(Reuters) - Califor- nia lawmakers voted to become a sanctuary state, tussled over hot-button environmental issues and urged other states to refuse to coop- erate with President Donald Trump’s Election Integrity Commission as their legislative year ended early on Saturday. The majority Democratic lawmakers headed back to their districts having positioned the state in opposition to conservative policies proposed by the Republican-dominated U.S. Congress and President Donald Trump on im- migration, the environment and other issues. “It’s a purposeful positioning,” said political analyst Sherry Bebitch Jeffe, a senior fellow at the University of Southern California. “We have a different political path and a different ideological path than the Republican-con- trolled Congress and White House have.” This year, California lawmakers have strength- ened protections for undocumented immi- grants, increased the gasoline tax and extended a program aimed at compelling businesses to reduce air pollution, all in opposition to federal policies. Early on Saturday, lawmakers gave last-min- ute support to a bill barring local governments from forcing undocumented immigrants to spend extra time in jail just to allow enforce- ment officers to take them into their custody. The bill, a compromise from a version that sought to severely restrict interactions between law enforcement and immigration officials, does allow communities to notify the federal government if they have arrested an undocu- mented immigrant with a felony record. It also allows enforcement agents access to local jails. It came a day after a federal judge barred the U.S. Justice Department from denying pub- lic-safety grants to so-called sanctuary cities in retaliation for limiting cooperation with the Trump administration’s crackdown on illegal immigration. The bill goes now to Democratic Gover- nor Jerry Brown for his signature. Trump issued an executive order in January targeting funding for cities that offer illegal immigrants safe harbor by declining to use municipal resources to enforce federal immigration laws. A San Francisco judge blocked the order. Illinois’ Republican Governor signed a bill last month protecting people from being detained because they are the sub- ject of an immigration-related warrant. Recovery efforts are well underway with the Salvation Army planning to serve 5,000 barbecue dinners Saturday night in Marathon and Key West, marking the first hot meals for many since Irma made landfall nearly a week ago. Roads were being cleared and recovery centers are being set up in the area to help residents fill out FEMA, insur- ance and small business relief paperwork. Even Publix was open until 5 p.m. on Friday. Officials had agonized over the decision to reopen the islands, knowing residents were desperate to assess the damage with their own eyes, yet worried about harsh liv- ing conditions for those who choose return. Curfews remained in effect and returning residents re- ceived a clear message from Keys officials — you must be self-sufficient. Photo: AP China offered its backing in advance last week for what was expected to be a wa-tered-down version of a United Nations Security Council resolution against North Korea after signaling its resolve to enforce sanctions against Pyongyang over its nu-clear brinkmanship.The US-drafted resolution initially called for an oil embargo on North Korea, and an asset freeze and travel ban on its lead-er Kim Jong-un. But media reports said it had been toned down in the hope of secur-ing China’s support, no longer proposing to blacklist Kim and recommending less stringent sanctions on oil and gas exports.The final draft reportedly called for an an-nual limit on crude oil exports to Pyong-yang and a 2 million barrel cap on annual supplies of refined petroleum products. The resolution is a response to North Korea’s sixth nuclear test carried out just over a week ago.Foreign ministry spokesman Geng Shuang said China would agree to a “further re-sponse” by the Security Council. How-ever, Geng also said denuclearisation of the Korean peninsula should be achieved through peaceful and diplomatic means.A recent statement from China’s central bank, which caught media attention on

Monday, ordered banks to strictly enforce UN sanctions, calling on various Chinese institutions to carry out “retrospective in-vestigations” on individuals and entities targeted in UN resolutions.The statement also said these institutions should report back to the central bank and police, and freeze all activity on accounts held by clients targeted by the sanctions.“Financial institutions and selected non-fi-nancial entities shall take necessary and reasonable measures to ensure the timely and accurate implementation of United Nations Security Council resolutions, and prevent mistakes,” the central bank state-ment said.It also said individuals or companies could appeal to Chinese authorities, but the banks should not act on requests from foreign governments or authorities.

Calls have also grown in the US for Wash-ington to impose “secondary sanctions” on Chinese banks that hold money for companies doing business with North Ko-rea.Despite pressure from the US, China, along with Russia, has been reluctant to assert too much force on Pyongyang, fear-ing instability along its border.Some observers said the central bank statement was an attempt to counter crit-icism that it was not doing enough to rein in its neighbour.Lu Chao, director of the Border Study In-stitute at the Liaoning Academy of Social Sciences, said the move would make it difficult for China and Pyongyang to do business even though some transactions were conducted through barter trade.Lu said enforcement of sanctions was lax in the past but China had stepped up the implementation in recent years.“With more and more resolutions by the UN ... the implementation is getting strict-er now,” he said.China has hinted at growing impatience with North Korea, with Foreign Minis-ter Wang Yi saying last week that “Chi-na agrees that the UN Security Council should make a further response and take necessary measures”.‘They want to see the colour of China’s money’: US calls for UN to impose tough-est ever sanctions on North KoreaIn addition, Kyodo reported on the week-end that branch offices of at least three major Chinese banks – Bank of China, China Construction Bank and Agricultural Bank of China – in the border city of Yan-ji, Jilin province, had suspended transac-tions through accounts held by North Ko-reans, banning them from making deposits or remittances, or opening new accounts.Meanwhile, China’s Ministry of Environ-mental Protection announced on Sunday it was ending its emergency radiation mon-itoring in response to the nuclear blast, saying radiation levels were normal in the provinces near the North Korean border. Photo: APBeijing has reportedly ordered Chinese state banks to suspend accounts held by North Koreans, a move that could put a tighter stranglehold on trade between the two countries.Branch offices of at least three major Chinese banks – Bank of China, China Construction Bank and Agricultural Bank of China – in the border city of Yanji, Ji-lin province, had suspended transactions through accounts held by North Koreans, Tokyo-based Kyodo News reported on the weekend.The branch offices in Yanji had also banned North Koreans from opening new accounts, or making deposits or remittanc-es, the report said.But the accounts were not yet frozen, al-lowing the account holders to make with-drawals.South Korea-based news website Dai-lyNK also said four major Chinese state banks – Industrial and Commercial Bank of China (ICBC), Bank of China, China Construction Bank and Agricultural Bank of China – had banned North Koreans living in China from opening up new ac-counts and ordered existing accounts to be closed.The ban affects all North Koreans on the mainland, from consular officials to la-bourers and traders.Chinese analysts said traders might still be able to find loopholes to bypass the ban but China’s decision would batter already

weakened trade with its neighbour.Zhang Liangui, a North Korea specialist at the Central Party School, said big transac-tions, such as Chinese oil exports to North Korea, would be particularly hard hit be-cause banks were integral to the trade.

China showed support for a ‘watered-down’ UN resolution on North Korea last week.But Lu Chao, director of the Border Study Institute at the Liaoning Academy of So-cial Sciences, said there were other ways for North Koreans to dodge bank sanc-tions, including using cash and bartering goods.“Though these transactions still appear in customs data, they require far less foreign currency,” Lu said.Beijing’s decision comes as it grows more frustrated with Pyongyang’s nuclear and missile programmes – North Korea con-ducted a sixth nuclear test about a week ago.China also faces pressure from the United States to do more to bring North Korea to heel, with calls in Washington for the US to impose “secondary sanctions” on Chi-nese banks that hold money for companies doing business with North Korea.The UN Security Council is expected to vote on Monday a set of new sanctions against North Korea. The US has been pushing for a full ban on oil supplies to the country, North Korea textile exports, North Korean guest workers overseas, as well as an asset freeze.This is not the first time China has tight-ened its financial sanctions against North Korea.Last year, an ICBC branch in the border city of Dandong froze accounts belonging to North Koreans.In 2013, several Chinese banks, including Bank of China, stopped doing business with Foreign Trade Bank, North Korea’s main foreign exchange bank. Many of our local institutions--from our schools to our courthouses--received serious flood damage that will impact operations for the foreseeable future. Homeowners and ten-ants alike need urgent help with housing and with navigating what can at times be a complicated path to recovery. Damaged and still-flooded infrastructure is causing serious traffic delays. It’s a lot to keep track of and follow. And unfortunately, a lot of misinformation and outright scams are in circulation, making recovery even more difficult.One of my goals throughout Hurricane Harvey and its aftermath has been to pro-vide useful, accurate information that you can use or pass on to someone who needs it. As you know, conditions post-Harvey are quite dynamic as are the issues and information needs that arise. To avoid buying a flooded car, follow these tips:Use vehicle history servicesYou can get a vehicle history report using a service like CARFAX or AutoCheck. The National Insurance Crime Bureau's VINCheck service is free of charge.

Check the odor

It's difficult to get rid of the odor from a flooded car. Sniff the interior for mildew or mold, and beware of a strong air-freshener smell - the seller may be trying to hide hints of flood history.

Look for discoloration in the seatbelt

Pull the seatbelt all the way out to see if there is discoloration from water stains that went up the strap.

Check the carpets

If the carpeting is stained, and the difference is between the upper and lower upholstery, then standing water may have been in the vehicle. New upholstery on an older model also could indicate a seller attempting to remove clues of flooding.

Spot corrosion

Look at the metal on the car - screws, door hinges, the undercarriage - for signs of rust caused by flooding.

Ask a mechanic

If you're not sure about playing de-tective with your car purchase, have an independent mechanic who knows what flood damage looks like inspect the car. He or she might notice more subtle signs like dirt buildup or fog-ging inside headlamps.

雾里村是茶马古道上的一个宁

静美丽的小村庄,位于云南省怒江

州贡山县丙中洛镇北面,去秋那桶

村的途中的怒江对面。村里约有60

户人家,有藏、怒和傈僳族,主要

是怒族,信仰藏传佛教,他们非常

纯朴,好客。 走在路上,唯有一

群群土鸡在咯咯觅食,“结庐在人

间,而无车马喧”说的就是这种意

境。

雾里村是秋那桶的一个组,是

典型的怒族村寨。她背靠碧罗雪山

,隔江与高黎贡山相望,村前宝石

般的怒江水不急不缓地静静流淌

以往这里只有一座索桥与外界

相通,遇雨季怒江水大,常冲垮桥

板。会长时间隔绝与外界的联系。

现在已经在这座索桥边新建了索桥

和可通车的水泥桥。

她与外界的唯一交通,是半壁

悬崖凿出的那条百年的茶马古道,

它连接着雾里村和丙秋公路,如羊

肠般蜿蜒。

虽然,滇藏茶马古道基本早已

废弃不用,但对于雾里村的村民来

说,它依旧是生活的一部分。之于

外来的旅行者,茶马古道是一种惊

险原始的刺激体验,但对于雾里村

的村民来说并没有多少诗情画意,

这是他们的日常,孩子们穿越这条

崎岖的道路,前往远远的丙中洛中

学上学。

雾里村原来叫五里村或翁里村

,因时常云雾缭绕,炊烟袅袅的唯

美画面征服了无数驴友,于是在他

们的游记中这里就成了充满诗意的

“雾里村”,于是改名雾里村。

2013 年被评选为中国最美乡村,

2016年8月18日被评选为云南特色

旅游新地标。

雾里村是茶马古道上一个典型

的“三无”小村落,这里没有公路

、没有汽车、没有现代化设备,才

成就了大隐隐于市,小隐隐于野的

瑞士田园风光。

雾里村,这里风景如画,三面

环山,山上树木葱茏,云雾缭绕,

一面临江,坐落在一片扇形斜坡之

上,怒族人深褐色的高脚木屋点缀

着翠绿的田野,村前是碧蓝的江水

,村后是叠翠的青山,伴着袅袅的

炊烟,静谧和谐的美感油然而生,

真可谓是“风景这边独好“!

进到雾里,你不仅会感觉置身异

域,更会感觉穿越到魏晋,仿佛天外

来客误打误撞闯进了世外桃源。

村民以怒族居民为主,这里是

贡山独龙族怒族自治县境内怒族民

居建筑形式及风格保留较完整的典

型村寨。 怒族特色民居“石板房

”,采用天然的页岩做屋顶瓦片,

坚固耐用,冬暖夏凉。

这里的人,像是住在树荫里,

叶与叶的缝隙里有阳光洒落的星星

点点。古朴的装束,宁和的面容,

眉眼里的与世无争。日出而作,日

落而息,日子慢慢地过,轻轻地走

淡的青草味道,定格成疏朗的情节

,让人心生惦念,久久不忘。

时光缓流过这里,凉凉的,薄

薄的,像是月光洒在古寺里的桃花

上;时光缓流过这里,不骤然,不

张扬,像是南风里带来的琴音,笑

语盈盈。

她古朴,古朴的没有任何矫饰

;她自然,自然的无一点突兀与彰

显;她原始,原始的似乎从未被开

垦。她在凡间,却不落尘滓,不染

尘埃 。在那里,我们看不到灯红

酒绿,浮躁喧嚣;在那里,“久在

樊笼里”的我们,仿佛经由时间隧

道,找寻到儿时的自己。我们这时

似乎才能真切地听到自己的心跳。

而离开后,心中却久久回荡着来自

茶马古道的绝铃空想。

雾起时,这些参差分布于绿草

如茵山坡上的小屋连同整个村庄便

被这淡淡的云雾幻入了诗;雾散后

,村庄便被这自然的美景纳入了画

。整个小村就在那或隐或现,或明

或暗的雾霭中静静地绽放自己的美

丽。这里每天早晨都会聚集摄影爱

好者争相取景拍摄。这个大自然搭

建的梦幻舞台,从来不会吝啬,总

是为每一位远道而来的客人展示最

美的演出。

这就是雾里村,隐于雾里,美

如童话,滇西北的另一个天堂!

这里是云南的“小瑞士”

位于河南焦作的云台山,久闻其

大名,也曾看到过其他朋友拍摄的照

片,但当真正身临其境的时候,还是

被震撼到了,原来河南也会有如此漂

亮的地方。这座世界地质公园、国家

级风景名胜区,有着丰富的地质遗迹

,景区内峰谷交错,瀑布、溪泉无数

,最赞的是在景区的最高峰茱萸峰,

意外邂逅了壮美的云海,宛如人间仙

境;还有由红岩绝壁构成的红石峡景

区,移步景异,令人流连忘返;而峭

壁耸翠的潭瀑峡,五步一瀑、十步一

潭,风光秀美。

茱萸峰是云台山的主峰,海拔

1308米,古称“覆釜山”,是因为其

如同一口大锅翻扣在群峰之上,“云

台”之名大概也源于此。登上山顶,

但见群山连绵、峰涌云动,使人顿生

“会当凌绝顶,一览众山小”的豪迈

气慨。

云台山景区面积280平方公里,含

红石峡、潭瀑峡、泉瀑峡、青龙峡、

峰林峡、子房湖、茱萸峰、猕猴谷、

叠彩洞、百家岩等主要景点。建议安

排两到三天时间游览,会更轻松些,

也建议错开节假日前往,否则游客会

太多。景区内有一整套完善的公交系

统,兼顾旅游和景区内居民的出行。

去茱萸峰,先要坐游览车到红石峡,

再由红石峡换乘到茱萸峰的游览车。

我们爬山的时候,满山大雾,能见度

极低,踩着脚下1700多步陡峭的台阶

,一度沮丧到想放弃上山……。

到达山顶的时候,眼前仍然是一

片混沌,刚休息了几分钟后,远处的

山体逐渐显露出来。

行云如流水,瞬息万变,很快云

雾渐散,山谷露出真容来。眼前群峰

连绵、错落有致,缥缈不定的云海缠

绕着群峰,大有身置天上、“羽化而

登仙”之感。

茱萸峰的云海之美,没有语言能

够形容,非亲临其境不能体会。能不

能看到,全靠运气,我们第一次上山

就遇到了,实属人品不错。

云蒸霞蔚,忽聚忽散的云雾把

“独拔青天外,孤秀白云中”的茱萸

峰烘托得更加高峻、更加富有仙韵。

对面山坡上蜿蜒曲折的山路清晰

可见,车行其中,时而穿出云海,时

而一头扎入浓雾,令人扶摇云中,情

腾仙境。

山谷中的民居隐约可见,如轻纱

、缕烟的薄雾缭绕其间,在半山腰佩

一玉带,悠悠往来。此情此景,令人

惊叹!

最后来一张航拍图,从空中俯瞰

茱萸峰峰顶的“玄帝宫”。忽聚忽散

的云雾把“独拔青天外,孤秀白云中

”的茱萸峰烘托得更加高峻、更加富

有仙韵。

下山后,步行来到凤凰岭玻璃栈

道。栈道依崖而建,悬空在海拔1080

米的半山腰,好在山下依然浓雾弥漫

,否则恐高的我是万万不敢走上去的

下山后前往一斗水村用餐的途中

,又遇到了一片漂亮的云海,狭窄的

山谷被洁白的云海填满,只有山峰兀

立于云雾之上,犹如大海中的小岛,

在云雾中时隐时现,又如海市蜃楼般

迷人。

云台山景区有一条神奇的峡谷,

两座峭壁间的山谷满是赤红色的岩石

,雨后色彩更显艳丽。这是北方少有

的丹霞地貌,也是云台山的精华景点

:红石峡。

峡谷内潭水碧绿,瀑布轰鸣,一

步一景,美的令人流连忘返。

石若无水流于拙,水有石衬更轻

灵。红石峡独特的迷人景观,成为云

台山人气最旺的景点,因游步道是在

悬崖上开劈而成,比较狭窄,高峰时

游客太多,时常需要排队,所以建议

下午以后前往。

峡谷内有许多大小不一、或长或

短的天然瀑布,大有大的霸气,小有

小的娟秀,高有高的舒畅,低有低的

雅致,个个风姿绰约,引游客欢呼雀

跃,纷纷拍照留念。

涓涓细流从石缝中飞溅而出,激

昂交错,凉气沁人。红石峡整个景区

就似名山大川的浓缩,仿佛鬼斧神工

雕凿而成的一个巨大盆景,素来享有

“盆景峡谷”的美誉。

百家岩,据说魏晋时期的“竹林

七贤”曾隐居在此二十余年。景区内

有一古塔,始建于唐代,重修于宋代

,至今已有1400年历史。

潭瀑峡,是云台山主要河流子房

河的一个源头。沟内峭壁耸翠、高峰

直立、争奇斗异,在曲曲弯弯的沟槽

内,潆洄着一条旖旎的溪流,跌宕起

伏在山谷中,形成了“三步一泉、五

步一瀑、十步一潭”的秀美风光。

潭瀑峡的溪水清澈纯净、碧绿透

彻、温润如玉,素有“北方小九寨”

之美誉。

绝美的自然风光,吸引了太极师

傅现场打拳,高山流水间,自然与人

文的结合,这样的画面令人动容。

幽瀑碧潭、山间溪涧的野趣让人

心旷神怡。

大小不一,造型各异的瀑布形成

了潭瀑峡独特的水体景观,演奏出美

好的山水乐章。

据说太极拳发源于焦作,是焦作

的文化精髓。太极师傅在山涧间沉肩

坠肘、含胸拔背,一招一式行云流水

“我家之前被水淹过的沙糖桔树

又重新长满绿叶了。”“我家的水稻

不仅没生病发芽,而且产量还提高了

20%。”在江苏无锡盖依亚生物资源

再生科技有限公司一间办公室内,五

六位农民正围着一位皮肤黝黑、头发

蓬乱的中年汉子表示感谢。

这位看着非常像农民的中年男子

,曾在日本横滨市立大学留学,拥有

医学和理学博士学位,还曾蝉联

2006-2008年三届“春晖杯”中国留学

人员创新创业大赛一等奖。他就是无

锡盖依亚生物资源再生科技有限公司

董事长杨军。

从医生到“农民科学家”

1966年出生于山西大同的杨军,

在人们眼里是一个朴实简单、说话直

率的典型北方汉子。出国前,杨军曾

是一名内科医生。1991年留学日本后

,他学习和研究的范围愈发广泛,兴

趣也逐渐由医学转向了农业、环保、

健康食品等相关领域的应用研究。

“土壤也会‘生病’,同样需要

‘医生’。”杨军说,因为大量使用

农药化肥,中国部分农业土壤重金属

含量超标,土壤肥力下降,不仅给种

地的农民带来损失,而且还容易导致

食品安全问题,“需要研发运用相应

的生物技术,帮助这部分‘生病’的

农业土壤早日‘康复’”。

为了更有效地“医治”土壤、助

推中国农业现代化发展,杨军在日本

留学期间努力学习多学科知识,参加

不同的实验室和研究项目,积累了丰

富的交叉学科知识。

“农业看似简单,但相关问题解

决起来也很复杂,需要多学科知识综

合应用。”杨军说,比如一种疾病,

不同角度会有不同的治疗方法,结合

着用效果可能更好。

2006年,杨军带着一个有关“生

物废弃物生产高效有机肥”的课题回

国参赛,获得了首届“春晖杯”中国

留学人员创新创业大赛一等奖。2007

年,杨军放弃在日本的优越待遇,离

别妻女,回国创业。

“回国创业能够帮助更多农民增产

增收,对我个人来说,多年的研究技术

成果也有了用武之地。”杨军说。

深入田间地头为农民解忧

很快,杨军由白面书生变成了皮

肤黝黑的“农民”。“各地的土壤成

分、‘病因’各不相同,不到田里看

一看、取土分析,很难对症下药,改

良方案的实际效果也会大打折扣。”

杨军说。

“杨博士一点架子都没有,下田

毫不含糊,不怕脏、不怕累,就跟咱

农民一样。”专程从广西荔浦赶来无

锡感谢杨军的沙糖桔种植大户谢子科

笑呵呵地说。为了帮助他和当地农民

解决沙糖桔种植问题,杨军到他田里

去了四五次,前后花了约一年半的时

间。

今年7月,广西荔浦遭遇强降雨

,谢子科的沙糖桔园大部分被洪水淹

没,在水中整整泡了30多个小时。水

退后,沙糖桔树开始落叶、生病。

“刚开始我很担心减产,后来杨博士

给了我一些产品和技术指导,很快我

的沙糖桔树又重新长满了叶子!今天

我又带了一些老乡过来,希望杨博士

能给我们更多指导。”

依靠先进的技术和深入田间地头

的指导,杨军不仅逐渐打开了市场,

而且赢得了很多“粉丝”。江苏省江

阴永恒农场的潘永秋大爷就是其中一

位“铁粉”。“杨博士经常到我的田

里看看,告诉我如何增强水稻免疫力

和病虫害,这两年我们家的水稻不仅

品质很好,而且产量越来越高。”

“明天我还要去连云港一趟,那

边有个客户说他们的产品农药残留过

多,让我们帮助解决一下。”杨军说

,虽然电话里给客户已经讲得比较清

楚,但他还是不放心,“只有亲自去

看看,才能更有针对性地帮客户解决

问题,否则就是不负责任。”

希望更多产品走出国门

杨军的办公室只有十几平方米,

陈设简朴,这里却有两样杨军的最爱

:一个装满书的大书柜,一排从国外

“淘”来的同类前沿产品。

“现在技术发展很快,我离不开

这些书来充电。至于那些国外产品,

可以激励我和公司员工时刻不忘技术

创新。”杨军说,不断研发新产品就

是他最大的乐趣。

2010年进入公司的钱泽樱,现在

是杨军博士的助理。在她眼中,杨军

是个典型的“科研狂人”。“董事长

开发创新能力很强,教会了我们很多

在学校学不到的研究方法。他对研发

有种近乎偏执的热爱。”

10年创业,杨军的技术正在加速

走向世界。他带领公司开发出了生物

农业新型肥料、环境污染防治生物药

剂、健康食品等系列产品,申请专利

33项。已获得自主发明专利授权22项

,授权国家和地区包括中国、美国、

欧盟、以色列、南非、新加坡等。

“创业过程中虽然曾碰到一些困

难,但我也更真实地感受到自己的技

术和产品能够改变社会,帮助到别人

。每次看到那些农民在问题得到解决

后开心的笑容,我就特别自豪。”杨

军说。

杨博士”变身“土农民”——杨军回国创业记

连日来,海归贬值的话题在舆论场

持续发酵。有媒体报道,一度被国内家

长和年轻人视为就业创业“黄金门票”

的海归身份,正遭遇贬值的尴尬:每年

人均花费达到30万,回国后起薪却低至

每月3500元。这种窘境,让不少人认为

出国留学的投资回报越来越差,“投资

风险”越来越大。

只算经济账,出国留学确实不划算

。起薪那么低,什么时候能够把投入的

“本钱”赚回来?当初卖房卖车送孩子

出国,就是期望他能镀个金走进精英阶

层,回国后却与接受国内教育的年轻人

收入相差无几,怎能不让人失落沮丧?

由此看来,对有些人而言,出国留学确

实可能是笔失败的投资,无论是人生规

划上,还是经济投入上。

然而,这只是个人打的小算盘。如

果因为起薪低,就草率得出海归贬值的

判断,那么眼光未免短浅,格局也显得

狭隘。笔者就认为:衡量海归价值的理

性姿态,要算的不是个人账,而应该是

“人才账”。如果我们能算好“人才账

”,就会发现:在当今时代,海归非但

没有贬值,反而有了更加广阔的增值空

间,前程不可限量。

“人才账”要怎么算?首先要看总

量。截至2016年年底,中国留学回国人

员总数达到265.11万人,仅2016年就有

43.25万留学人员回国。“海归潮”涌

动,能力层次必然有强弱,收入水平自

然有高低。其次要看趋势。虽然未必都

能拿高薪,但近年来从国外回国的人数

却在不断增加,说明海归回游已成浩荡

之势。再者要看市场。很明显,在国内

各大城市白热化的“人才抢夺战”中,

高层次海归人才依然炙手可热。

21世纪最重要的资源是人才。要在

这大发展的时代充分发掘海归的价值,

实现个体和国家社会的共赢,就要克服

和走出所谓海归贬值的消极情绪和认知

盲区。因为在这个求贤若渴的时代,只

要是人才,都会有施展的舞台,都能创

造更大的价值。但前提是,这些海归是

真才实学的人才,不是以假乱真的“水

货”。“金凤凰”必然有“梧桐树”可

栖,只要人才不辜负这创新创业的大好

时代,时代定然也不会让真正的人才无

用武之地。

功以才成,业由才广。“寻觅人才

求贤若渴,发现人才如获至宝,举荐人

才不拘一格,使用人才各尽其能”才是

正确的人才观。所谓海归贬值,既误会

了海归,也误会了价值。因为,虽然出

国的人越来越多,但大家对海归“含金

量”的期待并未降低;虽然有些海归起

薪不高,但这是人才市场重经历更重能

力的理性选择使然。因此,当我们讨论

海归贬值的时候,更应该保持清醒头脑

,透过现象看见本质,认识到这种现象

的出现实际上是用人取向和人才价值的

理性回归。

刚刚结束的2017重庆国际人才创新

创业洽谈会,就吸引了众多海归人才蜂

拥而至。他们被这座城市的发展决心、

优越政策以及贴心服务所吸引,为“只

要人才来,一切好商量”的包容所打动

。而正在打造西部创新中心的重庆,也

急切需要海内外高层次人才的支撑。得

到一个人才有时候就等于得到一个企业

、得到一个产业。为了达成人才和城市

的双赢,重庆拿出了极大的诚意,出台

了引进海内外英才“鸿雁计划”,就让

一大批海归织梦两江,在巴渝大地升华

了自己的价值。

不再为身份标签买单,乐于为真才

实学支付真金白银,这才是算好“人才

账”的正确方法,才是发掘海归价值的

理性路径。人才甄别和引用有了理性的

视角和衡量标准,贬值的只会是那些

“镀金”的海归,有真才实学的海归依

然能够获得真金白银的回报。当然,这

也给“留学热”留下了冷思考:如果仅

为“镀金”而非炼出“真金”,出国留

学还值得吗?算好“人才账”,答案显

而易见。

9月9日,重庆悦来国际会议

中心,澳大利亚昆士兰大学博士张

学志带着他的智能化物流管理与大

数据平台项目,完成了“重庆首秀

”——参加“国创杯”创新创业项

目大赛决赛。

“来到重庆后,听了很多‘海

归’前辈讲述成功经验,很受启发

。在‘国创杯’决赛中,和30个优

秀项目同台竞技,是很有意义的一

次经历。”张学志说,通过比赛,

他爱上了这座城市。他将继续寻找

合伙人,让创业梦在重庆落地生根

此次报名参加“国创会”的海

内外人士共1056名,其中,海外人

才及有海外留学、从业经历者占

73%。通过这次“国创会”,越来

越多的“海归”爱上了重庆!

被决心与诚意打动,“老海归”入

渝11年

朱习加,就是让张学志备受启

发的众多“海归”前辈之一。她是

加拿大马克马斯特大学博士、风洞

测试技术专家,拥有20余年海外工

作经验。

2015年,朱习加应邀到两江新

区建设中国第二个汽车风洞测试中

心。

“我在国外正好是做风洞运营

和整车开发的。”朱习加坦言,重

对此,朱习加心怀感激。她特

全领域的研究基本是一纸空白。比

缺乏安全技术更让人焦虑的,是消

费者安全意识的淡漠。当时的消费

者只关心价格。”赵会回忆说。

坚信“生命安全会日益受到重

视”的赵会,带领团队开拓研究,

在汽车安全领域闯出了一片新天地

,“现在,我们有一半的技术已达

到国际一流水平。另一半,准备用

5年时间来赶超。”

“海归”看好“重庆机遇”

在美国学习、工作了13年的陈

玮,2015年,以“金融大数据风控

平台”项目,在重庆创办了誉存科

技公司。迄今,该公司已为中国

500余家企业和机构提供了服务。

博士,今年初回渝创业。

她落户两江新区后,有关部门

工作人员专门为她的团队建了一个

微信群,让该团队所提出任何政策

上的问题,均能在第一时间得到解

答。

“当时在两江新区办事大厅,

不到1个小时,便办理完所有在渝

工作、生活的证件和手续,效率非

常高,让我很感动。”蒙敏说。

因“感动”而爱上重庆的还有
