agencies around California that are ready to introduce alternatives to cash with payment services that leverage California’s large buying power to benefit all Californians. Transit and paratransit agencies have adapted quickly to events caused by COVID-19. Systems have continued to provide safe and reliable transportation services, while also introducing new policies and practices designed to keep both customers and employees as safe as possible.
This presentation will discuss a variety of steps taken by different agencies to improve safety, such as requiring face coverings on-board vehicles, reducing the number of passengers permitted on-board vehicles, and increasing the frequency and process for vehicle cleanings. The COVID-19 global pandemic caused a paradigm shift for transit agencies and their partners almost overnight, decimating ridership and cutting off services to the community. California State law requires that employers with at least five employees provide sexual harassment training every two years for all employees. Since 2005, California Law AB 1825 requires that employers with over 50 employees provide sexual harassment training for Supervisors. Senate Bill 1343 signed into law September 30, 2018 expanded the law to require employers with at least 5 employees to provide training. In January 2019, Senate Bill 1300 expanded harassment protection and liability under the Fair Employment and Housing Act by mandating that an employer may now be responsible for any acts of harassment (not just sexual harassment) by non-employees, against employees and other non-employees, including interns, volunteers and contractors.
This session will cover the training requirements, topics that must be covered, and steps to ensure your agency complies with the requirements.

In January 2019, Senate Bill 1300 expanded harassment protection and liability under the Fair Employment and Housing Act by mandating that an employer may now be responsible for any acts of harassment (not just sexual harassment) by non-employees, against employees and other non-employees, including interns, volunteers and contractors.
This session will cover the training requirements, topics that must be covered, and steps to ensure your agency complies with the requirements.
