CONSIDERING The Academic Senate Resolution of 14/12/2015 approving the issue of a new edition of the public call for “Polimi International Fellowships”;

DECREES THE FOLLOWING:

Article 1 Subject

A public call for applications based on qualifications is issued for the award of 11 research fellowships (Polimi International Fellowships), pursuant to the Regulations mentioned in the introduction,

for 2 (two) years. The 11 research fellowships will be awarded in the following research areas:

Article 3 Participation requirements

Admission to the selection procedure is restricted to: - foreign candidates who obtained a Research Doctorate_PhD in Italy or abroad;

or - Italian candidates who obtained a Research Doctorate_PhD abroad.

NOTE: Italian candidates who were awarded double doctorate degrees, joint doctorate degrees and those who were involved in agreements between universities for the co-direction of their PhD thesis – and one of the concerned universities is Italian – will not be admitted to the selection procedure.

Candidates must have been awarded their Research Doctorate_PhD no earlier than 6 years prior to the deadline of the call in order to take part in the selection procedure. If the academic qualification has been awarded abroad (in countries other than Italy), said qualification must be included in that country's university system and must have been awarded by an institute that is officially included in the country's university system. For purposes solely related to the selection, said qualification must be equivalent by nature and level to the Italian academic qualification requested above.

Applicants must have obtained the required academic qualifications no later than the deadline for applications specified in article 5, or they will be excluded. Candidates must also:

- have an appropriate scientific and professional curriculum proving their suitability for conducting research activities;

- develop and present a research project (see Annex C )that will be assessed on the basis of originality, integration with the Politecnico di Milano research areas and feasibility in the time frame indicated;

- obtain 2 reference letters from Italian and/or foreign scientists or researchers (see Annex D), which must be submitted together with the application form, under penalty of exclusion.

(The full list of documents to be produced and sent for participating in this selection procedure are listed in article 4 of this call for applications.)

Article 4 Application for participation

For selection purposes, applicants must: 1) fill out all the required fields of the application form, date and sign it - the template is

available on the Politecnico di Milano's website at the link below: http://www.polimi.it/en/work-with-us/international-fellowships/;

2) attach to the application form:

a) professional and scientific CV in English, dated and signed;

b) a photocopy of a valid identity document: passport or identity card;

c) a copy of the participation fee payment receipt, complete with code proving the payment (see article 6);

d) Depending on the country of issue of the academic qualification and the citizenship of the applicants and their statuses (EU citizens, non-EU citizens with/without residence permit in Italy): - the original1 or a copy authenticated by an Italian authority, of the Research Doctorate_PhD obtained abroad (required at article 3 above), legalized2 and accompanied by a certified (or sworn) translation into Italian or English and, if possessed, by the declaration of value (Dichiarazione di Valore) or diploma supplement. In order to guarantee the largest participation in the procedure, candidates who, on submitting their application, cannot provide the academic qualification obtained abroad as specified above, have to attach to their application - under penalty of exclusion - a photocopy of the academic qualification together with a translation in Italian or English; then, in case they will result winners of the selection procedure, they must deliver the academic qualification as described above. The delivery of the Research Doctorate_PhD obtained abroad legalized, in original/authenticated copy, and accompanied by a certified (or sworn) translation into Italian or English is a necessary requirement for the stipulation of the contract (for non-EU applicants who do not have a valid residence permit in Italy - or a copy of the request of such permit - the delivery of the academic qualification as above mentioned, is a necessary requirement for the start of the activity). - if the Research Doctorate_PhD was obtained in Italy and the candidate is an EU citizen or a non-EU citizen who has and attaches to the application a copy of a valid residence permit in Italy (or a copy of the request of such permit), the information indicated in the application form will be valid as a self-certification pursuant to art. 46 of Presidential Decree no. 445/2000. Nevertheless, he/she must submit a photocopy of the academic qualification; - if the Research Doctorate_PhD was obtained in Italy and the candidate is a non-EU citizen and, on the date of submission of the application, he/she does not have a valid residence permit in Italy (or a copy of the request of such permit), he/she must submit

the original or a copy authenticated by an Italian authority of the academic qualification. In order to guarantee the largest participation in the procedure, non-EU citizens who, when submitting the application, do not have a valid residence permit in Italy (or a copy of the request of such permit), and cannot provide the academic qualification obtained in Italy as specified above, can attach to their application a photocopy of the academic qualification. Then, in case they will result winners of the selection procedure, they must deliver the academic qualification as described above. Handing over the original or the copy suitably authenticated by Italian authority of the academic qualification obtained in Italy, is a necessary requirement for the stipulation of the contract; therefore, if the above-stated documents are not produced, the contract cannot be stipulated;

e) the detailed list of all the documents attached to the application form (Annex A);

f) no more than 5 scientific publications/products3 (originals4, listed in Annex B, or true copies certified via declaration in lieu of notarial deed using Annex B);

g) the proposed research project (Annex C);

h) 2 reference letters from Italian or foreign scientists/researchers, as required in article 3 of the call (Annex D);

i) a CD or DVD containing the entire documentation (including publications) in digital format. The use of non-modifiable portable document formats (preferably pdf), which must not contain macro instructions or executable codes, is recommended;

j) only for non-EU applicants who already possess it: a copy of the residence permit in Italy (or a copy of the request for such permit).

With regard to paragraph 2) section f) above:

non-EU applicants who, when submitting the application, have a valid residence permit in Italy (or a copy of the request of such permit), can use the above mentioned declaration in lieu of certification and/or notarial deed only for the statuses, personal qualities and facts that can be certified or stated by Italian state bodies, with the exception of special provisions contained in the laws and regulations governing immigration and the status of foreigner.

non-EU applicants who, when submitting the application, do not have a valid residence permit in Italy (or a copy of the request of such permit), cannot use the above mentioned declarations in lieu of certification and/or notarial deed. They must supply:

the originals5 or copies authenticated by an Italian authority of the academic qualification obtained in Italy and required for participating in the selection (article 3 above);

In order to guarantee the largest participation in the procedure, candidates who, on submitting their application, cannot provide the academic qualification obtained in Italy as specified above, have to attach to their application a photocopy of the academic qualification; then, in case they will result winners of the selection procedure, they must deliver the academic qualification(s) as described above. The delivery of the academic qualification in original or copy authenticated by Italian authority is a necessary requirement for the start of the activity;

no more than 5 scientific publications/products6 (originals7, or copies authenticated by an Italian authority).

The qualification and publications that are not attached according to the instructions of this call for applications, cannot be assessed for selection purposes. The Administration reserves the right to perform random controls on the issued certifications and statements.

Article 5 Application submission: terms and deadlines

The request for admission to the selection must be signed, dated and completed as shown in the sample form available on the website of the Politecnico di Milano. It must be addressed to the Rector of the Politecnico di Milano, P.zza Leonardo da Vinci, 32 – 20133 Milan, and submitted no later than 19/04/2016 under penalty of exclusion. Should that date be an Italian public holiday, the deadline will be the first working day after it. Applications will be considered presented on time if they are submitted in one of the ways described below:

- by hand, no later than the deadline above, to the ”SPPA- Servizio Posta, Protocollo e Archivio” (Post Office, Electronic Recording and Archive Service) of Politecnico di Milano - Piazza Leonardo da Vinci, 32 - Milano - Mondays to Fridays, from 9:30 am to 12:30 pm and from 1:30 pm to 4:00 pm. On the envelope, applicants must indicate as follows: “Call for Applications for Polimi International Fellowships, Edition 2016 - UOR Selections and Competitions Service”;

- sent by express courier / via registered letter with advice of receipt, no later than the

deadline above (for this purpose, the date of the postmark will be considered as proof). On the envelope, applicants must indicate as follows: “Call for Applications for Polimi International Fellowships, Edition 2016 - UOR Selections and Competitions Service”;

- via Certified E-mail Address (PEC)8 no later than the deadline above, sent to the

[email protected] PEC address. Applicants must use their own certified e-mail address (PEC).

Submission is only permitted by other certified e-mail addresses (PEC), submissions made from an uncertified e-mail address will be disregarded. The subject line of the certified e-mail must contain this information: “Call for Applications for Polimi International Fellowships, Edition 2016 - UOR Selections and Competitions Service”. The application and accompanying documentation must be submitted in a non-editable, portable, static format (preferably .pdf). They should not contain macros or executable code, and should not exceed 35 MB in size.

Candidates whose applications are submitted after the deadline will be automatically excluded from the selection procedure.

Article 6 Participation fee

Applicants must pay a € 25,82 participation fee, non-refundable, by the deadline for submitting the application and under penalty of exclusion from the selection procedure. The payment can be made:

and “Selection Polimi Fellowships” as type of payment; o fill in the blank fields.

Article 7

Exclusion and loss of rights Candidates are admitted with reserve in the selection procedure. The competent area of this Administration can, at any time, exclude applicants from the selection and inform them via fax, registered letter with advice of receipt, telegram or P.E.C., for the following reasons:

- submission of the application (and of the related annexes) after the deadline indicated in article 5 above;

- the application form was not submitted and signed9; - no scientific and professional curriculum vitae was supplied; - no copy of a valid identification document (passport or identity card) was provided; - the participation fee was not paid; - failure to possess the academic qualification (Research Doctorate_PhD), satisfying all the

requirements specified in Article 3 of this call; - failure to submit at least a photocopy, together with a translation in Italian or English, of

the academic qualification obtained abroad as specified in article 3 above; - failure to submit the proposed research project (Annex C);

- failure to submit 2 reference letters written by Italian and/or foreign scientists or researchers, as required in Article 3 of this call (Annex D);

- in the case the applicant cannot carry out research activity for the entire period stated in article 1 above, because the temporal limits set forth in art. 22, third paragraph or ninth paragraph of Italian law 240/201010, as completed by art. 6, paragraph 2bis of Italian Legislative Decree 192/2014, are exceeded;

- in the case of marriage, kinship or affinity, up to the fourth degree, with a Full professor and Associate professor of the Politecnico di Milano, or with the Rector, or with the Director General or with a member of the Board of Governors of the Politecnico di Milano;

- any other violation of the provisions included in this call for applications.

Should the reasons for exclusion be determined after the conclusion of the selection procedure, the competent area of this Administration prescribes the loss of all rights resulting from participation in the selection procedure. Similar loss of rights will be applied to applicants whose declarations, in the application form or in the declarations provided pursuant to Presidential Decree 445/2000, are false.

Article 8 Selection Committee

The Academic Senate designates a single Selection committee, upon the proposal of the Rector, composed by 5 full professors. The Selection Committee is appointed by Rectoral Decree.

Article 9 Selection procedure

The Selection Committee, for admission to the subsequent selection stage, decides on the admissibility of the applications on the basis of a pre-assessment of the scientific profile of the candidates and their project. Then, taking also into consideration the preference regarding research area and Department expressed by candidates in their application forms, the Committee sends the projects to the Directors of the identified Departments for an evaluation of interest. Each Director shall indicate, within the numerical limits established by the Committee, which projects the Department is interested in. The Committee will conclude the pre-assessment stage and will designate, upon suggestion of the Directors of the Departments and without additional expenses to be charged to the University, at least 2 referees for each pre-selected application. The referees will be asked to assess the quality of the research projects, taking also into account the scientific-professional curricula (CV) and the lists of the scientific publications/products submitted by the candidates. If the Selection Committee does not receive at least two judgments for each research project within the established deadline, the Committee will make an independent assessment of the projects concerned.

Art. 22, third paragraph, of law 240/2010 establishes that "the total duration of the relationship established pursuant to this article, including renewals, cannot […] be more than four years, with the exclusion of the period in which the fellowship overlapped with a PhD course, with the legal duration of that course as the upper limit”. Art. 6, paragraph 2bis of D.L. 192/2014 establishes that “the total duration of the relationship established pursuant to art. 22 third paragraph, of law 240/2010 is extended for two years”; Art. 22, ninth paragraph, of law 240/2010 establishes that "the total duration of the relationship established pursuant to this article and the contracts listed in art. 24, which applies also to those established with other universities (state, private or long-distance universities) and the bodies listed in paragraph 1 of this article, with the same subject, cannot, in any case, last more than 12 years in all, regardless of whether they were continuous or not. For purposes related to the duration of the above mentioned relationship, periods of maternity and sick leave pursuant to the laws in force do not count."

The selection will be carried out by comparative assessment of the scientific-professional curricula (CV), of the scientific publications/products and of the research projects submitted by the applicants. For the comparative evaluation of the candidates, the Selection Committee can assign up to 100 points, distributed as follows on the basis of specific criteria that will be defined prior to the examination of the applications:

scientific-professional curriculum (CV) and scientific publications/products, 50 points;

research project, 50 points. In particular, these criteria include: the originality of the project, its integration with the research areas of the Politecnico di Milano and its feasibility within the time frame indicated (directly related to the duration of the contract).

Candidates who achieve a score of 70 points or more (out of 100) will be considered as eligible. In the case of equal scores, the younger applicant will prevail.

Article 10 Pre-selected candidates, approval of the procedure and ranking list of winners and eligible

candidates The list of pre-selected candidates, the decree of procedure approval and the ranking of winners and eligible candidates will be published on the Official Noticeboard and on the website of the Politecnico di Milano.

Article 11 Conditions for entering the contract and beginning activities

Candidates who result winners of the selection will be invited to stipulate the contract or, if non-European citizens, the host agreement. The research activities of the winners are supposed to begin from November 2016. Any postponements of the starting dates are allowed for:

- documented cases of serious illness, pregnancy and puerperium; - possible delays in obtaining the authorizations required to conduct scientific research by

non-EU citizens; and - motivated reasons of the candidate, necessarily agreed with the Department11 in which the

research activity will be conducted. In such cases, the Administration shall set new starting dates.

If there are other eligible candidates in the final ranking, the University can decide to allow the awarding of the grant to another eligible candidate in the final ranking if any of the following occur:

- the contract is not signed by the deadline established by the Administration, upon the proposal of the Department where the research activity will be conducted, or

- the winning candidate does not start the research activity within the terms set in the contract (or, in the case of a host agreement, within the terms established by the letter of starting date of activity from the Department), or

- the winning candidate explicitly renounces to the stipulation of the contract.

Applicants who successfully complete the selection and who obtained abroad their Research Doctorate_PhD must provide the Selections and Competitions Service with the original or authenticated copy of the academic qualification, legalized and accompanied by a certified or sworn translation into Italian or English 12, before entering the contract, or they will lose the right to it (non-EU applicants who do not have a residence permit in Italy yet, must provide it before the starting of the activities). Non-EU applicants who, at the time they submit the application, have a residence permit in Italy (or a copy of the request of such permit), if declared winners of the selection, must show the Visiting Professor Welcome Office, no later than the deadline for entering the contract, the original copy of the residence permit in Italy (or a copy of the request of such permit). Failure to provide the document means applicants loose the right to enter the contract. Non-EU applicants who, at the time they submit the application, do not have a residence permit in Italy (or a copy of the request of such permit) yet, if declared winners of the selection, must wait for the authorization of the Prefecture, which is necessary to apply for a visa. Activities can only start after the above mentioned visa has been presented to the Visiting Professor Welcome Office. Failure to provide the document means activities cannot begin.

Article 12 Contract

The temporary research fellowship is governed by a specific individual contract. The contract governs the collaboration according to these criteria: flexibility in relation to the needs of the activity, continuity, time allocation (not sporadic), coordination with the overall activities of the University, close connection with the realization of a research program, autonomous collaboration activity within the scope of the program, absence of pre-determined working hours. Each Polimi International Fellow will conduct said activity under the supervision of a Scientific Supervisor, appointed by the Department indicated in the contract, using the equipment and services available therein. With prior authorization of the Scientific Supervisor, the activities may be conducted at other research structures of the Politecnico di Milano or at other qualified Italian or

foreign research structures. The activity of the temporary research fellows is subject to the continuous assessment of their Scientific Supervisor, for the purposes of a possible renewal of the contract, too. Polimi International Fellows must carry out supplementary teaching activities according to the timing and procedures defined by the Government bodies of the University, the Department and

Moreover, it is not mandatory to legalize qualifications or put the Hague Apostille if the qualification has been issued by one of the countries that ratified the Brussels Convention on 25th May 1987, or if the qualification has been issued by a German institution (Italian-German convention on the exemption of public documents from legalization). the related School, in line with the didactic planning so that such activity shall not interfere with the profitable research activity, for a maximum of 40 hours for each contractual year. Any limited additional hour of supplementary teaching carried out within the scope of the research contract (Polimi International Fellowship) must be previously authorized by the Head of the Department upon a motivated request by the Scientific Supervisor. Holders of Polimi International Fellowships may participate in calls for the designation upon payment of teaching assignments, subject to written permission of the Scientific Supervisor. On signing the contract, research fellows commit to taking the online safety course as required by the university (link https://formazionesicurezza.polimi.it ) and to provide the certificate of successful course completion to the Department in which they will carry out the research activity, no later than 30 days after the start of such activity. With regard to taxation, the provisions that apply are those set forth in article 4 of Italian Law no. 476 issued on 13 August 1984. With regard to welfare purposes, the applicable provisions are those in article 2, paragraphs 26 and on, of Italian Law no. 335 issued on 8 August 1995, and subsequent amendments. With regard to mandatory maternity leave, the applicable provisions are those in the decree of the Minister for work and social welfare issued on 12 July 2007, published in the Official Gazette issue no. 247 of 23 October 2007. In the case of sick leave, the applicable law is Law no. 296, article 1, paragraph 788, issued on 27 December 2006, and subsequent amendments if compatible. During the period of compulsory maternity leave, the amount paid by INPS (Istituto Nazionale Previdenza Sociale) under article 5 of the aforementioned Decree of 12 July 2007 is integrated by Politecnico di Milano up to the full amount of the research grant. For EU citizens, the research fellowship does not enable to subscribe to the National Health Service (ASL). For this reason, those who will not be able to produce the S1 Health Form can stipulate a private Health insurance valid on the Italian territory. Polimi International Fellowships have a duration of 2 years and the contract can be renewed for 1 year with fees charged to the Department involved.

Article 13 Value awarded for the research fellowship

The value of the research fellowship is Euro 35,000.00 (thirty-five thousand/00 Euro) per year, gross of fees charged to the contractor, and will be paid in arrears in monthly instalments.

Article 14

Incompatibilities Polimi International Fellowships cannot be awarded to university employees (including those with short-term contracts), employees of public bodies and institutes for research and experimentation, of the Italian National Agency for New technologies, energy and sustainable economic development (ENEA), of the Italian Space Agency (ASI) and of the institutes whose scientific specialization diploma has been considered equivalent to a PhD pursuant to art.74, fourth paragraph of Italian D.P.R. no. 382, issued on 11 July 1980. Employees from public and private companies, including those with short-term or part-time contracts, cannot be the recipients of a Polimi International Fellowship.

The Polimi International Fellowship is not compatible with other research fellowships and with other scholarships, except for those awarded by national or foreign institutions for the purpose of integrating the research activities with stays abroad. The award of the research grant requires placement on unpaid leave for employees in service in public administrations other than those mentioned in paragraph 1 of this article. This temporary research fellowship cannot be awarded to people enrolled in a laurea (equivalent of Bachelor of Science), laurea specialistica or magistrale (equivalent to Master of Science), PhD courses or post-graduate schools, in Italy or abroad. Holders of Polimi International Fellowships may carry out activities for spin-offs of the Politecnico di Milano, according to the provisions of the regulations in force on the subject, upon authorization of the Scientific Supervisor. Participation in the selection is not allowed in the case of marriage, kinship or affinity, up to the fourth degree, with:

- a Full professor and Associate professor of the Politecnico di Milano, or - the Rector, or - the Director General or - a member of the Board of Governors of the Politecnico di Milano.

Graduates who have already been awarded temporary research fellowships pursuant to art. 22 of Law 240/2010, for 6 years (not including the period in which the fellowship overlapped enrolment in a PhD course without scholarship, for no longer than the legal duration of the course), cannot take part in the selection. Graduates who cannot carry out the research activity for the entire period stated in article 1 of the call for applications because the temporal limits set forth in art. 22, third paragraph or ninth paragraph of Italian law 240/2010, as completed by art. 6, paragraph 2bis of Italian Legislative Decree 192/2014, are exceeded, cannot take part in the selection.

Article 15 Submission of qualifications and publications/scientific products

The documentation submitted by the candidates will remain in the records of the Administration and will not be returned.

Article 16

Processing of personal data Pursuant to Italian Lgs.D. no. 196/2003 and subsequent modifications, the personal data supplied by the applicants are processed only for purposes related to this call for applications. Applicants can exercise their rights under art. 7 of the above mentioned law, including the right to access data that regard them and additional rights such as the right to obtain updating, correction, completion or deletion of data that are incorrect, incomplete or collected in violation of the law.
