STATUTORY FOUNDATIONS OF OPR’S MILITARY AFFAIRS ROLE: MISSION COMPATIBILITY
Local Planning and Guidance: Senate Bill 1468 (2002)Requires cities and counties to consider the impact of growth on military readiness activities when preparing or updating their General Plan (GC 65302)
Required OPR to develop an “Advisory Planning Handbook” for “use by local officials, planners, and builders that explains how to reduce land use conflicts between the effects of civilian development and military readiness activities…”(GC 65040.9)
California Advisory Handbook for Community and Military Compatibility Planning (2016 Update)
Required OPR to include in the General Plan Guidelines “advice for including recommendations for best practices to allow for collaborative land use planning of adjacent civilian and military land and facilities.” (GC 65040.2)
Community and Military Compatibility Planning, Supplement to the General Plan Guidelines, 2009
Newly Updated General Plan Guidelines. New guidelines have a GIS component that will include military mapping layers and info on how to access those layers.

Planning and Development Application Noticing: SB 1462 (2004)Requirements for cities and counties to notify military installations of proposed development and planning activities. Requires cities/counties to refer the General Plan to branches of the Military (GC 65352)
Required cities and counties to revise development applications to require applicant to identify when a proposed projects is located in proximity to an installation or under an MTR or SUA (GC 65940)
Requires city and county to provide application to military if proposed project is located near installation or under an MTR or SUA (GC 65944)
