Who is AltaLink? AltaLink, Alberta’s largest transmission provider, is actively working with stakeholders to build more than 40 new transmission projects. We are responding to the province’s growth and ensuring the transmission system will meet Albertans’ needs today and in the future. New, efficient transmission lines will ensure our customers have access to clean wind-generated power and the lowest-priced electricity Alberta has to offer. Electricity. When you need it.

What are the project details?AltaLink is proposing to upgrade its existing Calder Substation. The substation site is located northwest of the City of Edmonton, approximately 400 metres north of Highway 2, in SW-35-53-25-W4M.

The upgrade includes replacing a 138/25 kilovolt (kV) transformer and a 25 kV regulator with a new load tap changing (LTC) 138/25 kV transformer.

A transformer is a device in a substation that steps voltage up or down so that electricity can be safely distributed, and a voltage regulator ensures that voltages remain stable and do not fluctuate. An LTC transformer performs the same function as the transformer currently at the Calder Substation, however an LTC transformer has a built in voltage regulator. The transformer and the voltage regulator currently at the Calder Substation are aging and the new LTC transformer will be more reliable.

All upgrades are proposed within the existing substation fence and no new land will be needed.

What happens during construction? Depending on where you are in relation to the project you may see or hear construction crews. Throughout the construction process, AltaLink and its contractors will follow all applicable provincial and federal legislation and requirements, and will use appropriate techniques to protect water quality, soil, vegetation and wildlife habitat. Obtaining access and carrying out activities on private property will be done in consultation with the landowner. Any noise associated with the construction and/or operation of the new facilities will comply with the AUC’s Noise Control Rule 12 and any other relevant provincial and municipal noise regulations and standards.

What about Electric and Magnetic Fields (EMF)?AltaLink recognizes that some people are concerned about EMF and we treat those concerns very seriously. AltaLink has experts who are available to measure the EMF or noise levels around your home. For more information please refer to the brochure titled A Dialogue on Electric & Magnetic Fields included with this information package.

What is the project schedule?

October 2010: Notify and consult with stakeholders

December 2010: File application with the Alberta Utilities Commission (AUC)

May 2011: Start project construction if approval is granted by the AUC

How can you provide input?Your feedback is important to us and we will work with you to understand and address any questions or concerns you may have. AltaLink representatives will contact landowners, residents and occupants near the proposed project.

We will summarize stakeholder input and any commitments we make in a Facility Application (FA). The FA describes our plans to meet technical requirements and provides information about environment, costs, project components and schedules and our participant involvement program. We will submit the FA to the Alberta Utilities Commission (AUC) for its review.

The AUC is a quasi-judicial agency established by the Alberta government that ensures the fair and responsible delivery of our utility services. We have enclosed a copy of the AUC brochure, Public Involvement in Needs or Facilities Applications, which describes how you can be involved in the AUC process.
