When you became a member of the Civil AirPatrol, you became a leader whether you knew itor not. Whether a senior, a cadet, a patron, sponsoror AE member, you are a CAP leader. Whetheryou just received your first ID card or are a 50 yearlifetime member, you are a CAP leader. When youput on your uniform, whether the Air Force style, the corporate alternative or even the CAP golf shirt, you are telling the world that you are a CAP leader.

Now you might be saying to yourself (ormaybe even to everyone within earshot of youright now) Wait a minute, Im not a commanderor department head, Im just a member that wantsto do what I joined CAP to do. Im not a leader. Ibeg to differ.

Training Officer. Col. Edwards talents were mostevident in her desire to improve herself through

additional training and pass that training andexperience on to others. Among the many trainingcourses she attended included the National Search& Rescue School, Direction and Control of SearchFunction, Managing the Lost Person Incidents, and numerous courses from the U.S. Departmentof Homeland Security, Federal EmergencyManagement Agency (FEMA) and the AmericanRed Cross. Through these courses, Col. Edwardswas been able to train countless CAP membersin advanced emergency services techniques and

emergency medical response, including the newFEMA Incident Command courses required forsenior staff.

Lt. Col. Joe Orchard began his public servicewhile serving with the United States Navy asa reservist in the 1950s. Upon his honorabledischarge, he began exploring his interest in avia-tion by pursuing his A&P certificate while livingin New York and later worked for Boeing as a

mechanic on the B-47 and B-52 flight lines. Afterobtaining his private pilots license, Col. Orchard

joined CAP in January 1977 and quickly beganaccumulating numerous ratings as his training con-tinued. Soon, Col. Orchard was a qualified missionpilot, cadet orientation pilot, mission check pilot, maintenance officer, operations officer, deputycommander and eventual commander of BigBear Composite Squadron 6750 after moving toBig Bear in 1988. As his CAP career continued,Col. Orchards greatest impact was as an IncidentCommander where he commanded 27 ELT, 22REDCAP and 38 training missions.

At the 2012 California Wing Conference, bothCol. Edwards and Col. Orchard were recognizedfor their many years of service with the ExceptionService Award presented by Col. Stokes andCol. Myrick. While both Col. Edwards and Col.Orchard may be gone, their legacy will live onwith the countless members that they trained andwho continue to serve and train others.

Lt. Col. Carol Denise Edwards of Van NuysHawker Squadron 128 made her first rescue whenshe was twelve years old. Edwards and her sisterDianne were hiking on a trail in a wooded canyon.Edwards became enthralled by her surroundings innature and decided to stay out later, while youngerDianne headed back to the family campsite by

herself. When Edwards returned, their parentsbecame concerned, that Dianne was not with her.Edwards felt responsible, because they didnt staytogether. The wide spread search began with familymembers, forest rangers and campers close-by.

When we lose someone we love, there are noboundaries as to what we will do to get him or herback. Night was closing in on them and the searchwould ensue after the break of dawn. Edwards knewthree things: nature, trail tracking and diligence.

role. We joined CAP to fly, to work in emergency services, towork with cadets or because we wanted to teach the world aboutthe wonders of aerospace. While some have been recognized fortheir leadership abilities and been asked to become commanders, that doesnt mean that we arent all leaders. Consider what you

personally do in CAP. As a pilot, you are the leader of what goeson inside that CAP aircraft. As a cadet NCO, you are a leaderto the basic cadets who will look to you for help and guidance assomeone who not so long ago was just where they are today. As anaerospace educator, you are a content expert, a leader with theknowledge to teach others the impact that aerospace and aviationhas had on our lives over the last 100 years. Most importantly, youare the ambassadors to the non-CAP world that we serve. If thatisnt a leadership role, I dont know what is.

As leaders, we have an obligation to those that we lead, whetherour members or the public-at-large. There isnt much difference

between the two. The first and most important thing in leader-ship is be prepared to do your best. Someone is always watchingand being prepared to do your best will always serve you andyour organization well. While respect is the fourth of our fourcore values, it is in no way last. As a leader, you must show theutmost in respect to everyone you come in contact with and to theorganization as a whole. Anything less is unacceptable. You mustbe kind, firm in your convictions and beliefs and you must takecare of those you lead before you take care of yourself. As CAPleaders, if we do these things every time we put on the uniform, ineverything that we do, our organization will be stronger and will

continue to thrive for years to come. While we all are leaders in our own right, there are those that

have taken on the traditional role of leaders as commanders. Theseindividuals have stepped up to be responsible for their flights, their squadrons and groups and missions. Our organization couldnot function without them and we owe them all a debt of thanks.Command, like life, is cyclical. As the organization progresseswith time, current commanders must recognize the immense levelof talent within our ranks and begin to groom the next generationof leaders. Leadership in any organization isnt easy but it is notsomething to be feared or avoided. We should all pursue leadershiproles even if we are never or desire to be selected. If selected, it ishard work but it will all be worth it when your unit or one of yourmembers does something extraordinary.

One of my favorite quotes comes from the author Daniel Pinkwho said The richest experiences in our lives are not when we areseeking validation or approval from others, but when we are doingsomething that matters, doing it well, and doing it in the service ofa cause larger than ourselves.

Leadership is the something that matters.

As the newly appo in tedCalifornia Wing Public AffairsOfficer, I have taken on a task forwhich I am passionate about: get-ting the word out about AmericasBest Kept Secret. One of the ave-nues to educate our communitiesis the Bear Facts Magazine. Thisperiodical is not just for our internalaudiences (members of CAP) butalso for our external audiences (the

communities which we serve).Bear Facts highlights our

achievements as an organization, but more importantly the Cadetsand Seniors that have dedicatedtheir time and energy to serve theircommunities. It tells our storyand the dedication needed to sup-port our missions of EmergencyServices, Aerospace Educationand Cadet Programs.

As volunteers, we are inher-ently not in need of recognition ofour service, time or sacrifice. Buthow else can we tell our story? This is where we need your help.We would like to request that if youcome across an event or individualthat needs to be showcased, tochronicle it in a story and picturesto share with all our audiences. The CAWG Public Affairs team is

Over twenty Civil Air Patrol members fromaround the San Francisco Bay Area, NorthernCalifornia and as far south as San Diego convergedin Oakland, CA at Squadron 188 to spend theFebruary 8th weekend at a Mission ScannersCourse. The class included a mix of backgrounds, including both pilots and non-pilots, as well asboth members that were very new to CAP andsome that were renewing their existing MissionScanner certifications.

Some of the of the topics covered in the classesincluded Scanner duties and missions - whether its a Search

and Rescue (SAR) mission or an airborne pho-tography mission or something else, the scannersmain job is to... well, scan! This is the reason theairplane is up in the air on most missions.

Basic aircraft and navigation familiarization - thiswas particularly helpful to the non-pilots in theclass and a good reminder for everyone.

Survival and urgent care issues discussionrevolved around both survival and urgent careissues related to the people we might be search-ing for on a SAR mission and survival gear for

ourselves as air crew. Air to air and air to ground communications- besides talking about proper communicationstechnique and protocol, we took a look at someof the communications equipment we mightexpect to find in CAP planes, which are not allthe same.

Weather and how it affects search planningand scanning effectiveness - whether its

MS Ground SchoolBy 2nd Lt. Karin Hollerbach, CAP

fog, smoke, dust, rain, haze, clouds (or lackthereof), the position of the sun, etc., all ofthese factors impact how effective we are onany given mission. Some of these factors wecan work with, others ... sometimes its bestto call it a day and come back later when theweather has changed.

High altitude and terrain considerations - not onlydoes high altitude affect aircrew (and survivoron the ground) safety, the presence or absenceof higher altitude terrain also impacts searchpatterns and how best to be effective.

Crew resource management (CRM) - those of uswho were not yet Mission Scanners previouslygained an appreciation for the intense workloadassociated with scanning and all other aspectsof flying a SAR mission, and learned aboutaspects of CRM that can help distribute the loadand create a safe environment for the aircrew. The course was taught by Capt. Joshua

Edwards, 1st Lt. Jordan Hayes, Maj. Noel Luneau,Capt. Raymond Woo, Capt. Chris Johnson, Maj.Christopher Suter, and Lt. Col. Brett Dolnick.

The students received hands-on experience in

planning a flight pattern in a particular grid patternin a sectional chart, scanning techniques, loggingdata and radio techniques.

In order to complete the Mission Scanner certi-fication, these new trainees need additional task tocomplete and participate in two Search and RescueExercises (SAREX) where flight crews, groundteams and mission base personnel receive real lifeexperience in a simulated search and rescue.

CAP Mission Scanner Trainees receive aircraft briefing on radios and basic aircraft components.

It should be no secret to the readers of thismagazine that Civil Air Patrol takes Safety veryseriously. At least once a month at your unit youget a lecture on a Safety topic. When you attend an

activity, a SAREX, or a class outside your unit youget a Safety briefing that relates to where you areand whats going on. But how effective are thesebriefings and lectures? Are they what keep yousafe from injury or loss? I would submit that, no,not by themselves. They are only one element inan effective Safety program and environment.

Let me explain. Years ago when I still workedfor a big public utility company our rank-and-fileworkers were asked to create a slogan that sup-

ported Safety in the shops, and in our offices andon the job sites. I never forgot what they cameup with. It was, Safety is a Lifestyle; Enjoy theRewards. What really struck home for me wasLifestyle. That said it all. Safety is personal. Its not some Joe Safety running around givinglectures and looking for loose wires. Those thingshelp, of course, but unless each of us takes Safetypersonally and operates in an environment ofSafety, all is lost.

It would take another article like this one todescribe CAPs Safety program but our focus hereis on the environment in which that programlives. And for the sake of this article I will referto that environment as our Culture of Safety.Another Safety buzzword? Perhaps. But in tak-ing a closer look at such a culture we see a lot ofour safety culture explained.

By Lt. Col. Mike Watkins, CAPCAWG SE

    AN ENVIRONMENT

    FOR SAFETY

One of the best descriptions of a safety cul-ture I have seen appeared in the FAAs AirTraffic Bulletin in March, 2010. But before we seewhat the FAA said, lets lay some groundwork by

simply looking in the dictionary. Webster definesSafety as, the condition of being safe fromundergoing or causing hurt, injury, or loss. Nota bad description, but how about culture. It isdescribed thusly, a set of shared attitudes, values, goals and practices that characterizes an institutionor organization. Keep those thoughts in mind. Nowwe are ready for what the FAA said.

The FAA laid forth five elements that make upa culture of safety. First was Reporting. We

willingly and freely report mishaps. (Think SafetyManagement System SMS). Second, the cultureis Just. There is an atmosphere of mutual trust.Third, the culture is Informed. There is currentawareness of safety issues. We share with eachother our accidents and our close calls. Fourth,we operate in an environment of Learning. Wereview mishaps and try to determine what causedthem and what we can do to prevent them. Fifthand last is Flexible. We adapt effectively tochanging conditions and challenges.

To sum it up, our safety environment is onewhere we report and we learn in a spirit of sharingand trust. We analyze and we adapt to the benefitof all. And as the utility workers put it almost twodecades ago, we practice it as though it was alifestyle we take it personally and we all reap thebenefit of freedom from injury and loss.

2nd Lt. Zach Foster, CAPSquadron 64 Public Affairs

Civil Air Patrol members around the country have the opportunity to witness impressive air showswith stunt flying and fascinating exhibits. They get to take part not merely as spectators, but as criticalsupport staff. Accomplishing these tasks fulfills CAPs key missions of aerospace education, advancingthe cadet program, and even offering emergency services. This was no different for CAPs support mis-sion at the recent Cable Air Show in Upland.

More than 75 CAP Cadets and Senior Officers, from throughout Southern California, representingSquadrons 11, 20, 21, 25, 29, 31, 37, 47, 59, 64, 107, and 137, participated in CAPs support mission forthe air show. Leading the auxiliary airmen were three very talented cadet officers. This is their story.

Cable Airport is home to Group 3s Cable Composite Squadron 25. Cadet Captain Dylan Keetle, 17years old, proudly serves as Squadron 25s current Cadet Commander. A senior at Etiwanda High School,Cadet Capt. Keetle joined CAP four years ago to pursue his passion for aviation. CAP seemed like the natu-

ral choice after earning his pilots license at age 13 through the Foothill Flying Club. He had already earnedthe prestigious Billy Mitchell Award and promoted to Cadet Second Lieutenant at the age of 15.

Cadet Capt. Keetle has served as Squadron 25s Cadet Commander for a year. This years air show

was his third at Cable Airport, and his second as Cadet Commander. His duties for the support missionincluded taking charge of all operations and logistics involving cadets, managing cadet staff members, and delegating key tasks to the section chiefs.

When not leading other teens through CAPs cadet program, Cadet Capt. Keetle runs on his schoolstrack team, is active in the Associated Student Body, takes Advanced Placement classes, and holds downa 3.83 GPA. After high school, Keetle intends to attend the Air Force Academy and serve as a careerofficer.

Serving alongside Cadet Capt. Keetle was Cadet Second Lieutenant Christina Granillo of Los AngelesCounty Group 1s Squadron 64, based at Brackett Airfield. At 15 years old, Cadet 2nd Lt. Granillo earnedher Mitchell Award and became a cadet officer only two weeks prior to the air show. Having graduatedfrom Charter Oak High School at age 14, Granillo attends Citrus College where she is working toward hernursing license.

Cadet 2nd Lt. Granillo joined CAP at age 12, attracted to the military aspect of the program and

the high level of discipline among cadetsthe sharp looking uniforms helped, too. Her mission dutiesas Cadet Personnel Administrator put her in charge of sixty cadets, though the responsibility doesntfaze her. Air shows are so much fun! I like to see the stylized flying, I like being around planes, andI attend SAR/EXs (practice search and rescue exercises) as often as I can. Once she completes hercoursework at Citrus College, she plans on attending Cal Baptist University and to practice nursing inan intensive care unit.

Not one to be outdone, Cadet Captain Molly Boop of Group 8s Skyhawks Composite Squadron 47

based at USMC Camp Pendleton, traveled several hours to join CAPs support mission at Cable Airport.Cadet Capt. Boop joined CAP five years ago at the age of 12. I wanted to grow as a person and test amilitary environment. Boop earned her Mitchell Award and became a cadet officer at age 15. Somehighlights of her CAP career include attending Cadet Encampment at Camp San Luis Obispo, participat-ing in the 2009 National Cadet Competition with her squadrons color guard team, and becoming DeputyCadet Commander of Squadron 47.

Cadet Capt. Boops duties at the squadron level include managing flight leaders and ensuring thesuccess and advancement of each of her cadets. Her duties as Cadet Logistics and Operations Chief forthe air show include overseeing cadet operations and ensuring that cadets had the supplies and manpowerneeded to fulfill CAPs support mission there.

The 17 year old cadet officer is a senior at Temecula Preparatory School. After high school, CadetCapt. Boop will attend The Masters College, where she will double major in Political Science and History. Her dream is to either become a teacher or law enforcement officer. What part will CAP have played inher adult career? The program has helped me grow and made me into the person I am today.

The three cadet officers profiled here are exceptional leaders and dedicated auxiliary airmen. Hardwork and dedication such as theirs continues to raise the bar for incoming cadets and senior membersalike. All three of these young leaders cite one thing in common for their success: Civil Air Patrol and itsCadet Program.

oring Edwards, who also received accolades fromthe County and City of Los Angeles. Edwards hadtears of joy when she first learned of the dedica-tion, but unfortunately had passed away prior tothe dedication ceremony.

Edwardss dream of writing a book is aboutto come true! Her book is a compilation of hersearch and rescue stories, which also include herhigh profile involvement as ER trauma nursewith the Rodney King case, her USAF Fire andCrash Rescue activities, Cave Exploration, 9/11and earthquake disaster relief. My writing isbased on her digital recordings, our conversationsand written notes. She also wrote a WildernessSurvival Manual and more recently began writingand producing a Lost Child PreventionDVDcalled Wilderness Survival; The UnexpectedNight Out.During this time, her digital recordercame up missing. Although these particular voice

recordings were lost and never found, her writtenteachings of her DVD will be incorporated into herbook. I am working closely with Edwardss familyfor additional research, authenticity and permis-sion to promote her image, likeness and life storythe way she wanted me to.

Edwards had asked Col. Jon Stokes to write theForeword. She befriended and trained Stokes overthe years as he climbed the ranks to Commander ofthe California Wing. She was so proud of Stokes

and was honored to have him share her legacy. The book (currently untitled) is due to be

published later this year. Edwards wish for bookproceeds will go to the Wounded Warrior Project. For book updates or to share student testimonials(who saved a life based on what they learnedfrom her and was recognized for it), please email:[email protected] or like DENISEOUR HEROonFacebookand Twitter.

I hold somewhat of a unique position withinmy squadron. But before I go into the details ofwhat I mean by unique, I will give a brief over-view of my experience in the Civil Air Patrol. Ijoined CAP a little over three years ago as a senior

and due to my interest in aviation, I would havejoined CAP as wellif I had known about its exis-tence back in the day. To paraphrase Maj. BrianJ. my duties from across the Pacific Ocean.

That being said, I am often referred to asmy squadrons virtual officer, a termcoined by Maj. Larkin.

After completing a Fulbright English TeachingAssistantship in South Korea, I returned stateside topursue graduate studies in international security atStanford University. At the time, I was looking fora volunteer activity to get involved in so I wouldntend up stuck in the library studying all day, as Ihave a tendency to do. After a quick web search ofvolunteer organizations in the San Francisco Bay

Area, I found the Civil Air Patrol website and thecontact info for a nearby squadron. CAP seemedlike an organization that combined my interest inyouth mentoring, something Ive been doing since

high school, andmy childhood loveof aerospace andaviation. I sent an email to Maj. Larkin, the squad-ron commander at the time, and the rest, as they say,is history. I officially joined as a member of CadetSquadron 86 in my hometown of San Franciscoin fall 2010. I started off as our squadrons safety

officer and subsequently, became the public affairsand information technology officer. I also foundmyself involved in emergency services, eventuallyearning my mission observer and ground teamleader ratings.

borhood schools giving recruiting presentations onCAP and maintaining our squadrons website andFacebook page as a PAO and ITO, my first lovewas being a mentor and role model to the cadets in

my squadron. And this is a value that I learned frommy fellow senior members. For instance, during myinitial interview prior to joining the squadron, Lt.Col. Aaron Kahn, our squadrons administrativeofficer (and Spaatz Cadet #1235!) told me the fol-lowing: Its not about us. Its about them. Aftersaying that, he pointed to the cadets practicing drill. That simple yet meaningful gesture had a profoundimpact on me. In fact, it was those words and myexperience in CAP that helped mea twenty-something who, prior to joining CAP, had been

floundering around for a while after graduatingfrom university, with no solid career objective oraspirationsdiscover my dream job. To makea long story short, after a few months at Squadron

86, combined with my on-again, off-again stints asa youth mentor in various schools and non-profit

organizations over the years, I decided to activelypursue teaching as a career.

Eventually, I found myself on my secondtour of duty to South Korea when I accepteda position as a professor in the Department ofPolice Administration at the Catholic University ofDaegu. After a heartfelt goodbye to my friends andfamily at Squadron 86, I headed back to Korea inthe fall of 2011. Nevertheless, my departure over-seas did not mean the end of my CAP career. Oneof the benefits of university teaching is summer and

winter vacations, at which time I return statesideto volunteer with Forest Hill Military Academyand the U.S. Army Cadet Corps in Kentucky andhome to San Francisco to continue my work and

training in CAP. For instance, I completed GroundTeam Leader training at the National EmergencyServices Academy last summer and am using myGSAR and ES knowledge and skills to assist withthe revamping of our squadrons ES curriculumand training of our cadets to be GSAR teammembers. Additionally, in my dual role as PAO

and ITO, I mentor two of our most senior cadetsin PAO and ITO duties and responsibilities. Whileoverseas, my duties as a virtual officer includemaintaining and updating our squadrons websiteand social media sites, editing the squadron news-letter, developing ES curriculum, and any otherassignments that I may be tasked with that I can dofrom afar.

While in Korea, I am still actively involved inyouth mentoring activities including the YoungFalcons of Korea (YFK), the Republic of Koreasair cadet program. This year, I was appointed asquadron commander for one of the units in Daegu.Due to interest from both my CAP squadron com-mander and the YFK Daegu-Gyeongbuk regioncommander, it is my hope to work with my com-manders on both sides of the Pacific to establish aformal relationship between our two groups in thenear future.

Furthermore, earlier this year, I was invited bythe U.S. Embassy in Seoul to serve as a mentor and

guest-speaker for the Alumni-Youth LeadershipProject (AYLP), a leadership and public diplo-

macy program co-sponsored by the U.S. Embassyfor Korean high school students, their parents, and American student participants of the NationalSecurity Language Initiative for Youth (NSLI-Y)Program. In my presentation to AYLP and NSLI-Ystudents on the topic of education, career choices, and fulfilling your dream, I had the opportunityto talk extensively about my experience in CAPand how it helped shape my career goals and fuelmy desire to go out there and make a difference.

In short, at home or abroad,

I am always finding myself insituations where I am listeningand giving advice to a variety ofpeople, from elementary schoolstudents to university students, drawing upon my experiences tohelp them in any way I can. Butwherever I am, my objective asan educator and youth mentoris always the same: Not only doI try to inspire my students and

cadets to fulfill their greatestpotential, I also encourage themto utilize their knowledge andskills to make a positive impactin societybe it at the local, national, or global level.
