A group of passionate teens wants the city to

open a youth centre.The Youth Action

Committee has spent the past year and a half working on the concept

since a poll found there is definite interest in a place for youth to social-ize in a safe and secure environment.

“In 2012, YAC (Youth Action Committee) sur-veyed 357 students from Grades 7 to 12 in order to find out if a youth centre was really needed in Campbell River,” said

Nya Harle, chair of the Youth Action Commit-tee in a report to coun-cil. “The survey results represented the opinions of close to 15 per cent of middle and high school students. The major-ity of students agreed that there is a need for a youth centre in Camp-bell River and that they

would attend a youth centre.”

Harle said a youth centre would give youth between the ages of 13 and 18 a place to engage with their peers and be a place developed for youth by youth where they can freely express themselves.

The plan would be to

have the youth centre open each day from 3-9 p.m. with hours varied for special events.

“The youth centre would offer space for socializing, a coffee shop type atmosphere, as well as a variety of activi-ties such as areas to play music, pool, and games, and other activities such

as sports, arts and crafts, and digital media,” Harle wrote.

“The most popular area for locating a youth cen-tre was in the Merecroft area as it is fairly central in Campbell River and on primary bus routes,” Harle added. “Willow Point was the second most popular option.”

There are a few wrin-kles, questions without current answers from the politicians and busi-ness leaders gathered recently, regarding the new licences. There are no requirements, for example, for the many small businesses of

regional district commu-nities like Errington or Coombs to purchase any kind of business licence.

There were other con-cerns raised by town and city politicians and others about how cash-strapped municipali-ties would find the staff and resources to do any enforcement related to non-complying busi-nesses. There were also concerns raised by indi-vidual communities about losing business-

licence revenue from the new program, money that many communities roll over to chambers of commerce to run tourist information booths and other programs.

Kim Burden, the executive director of the Parksville and District Chamber of Commerce and one of the leading figures in the push to get municipalities to back this new licence, said data from other places in the province (the Okan-

agan, for example) that have this type of mobile licence shows towns and cities don’t lose revenue.

Burden tried to paint a picture of how this would help businesses in the Parksville Qualicum Beach area

“We are within spit-ting spitting distance of four or five communi-ties that all have busi-ness licences,” said Bur-den. “It’s great for our members to move freely between those jurisdic-tions without having to go through the process of getting a business licence in every jurisdiction they work in. And it brings other businesses into our jurisdiction that might not normally come here, to perhaps fill a void. And it opens up that cooperation between municipalities.”

Port Alberni Mayor John Douglas said he agreed with that bigger-

picture view.“I think it makes a lot

of sense and will pro-mote economic growth in the entire region,” said Douglas. “We can’t be insular. I believe in shopping local but I also believe in being competi-tive. It’s sort of like tour-ism – we shouldn’t fight each other to get tour-ists just to one town. We want them (tourists) all on Vancouver Island and share them.”

Burden was asked if he saw this licence program expanding to include all the Island communities from Victoria to Port Hardy?

“How about Victoria to Chetwynd?” said Bur-den.

The 12 participating municipalities in the Mid-Island program are: Campbell River, Comox, Courtenay, Cumberland, Duncan, Lake Cowichan, Ladysmith, Nanaimo, North Cowichan, Parks-ville, Port Alberni, and Qualicum Beach. They have all adopted a com-mon bylaw.

According to a pro-vincial government new release, there are now 10 mobile business licence agreements throughout the province, involving 69 communities.

The 10 agreements include: Metro West, Tri-Cities, Fraser Valley, Okanagan-Similkameen, Trail, Courtenay-Comox, North-West Vancou-ver, Cowichan Valley, the Capital Region and, now, Central Vancouver Island.

The provincial govern-ment says B.C. is one of the first provinces in Canada to have such a program.

Two Campbell River women are hoping to open a mountain bike skills facility in the com-munity.

Wendy Ravai and Beth Pechter wrote a letter to the city outlining their plans and asking for council’s support.

The pair are working in collaboration with the River City Cycling Club to not only open a skills facility but start a youth cycling program.

“A youth cycling pro-gram is directly related to having a skills facility,” wrote Ravai and Pecht er. “We have initiated the youth cycling program through Sprockids.”

Sprockids is a bike skills program that has been taught around the world for the past 20 years.

It is an eight-week long after school program that teaches kids essential mountain biking skills under the guidance of certified instructors.

The program teaches kids safety, self-esteem, bike handling skills, trail etiquette, and trail and bike maintenance.

Ravai and Pechter said they are hoping to offer the first program this spring in Campbell River, with or without a facility.

“Until we can get a facility we are hoping to build portable features to teach kids the program curriculum,” Ravai and Pechter wrote. “Our goal is to develop the program in conjunction with working towards a skills facility. We are excited to present this initiative to you as we are both pas-sionate about riding and the opportunity to share

it with our children and the community.”

The pair hope to involve the community, specifically youth, in the design, building and maintenance of the skills centre.

The Sprockids pro-gram would be offered to kids between the ages of 5 and 14.

May 2014 be your best year ever. We are all fortunate to live, work and do business in this wonderful region. From Black Creek to Sayward and from Buttle Lake to Cortes Island, this truly is a grand place to be.

Jan. 1 is always an opportunity to take stock of what we have, where we

are and what we’ve achieved. The Campbell River area continues to emerge from an economic downturn but we’ve survived it well.

The region is changing because of the loss of the Elk Falls pulp mill. It means we’ve had to redefine ourselves. We’ve had to tighten our belt a little, some people feel that perhaps we haven’t tightened it enough but it can’t be denied that we’ve had to change.

The debate is always over, have we changed enough. And that’s the beauty of living in a democratic society, we can debate the issues, advocate on behalf of what we think is best and as long as it is done respectfully and peacefully, there can be no complaint.

The year ahead will see two big projects get underway as the John Hart Dam retrofit begins and the new Campbell River hospital work begins. It promises to be

an exciting year. The economic boost those two massive projects bring

cannot be underestimated. The region has been watching the preliminary work for

these two projects play out over the last year or two and this year we will see significant movement forward.

Let’s not count our chickens before they hatch, of course, we still need to move cautiously, plan accordingly and be patient as the economic tide turns in our favour.

Meanwhile, we hope we all appreciate our good fortune and resolve to make this coming year a prosperous one for the whole region.

Starting today, Campbell River residents will be permitted to keep up to six hens on residential lots within city limits. At its Dec. 17 meeting, city council approved amendments to the Zoning Bylaw, Animal Control Bylaw and Ticketing for Bylaw Offences Bylaw to regulate the keeping of hens.

People interested in keeping hens in residential areas must: obtain a licence from the City to keep hens; pay a one-time processing fee of $10; and familiarize themselves with the City’s regulations.

Highlights of regulations for keeping urban hens include:n Urban hens can be kept as pets or for personal egg con-

sumption, but are not to be used for commercial purposesn The small scale sale of eggs is acceptable. Selling of

meat and manure is prohibited.n Chicken coops must meet the minimum setback

requirements in the City’s Zoning Bylaw and be maintained in good condition.

n Coops and pens must be located at least three metres from dwelling windows or doors.

Highlights of the Animal Control Bylaw include:n Noise – Roosters are prohibited in residential zones,

and hens must be kept inside their coops from sunset to 7 a.m.

n Rodents – Coops and pens must be maintained in good repair and sanitary condition, free from vermin and obnox-ious smells and substances. Coops and pens must be con-structed to prevent any rodent from harboring underneath or within them or their walls.

n Smell – Manure must be stored in a fully enclosed structure no more than three cubic feet (0.085m3).

It’s time for our New Year’s resolutionsAnd so it’s the New Year. Time for some resolutions. I resolve to

do...more!More of everything. More love for

my family. More care for the environ-ment. More concern for the less for-tunate. More hiking. More camping. More nature. More playing my guitar. More learning a new instrument. More writing. More art. More craft. And, yes, more work on my house. More ideas for making this newspaper better. More hard work.

Just more!Maybe our community can do more

too. More willingness to accept change because it’s going to happen whether you like it or not. More graceful acceptance of alternative ideas.

We could have less. Less complaining. More constructive criticism, definitely, but less negativity. We live in one of the wealthiest nations in the world and, we live in one of the most beautiful parts of this planet. So, we could be a little more appreciative of what we’ve got.

We live in a city and a region where things are going pretty well. We took a kick in the butt a few years ago but we’ve obviously survived. We’ve had to adapt but really, our roads aren’t falling apart, they’re not laced with potholes. The swimming pool is still open. Garbage is being picked up. I mean, think about that. How great is that? We put our gar-bage in a can and set it out on the curb and a truck hauls it away. There’s lots of places in the world where they don’t

have that luxury. So appreciate it. We paid for it, of course, but be happy we can afford this still.

The year ahead should see things continue to grow steadily. Be happy for that. The John Hart Dam project and the new hospital will come online in a big way this year. It’s a shot in the arm we’re lucky to be getting.

That will mean more business for the community. More jobs.

More positive news. It’ll help me fulfill my New Year’s resolution.

llllMeanwhile, I often get asked to “put a

little something in the paper” about one thing or another. It’s not usually large enough to do a whole story on. It would barely fit a couple-inch space above an

ad. But people feel it’s important to get it out to the public.

For instance, Don McIvor is a long-time resident who’s done a lot for this community over the many years he’s been here.

Don’s concern lately is about drivers who may not know about the value of polaroid sunglasses. In these days of bright sun shining in drivers’ eyes at the same time as it reflects off wet roads, Don’s seen too many drivers squinting into the sun and shielding their eyes from it with one hand on the wheel and one in front of their eyes. Use polaroid sunglass, Don says., it cuts the glare and you can keep both hands on the wheel.

So, there you go, there’s your winter driving tip for the week.

We are saddened to announce the passing of Joyce Mary Wilson on December 17, 2013. She is survived by her loving husband of 62 yrs, Dennis; her four sons, Kenneth, Rodney (Sharon), Barry (Donna), Stacy (Mimi); six grandchildren, Selena, Lindsey, Clayton, Katie, Byron and Jessica; and eight great-grandchildren, Cooper, Lexia, Kaisley, Linden, Coralie, Oliver, Keenan, and Benjamin. Joyce was born on October 21st, 1924 in Halfway Lake, Alberta. Joyce and Dennis moved to Campbell River in 1959 and raised their family here. Having being raised on a farm she was a great mentor to her own family and taught many skills in cooking, preserving and gardening. She had a passion for travel and was able to visit many countries. She led a very active life, which included many volunteer organizations such as Cub Scouts, Minor ball, football, schools, Tidemark Theatre, and the Hospital Auxiliary.She was a strong woman who fiercely loved her family. She was feisty right to the end. Granny was always up at the crack of dawn, ready and roaring to go; no sleeping in with her! Only now will she rest in peace. She will be greatly missed and fondly remembered.The family wishes to thank Dr. Veerapen and all the hospital staff that tended to her.In lieu of flowers, please donate to the Campbell River Hospital Foundation. A memorial service will be held at the St. Peter’s Anglican Church on January 7, 2014 at 2:00 pm.

Stanley Owen Elliott, of Campbell River, BC passed away peacefully on Thursday, December 19, 2013 at the

Campbell River Memorial Hospital. Dad was born on March 11, 1928 in Port Lorne, Nova Scotia. He grew up in Economy, Nova Scotia. As soon as Dad could, he entered the Navy. He recalled one particular highlight, a game of crib with a five star general in which Dad had perfect score of 29. He was very proud of that. After a short stay in the Navy Dad moved to Calgary and worked as an electrician while studying for his commercial pilot’s license. As a young lad, Dad had a fascination with planes and spent many hours building all sorts of model planes. At the age of 26 he achieved his life-long dream of being a commercial pilot by acing his solo flight on a 65 horse power Aeronca Champan at the Calgary flying club. In 1956 Dad married his sweetheart Ollie. After qualifying for his commercial pilot’s license, he obtained a flying position with Lamb Airways out of the Pas, Manitoba.Dad logged over 20,000 hours in the years he spent flying in Manitoba. That logged airtime is equivalent to flying two years without landing to refuel. He pioneered the use of water bombers in northern Manitoba and had a reputation of landing DC 3’s on short strips. He was known as one of the best Base Managers and pilots in the province. Dad went on to be an Inspector with the Ministry of Transport for about five years. Dad established his own chartered aircraft business (Ellair Ltd.) which included flying countless medevac’s out of very remote locations. Moving on from Ellair Ltd., Dad got his financial advisor certification with Investors Group. Looking for new opportunities, Dad made the decision to move to Campbell River in 1991 because he liked the seaboard life. Within a short time Dad established Snug Harbor Financial, Mid Island Cruiser Boat Rentals and CR Electric Wheels. He had many more ventures on the drawing table.Dad was genuine. He trusted people the way he knew people could trust him. He never sugar coated anything, he always told you what he thought. He never gave up. During any setbacks he always found a way to rally on. He could see the good in people and always challenged them to do better. He loved music, he played piano, guitar and violin. He was a generous man and a lot of fun. He invested in his family and in the community in which he lived. Dad cared deeply about children who suffered and did what he could to help them. He was very proud to be a Shriner. He really was a very sentimental man. Dad enjoyed golfing and fishing and he loved to show his friends a good time. Those who knew him well, knew his true heart. He is greatly missed. We as a family wish to thank the nurses and doctors at the Campbell River Memorial Hospital for their sensitive and detailed care of Dad.Dad is survived by Ollie, his loving wife of 58 years, daughters Glenys, Laurie (Darcy), Fran, Jo-Ann (Bernie), Susan (Larry) and sons Greg (Dawn), Ron (Barb), James (Jo), Robert (Elva), 28 grandchildren and 14 great-grandchildren, brother Bernard (Lorraine), and sister Joyce (Norman) as well as many nieces and nephews. Dad was predeceased by his father Rallin, mother Frances, brother Eugene (Ellen) and sister Shirley (John). A funeral service will be held at Christian Life Fellowship, 445 Merecroft Rd in Campbell River on January 4, 2014 at 2:00 pm. In lieu of flowers donations may be made to Campbell River Memorial Hospital Building Fund.
