Reservoir levels at record lowBC Hydro raises McIvor Lake levels to store 32-day supply

The water level in the Lower Campbell/McIvor lakes reservoir started rising Monday but not because of the meagre amount of rain we’ve had over the last few days.

It’s because BC Hydro is raising the level of water in the reservoir in order to have a 32-day supply to accommodate downstream fish and power generation needs.

“The unprecedented weather is causing a situation on the Camp-bell River hydroelectric system not yet seen by BC Hydro,” company spokesperson Stephen Watson said. “With that comes responsible deci-sion making for a ‘just-in-case’ sce-nario to protect downstream fish habitat and drinking water supply.”

BC Hydro can pass water down-stream of the Strathcona Dam – the first or most upstream dam on the Campbell River system (Ladore, then John Hart dams follow) – by having water go through the gen-erating station or through any of three spillway gates. All the water is currently being passed through the generating station.

There was a lot of rum-bling in town over the weekend from increased motorcycle traffic on the roads.

According to Cpl. Gord Hay of the Camp-bell River RCMP, officers from that detachment, along with officers from around Vancouver Island and with support from members of the RCMPs Criminal Intelligence Service Outlaw Motor-cycle Gang (OMG) Unit were out in force Satur-day to monitor a large gathering of Hells Angels and their outlaw motor-cycle gang supporters as they ride in Campbell River for the annual BC

Run.“Police had informa-

tion that there would be an increased number of motorcyclists on our roads (Saturday), spe-cifically Hells Angels, the Devils Army, and other outlaw motorcycle gang members. This run is, to the OMG groups, a man-datory ride and OMG members are expected to attend,” Hay said in a release. “It is our job, along with our policing partners, to monitor the events and to ensure any potential for violence is mitigated. In the case of this organized ride, police are also here to ensure the rules of the road are followed and the motoring public are safe.”

Like previous years, outlaw biker groups host or attend two dozen or more events through-out the province during the spring and summer months, according to the police.

Seeing a crowd of bik-ers rolling into a town or down the province’s highways can be intimi-dating for the public, which is why police devote the resources to monitoring them.

“Our presence at these events is dual purpose,” Hay said. “Police are here to reassure the public and to enforce the laws of our province.”

Criminal Organization legislation was enacted in 2001 and in subse-quent criminal prosecu-

tions members of OMGs have been identified as being part of a Criminal Organization.

Previous investigations have made it clear that members of the Hells Angels and other OMGs are involved in drugs, weapons, and violence-related offences. It’s no secret that certain mem-bers of outlaw motorcy-cle groups are prone to violence.

“Working hard to pre-empt any potential for violent conflict is a key component of our inte-grated strategy one that goes a long way to ensur-ing the safety of British Columbians,” Hay said.

There were no major incidents during this weekend’s gathering.

unit is disassembled and is expected to return to service in mid-October. Until then, Generator No. 1 is providing the water flow downstream. The question is, what if the lone operating unit has a major equipment failure and takes weeks to fix? Under such a sit-uation, normally, water would be passed through the spillway gates.

The concern is that the potential water pas-sage through the spill-way gates is declining daily as the upstream reservoir level drops. With the Upper Camp-bell Reservoir/Buttle Lake currently at 215.45 metres, a water release of only 18 m3/s is pos-sible, and it decreases to zero if the level of the reservoir drops to 214.9 metres, the level of spillway gates. The reservoir is forecasted to go below the sill level of the spillway gates in early August. The pre-vious record low Upper Campbell Reservoir level for this time of year was 216.8 metres.

To add to the poten-tial issue of a reservoir level below the sill of the spillway gates coinciding with a failure of Genera-tor No. 1, the same result could take place should a forest fire affect the transmission lines in the area and force the gen-erator out of service.

All three generating stations on the Camp-bell River system are generally being run in sync, each passing 28 m3/s flow all the way through to the Campbell River below John Hart Generating Station. So if water is suddenly unable to pass downstream of the Strathcona Dam, all the water storage for downstream fish habitat flows and drinking water would have to come from Lower Campbell Reservoir/McIvor Lake.

Out of consideration for reservoir levels out-

lined in the Water Use Plan and the down-stream 28 m3/s mini-mum fish habitat flow, there would be enough water for about 16 days.

“BC Hydro could go below that minimum level (174 metres) but the risk to water qual-ity, mainly turbidity by quickly drafting a reser-voir to a level it’s never been to may be signifi-cant,” Watson said. “BC Hydro was aware of this potential situation early in the year with the planned capital works. However, the level of extremely-low water abundance since the spring has extended the duration of the down-stream water passage risk to an uncomfortable level.

“Despite the actual risk to the Strathcona facility being low in not being able to pass water down-stream from Generator No. 1, the consequences would be high, so the risk needs to be miti-gated. It’s a situation not dealt with before.”

Consequent ly, B C Hydro sought and

received a variance from the Comptroller of Water Rights on Monday, with government fish agency support.

Given the unprec-edented dry spring and summer, and a review of the operating regime for Upper Campbell Reservoir/Buttle Lake and Lower Campbell Reservoir/McIvor Lake, beginning on Mon-day BC Hydro started to move more water through Generator No. 1 into the Lower Campbell Reservoir to reduce the consequences if water cannot be released past the Strathcona Dam. This means the Lower Campbell Reservoir will rise about 1.5 metres from 175.8 metres to about 177.5 metres over an eight-day period. This

will provide not 16 days, but 32 days of water stor-age in being able to pass 28 m3/s downstream.

The downstream flow risk is in place for about two months, with the highest potential risk being the month of August. Every passing day reduces the time before the second gener-ating unit at Strathcona is brought back into service. Therefore, a res-ervoir re-balancing will start taking place in late August.

The Upper Campbell Reservoir/Buttle Lake has a larger storage capacity than the lower reservoir, and this action may translate to a reser-voir drop of about 0.8 of a metre over the origi-nally planned operations for this summer.

City council will investigate problems associated with a problem corner coming out of the laneway behind the former Kentucky Fried Chicken building.

Council, at its July 20 meeting, directed city staff to report back to council on the traffic flows through the laneway following a letter from a business in the area.

Stewart Carstairs, barrister and solicitor, wrote to council on behalf of the Campbell River law firm of Shook, Wickham, Bishop and Field to air concerns regarding the lane and, in particular, the point where it meets the section of 9th Avenue behind Chances casino.

“The laneway is narrow and it is used frequently by people working in the area, and people trying to avoid the lights at Alder and Shoppers Row,” Carstairs wrote. “It becomes extremely narrow where it meets 9th.”

Carstairs said the problem is made worse because of the undeveloped section of 9th Avenue that comes down onto the laneway and which isn’t maintained.

The other issue, according to Carstairs, is the blind corner.

“In its current condition, this corner is dangerous to navigate, especially for cyclists or skateboarders or those with mobility issues, who really have nowhere to go to avoid fast moving vehicles,” he wrote.

Carstairs suggested the city work to improve the corner, particularly with a new neighbour moving in to the area.

Discovery Laser is set to take up shop in the former KFC building, which the laneway runs behind.

Carstairs said he does not wish to see the business “spend money needlessly but we think they would also benefit from an improved corner.”

The city, however, disagreed. In a report to city council, Matthew Fitzgerald,

a city planner, wrote that city staff found that no improvements to the laneway are required due to the existing condition of the asphalt surfacing.

“There is no need to upgrade this to an urban roadway standard nor was there an identified need to make improvements to the laneway,” Fitzgerald wrote in his report. “Further, the proposed plan, and specifically changes to landscaping, help to delineate a functional and effective laneway within the 9th Avenue right-of-way.”

Coun. Larry Samson, after reading Carstairs’ letter, wanted staff to take another look.

“I think it’s important, with the addition of the four-way stop at the Royal Bank and the entrance to Tyee Plaza, that if we’re seeing a problem that we get on it right away,” Samson said. “I look at the City of Courtenay where they’ve had to put in different traf-fic calming measures in their downtown.

“The other thing is, we’re experiencing somewhat of a problem in our downtown lately with unruly behav-iour and I think getting on this laneway may prevent further problems down the road,” Samson added. “I think it’s important that we deal with this.”

City council is going after provincial funding to help develop a water conservation plan which the city needs if it wants to minimize spending on costly future water proj-ects.

Council, at its July 20 meeting, directed city staff to apply to the province’s Infrastructure Planning grant which offers up to $10,000 to help local governments plan, design and manage infrastructure such as sewer and water systems.

Ron Neufeld, the city’s

general manager of oper-ations, said that having a water conservation plan is critical to securing money from senior levels of government.

“On an on-going basis both the provincial and federal governments are looking for a for-mal water conservation strategy as a foundation in support of any infra-structure funding in sup-port of either sewer or water projects,” Neufeld said. “This is something we need to have if we want to go after senior funding.”

The city has several water projects on the

horizon.It’s currently on the

hook for $4.15 million of the $22.4 million new drinking water system that is now in phase one of construction. The city intends to pay for that through a combination of water capital and debt from borrowing.

In 2013, city council of the day endorsed a water and sewer budget in its 2013-2017 financial plan that involves borrow-ing $15 million over a 15-year term. The water projects approved in that budget included the drinking water system, a water booster pump sta-

tion, water main renewal, a main chlorine facility upgrade, and an expan-sion of the Beaver Lodge reservoir.

Jennifer Peters, the city’s utilities manager, said those projects will help the city expand its water capacity as the city grows. She added, how-ever, that if the city devel-ops a water conservation plan it could help reduce water demand and the city could put off some of those projects for awhile longer.

“The city’s Water Sys-tem Strategic Action Plan recommends significant upgrades to increase

water system capacity and notes that many of these projects can be deferred if water demand is reduced,” Peters said.

Neufeld confirmed at last week’s council meet-ing that a water conser-vation plan would likely have an impact on the city’s peak water con-sumption periods.

“The intent would be to

acknowledge the bottle-neck in the system and develop strategies as to how we manage the dis-tribution system and how our customers use water in a way that reduces peak usage and distrib-utes that usage through-out the day,” he said.

But Coun. Charlie Cornfield pointed out that a water conserva-

tion plan is more than just a strategy for reduc-ing water consumption, it looks at the big picture.

“It’s to help us man-age, plan, and design our infrastructure,” Cornfield said. “It’s not just about the constituents’ use of the water. It looks at dis-tribution throughout our community now and through the future.”

As a builder, do you know the spatial separa-tion regulations?

No, well then you’ll want to attend the City of Campbell River’s next free lunch ‘n’ learn ses-sion for local builders and developers on Aug. 5. At that time, you can learn the requirements related to construction setbacks and fire depart-ment response times under the BC Building Code.

The session will pro-vide an overview of spa-tial separation regula-tions to be aware of and will help builders and developers determine whether or not they need to modify building plans. The session will also provide suggestions for how to ensure dis-tances between buildings on neighbouring proper-ties meet the BC Build-ing Code requirements.

“The implementation

of this section of the BC Building Code is some-thing that applies to every community; how-ever this educational ses-sion will focus on details specific to Campbell River, and will be of par-ticular interest to build-ers and developers with an interest in properties south of Willow Creek, which flows parallel to Erickson Rd.,” says Sara Brodie the city’s devel-opment engineering and

building supervisor. Seating is limited.

Local industry profes-sionals are reminded to bring their own brown bag lunch, and to reserve a spot by calling the city at 250-286-5725 or emailing [email protected].

This session is sched-uled for noon, Wednes-day, Aug. 5 in the Enter-prise Centre boardroom at 900 Alder Street, beside City Hall.

Wow, dramatic news about our reservoir levels coming from BC Hydro this week.

But it’s not time to panic yet. We’ll tell you when to do that (just a joke!).

The power utility is facing the prospect of water levels in the top end of the Campbell River system dropping to a level where it can’t flow over the intake for the Strathcona Dam power station.

That has repercussions for the Campbell River itself below the John Hart Dam both for power generation and for fish survival. Just as the main runs of salmon are entering the Campbell River, water levels are at

record lows. But there is still lots of

water in the massive res-ervoir system upstream of Elk Falls it’s just that it has to be managed and BC Hydro is filling up the

Lower Campbell/McIvor reservoir in order to have enough water on hand for a 32-day buffer.

Still, the region has seen unprecedented drought conditions but that doesn’t mean people need to over-react. There is still a lot of water around. The city is on Stage 1 water restrictions which it places every summer. The campfire ban for most of Vancouver Island is still in place and fishing is still allowed in the Quinsam and Campbell rivers (unlike rivers from Oyster-south). So, be sensible about your water, camp without a fire and be thankful that the dam system on the Campbell is well-managed enough that it can stock up on water to get us through the hottest time of the summer.

It’s dry but we’re not a desert yet

Our View

We say: Water system managing to get us through the worse so far

Keep vigilant as summer accidents pile upIn light of the amount of

accidents on our roads lately, it’s important that we all slow down, take our time and drive with due care and attention.

It’s an old refrain but it’s an important one.

It’s easy to let your guard down in the summer when the roads are in optimal driv-ing condition and most think ‘it won’t happen to me, I’m a good driver.’

That may be true, but we all make mistakes. We all take risks we probably shouldn’t.

And at this time year, it seems many people are in a rush to get from point A to point B, whether that be to get home from work to enjoy the last few hours of sunshine, to go to the lake, to head out of town for a holiday, or go for a cruise to enjoy the fading daylight.

But all of those things will still be there, no matter how fast – or slow – you get there. And isn’t it more important to arrive alive and in one piece?

No one wants to get the news that their friend or relative has been in a car crash. Unfortu-nately, that’s been the sad real-ity for several families over the past couple of weeks.

On July 17, police were called to an accident scene on High-way 28 where a truck crashed into a power pole, closing down the highway for more than half an hour.

Then, just two days later, a logging truck lost its load after it failed to negotiate a turn near Echo Lake.

T h a t s a m e morning, a young Campbell River man tragically lost his life on Highway 19 near Roberts Lake after his pickup truck crossed the centre line and landed in a ditch.

And the rest of the Island is not immune.

Last Saturday, returning home from a trip down-Island, we were detoured at Parksville on the Inland Island Highway.

We found out later that a car travelling southbound crossed the grassy median and struck a truck towing a camper.

The man driving the truck, and his wife who was travelling in a car in front of her husband,

were reportedly heading out on vacation from Victoria. The driver of the car was seriously injured while the man driving the truck was taken to hospital with minor injuries.

Accidents such as these have been so prevalent this summer – in fact, three differ-ent car accidents headlined CHEK TV’s Sunday eve-ning newscast.

Of course, acci-dents are nothing new.

It’s just that these crashes we’re hear ing about and see-ing are more than just minor fender-benders

and they’re happening when the roads are dry and in some of the aforementioned cases, they’re single-vehicle incidents.

The bottom line is people need to give themselves ample time to get to their destination so they’re not in a rush and drivers need to be paying atten-tion at all times.

That text can wait, and if it can’t, pull over.

It’s the same story with a phone call. Use a hands-free device or pull the car over to the side of the road and then make that call or answer the phone. It’s important that driv-ers are on their toes at this time of year and their undivided attention is on the road.

With summer comes an influx of tourists who aren’t familiar with our roads.

Many times I’ve seen a vehi-cle in the left-turn lane drive straight through. Then I notice the Washington state licence plate on the back of the vehicle and it all makes sense.

These kind of things happen and we should all be paying attention so that we, and tour-ists to our beautiful city, stay safe.

With B.C. Day coming up on Monday it’s even more impor-tant that drivers stay vigilant.

A Canadian study in 2013 found that long weekend travel can produce more deadly crashes than a typical weekend.

So please, stay safe, drive with caution, keep your eyes and attention on the road, and arrive home safely.

Your family and friends are counting on it.

Receiving Facebook or e-mails article like this where relatives are involved are a joy to read. Living in a large city as I do we miss out on these types of articles.

Hoo-ray for the Airport #YBL This is great news and yes, theres tonnes of water, nevermind.

Joseph Skorupa · Commented on Revisiting Capital-ism vs. Climate - Campbell River Mirror

Capitalism and environmental maintenance are mutally exclusive because of capitalism’s core man-date... perpetual economic growth. So far all of capi-talism’s successes, while wonderful in the short run, are still ultimately self-destructive if persued long enough. Really, in the big picture, all capitalism has succeeding in doing over its short history is global-izing market failure. We are long past the time that we need to start globalizing sustainability. Time to let go of capitalism and its requisite “growth fetish”.

T h e S t r a t h c o n a Regional District is endorsing a plan that would provide child care for just $10 a day.

The board of directors, at last week’s Thursday meeting, voted to not only support the initia-tive but to also write to the B.C. ministry of edu-cation – with copies to other local governments – to show its endorse-ment.

Campbell River Direc-tor Michele Babchuk, who formerly sat on the School District 72 board that has already endorsed the plan, said she is a huge supporter of the program.

“You would have an ECE (Early Childcare Educator) in classrooms working with kinder-garten and Grade 1 stu-dents,” Babchuk said. “In talking to any teachers on the ground, there’s a lot of children who just aren’t ready and they need that ECE worker.”

But the most notable aspect of the plan is affordable child care. Under the plan, fund-ing for daycare would fall under the mandate of the provincial min-istry of education and would be subsidized by the province, allowing for cheaper rates – $10 a day for full-time care, $7 a day for children attending daycare part-time and free for fami-lies with annual incomes below $40,000.

Currently, child care in Campbell River costs on

average $987 per month for toddlers and $735 for 3 to 5-year-olds.

The plan would also raise the wages of early childhood educators to $25 an hour.

It’s estimated to cost the province $1.5 billion a year to implement the plan if it were to include a l l chi ldren under the age of six but Dee McPhee, executive direc-tor of Quadra’s Children Centre, said that money would come back to the province.

“Research shows that there’s a return to the economy of $2.54 for every dollar spent in early child care and the plan would be imple-mented over 10 years,” said McPhee, who pre-sented the plan to the regional district with Joyce McMann, family place coordinator.

McMann said it’s a sound investment for the province because the initiative aims to reduce child poverty by allowing more mothers to go back to work which in turn helps create a healthy economy.

“That’s more money in parents’ pockets to spend in the local economy,” said McMann.

Babchuk agreed and said it’s degrading to the economy when a mother is forced to make the choice to leave the work force because she can’t afford child care.

“We need to get those women back in our work force,” she said.

But Sayward Director John MacDonald saw it differently.

“I think it’s sad that society has come to this, where we have to have both parents working,” MacDonald said. “The early education for a child is still one of the parents being home with the child.

“I support you, but I think it’s a shame we have to have parents working so they can live.”

Director Larry Sam-son, who has been an advocate for early child care, said it’s no longer the norm for mothers to stay home with the chil-dren and society needs to adapt.

“It’s a different world we live in now,” Sam-

son said. “We have to do something. We have to start at an early age to bring these children along. If there’s a will, there’s a way.”

Area D Director Ger-ald Whalley said he agreed that one parent should be home with the children and disagreed with the child care plan.

“I strongly oppose what you’re proposing here,” Whalley said. “All those societal issues are by not having their natural mother home with them in their early years.”

Some of the soci-etal issues McPhee and McMann referenced were: that Campbell Riv-er’s child poverty rate is higher than the provin-cial average at 22.8 per cent and that Campbell River children rate lower for standards of reading and writing compared to their provincial counter-parts.

Dr. Charmaine Enns, Island Health’s chief

medical officer, has told Campbell River city council in the past that initiatives such as the $10 a day plan help reduce child poverty because more parents are able to be working and earning an income.

In the end it was Area D Director Brenda Leigh who put forward the motion to support the affordable child care

plan. “I totally support the

$10 a day program, I think some kids really need it,” Leigh said. “I did whatever I had to do to be home with my children to raise them, but I was very relieved those two afternoons a week when I got to take my kids to the Humpty Dumpty cooperative and have a few hours to

go shopping, or go to the library, just to do some of the things that I wanted to do.

“Just the support for me because I was a sin-gle parent, and there’s a lot of women in the same boat as I was who don’t have that nuclear family, who don’t have that sup-port that’s needed.

“Something has to give.”

A bit of rain Saturday afternoon was too little and too late to dampen

the enthusiasm of hundreds of art aficionados and other visitors to the annual River City Arts Fest in downtown Campbell River.

Shopper’s Row was closed for the day and given over to dozens of booths in an artists’ market featuring works in every possible medium. Street performers, jug-glers and Rainbow the Clown strolled the street among the visi-

tors. Other booths provided arts and crafts activities for kids, liter-ary arts and theatre arts, while live music played on two stages. The event wrapped up with the awarding of artists’ prizes in a ceremony at Spirit Square.

Celebrating the arts

From the top: Logan Ngyen and his sis-ter Natalie dance in front of the entertain-ment stage at Spirit Square; Rainbow the Clown attempts to maintain his balance on a street stripe “tightrope” on Shop-per’s Row; Delaine Trask of the 50-plus Community Centre Painters, left, works on her project while a guest examines a wall of works.

PROCESS

MIKE DAVIESCAMPBELL RIVER MIRROR

Vancouver Island sto-ryteller John Gogo is coming to the Rivercity Stage alongside a band fronted by his daughter for an eclectic show for all musical tastes.

As part of the August Islands Tour, Gogo and the Blue Sky Miners – a contemporary Roots band based in Toronto – are joining local musi-cian Kenneth Paul Coo-per for their Aug. 12 date in Campbell River.

“I think folks in Camp-bell River are really going to enjoy this show,” Coo-per says. “John has a lot to offer. He’s an excellent storyteller, and he uses historical references to inform and remind people of things. How he weaves a tale together for people is really some-thing.”

And then there’s the Blue Sky Miners, a band just coming onto the music scene, who hap-pen to be fronted by Gogo’s daughter, Jena.

“They are bringing with them that resur-gence of interest in Roots music that we’re seeing right now, and they’re

writing their own stuff, and they’re doing it all in a very contemporary fashion. They’re going to be really special for people to experience, I think.”

And then there’s Coo-per.

“My songs tend to be a bit more reflective and introspective, and I always hope to touch a chord in the audience,” he says, but not in a nos-talgic or longing, “what could have been?” kind of way. “I’m not melan-choly – I’m celebratory,” he says.

The tour is in pro-motion of Gogo’s latest

album, “Coal & Wood (Revisited),” which hear-kens back to his 1990 release “Coal & Wood.” That first album was a collection of original songs about his life and family history in min-ing and logging – Gogo’s career before he became a musician.

“Coal & Wood (Revis-ited)” was recently named one to the Top Ten BC Made CDs of the Year by the Vancou-ver Province, a review which compared Gogo to Canadian folk icon Gordon Lightfoot.

Tickets for the show at $10, either in advance at

Impressions Gallery on Shoppers Row or at the door. Doors open at 6:30 p.m. with Cooper taking the stage at 7 to start the show.

For more information on Cooper, head over to his website at ken-nethpaulcooper.com. The Blue Sky Miners can be found on Facebook, YouTube, or at blues-kyminers.ca and John Gogo can be found at johngogo.com.

A previous announce-ment of this concert incorrectly cited the date as Aug. 15. The Mirror apologizes for the error.

Alouis (Louie) LampertIt is with heavy hearts that we must announce the passing of Alouis Lampert. Louie passed away peacefully on June 3, 2015 at the Campbell River Hospital with his daughter Jennifer by his side. He leaves behind his loving wife Ria, their daughters Petra and Jennifer and his beloved dog Duke. He also leaves behind his sister Annemarie (Gerhard), his brother Heinz, his other children Claudia, Bettina, Thorston, and Ilona, his three grandchildren, his nieces and nephews, his extended family and many lifelong friends in Canada and Germany.

Louie was born in a small town in Germany, where being one of eight kids, he grew up on the farm his parents owned. It was growing up on the farm that gave Louie his hard work eithic and his love for gardening. Louie later emigrated to Canada in 1967, he had learned construction as a trade in Germany and spent all his life in construction having worked in Egypt, Africa, Germany, and Canada (Campbell River, BC and Ontario; where he worked for Freure Homes for 20 years). Louie was known for being the definition of hard worker, a creative jack of all trades he could build or fix anything and loved doing so, always keeping himself busy. Louie was a loving husband and father, a good man with a big heart who always provided for his family no matter what.

Louie’s absolute favourite hobby was fishing. He fell in love with Campbell River while visiting for a fishing trip and didn’t hesitate to move his family here in the 70s when the fishing was incredible. After having to move back to Ontario for work, when he finally retired in 2003, he did not think twice to move his family back to CR. Louie in between working and fishing, had built their first home in Campbell River from the ground up. At 70 years young and

“retired”, he completely gutted and renovated their current home. In his spare time you could find him at the fishing pier where he was known locally as “Lucky Louie”. Louie also had a passion for the outdoors, gardening, animals, photography, and was known for his story telling and jokes. His legacy is one of ingenuity, friendship, laughter and his famous smoked salmon. Louie will be deeply missed by his family and friends, and his family takes solace knowing that one day we will all be reunited again.

His family would like to extend a very special thanks to Dr. Klein, and all the various nurses, doctors and homecare staff who have helped and cared for him over the past two years with respect, dignity and compassion, especially during the time of his passing.

Thank you from the bottom of our hearts, we sincerely appreciate all your efforts and kindness.

A celebration of life will be held privately at our home for friends of the family at a later date. In lieu of flowers, donations can be made to the B.C. Lung Association.

Louie’s family will be spreading his remains privately at his favorite fishing spots. Our hearts are lightened by the memory of his life and all that he has added to our current existence. He will be missed, and loved - Rest in peace.

Notice is given that a Pesticide Use Permit application for the control of sea lice on aquaculture finfish has been forwarded to the Ministry of Environment for authorization.

The pest control product Interox Paramove 50 (active ingredient Hydrogen Peroxide) will be used in the marine environment for the topical removal of sea lice from aquaculture finfish.

Paramove 50 will only be used in accordance with the directions as per the product label and the PMRA. Paramove 50 will be administered by either using a well boat or enclosed tarpaulins. Tarpaulin treatments will require fish to be seined and placed into tarpaulin lined confines to contain the required bath volume with product administered as quickly as possible to attain the prescribed concentration. A maximum thirty (30) minute treatment with oxygen monitoring will ensure optimal efficacy. Tarpaulins will be removed after the timed treatment allowing sea water to neutralize the bath. Monitoring will be conducted by fish health staff ensuring treatment success and fish wellbeing. Well boat treatments will require fish to be seined and transferred to a bath pool located aboard a designated vessel. Treatment will be monitored and target a maximum (30) thirty minute dwell time. Fish will then be removed and returned to pens. Treatment water will be neutralized with sea water and released.

The treatment locations are Crown land leases located in the Discovery Islands area in the vicinity of Campbell River. The Crown land leases files Ref # 1407426, 1403301, 1405245, 1406292, 1409321, 1401949, 1403325, 2403170, 1403415, 1403300. The proposed total treatment area will be 16.27 hectares.

Bantams bag goldCampbell River’s Bantam

B Ravens were not presented with gold medals until they rolled to an 8-3 win over Shuswap in the Provincial championships in Kelowna last week.

But the Ravens argu-ably clinched their second straight bantam provincial title one game earlier, in a 7-4 semifinal win over Van-couver Island Lacrosse rival Juan de Fuca.

After cruising to victories of 11-4 over Abbotsford and 11-1 over Port Coquitlam to

open pool play, the Ravens were dropped to second place in their pool with a white-knuckled, 8-7 loss to Prince George.

That placed them in the semifinal matchup against Juan de Fuca, which had pre-viously beaten the Ravens in the Island championship tournament final and which had rolled unbeaten to the top spot in the other pool.

But the Ravens put together what the coaching staff characterized as their best defensive game of the

season to pull out the 7-4 win and earn a berth in the final against Shuswap, which outdueled Prince George in the other semifinal.

“Shuswap was a tough physical team but our kids used discipline and an effec-tive power play to domi-nate,” coach Cory Fisher said. “The tournament culminated a great year of lacrosse for the Ravens team. Throughout the year many different players stepped up when needed to get the job done.”

Stouffer overcomes 10 to win Crystal Open titleJ.R. RARDON

CAMPBELL RIVER MIRROR

It wasn’t exactly a perfect 10. But Shel-ley Stouffer overcame a case of confusion and a double-digit score on the 16th hole Sunday to pull out the low gross cham-pionship in the 26th annual Ladies Crystal Open golf tournament at Storey Creek Golf Club.

“Luckily I was a few shots ahead of the next person in my group,” Stouffer said dr yly after posting a two-day, 36-hole total of 153, two strokes better than run-ner-up Karen Kloske.

Local golfer Julia Free of Storey Creek claimed the low-net title with a 137 that placed her four strokes ahead of Courte-nay’s Anne Sands.

The premier women’s event on Vancouver Island and draws top players from across the province. Stouffer, a member of Nanoose Bay’s Fairwinds Golf Course, won her second straight Crystal Open and fourth overall, and

holds the women’s course record at Storey Creek.

But, thanks in part to a misunderstanding of the rules, Stouffer departed the 16th green having lost most of that “few shots” lead after scoring a 10 more commonly associated with weekend hackers.

“It wasn’t pretty,” she admitted. “Hit into a hazard, take a drop, then hit a tree and watch (the ball) roll onto the bridge. After that, I took another drop and the ball fell right into a divot.”

The bridge, part of a course hazard, caused

the biggest misunder-standing in Stouffer’s score. While address-ing her shot there, she

“grounded” the club, which is normally pro-hibited in a hazard area and assessed a two-

stroke penalty.The course marshal

she consulted upheld the ruling, apparently

unaware that the bridge, as an immovable object, is exempted from the grounding rule. The proper ruling would have given Stouffer an eight on the hole and a four-stroke lead over Kloske.

Instead, she was left with a two-stroke edge, which slipped to a sin-gle shot when Stouffer bogeyed 17.

Stouffer finally put the issue to rest and clinched the win when she parred the final hole as Kloske bogeyed 18. Adding to the confusion, Kloske had assumed all along that Stouffer was awarded an eight on the disastrous 16th hole.

“Karen had no idea it was that close,” Stouffer said.

“If I had known, I would have birdied (18),” Kloske replied with a laugh. “I thought I was four behind.”

Stouffer first won the Ladies Crystal Open in 1995, then turned pro-fessional two years later. After playing profession-ally for most of a decade,

she returned to the ama-teur ranks and won here again in 2009. Last sum-mer, she got her third victory while setting the ladies’ course standard.

“This is one of my favour i te cours es ,” Stouffer said. “There are no houses around, so you feel like you’re in nature. And I haven’t seen greens this good probably ever. They were phenomenal.”

That was borne out in Stouffer’s putting. The black mark of her 10 aside, Stouffer enjoyed two rounds that included eight birdie putts on the weekend.

“A lot of birds,” Kloske said. “She putted lights-out.”

This year’s tournament reached full capacity and left a waiting list of players trying to get in, tourney coordinator Liza Hadfield said.

“A lot of ladies tourna-ments have gone to gim-micks to try to keep up attendance,” Hadfield noted. “We are one of the very few two-day,

competitive tourna-ments for ladies, and I think that’s a big part of the draw. That, and the course. Probably two-thirds of our players are repeat people. They love it here.”

Stouffer agreed, not-ing the tourney’s value with two days of golf,

three meals and a prize table with nearly $7,000 worth of goods and money donated by local businesses.

“This tournament is famous for its excel-lent food and excellent prizes, and that’s because of the huge support of our business commu-nity,” said Hadfield.

Island remains under a campfire ban and many municipalities have enacted water-use restrictions, Saratoga Speedway seems to be getting plenty of rain.

For the second time in the past three weeks, rac-ing at Saratoga Speedway was washed away Satur-day after Mother Nature picked another weekend to open up the skies.

The July 25 event was to have featured the I .M.C.A Modif ieds, Dwarf cars, Old Time Modified Stock cars, and the Bomber cars.

After a much antici-pated wait, the biggest Monster Truck show of the year is finally upon us this weekend — rain or shine. Wild Flower, Time Flys, Blown Income and Tow Monster are set to make their debuts at Saratoga over the Long weekend. Kelvin and

Rosalee Ramer are the first to ever attend Sara-toga as a father/daughter duo. Rosalee is also the youngest female Mon-ster Truck driver in the world, having started her career at the age of 16 and having just turned 17 last month. Blown Income is a brand-new truck out of Vancouver Island, the first local truck to appear here. Finally, Tow Monster brings its 1,600 horsepower from Wash-ington, D.C.

from working with one of our uniquely trained and equipped Realtors.

“In the last year alone, Royal LePage has expe-r ienced incredible momentum across the province, adding 600 realtors® through acqui-sition. We are both the oldest and the fastest growing national real estate business in Brit-ish Columbia and in Canada.”

Established in 1984, Coast Realty Group is a large, independent real estate company operating out of nine offices on Vancouver Island and one office on the mainland in Powell River, British Columbia.

Stephen Grant, bro-ker owner of Royal LePage Advance Realty, has acquired the Coast

Realty office in Camp-bell River, and will merge it with his exist-ing brokerage.

The merged bro-kerage will operate as Royal LePage Advance Realty. Combined, the brokerage has the larg-est market share in Campbell River, based on units sold, according to Royal LePage.

Meanwhile, Barry Clark and Travis Carmi-chael, broker owners of Royal LePage Nanaimo Realty have acquired, and will merge their brokerage with, Coast Realty Group offices in Nanaimo and Lady-

smith and on Gabriola Island.

Clinton Miller, broker owner of Royal LePage Port Alberni-Pacific Rim Realty has acquired the Coast Realty Group offices in Port Alberni and Ucluelet.

The Port Alberni office will merge with Miller’s brokerage in Port Alberni, and the Ucluelet office will be a branch office of that location.

Both offices will oper-ate as Royal LePage Port Alberni-Pacific Rim Realty.

Clinton Miller, bro-ker owner of Royal

LePage Parksvi l le-Qualicum Beach Realty has acquired the Coast Realty Group offices in Parksville and Quali-cum Beach.

The merged bro-kerage will operate as Royal LePage Parks-ville-Qualicum Beach Realty.

Gregg Hart, broker owner of Royal LePage in the Comox Valley, has acquired, and will merge his brokerage in Courtenay with the Coast Realty Group office in Courtenay. He has also acquired Coast Realty Group’s offices in Hornby, Denman

Island, Cumberland and Union Bay, and will operate them as satellite offices of the Courtenay location.

The Coast Realty Group office in Powell River will be convert-ing to Royal LePage in the next 30 to 60 days.

“Attracting the best real estate profession-als to better serve our consumer clients is vital to sustaining our leadership position as Canada’s Real Estate Company,” Soper said.

“With this acquisi-tion, Royal LePage extends our lead as the largest brokerage firm

on Vancouver Island.” Serving Canadians

since 1913, Royal LeP-age is the country’s leading provider of ser-vices to real estate bro-kerages, with a network of more than 16,000 real estate professionals in more than 600 loca-tions nationwide.

Royal LePage is the only Canadian real estate company to have its own charitable foun-dation, the Royal LeP-age Shelter Foundation, dedicated to supporting women’s and children’s shelters and educational programs aimed at end-ing domestic violence.
