THE PURPOSE OF THIS REPORT… is to provide a brief update to Central Valley Flood Protection Board (CVFPB) members on California Department of Water Resources (DWR) activities that occurred in the previous month. This report is organized by the five DWR mega-programs:

• Flood Emergency Response • Flood Management Planning • Floodplain Risk Management • Flood Risk Reduction Projects • Flood System Operations and Maintenance

Only programs with updates for this month have been included in this report. Programs not listed in this month’s report may be included in future reports if updates are provided. A full list of programs and program descriptions are available upon request. Almost all reservoirs are at or near top of conservation flood control limits. In June, notable flood control releases were made at Keswick, Natomas, Oroville, and Pine Flat.

During the second and third week of July, California is expected to experience little to no rain. The two 8-day panel graphics (7/8-7/16 and 7/16-7/24) from the Global Forecast System (GFS) weather model show this result.

National Weather Service Climate Prediction Center (CPC) long-range, 1-month precipitation outlook for July 2019 suggests:

• Increased chances of above normal temperatures statewide. • Equal chances of above or below normal precipitation statewide. • Staff issued the final Bulletin 120 update forecast of the water year for conditions as of

June 25, 2019. The projected median April-July forecast is 24.8 million acre-feet (177 percent of the historic average). Runoff was near or above average for all hydrologic regions for the month of May due to the melting of the fifth largest snowpack on record based on snow courses.

• In June, the Statewide Monitoring Network Section (SMNS) serviced Tunnel Guard in the Kern River basin, and U.S. Bureau of Reclamation (USBR) hydrometeorological stations Georgetown (GTW), Sugar Pine (SGP), and Caples Lake (CAP) in the American River basin.

FER // RESERVOIR OPERATIONS & RIVER FORECASTING

• Statewide reservoir storage totaled 33 million-acre-feet as of June 1, 2019. o 114 percent of average to date. o 86 percent of capacity for this time of year.

• On June 6, DWR staff and California Nevada River Forecast Center met to lay out plan for dry-season forecasting product development, including model calibration, and forecast verification.

• On June 17 and 24, staff conducted San Joaquin/Tulare Basin Reservoir Operators Coordination Conference Calls. The purpose of the calls was to discuss upcoming weather and runoff forecasts from the California Nevada River Forecast Center and Bulletin 120 as it relates to snowmelt runoff.

• On June 28, staff conducted a kickoff meeting for the Yuba-Feather Forecast-Coordinated Operations Functional Exercise which will be held in the fall of 2019. Items discuss were exercise goals and objectives, exercise duration, additional stakeholders, and hydrology.

• On July 2, staff completed a draft of the Kings River Conservation District’s Forecast-Coordinated Operations Grant Contract for nearly $1.5 million. This contract will provide Proposition 84 grant funding to improve the gauging infrastructure and improvements to snowmelt modeling in the Upper Kings River Watershed.

FER // FLOOD EMERGENCY PREPAREDNESS & OPERATIONS

• On July 8, staff resubmitted the Emergency Action Plan (EAP) for the CVFPB-owned Chester Diversion Dam to Cal OES. The EAP was revised to address review comments received by Cal OES on May 13, 2019. The accompanying dam inundation map was approved by DWR’s Division of Safety of Dams on March 4, 2019, and can be viewed here: https://fmds.water.ca.gov/maps/damim/

• On June 4, Hydrology and Flood Operations Office staff participated and helped facilitate a multi-agency Tabletop Exercise at Delta Field Division simulating the response to a major Bay Area earthquake.

• On June 11, the DWR/USACE 2019 Delta Full Scale Exercise was submitted to evaluators for review.

• On June 19, the Regional Flood Preparedness Section hosted the third quarter Delta Working Group meeting in Stockton. The meeting included a presentation on Delta Plan Performance Measures from the Delta Stewardship Council and a tour of DWR’s Stockton Warehouse and Emergency Material Transfer Facility.

FER // REAL-TIME FLOOD CONDITIONS, STATUS, & WARNING

• The Levee Log update is temporarily on hold while a review of the QA/QC process is being conducted. Once reviewed, a reassessment of the status of QA final work will be provided.

• The Local Maintaining Agency Assessment Section (LMAAS) staff provided FERIX

UCIP 2.0 training to the City of Sacramento on June 28, and to the Flood Maintenance Office staff on June 26.

• Flood Project Inspection Section (FPIS) staff closed 149 CVFPB permits in the month of May, closing a total of 431 permits so far for 2019.

• FPIS inspectors began the structure and channel inspections and have completed 10 structure inspections and no channel inspections.

• No street view imagery (pilot study) was collected this month; a total of 253 miles has been collected so far in 2019.

• FPIS staff held the quarterly LMA Coordination Meeting. FLOOD MANAGEMENT PLANNING (FMP) Hydrology and Hydraulic Analysis Section

• Continued supporting Division of Safety of Dams. • Continued Central Valley Floodplain Evaluation and Delineation data dissemination. • Continued system model maintenance and update.

FLOODPLAIN RISK MANAGEMENT (FRM) FRM // TECHNICAL ASSISTANCE

• Staff participated in Floodplain Mapping Workshop at UC Berkeley and made a short presentation on DWR floodplain mapping.

• The Community Assistance staff completed eight Community Assistance Visits in the following communities: Cities of Folsom, Avalon, Petaluma, and San Anselmo; Town of Ross; Counties of Riverside, Sacramento, and Placer.

• The Community Assistance staff conducted two workshops (CA DWR Floodplain Management Review Course and Elevation Certificate) in Oceanside, CA.

FRM // ENGAGEMENT • On June 14, staff participated in the Ventura County Planning for Dam Emergencies

FMEA Technical Assistance Program Session 1 in Ventura, CA. • On June 21, staff conducted public flood risk education and outreach at CalPERS’

2019 Take Our Daughters and Sons to Work Day in Sacramento, CA. • On June 25-27, staff participated in the FEMA Region IX Annual Mitigation Clubhouse

in Oakland, CA.

FRM // FUNDING ASSISTANCE • On June 27, DWR Director approved the draft Proposition 1 Coastal Watershed Flood

Risk Reduction Program guidelines to post on the DWR website for public comments.

FLOOD RISK REDUCTION PROJECTS (FRRP) FRRP // DELTA LEVEE SYSTEM INTEGRITY (DLSI)

Delta Levees Maintenance Subventions Program • Subventions Program FY 2016-17

o 67 final claims received. o 60 final claims for $7.4 million have been processed for reimbursement.

• Subventions Program FY 2017-18 o 71 applications were received and reviewed. o CVFPB approved $14.5 million for the FY 2017-18 Funding Plan. o 52 final claims for $10 million are being processed for reimbursement.

• Subventions Program FY 2018-19 o 72 applications for $54 million were received and reviewed. o The CVFPB approved $12 million for the FY 2018-19 Funding Plan.

• Subventions Program FY 2019-20 o 72 applications for $58 million were received and reviewed. o The CVFPB approved $10 million for the FY 2018-19 Funding Plan.

FRRP // USACE/CVFPB PROJECTS

American River Watershed Project – Natomas Basin • Garden Highway will be completely closed to all traffic in both directions, requiring

drivers to take alternate routes, at the following project areas: o Underneath the Interstate 5 overpass for up to three weeks beginning July 8

through July 29. Interstate 5 on- and off-ramps at Garden Highway will remain open, but drivers will not be able to cross under I-5. This is for installation of the relocated city water main.

o Between Northgate Blvd. and Truxel Rd., starting July 8 until October 31 for installation of the seepage cutoff wall.

• U.S. Army Corps of Engineers (USACEJ) to begin design work on Reaches F and G in July 2019.

American River Watershed Project – WRDA 2016 • Seepage, Stability and Overtopping:

o Reach D, Contract 1- contract awarded, construction to begin end of July 2019. o SREL (Sacramento River East Levee) Contract 1- 95% design by SAFCA. o SREL Contract 2- Design RFP award August 2019. o SREL Contract 3- RTA package scheduled for August 2019. o Resources MVD have been identified to support SAFCA’s constructed North

Area Streams – a schedule is being developed.

• Erosion: o American River- Contract 1- 65% design scheduled for August 2019. o American River- Contract 2- Erosion assessment is complete. 10% concept

designs are being produced by MVD. o Sacramento River- design beginning by MVD.

• Sacramento Weir & Bypass: o 65% design underway, to be completed in November 2019. o Fish passage separated into small working group; technical led by HDR. o DWR is continuing work on the Sacramento Bypass widening effort (LEBLS);

scheduled for contract award in March 2020. • Mitigation:

o Beach-Stone Lakes Mitigation Site Project construction is anticipated to begin in late summer 2019. This will be the first mitigation site established to compensate for tree impacts resulting from the ARCF 2016 Project.

Folsom Dam Modifications Joint Federal Project (JFP)

a. USACE has contractor on site for punch list items, site cleanup, etc. b. USACE has completed the physical tainter gate hydraulic rod coating testing

and is in process of writing report on results. c. Modeling for the Bulkhead Gates, both scholastic and physical, completed.

The draft report has finished Partner review. Folsom Dam Raise Project

a. The first construction package was released in May 2019 (Dike 8) for bid. b. USACE design for Dikes 1-6 underway with AE submitting the 65% design for

Agency Technical Review (ATR) review in July. c. Geotechnical anomaly found at toe of Dike 5; USBR implementing EAP to

preform needed geotechnical work to resolve issue. USBR currently preforming additional geotechnical borings at site.

d. USACE design for Dike 7- 65% submittal completed Partner Review on June 23.

e. USACE has requested a use permit from USBR to locate the project office at Dike 7 for construction.

f. Mormon Island Auxiliary Dam (MIAD) 35% design completed Partner Review on June 22.

g. Wing Dam Alternatives presented to Partners June 10, 2019. USACE proceeding with selected alternative (Alternative 4, waterside flood wall, risk neutral - lower cost and shorter construction period).

Marysville Ring Levee Improvement Project • At their regular meeting on June 28, 2019, CVFPB adopted Resolution 2019-11 which: Adopted the Supplemental Mitigated Negative Declaration and the Supplement to the Mitigation Monitoring and Reporting Plan; approved Design Refinements and delegated that the Executive Officer execute the Notice of Determination. San Joaquin River Basin, Lower San Joaquin River California Project (PED) • On June 18, 2019, the kickoff meeting for the project was held for the design team and coordinated with the non-federal sponsors to determine the first reach to design.

FRRP // URBAN FLOOD RISK REDUCTION PROGRAM (UFRR)

Knights Landing Levee Repair Project (EIP) • Amendment No. 4 was executed by Department of General Services (DGS) on May 24, 2019. This amendment extended the contract expiration date to June 30, 2021, to allow for closeout activities. No additional funding was requested. This project repaired 3.4 miles of the Knights Landing Ridge Cut. Lathrop Study and Preliminary Design (UFRR) • Amendment No. 1 was executed by DGS on May 9, 2019. This amendment extended the contract expiration date to June 30, 2023, to allow for closeout activities. No additional funding was requested. Reclamation District 17 (RD-17) – 100-Year Levee Seepage Area Project (EIP) • 95% of designs resubmitted on June 17, 2019, for back check. San Joaquin Area Flood Control Agency (SJAFCA) – Smith Canal Closure Structure Project (EIP & UFRR) • 100% of designs resubmitted on June 21, 2019 for back check. Woodland Study and Preliminary Design (UFRR) • Amendment No. 1 was executed by DGS on May 9, 2019. This amendment extended the contract expiration date to June 30, 2021, and decreased the total project cost. The original state share project cost estimate of $5M was reduced to $1.2M. This project is a supplemental effort, separate but in support of the Lower Cache Creek Feasibility Study being advanced by the USACE.

FRRP // SYSTEMWIDE FLOOD RISK REDUCTION PROGRAM (SFRR)

Lower Elkhorn Basin Levee Setback (LEBLS) Project • Public comment period (May 25, 2018 to July 9, 2018) has ended.

FLOOD SYSTEM OPERATIONS & MAINTENANCE (FSO&M)

Flood Maintenance Office (FMO) is responsible for two areas of State Plan of Flood Control (SPFC) facilities, State Maintained Areas (SMAs), which are authorized by CWC Section 8361, and ten Maintenance Areas (MAs), which are described in CWC Section 12878. SMAs are funded by state general fund, while MAs are on reimbursable accounts funded by property owners protected by the MA levees and facilities. State Maintained Areas (SMAs)

• Levees: ~145 miles • Channels: ~1,200 miles • Flood Structures: ~30 (11 weirs, 5 gate structures, 4 pumping plants, crossing bridges, etc.) • Collecting Canals: ~60 miles

Maintenance Areas (MAs)

Currently, FMO maintains ten MAs: MA01, 03, 04, 05, 07, 09, 12, 13, 16, & 17. • Levees: ~150 miles • Structures: ~1 pumping plant and 1 diversion weir

OPERATIONS & MAINTENANCE (O&M) Listed activities are mandated by O&M manuals for facilities in SMAs or MAs. This work is performed by two maintenance yards located in West Sacramento and Sutter with technical and environmental support from JOC.

• Levee and channel vegetation management • Access road and levee crown maintenance • Debris and obstruction removal • Rodent abatement • Rodent damage repair • Levee erosion repair • Channel scour repair • Minor sediment removal • Pumping plant, weir, outfall gates, and bridge operation, maintenance, and repair • Pipe/Culvert repair

FMO has implemented the Flood Maintenance Assistance Program (FMAP) with annual funding to increase the level of maintenance in SMAs and support Local Maintaining Agencies (LMAs) and MAs. State Maintained Areas (SMA) Activities Sacramento Yard • Cache Creek Levees: 22 miles of vegetation mowing (complete). • Cache Creek Levees: 22 miles of vegetation spot spraying (complete). • Cache Creek Levees: 22 miles of vegetation burning (in progress).

Flood Maintenance Assistance Program (FMAP)

• 49 FMAP applications have been submitted for FY 2018/2019. • Advances for 2018/2019 FMAP participants to be distributed in July 2019. • MA FMAP is state operations. The funding was committed by

June 30, 2019. • Total commitment for 2019/2020 is approximately $10M. • Currently accepting submittals for FY 2019/2020 that are due July 31, 2019.

STUDIES & EVALUATIONS Activities related to evaluating all SPFC facilities to identify any deficiencies, and prioritizing (emergency, critical, serious, monitor) them for repair, rehabilitation, or replacement. These evaluations include:

• Levee stability • Levee penetrations, such as pipes and culverts • Channel capacity • Structure functionality • Levee Tree Assessment • Encroachments • O&M right-of-way

Channel Evaluation

Cache Creek Channel Evaluation • Cache Creek surveys data has been collected. The surveys include bathymetric

survey, bench marks survey, and a Cache Creek Yolo (CCY) gauge datum survey.

Sacramento Area Streams Survey • The remaining processed 2018 LiDAR survey data has been collected. This data

includes Knights Landing Ridge Cut, Linda Creek, Arcade Creek, and Natomas East Main Drainage Canal (NEMDC).

Levee Evaluation

Pipe/Culvert Evaluation • Phase 1 video inspections:

o 154 of 258 pipes passing through SMA levees have been video inspected by FMO. o 32 DWR directed funding agreements have been executed. The LMAs are in the

process of inspection and evaluation of their pipes. o 5 areas have completed the Phase 1 video inspections of 220 pipes.

Levee Tree Assessment (LTA) • LTAs will resume when trees leaf out in summer 2019.

Encroachments

• FMO continues to coordinate with Hydrology and Flood Operations Office, California Data Exchange Center, Flood Projects Office, and CVFPB to prepare a comprehensive list of encroachments in the SMAs and MAs.

• The draft lists for the following have been completed and are under review and field confirmation:

o System 521 - MA03, MA07, MA16, SBP2, ST05, ST10 o System 641 - ST07 Putah Creek North Levee, ST11 West Levee Yolo Bypass,

ST12 Willow Slough Bypass, South Levee o System 561 – MA01; System 903 - ST08 (SAC2); and System 1411

DEFERRED MAINTENANCE

Maintenance that has not been completed to keep the facilities in an acceptable and operable condition will result in deferred maintenance. If the work is not completed as part of O&M activities, it will lead to a larger maintenance issue and cost significantly more. 2017 Emergency Rehab

• All Phase III (2018) site construction work has been completed. Plant maintenance activities are planned for December 2019.

Levee Rehab Flood System Repair Program (FSRP)

• At this time, DWR has committed all available bond funding for FSRP use. LMA outreach and field reconnaissance will continue to identify and prioritize eligible repairs for future consideration if additional funding becomes available.

Storm Damage DWR Rehabilitation (SDDR), Phases 4 and 5

• Staff continues to work on environmental compliance and permitting documents for the SDDR, Phases 4 and 5, levee repair sites.

Pipe Rehab • FMO has completed the rehabilitation of 36 pipes using the Cured In Place Pipe

(CIPP) lining method in Willow Slough and Putah Creek. As part of the rehabilitation, new flood control gates have been installed. There are six pipes that are remaining to be rehabilitated that currently have irrigation/water impacts. These remaining pipes will be scheduled for rehabilitation later this year. In addition, four pipes need work before CIPP lining is performed, which is being coordinated with the Sacramento Maintenance Yard.

• The crew mobilized on June 3, 2019, to start the CIPP rehabilitation on Butte Creek. Twelve pipes have been lined along Butte Creek.

• The Verification Request Form (VRF) for the CIPP lining of 35 pipes along Cherokee Canal was approved by the California Department of Fish and Wildlife as part of the Routine Maintenance Agreement on June 27, 2019.

natural resource agencies with the goal of contracting the rehabilitation work in summer 2020.

Tisdale Weir Rehabilitation and Fish Passage Project • DWR is planning to prepare a draft EIR for the Tisdale Weir Rehabilitation and

Fish Passage Project. DWR has issued a Notice of Preparation to provide responsible agencies, trustee agencies, and other interested parties with information describing the proposal and its environmental effects.

• DWR held a scoping meeting on April 25, 2019, to receive written and oral input on the scope and content of the EIR.

Knights Landing Outfall Gates Fish Barrier • Previous fish exclusion barrier became inoperable and was removed in Fall 2016. • FMO is working with Reclamation District 108 to enter into an agreement to

replace the barrier.

Yard Rehab Sacramento Yard Improvements • Phase 1 work restarted after the weather cleared. The waterline is nearly

complete, and the remaining electrical duct bank work is underway. Paving is planned to be completed in August 2019. Phase 1 is expected to be completed by August 2019.

• Phase 2 work, which includes electrical upgrades, has been delayed due to an incomplete design. A new design team is putting together.

ENVIRONMENTAL INITIATIVES

Environment coordination, advance mitigation, and other holistic measures to expedite our project delivery. FMO is looking to find long-term solutions that will allow more effective and efficient O&M by identifying and implementing environmental measures as part of the system.

Environmental Permitting for Operations and Maintenance Project (EPOM) No significant activity for this month. O&M Habitat Conservation Plan (HCP)

DWR is reviewing permitting pathways on a landscape scale for coverage of DWR flood maintenance activities.

SWIF - Endangered Species Act, Section 7 Nexus

On June 18, 2019, a work plan and a biological assessment requesting formal consultation for implementing the actions in the work plan was provided. These proposed actions are for rodent burrow grouting along the MA05 Levee System.

FEDERAL PROGRAM FMO’s interaction with federal agencies, mainly USACE, in rehabilitation of deferred maintenance projects.

Federal Public Law 84-99 Emergency Repair Project (PL 84-99) • USACE completed repairs to 15 damaged sites in 2017, and 7 damaged sites in 2018.

These are PL 84-99 eligible repairs identified from the 2017 high water events. Up to 22 additional sites are targeted for repair in 2019 and 2020. DWR and CVFPB are working closely with USACE to manage the state’s interest in these projects.

• A Notice to Public Sponsors from USACE indicated that the application period for submitting requests for PL 84-99 assistance resulting from the February 2019 high water events expired June 28, 2019. DWR/FMO submitted a list of potentially eligible PL 84-99 sites to the CVFPB under the 2019 PL 84-99 requests from the USACE.
