Introduction

District Manager Nigel Hotson

Our ambition is “Making West Yorkshire Safer” and our aim is to provide an excellent fire and rescue

service, working in partnership to reduce death, injury, economic loss and contribute to community

well being.

Within our Service Plan we have set four strategic priorities for 2011-15 to deliver our ambition. These

priorities assist us to set objectives to manage performance and direct resources where they are

most needed.

Deliver a proactive fire prevention and protection programme.

Deliver a professional and resilient emergency response service.

Provide a safe, competent and diverse workforce.

Provide effective and ethical governance and achieve value for money in

managing resources

Calderdale District is made up of the amalgamation of six former local government districts,

spanning from (east to west) the towns of Brighouse, Elland, Halifax, Sowerby Bridge, Hebden Bridge

and Todmorden.

Halifax acts as the borough’s main commercial, cultural and administrative centre, with numerous

high street chain stores, markets, central library, borough council offices, public transport hub,

central police station, West Yorkshire Fire and Rescue Service District Office and the further and

higher education college.

The borough covers part of the South Pennines and is the southern-most of the Yorkshire Dales

(http://en.wikipedia.org/wiki/Calderdale).

District Policy

Calderdale District Risk Reduction Plan directly underpins the strategy set in the Brigade Service Plan

2011-2015 and is produced as a working document to address the priorities set for the District of

Calderdale by the Service Delivery Board.

Service Delivery Board has determined the following priorities:

One station in the District is to reduce its current risk band •

Five stations in the District are to reduce their risk profile by 5% •

Calderdale District operational staff will complete 5260 Home Fire Safety Checks •

Calderdale District staff will complete 331 Fire Protection Inspections and 615 Safety Critical Risk •Information inspections.

Additionally Calderdale District has a statutory duty under the Crime and Disorder Act (1998) and

the subsequent legislation of The Police and Crime Act (2009), to be a formal partner in an a Local

Authority established Community Safety Partnership.

Priority issues for Calderdale include dealing with high levels of crimes of violence, against a

trend of falling crime levels in the District, providing diversionary activities for young people,

tackling alcohol and drug misuse, promoting greater cohesion between settlements and cultures,

improving community engagement and communication, addressing deprivation within certain

neighbourhoods, and improving public services

Fire and Rescue Service staff in the District of Calderdale will contribute to relevant priorities set by

Calderdale Forward Board and directly contribute to the priorities set by Calderdale Forward Delivery

Group.

Calderdale Council / Police Boundaries / Station Boundaries

Calderdale Police Division boundaries match those of Calderdale Council. There is a Neighbourhood

Policing Team for each of the 4 Council local areas as indicated on the map above.

There are 17 Wards within the District, 5 in Lower Valley, 4 in Upper Valley, 4 in Halifax North & East

and 4 in Halifax Central.

Although Upper Valley covers a large area it is mainly rural, with 2 small towns and is relatively

sparsely populated.

Each Ward hosts a public forum on a quarterly basis to address local issues. Fire Service Station

Commanders attend these when Fire Service related issues are on the agenda.

As shown on the map above, our station areas do not match the 4 local authority areas.

*Parts of Shelf and Northowram fall under Odsal Station Command and are therefore within Bradford

District’s remit.

Station Commanders of the above stations report directly to the District Commander. They will have

the responsibility for producing a Local Area plan detailing how they will deliver the priorities set by

the District Commander for their Local Area. The Fire Prevention Assistant District Manager, will detail

the use and direction of the District resources for the Station Commander to utilise in any Local Area.

The structure will allow the coordinated targeting of resources towards local priorities utilising a

range of internal and external partners.

The District Commander will utilise any of the resources and structures listed at the beginning of this

section to achieve the priorities set out in the policy. Administrative support for the District plan will

be provided by District and Station Clerks.

It will be the Station Commanders’ responsibility to forge effective links with Calderdale Police

Neighbourhood teams, the Council Local Areas and the Area Committees. There are a number of

sub groups which sit below these structures where it will be more appropriate for links to be made.

Representation at these meetings to include Fire Prevention team leaders, Arson Task Force and

some Watch Commanders.

Appendix A shows a flow chart of the structure of meetings within the Calderdale area.

Pennine Housing 2000

Target Group and area:

Tenants of Pennine Housing 2000

Aim of the partnership:

To reduce death, injury and personal loss caused by fire to tenants of Pennine Housing properties,

by offering a free Home Fire Safety Check to tenants identified as vulnerable, supported tenants and

victims of anti-social behaviour. This will be extended to include all new and existing tenants during

the course of the partnership.

NHS Calderdale High Risk Service

Target Group and area:

Clients/patients who come into contact with the High Risk Service

Aim of the partnership:

To reduce death, injury and personal loss caused by fire to individuals who are identified as ‘at risk’

by the fact that they are under supervision/care of the High Risk Service. This will be achieved by

offering a free Home Fire Safety Check to such individuals.

Halifax Boxing Club

Target Group and area:

Multicultural group of young people, some 300 in number are members of the club, and a large

number who are targeted through the outreach fitness programme.

Aim of the partnership:

Promote safer communities by reducing re-offending. •

Promote safer homes through provision of education. •

Promote road safety reduction strategy. •

Promote fitness and wellbeing. •

To integrate the Fire & Rescue Service into a deprived neighbourhood. •

To reduce occurrences of anti social behaviour in the neighbourhood. •

Adult, Health and Social Care

Target Group and area:

Calderdale residents identified as vulnerable by Calderdale Social Services and West Yorkshire Fire &

Rescue Service.

Aim of the partnership:

To ensure that vulnerable people living in domestic properties within the District of Calderdale

receive fire safety advice and education, including the fitting of appropriate fire detection.

To reduce the risk of fire injury, death or personal loss caused by accidental dwelling fires.

Asylum Seekers within Calderdale District

Aim of the partnership:

Reduce the target groups’ vulnerability to death, injury or personal loss caused by accidental

dwelling fires by establishing a referral process through West Yorkshire Fire and Rescue Service, for

a Home Fire Safety Check. In turn, promote Fire Safety education and the provision of free smoke

detection where required. Develop joint working arrangements and improve fire safety of the target

groups.

The Calderdale Safer Roads Group

We will provide a forum and coordination for teams, departments and agencies, associated with

road casualty reduction in Calderdale, to meet, discuss and decide which road casualty reduction

‘Priorities’ should be ‘Targeted’ for maximum impact and how best to deliver, monitor and achieve

them.

Aims of the partnership:

The partnership will focus primarily on education and enforcement, using the specific opportunities,

skills and assets offered by each partner to contribute to the overall partnership aims and objectives.

Enforcement will be the key role of West Yorkshire Police. Where engineering solutions to road safety

problems are identified, there will be appropriate liaison with highways engineers.

Independent Living Supported Tenancies

Calderdale (Social Services). Target Group and area:

Adults with learning disabilities within Calderdale District.

Aim of the partnership:

To reduce the target groups’ vulnerability to death, injury or personal loss caused by accidental

dwelling fires by establishing a referral process through to West Yorkshire Fire and Rescue Service

for a Home Fire Safety Check. In turn, promote Fire Safety education and the provision of free smoke

detection and other intervention where required. Develop joint working arrangements to improve

fire safety knowledge of the targeted groups.

Planning and Implementation

The current level of District resource has been utilised in the past years to achieve its current risk

profile. As there will be no significant additional resource deployed into the District, more effective

use and targeting of existing resource is required to improve current performance and achieve

District targets.

The Risk Indicator tables (appendix B) identify that a risk target has been calculated for Elland Fire

Station. Achievement of the identified targets will result in a change to the risk band of the station,

and its overall risk profile. Therefore risk reduction work will be prioritised against those station

activities which have been identified with a projected level, greater than the required target.

This will be achieved by meeting the annual targets set in the station target risk indicator table

(Appendix B).

The remaining 5 stations are tasked with reducing their risk profile, but not necessarily their overall

risk band. This will also be achieved by meeting the year on year targets set in their risk indicators.

Elland station will maintain its current performance in all station activities, but specifically reduce;

arson, actual rescues, dwelling fires, false alarms, fire related injuries and Road Traffic Collisions as

all of these activities are projected to be above the required target level. District resources will be

utilised to carry out fire prevention activities to reduce the risk.

Brighouse’s dwelling fire projection for 2011/12 indicates that dwelling fires, injuries and deaths and

road traffic collisions are all likely to increase. Resources from other stations and locality areas will

support Brighouse personnel to reduce these risks.

Halifax’s Fire prevention work will need to be carried out in Halifax station area to reduce road traffic

collisions and dwelling fires. A large part of Halifax station’s work load will be safety critical risk

inspections (309), and Fire Protection inspections (152). They will require assistance from Calderdale

Fire Prevention Department and surrounding stations will need to carry out fire prevention work to

allow Halifax personnel to achieve their inspection targets.

Illingworth are expected to achieve their targets in 2011/12 by carrying on with watch based fire

prevention initiatives. They have a small safety critical risk inspection and Fire Protection inspection

work load, so it is envisaged that the crews from Illingworth will carry out fire prevention work

in Halifax station area, to allow Halifax crews to carry out safety critical risk inspection and Fire

Protection inspection work.

Todmorden is a very low risk area but it will need to prioritise fire prevention work to reduce dwelling

fires and fire related deaths and injuries. Whilst it is difficult for the appliance to travel too far down

the valley towards Halifax, it will need to assist Mytholmroyd in achieving its safety critical risk and

Fire Protection inspection target.

Mytholmroyd is a very low risk area. The main area of work will involve the Local Retained Support

Officer carrying out safety critical risk information inspections and Fire Protection inspections.

Achievement of Risk Reduction

The District Commander’s strategy for delivering the District Plan is to achieve more with the same

or less resource, specifically targeting incident activity and utilising a combination of Prevention,

Protection and Response resources. Therefore, if risk is to be minimised, this can only be achieved by

deploying resource in a more productive manner to reduce risks in specific station areas.

All risk reduction activity in a Local Area will be coordinated by the Assistant District Manager Fire

Prevention & Lead Station Commanders. They will identify and plan the effective deployment of

available resources against the individual station priorities.

In order that operational cover is not compromised, only the District management team will approve

any changes in operational cover that may affect the District. To further reduce risk, movement

of operational resource should be kept to the most appropriate times according to the response

activity curve.

By targeting fire prevention work the risk will be driven down to a target risk band of very low. Whilst they will need to achieve their targets for reducing the risk further in their station area they will be tasked with carrying out fire prevention work in Halifax Station area, on every other afternoon, to allow the home station to carry out Fire Protection inspections and safety critical inspections. They will also support the Pennine Housing Partnership and HFSC referrals in Halifax Central.

Halifax High High High

Whilst Halifax personnel need to carry out fire prevention work, predominantly in their own station area, their main work load will be safety critical risk inspections and Fire Protection inspections.

Illingworth Low Low Low

There have been no injuries or deaths for a number of years and risk from domestic fires is low. Risk from non domestic fires is very low. When tasked, Illingworth will carry out Fire Protection Inspections and Home Fire Safety Checks in any of the other three locality areas.

Todmorden Very LowVery Low

Day staffed station. Due to its remote location Todmorden will complete localised risk reduction against specific activity. However Todmorden will also be utilised to optimise any required operational cover and provide specific targeted risk reduction work when required, especially in Mytholmroyd station area.

No projected change to the current activity level and risk band. Therefore, because of its current retained status, local targeting of identified activity levels will take place with support of neighbouring stations.

ATF will only be deployed in areas where there is a significant arson problem, or an identified threat to a specific location. Minor arson problems in other local or station areas will be managed by local staff with the assistance of the Arson Task Force Team.

identified by the Fire Protection department in conjunction with the District priorities.

The designated Road Safety Officer, within District, will target local areas and groups which have high

incidence of road traffic collisions. Priority will be given to stations requiring a change in risk band or

those stations identified as having significantly higher projected levels than target.

Fire Prevention, Arson Task Force and Fire Protection will utilise data base information, mapped data

and partner referrals working directly to the Local Area lead and deputy for effective targeting of

resource.

Unwanted fire signals will be targeted by Fire Protection staff on District, focussing on the Local or

station Areas where specific reduction is required. They will not be utilised for minor reductions in

low risk areas.

Accurate electronic diaries through Outlook will be maintained by District and Station Clerks.

Monitor, Review and Audit

Monitor, review and audit of the District plan will be completed by the District Commander utilising:

Intranet Performance Management Report (dashboard). •

Local Area leads and Station Commander reporting. •

Achievement of required number of Fire Protection inspections and Home Fire Safety Checks. •

Fire Protection “in and out score” identifying risk reduction. •

A review of working practices and performance will initially be carried out every 3 months. •

The Service’s Partnership Board will provide a mechanism for performance managing all partnership

activity across the Authority; ensuring district partnerships continue to deliver against the Service

Plan by achieving those objectives that require partnership working. It will ensure compliance with

the partnership policy and will provide a formal opportunity to identify and share good practice

from partnership working across the service.
