“Route 91-Las Vegas in Crisis” Command & Control, Tactics, Investigation and

Lessons Learned

On October 1, 2017, over 22,000 people came together to enjoy the Route 91Harvest music festival in Las Vegas. On that last night of the festival, a gunman opened fire into the crowd from the 32nd floor of the Mandalay Bay Resort and Casino. The gunfire resulted in the deaths of 58 innocent concert goers and injured more than 800. The incident is the deadliest mass shooting in the United States.

Attendees will receive an overview of the incident. The topics that will be covered are Command & Control, Investigation, Tactics and Lessons Learned.

FRIDAY, NOVEMBER 16, 2018 (0800-1700 HOURS) From Delivery Service to Death: Unraveling Complex Opioid investigations

Course Description: This eight-hour class will cover three main topics: 1) The past, present, and future of the opioid epidemic; 2) Best practices for targeting, disrupting, and dismantling the heroin delivery service; and, 3) Investigating overdose deaths as criminal acts.

The class will first introduce the attendee to the reasons why we have an opioid epidemic in this nation. Students will be taken on a 38-year journey from 1980 - 2018 explaining the role pharmaceutical companies played in the rise of prescription drug and heroin addiction in cities across the United States. Next, investigative techniques and strategies regarding targeting the entire distribution network of heroin delivery services, from the Mexico based source of supply to the street level user, will be examined. Methods of investigation including Cellular Communication Intercept Technology, phone toll analysis, and wiretaps will be discussed in detail. Finally, a step-by-step approach towards successfully prosecuting drug dealing resulting in death cases in both state and federal court will be presented.

DRUG ENDANGERED CHILDREN INVESTIGATIONS “The Social DEC Autopsy – Writing Search Warrants To Save Kids”

Course Description: This training course will review child death cases and show missed opportunities for first responders to intervene. The course will also teach investigative skills necessary to link drug usage, trafficking, manufacturing and grow operations with child endangerment, a violation of Penal Code Section 273a. Whether you’re a law enforcement officer (Police, Probation, and Parole), Social Worker, Prosecuting Attorney or one of many first responders, you will learn how to identify and evaluate the dangers to children living in drug environments, as well as protecting yourself and the community from harm. These cases can result in more felony charges, accountability, less time in court, better case oversight, enhanced victim services and increased sentences through proper investigation and prosecution. Felony child endangerment charges can result in sentences of 2, 4, or 6 years per child. In this day and age of drug legalization we need extra tools to protect the community.

ELECTRONIC SURVEILLANCE (WIRETAP) FRIDAY, NOVEMBER 16, 2018 (0800-1700 HOURS)

STATE CERTIFICATION COURSE (POST CERTIFIED PLAN IV)

The California Department of Justice in cooperation with the California Narcotic Officers' Association will present this course the day before the Annual Training Institute. Course Description: This 8-hour course is for peace officers or qualified individuals assigned to intercept and record wire communications ("wiretaps"). This class covers the legal basis for California wiretap operations as well as the practical and tactical aspects of operating and monitoring a wiretap. Penal Code Section 629.94 requires successful completion of this course before seeking authorization for, or participating in, wiretap operations. Who Should Attend: Qualified individuals assigned to investigate narcotics, murder, solicitation to commit murder, gangs, human trafficking, bombing of public or private property, aggravated kidnapping, or conspiracy to commit any of those crimes, and who will be involved in a court-authorized state wiretap. Course Objectives: Upon completion of this course and a written examination, students are certified by the Office of the Attorney General of the State of California to participate in wire intercept operations. Additional Information: This is a tuition free course for local officers/agents from POST reimbursable agencies only. For State LE agents/officers, and Federal Officers/Agents there is a tuition charge of $101.00 payable at the door. Payment must be by check/money order made to POST. Class size is limited. STATE CERTIFICATION COURSE (POST CERTIFIED PLAN IV)

Course Description: The California Department of Justice will present this course the day before the Annual Training Institute. This 8-hour annual refresher course is for officers and support personnel who are clandestine laboratory safety certified in compliance with Occupational Safety and Health Administration (OSHA) regulation 29 CFR 1910.120 (Hazardous Waste Operation and Emergency Response).

Who Should Attend: Officers and support personnel who are clandestine lab safety certified in compliance with OSHA regulation 29 CFR 1910.120 (Hazardous Waste Operation and Emergency Response) and require the annual refresher to maintain their certification.

Course Objectives: This course is an annual requirement of OSHA for all employees certified to work clandestine labs. The course is intended to refresh the students on health and safety issues at clandestine labs, and to discuss any new health and safety concerns with the manufacture of illegal drugs. Course Topics: Chemical Hazards, Physical Hazards, Instrumentation, Air Monitoring, Respiratory Protection, New Manufacturing Trends, Health and Safety Issues at Clan Labs. Class size is limited.

COST: This is a tuition free course for local officers/agents from POST reimbursable agencies only. For State LE agents/officers, and Federal Officers/Agents there is a tuition charge of $165.00 payable at the door. Payment must be by check/money order made out to POST.

Fit testing will be offered for those officers that have MSA Ultra or Scott 2000 or 3000 Air Purifying Respirators. Please bring your APR to the class. Participants must be medically approved to wear an air purifying respirator and personal protective equipment. Participants must be clean shaven in order to be fit tested.

This is a great opportunity to get your DRE Re-certification completed. There is no cost for the recertification class and CNOA Institute registration is not required but we encourage you to stay and attend the greatest Law Enforcement Training Institute anywhere.
