Water had overflowed many rivers and destroyed houses and other infrastructures, roads, schools, highways and countless other utilities. e affected states will probably take years to recover from this calamities the cost will be billions of Ringgit. No doubt it is sad for us all. ere will be big need for aggregates and other materials from the quarry industry urgently to rebuild all that had been damaged and destroyed... No doubt it is a big challenge to produce them quickly in sufficient amount and in good quality at reasonable price to help in the recovery of our fellow citizen. ere is therefore very good opportunity for business for quarry operators in the affected states and a big services to the nation for them to do it well. We had very recently successfully completed our annual conference with a very good turnout. anks to all the participants including sponsors, exhibitors and excellent presenters. We hope to do better this year. We are also planning to conduct more short courses, seminars and technical talks related to our profession and to improve our expertise in engineering, management and related quarry technology so that we can do better services to the country. We also need members contri- bution in term of offering their specialized knowledge that they can share with fellow members through giving talk and comments on the potential activities or even letter to the editor on how we can improve services to you. Quarrying is a technology that can be considered as special because it is of interest to a few but benefit the nation. We are also offering to those who have special professional knowledge to conduct courses for members benefit. Knowledge that we keep is a loss to the nation when we are gone but a boon to future generation when it is disseminated. In this modern day it is very expensive to acquire this very specialized knowledge. e Government is very reluctance to send students and officers to study Quarrying Technology overseas and the private sectors is more stingy but if we want to have a world class industry we need to learn continuously until we retire permanently to keep us up to date. We will be having aipusam, Chinese New Year festival and just had Maulidul Rasul for Muslim to express the love for Prophet Muhammad s.a.w. Enjoy the festival and the holidays. Courses / Activities for 2015

IQ United Kingdom has recommended that every member of IQ should endeavour to accumulate at least 30 CPD hrs every year to ensure all members are up to date in knowledge or expertise in the industry. This 30 hrs can be accumulated through some of the following activities:

1. Attending seminars, conferences or workshop 2. Attending technical talks3. Technical visits to quarries, factories etc related to quarrying activities4. Studying or reading related literatures5. Representing IQ in meetings6. Giving talks or lectures on related subjects

1. Modular Advance Blasting Course A series of modular blasting course each of two days duration will be conducted from the middle of this year covering the following topics I. Explosive performance II. Blast Design III. Environmental effect of blasting with emphasis on vibration and Airblast IV. Special Techniques The participants are expected to have attended Shotfirer’s Course and have a good background in science and engineering. This is not a basic introduction to many subjects as in Shotfirer’s Course. The Course material will be mainly from books available from International Society of Explosive Engineers USA and personal experience of the lecturer as Explosive and Blasting Consultant for twenty over years. This is intended to upgrade the knowledge of our blasting professional from just a Shotfirer to a much higher level. 2. QUARRY MANAGERS CERTIFICATE (QMC) RECIPIENTS

Saya ada kalanya bila bertemu dengan rakan rakan saya kadang kadang memberi salam kepada saya dan berkata Ha, itu dia kawan kita orang batu.Yang mereka maksudkan ialah saya bekerja di dalam industry yang berkaitan dengan batu dan mereka akui yang kita ada kepakaran berkaitan dengan batu. Ramai dari mereka adalah dari konsultan dalam kejuruteraan awam bekerja dalam bahagian geoteknik. Sehingga kini saya telah banyak menghadiri kursus berkaitan geoteknik tetapi masih belum ada pun yang kursus yang ada kaitan dengan batu seperti kestabilan cerun batu, bagaimana caranya hendak menstabilkan cerun dengan menggunakan teknik letupan, mengenali cerun batu yang kurang stabil. Bidang ini sebenarnya adalah dalam subjek Rock Mechanics dan Rock Blasting yang asasnya di pelajari oleh jurutera melombong dan yang berkaitan dengannya. Yang hairannya bila berlaku berlaku kejadian keruntuhan cerun yang melibatkan batu jurutera awam juga yang di minta menyiasat yang akan mencari jurutera geoteknik yang ada pengetahuan rock mechanics dari luar Negara dengan dibantu oleh ahli geologi kejuruteraan. Dalam hal yang melibatkan kestabilan cerun dilombong dan kuari sendiri Jabatan yang mengawal industri ini sendiri mem-inta jurutera geoteknik (awam) dipanggil membuat siasatan. Ini adalah satu sebab mengapa jurutera perlombongan kurang berminat mendalami bidang kejuruteraan geoteknik.

Mungkin JMG perlu memulakan balik langkah yang dibuat awal tahun 1980 an dimana akibat dari kejadian keruntuhan tanah lombong di Capitol Mining dan dua lombong lagi di Perak yang

menyebabkan 27 orang pekerja lombong kehilangan nyawa. Jabatan Galian semasa itu berjaya dengan bantuan UN menganjurkan kursus geoteknik untuk industri perlombongan selama dua minggu di peringkat Asean.

Untuk masa ini elok kita fikirkan untuk kursus geoteknik untuk industri kuari dan perlombongan diperkenalkan. Kejuruteraan geoteknik boleh digunakan bukan sahaja industri perlombongan dan kuari tetapi dalam kejuruteraan jalan raya, pembangunan cerun bukit ( hill slope development), terowong dan lain lain lagi. Kita perlu mencari ilmu dan kepakaran dalam bidang ini untuk digunakan oleh profesional dalam bidang industri kita dan dalam industri awam dan bukan sebaliknya.

Saya berasa sedih apabila berlaku keruntuhan cerun batu atau pun yang melibatkan permohonan pembangunan kawasan berbukit orang dari golongan kita sendiri berkata. “Pergi cari Jurutera Geoteknik.(Awam)”. Tunjukkan kita pakar dalam batu dan berupaya membantu Negara membangun dengan menggunakan kepakaran kita dalam bidang batu.

Kejuruteraan geoteknik di Kuari dan lombong juga melibatkan kestabilan cerun tanah beban, tempat simpanan tanah hampas basah dan kering, rekabentuk hampas basah (tailing dump). Ini memerlukan kepakaran dalam disiplin mekanik tanah dan batu dan juga geologi.

Saya percaya kalau diberi kepercayaan kita boleh melakukannya.

Who are the mining consultant?

They are engineers basically with degree in mining engineering or related discipline such as mineral engineering and mineral resources engineering. They have the Professional Engineer Certificate from the Board of Engineer without restriction. They need to have Engineering Consultancy Practice Certificate issued by BEM before they can practice as Consultant Engineer

What services they offer to the Quarry Industry?

Under the State Quarry Rules the every Quarry is required to apply for Permit to Quarry where a Quarry Scheme and corresponding report on proposed Quarry operation must be prepared by a Mining Consultant on an annual basis.

As part of Environmental Impact Assessment report a simplified version of Quarry Scheme Report is also required and must be prepared by a Quarry Consultant.

Sometimes they are also requested to prepare monthly production report to JMG.

Most quarries do not retain their services on regular basis and this is actually a disadvantage to them as they do not know the up to date operational condition of the quarry. This is unlike for example a housing project where a project proponent usually retain a consulting engineer from start to finish.

Where a quarry operates near housing areas or sensitive location sometime the quarry is required to retain a quarry consultant to oversee the blasting operation and provide advice to ensure compliance with operational condition such as vibration and airblast limit.

In some states for construction blasting work the services of mining consultants are required to oversee and in some cases supervise blasting work near residential and other sensitive area and assist in preparing proper blasting and blast monitoring record.

In early 1990’s the then Mines Department had recommended the Blasting Consultant should also possess a valid Shotfirer Certificate.

What other specialized services they can provide?

All existing Mining Consultant are general practitioners that is they do all the jobs as required by the clients. Some do have specialized expertise such as surveying, environmental science, explosive engineering and blasting, economic, safety and health. However, since their services are not requested on regular basis many have the technical knowledge but not the tools to put their expertise to best use. The client will have to check the expertise of the consultant himself to ensure he has the right person.

Most are former government engineers who did their postgraduate studies overseas. If they were from the private sector they will never get back their investment in furthering their studies overseas because of poor remuneration. If a big job offer comes along most likely they have to combine forces to get it done. The other alternative is for the industry to hire the Consultant on long term retaining basis to enable them to invest in professional development and training to improve their competency to international level. This will allow them to employ new staffs and train them in new competency and become specialist consulting company. This will also benefit the industry as they will get the best services from local experts. This is just not possible under current scenario where the Mining Consultant is mostly just a report writer..

We should not wait until accident happen when, cost is no longer an issue.
