The City of Camden was designated as an Urban Enterprise Zone in October 1984. The designation promptedby the New Jersey Urban Enterprise Zone Act of 1983 authorized the provision of tax incentives and otherbenefits to businesses in targeted distressed urban areas throughout the State of New Jersey. The intendedimpact of the Urban Enterprise Zone legislation was the revitalization of the State's distressed urbancommunities through the creation of private sector jobs and investment in targeted urban areas.
In Camden, since the Urban Enterprise Zone's inception, 427 private sector employers have participated in theprogram, creating 1,683 full-time jobs and investing $446,181,958.
The Camden City Urban Enterprise Zone Program is administered under the auspices of the City of Camden,and can be reached at(856) 757-7600. At the State level the Urban Enterprise Zone Program is administeredby the Department of Commerce & Economic Development Enterprise Zone Division.

Camden City Program Overview
The Urban Enterprise Zone Program (UEZ) was enacted by the New Jersey State Legislature in 1983 torevitalize the State's most distressed urban communities through the creation of private sector jobs andpublic and private investment in targeted areas within these communities.
The Camden Urban Enterprise Zone (UEZ) was first designated in 1984 Since its inception over 150businesses have registered in the Camden Urban Enterprise Zone Program, creating 339 jobs andenabling businesses to invest over $584,504.00 dollars in their businesses.
Zone Incentives For Businesses
100 % sales tax exemptions for materials and tangible personal property (rugs, building materials,computers etc.Qualified retail businesses may charge 50% of the mandated 6% NJ sales tax on certain in personpurchases. (50% off regular sales tax rate to your customers on taxable items)A one-time corporation tax credit of $1500 for each full-time permanent employee who is a residentof a municipality in which a zone is located and has been unemployed for at least 90 days ordependent upon public assistance.Subsidized unemployment insurance costs for certain new employees with gross salaries less than$4,500.00 per quarter as per Department Labor scheduleTax credit against the Corporation Business Tax of 8% of Investment in the zone by an approved"In Lieu" agreement with the Urban Enterprise Zone Authority and Municipality.Priority financial assistance from the New Jersey Local Development Financing Fund (LDFF) andDepartment of Labor Job Training Program.
Revenue generated from the 3% sales tax is maintained in a Zone Assistance Fund (ZAF) and is dedicatedto use within the Camden Zone for certain economic development and/or public service improvementprojects.
The Division of Economic Development provides prospective and certified zone businesses with a fullrange of services, including processing of applications for designations and annual re-certifications. BiddingIt is the City's desire to maintain a competitive bid process for all purchases and to make awards forbids based on the lowest responsible and responsive bid received. "Lowest responsible bidder" meansthe lowest bidder whose offer best responds in quality, fitness and capacity to the requirement of theproposed supply or service. Such factors as delivery time, quality, compatibility, references,experiences, parts and services, freight cost, etc., may play an important role in awarding a bid the"lowest responsible bidder." A "responsive" bid is one that is in substantial conformance with therequirements of the specifications, the invitation to bid and the City's contractual terms and conditions.This would also include such things as completeness of the quotation, forms, inclusion of references andattachments and completion of required responses.
Bid ResultsBid awards are a matter of public record. Abstracts of bids showing prices and awards are available bysubmitting an OPRA request to the Municipal Clerks Office after the award has been made at (856)757-7107.
RFP and Biding ProcessRequest for proposal (RFP) and request for bid (RFB) are on an as needed basis. They are advertised inthe South Jersey Courier Post Newspaper, which is the official newspaper of the City. Soon they will beavailable online. Some bids may require a fee for various plans and specifications.

Go Local, Go Camden Initiative
Mission: Go Local, Go Camden is a City initiative that includes a number of objectives, primarily to encourage large and small Camden businesses to purchase goods and services from within the City of Camden. Phase I: In December 2010, Cooper’s Ferry Partnership (CFP), a Camden-‐based non-‐profit economic development corporation, received a one year grant from the Annie E. Casey Foundation to partner with the City of Camden to implement a Local Sourcing Initiative. The Local Sourcing Initiative encourages anchor institutions to double their local spending over a period of five years. The goal is to have the institutions echo the success of the Rutgers-‐Camden local spending program, for which Rutgers pledged to double its local spending over five years. To implement the program, the City of Camden and Cooper’s Ferry Partnership worked the Camden Urban Enterprise Zone to add a comprehensive list of Camden-‐based businesses to its website, worked with the city’s anchor institutions to secure commitments to increase local purchasing and began discussions about establishing or expanding small business mentorship programs in the city. In September 2011, the City of Camden secured commitments from Virtua and Rowan University at Camden to participate in the program. Concurrent the development of the Local Sourcing Initiative, the City worked with local partners to develop Go Local, Go Camden, a marketing campaign to expand opportunities for local businesses. In November 2011, the City of Camden, in partnership with UEZ, CCIA, and Rutgers, hosted a Local Businesses Networking Event to bring small and large businesses together. Purchasing departments from a majority of the city’s anchor institutions attended as vendors to display current bidding

opportunities and discuss the purchasing process. The event was a success, with over 80 people attending and 51 small businesses represented. In the future, the City intends to expand Go Local, Go Camden, to encourage socially responsible purchasing and business opportunities for local community based suppliers and job growth among neighborhood residents. The City of Camden aims to achieve the following by 2014, including:
A. Create a professional Camden City business web portal that categorizes city businesses and highlights available bidding opportunities.
B. Work with community partners and anchor institutions to establish and enhance city-‐wide small business mentorship programs
C. Further develop the local sourcing initiative. D. Increase funding for marketing and events for Go Local, Go Camden.
