Temporary Administrators Report

November 14, 2018

o SDRMA We met with SDRMA representatives as well as representatives from McLaren who is an

independent insurance adjuster. McLaren hired a Civil Engineer and Geologist to review the hillside and the stability reports. Once McLaren makes a determination on our claim, we will be notified by SDRMA.

SDRMA agreed that since the claim is being re-opened, they would reimburse us for our rent at Camborne back to June and continue paying our rent until a formal determination is made

We received a check for $12,000 for the back and current rent at Camborne.

o Financial update Tax funding has arrived as expected and we have been able to take care of all payroll and

payables to date Heidi has been doing an outstanding job keeping a balance of ensuring bills are getting paid

while maintaining funds in our accounts for payroll

o Staffing Update We have had another full time Paramedic resign from his full time position to pursue a career at

San Jose Fire Department I am currently advertising for a Full Time Paramedic position and will be conducting a testing

process when I have enough applicants

o EMSA QI Presentation We have pushed the EMSA QI presentation to the December board meeting to allow for the

EMSA staff to provide an 11 month review of 2018.

o Crew Relocation I will provide a review in closed session

o Power Gurney Update

We were awarded the Grant through the Cambria Community Council for the Striker Power Gurney.

The Gurney will be ordered. We expect delivery within the month

Operations Director Report Board Meeting November 14, 2018

Schedule:

I have completed the October and November schedule. All shifts were successfully filled. 2 OT shifts were issued due to a resignation of a Full time Paramedic. Remaining shifts were filled by Part time Paramedics.

SLAS Responses into CCHD area:

• SLAS responded to 1 call in CCHD response area during day time hours. Call resulted in a Dry Run.

CCHD Responses into SLAS area:

• CCHD responded to a total of 10 calls in SLAS response area. 6 calls resulted in transports.

Monterey County Responses:

• We had a total of 6 Monterey County responses for the Month of October. 3 calls resulted in transports

Operations:

• Met with EMSA to review October deployment • Spent a significant amount of time ensuring shifts are getting filled with a recent resignation of a full

time Paramedic along with prep time spent on the December Schedule due to the holidays • We continue to experience mechanical issues with the rear deferential on Unit 18 (2016 box

ambulance). All repairs are covered under warranties. • Unit 17 (Sprinter Ambulance) continues to have issues with an Air Flow sensor that Cole Chrysler has

repaired. It will be returning to the shop once Unit 18 (2016 box ambulance) is fixed • Unit 19 (used ambulance) will be in service in the next few weeks. We have had several repairs and

correction that were required to be fixed prior to placing the rig in service.

Attached is the DRAFT Job Description and Details that the Executive Committee has developed for the Administrator position. This is a compilation of opinions of the Executive Committee which I have prepared. Jeff Minnery has been contacted for any input he may have. At this point in time Jeff has not been able to respond, but to provide you with the basic information I have included the DRAFT in the Board Packet. If you can review it and prepare your thoughts for discussion at the Board meeting, to hopefully finalize the document for publication and advertisement. Cambria Community Healthcare District Administrator Position Description JOB SUMMARY

The administrator is responsible for managing the healthcare district.

He or she is charged with ensuring the district meets it core purpose: “To improve the health of the district residents by providing emergency services, enhancing access to care and promoting wellness.”

The administrator is responsible for the fiscal health of the district; manages staff and systems to provide a high quality ambulance service; ensures the recruitment of needed healthcare services to the community; provides the resources to offer healthcare education to the community; ensures compliance with all applicable laws and regulatory agencies; and actively communicates with the public.

SUPERVISION RECEIVED AND EXERCISED

Reports to and follows the direction of the Board of Trustees. Directly supervises the Director of Operations and the Administrative Manager.

NECESSARY KNOWLEDGE AND ABILITIES:

The position requires a broad understanding of the management of a healthcare district: the ability to work with the Board of Trustees; a strong background in finance, the ability to interact with the public and with leaders of other healthcare organizations and agencies; and experience managing human resources. EDUCATION AND EXPERIENCE:

• A Bachelor’s degree is required. A Master’s degree in business administration, finance, public administration, healthcare administration or nursing is preferred.

• Minimum of 5 years of experience managing a comparable or larger organization is required. Experience managing emergency medical services or related health services is desirable.

• Experience in the management of a government agency responsible to an elected board of trustees/directors is desirable.

• An understanding of the mission and purview of healthcare districts with EMS operations is desirable.

• Experience as a licensed paramedic is desirable. • The position requires the ability to:

o Communicate effectively orally and in writing o Think strategically o Analyze complex issues and provide viable solutions.

PRIMARY DUTIES AND RESPONSIBILITIES

• Assists the Board of Trustees in the development and implementation of a strategic plan.

• Manages the district’s finances. • Is responsible for the development and preparation of the annual budget and presents

it to the Board. Monitors the board approved budget and recommends changes as needed to prevent deficit spending.

• Works directly with the Board of Trustees, assisting Trustees in their role as policy makers.

• Actively involved in recruiting needed healthcare services to the district. • Ensures programs for community health and wellness are in place. • Regularly keeps board members informed about district issues, programs and progress. • Attends all board meetings and other meetings as requested. Ensures district records

and minutes are appropriately maintained. • Develops program plans and grant applications as appropriate. • Represents the district in legal matters as requested by the Board of Trustees and/or its

legal representative. • Serves as the official representative of the district in collective bargaining and may

collaborate with an identified negotiator and with legal counsel. • Negotiates business contracts. • Represent the district with local healthcare agencies, the county Emergency Medical

Services (EMS) agency, and the fire departments serving the district, including, but not limited to Cambria Fire and Cal Fire.

• Oversees solicitations for bids and proposals. • Develops emergency and contingency plans for the district. • Understands and applies state and federal human resources regulations. • Recommends updates to the District’s policies and procedures. • Manages the district’s property and facilities. • May represent the district to other community and state organizations, and local,

regional and state agencies. • Provides direction and supervision of personnel. • Establishes and maintains an effective system of communication with staff. • Performs additional duties as assigned by the Board.
