PRESIDENT’S REPORT Submitted by: Fire Chief Stephen Gamble, CFO, MIFIreE

I would like to begin by taking the time to thank the Executive Committee, the Board of Directors, and especially the Membership for allowing me the opportunity to serve as President for the Canadian Association of Fire Chiefs. Over these last 12 months I have had the honour of representing the CAFC at a number of events, in particular:

2012 Global Fire Service Leadership Summit in Sidney Australia.

Government Relations Week (plus follow-up meetings with MP’s and Health Canada) in Ottawa.

3D Indoor Tracking for Firefighters and Public Safety Responders / CITIG Symposium.

Saskatchewan’s Fire Chief’s Conference in Yorkton, Sask.

Ontario’s Fire Chief’s Conference in Toronto, Ont.

The IAFF’s Government Relations Week in Ottawa.

BC Fire Chief’s Conference in Penticton, BC.

Manitoba’s Fire Chief Conference in Virden, Man.

Newfoundland/Labrador’s Fire Chief’s Conference in Corner Brook, NFLD.

The IAFC Conference in Chicago, and

The Canadian Fallen Firefighter Ceremony, Ottawa. Each of these events provides the opportunity to share and exchange ideas with industry leaders as well as build relationships and trust that will serve this Association well in the future. Early this year, and after an extensive search, the CAFC were successful in securing John-Paul Cody-Cox (JP) as our new Executive Director. In addition to his extensive educational background JP brings with him a wealth of knowledge and experience that will ensure that the CAFC will continue to be the voice of the Canadian Fire Service and to keep the CAFC well positioned to face future challenges and opportunities. Our “Trusted Advisor” status continues to play a pivotal role within Government. In addition to Government Relation’s Week, we are experiencing an increase in the number of requests from government to provide our expertise on matters related to safety within our communities. The range of topics include changes to the Federal Medicinal Marihuana Program, HUSAR, the National Building Code (residential sprinklers), 700 MHz, Fire Protection initiatives on First Nation lands, and the proposed TDG Regulations within Transport Canada, to name just a few. There are many participants within the CAFC that contribute to this process, but, I would like to especially thank Fire Chief John de Hooge and the City of Ottawa for his/their continued support and for representing this Association in Ottawa on a number of occasions, often on very short notice.

As we look forward, politically we are just beginning to experience the challenges facing the US Fire Service for a number of years such as budget cuts, closure of fire stations, layoffs, and changes within service delivery models. While the reasons may be different than our American cousins to the south, as we have seen recently in communities like Toronto, Ontario and Rocky View, Alberta, the Canadian Fire Service is under greater scrutiny and what may have been relevant in the past is being questioned today. To meet these challenges as fire service leaders, we can no longer wait for change. Instead, we must be champions for initiating positive change. We must elevate the exchange of new information and best practices so that we can benefit from our breadth of knowledge and experience. The bottom line, as fire service leaders, we must take the lead. As such, the CAFC has been embarking on a number of initiatives to meet these challenges. The National Fire Information Database (NFID) and the Community of Practice (COP) projects are just two of many initiatives that will assist us to determine priorities and service needs within our respective communities. These programs are currently in the development stage, however, I am confident that as they begin to mature they will become valuable tools for our fire service leaders in the future. In order to fulfill our mandate as the “National Voice of the Canadian Service” we must continue to grow our membership by reaching out to our colleagues across the country and encourage them to join the CAFC. We have an opportunity to re-dedicate ourselves to focus on our highest mission: providing unfailing public safety service to Canadians. I would like to conclude this report by thanking the people within this Association who continue to make a difference. The CAFC’s greatest strength is our membership and I would be remised if I did not especially thank our Committee representatives, the Executive, the Board, John-Paul Cody Cox, and of course, Vicky Roper for everything they do on behalf of the CAFC. For without their dedication the CAFC would not be the successful organization that it is today. One final note, at this year’s Conference/Annual General meeting we will be discussing major changes with respect to how we govern ourselves. October 2014 the Federal Government’s Not-For-Profit Act becomes law, which means the CAFC will have to make changes to meet these new regulations. I view this as an opportunity to analyse what we do, as well as what we should or should not be doing and where necessary, make changes. I would encourage everyone to attend our business sessions at the Conference in Regina to learn more about these changes and join in the discussion/debate as we develop our new governing model. In closing, I would like to once again thank the membership for allowing me the opportunity to serve as your President these last twelve months.

1st VICE-PRESIDENT’S REPORT

It seems like such a short time has passed since the last CAFC conference in beautiful St. John’s, Newfoundland when we were “having a time”. Yet in reflection the year has passed with so many critical changes and fostering of continuing programs and initiatives that the CAFC can truly be proud of. I want to begin my report by thanking the CAFC Executive Committee, the Board of Directors, and the membership at large for the opportunity to serve as 1st Vice President of the CAFC. The support, professionalism and friendships gained are beyond explanation. I am truly honored and proud to be a part of such a dynamic, committed, respected organization that represents the “Voice of the Canadian Fire Service”.

Diversity within our organization makes us strong in such a vast Canadian landscape. The knowledge, talent, and commitment of our membership towards public safety initiatives will continue to serve the CAFC and propel us into the future. Some of the activities that I have participated in on behalf of President Steve Gamble and the CAFC association include: Executive Director Selection committee representation: I along with Past President Rob Simonds, Treasurer Lee Grant, and Past Quebec Association President Serge Tremblay conducted numerous assessments, interviews and meetings with the goal of a recommendation to the Board of a successful candidate. After an extremely thorough search involving numerous highly qualified and professional candidates, we were able to secure the services of John-Paul Cody-Cox. We are extremely excited that he is a member of our association and team. Government Relations Week: This year was an opportunity for the CAFC to continue fostering the relationships built on the successes of the Volunteer Income Tax credit and to also to bring forward the necessity of current issues, challenges and opportunities within the Canadian Fire Service. Over 35 members of the CAFC attended Government Relations in Ottawa and we are so very grateful for their assistance in this critical strategic area of our association. This year was especially monumental given the distribution of the Queens Diamond Jubilee medal to deserving members during GR week. Congratulations to all recipients and your families. Not only is GR week an opportunity for the CAFC to speak in unanimity with regards to CAFC national issues, it is also highly critical for members to reconnect with their respective local MP’s, Ministers and members of senate locally. I want to thank Summa Strategies and specifically Robin MacLachlan and Katlyn Harrison for their tireless efforts and professionalism towards communications, logistics and vital messaging. Canadian Pandemic Influenza Plan: At the request of President Gamble, I was asked to represent the CAFC with regards to Stakeholder review and input. The purpose was to incorporate stakeholder comments and reviews in an effort to improve the current CPIP for the next two years. The review involved taking account of H1N1 lessons-learned, advances in science and knowledge and other developments affecting domestic and international pandemic preparedness and response capacity. The CAFC was recognized as a key representative stakeholder in this process.

Ontario Association of Fire Chiefs Conference: I was asked to take part in a panel discussion with regards to regionalization within the fire service. My perspective was one from an upper tier municipality along with a national perspective given information and knowledge gained from our membership and the current challenges and opportunities faced. Representing the CAFC for discussions on current issues of significant impact is an opportunity that I am honored to fulfill and welcome. Irish Chief Fire Officers Conference: Representing the CAFC on behalf of President Gamble, I travelled to Ireland in May to provide a presentation on the “Canadian Experience” and our association. This was a magnificent opportunity and this was the very first time in the history of the CFOA that Canadian representation was provided at their annual conference. The experience towards the synergies of associations and fire service challenges on an International basis was of great value and beneficial to all parties involved. The challenges, opportunities and overall scope of operations in this past year extend far beyond a glimpse provided in this report. I would be remiss if I didn’t extend my sincere thanks and appreciation to Vicky Roper and John-Paul Cody-Cox. Our association is so very lucky to have people who continuously go above and beyond the call of duty, and are invested to ensure that the CAFC continues to improve and excel. I would like to thank President Gamble for his leadership, support, and friendship this past year during my term as 1st Vice President. It has been a great experience. Finally I would like to thank all the staff at the County of Brant Fire Department who continue to support me and the CAFC, for which I hold the deepest appreciation.

TREASURER’S REPORT

Submitted by: Fire Chief Lee Grant

The CAFC continues on a firm financial footing; however the successes we continue to realize impacting governmental policy as it relates to the Canadian Fire Service along with ever expanding requests for CAFC representatives on committees necessitates more resources than ever be committed to ensure we maintain our newly acquired position as a trusted advisor to the Federal Government.

The CAFC Board of Directors has carefully developed the 2013 budget and examined all expenses to ensure they represent the best possible value to our members. In the past year we concluded our fundraising activities and hired John-Paul (J.P.) Cody- Cox, our new full time Executive Director. Both of these actions have placed increased pressure on our financial resources. In addition, we continue with the new approach to Government Relations which successfully moved the issues identified by the members, forward to the Federal Government.

Our new Executive Director has just completed a 360 assessment of the CAFC and its programs for approval of the Board and will now be embarking on the development of a 10 year sustainability forecast and financial plan to ensure the necessary funding is in place for operations going forward.

In addition to the Canada Revenue Agency changes I spoke about last year, the Federal Government has also changed the rules governing national not-for-profit organizations like the CAFC. Compliance with these new regulations will require significant changes to the CAFC constitution and the way the organization is managed by the Board and governed by the members. You will be hearing much more about this during the Conference as the timelines are tight to complete this work.

I am pleased to report that our membership continues to grow beyond projected numbers. The membership growth along with conference attendance and sponsorship revenue will ensure that we meet revenue projections in the 2013 budget and should provide a surplus. However, all CAFC members need to renew their efforts to have every Chief Officer in Canada a member of the CAFC in 2014.

As always a detailed verbal 2013 budget report will be provided for you during the Annual General Meeting.

The 2014 budget will be very challenging to develop and even more challenging to meet with the increased costs related to the new Executive Director and the loss of fund raising income both impacting the budget for a full operating year. I will be working closely with J.P. and the Board to find every opportunity to ensure that these pressures do not impact the CAFC’s ability to continue to provide the members with the high level of service and program success achieved in previous years.

CAFC has completed its 2012 audit with no concerns expressed by the Auditor. The Audited Financial Statement will be available to be reviewed in full at the Annual General Meeting and will be submitted for your approval at that time. I have been very pleased with the work of our Auditors’; particularity

during this year’s CRA audit and will ask you to again approve the firm of Nephin Winter to continue to provide CAFC with its auditing services.

As Treasurer I must thank Vicky Roper, Director of Events and Operations, for managing CAFC’s affairs this year as J.P., our new Executive Director, has come on board and familiarized himself with our unique organization. SHAPING OUR TOMORROW The past year has brought about many changes both within CAFC and across the fire community. New people, new challenges and with it also comes new opportunities. There is a lot to be excited about moving forward and obviously with that also lots to do. Being the new guy on the block with no fire background, it has been like drinking from a fire hose – no pun intended – in these initial few months getting to know the community and understand its challenges/opportunities. My goal as Executive Director is to work with our members and partners to create the most dynamic association in Canada. As we move forward I am focusing on 3 objectives to build a stronger, more responsive CAFC:

1. Evolve CAFC into a self-sufficient association with sustainable revenue streams and partnerships;

2. Develop the most robust menu of member focused national programs and services that will make CAFC the go to fire / public safety association in Canada;

3. Align and focus government relation activities to build messaging and activities to political

stakeholders that lead to consistent policy / funding wins for our community. Ensuring that our members have access to the resources needed to grow is imperative. Through each point I listed our success– whether adding more members, sponsors, partners OR addressing gaps in access to programming and/or services – drives our ability to meet those objectives. We are blessed as a community with a passionate and committed volunteer and staff base, determined and extraordinary Fire Chiefs with a sense of family that binds us together like no other association. The challenges and opportunities we face moving forward are just another chapter in our evolution. I look forward to our journey together!

BUILDING & CODES COMMITTEE REPORT

As Chair of the CAFC’s Building and Codes Committee, I am pleased to provide this report. Much of the work that was accomplished was a result of the contribution, effort and dedication of the committee members; Brian Maltby, Albert Headrick, Rick McCullough, Pat Walker, Eddy Larocque, Russell Croome, Tom Bremner and Les Karpluk. 2012 -2013 is mid Code cycle and many NRC committees, task groups and sub-task groups are busy reviewing code change proposals. Several BCC members attended meetings across the country in an effort to ensure the Canadian Fire Service is at the table. We must remember that we must attend the meetings and be consistent with the Fire service message. I thank all departments that have funded their members to attend very crucial meetings in Building and Fire Code development. In the first teleconference, the committee decided on goals for 2012 - 13. Residential Fire Sprinklers Mid-Rise Combustible Construction Engineered Light Weight Construction Spatial Separation High Temperature Heat Limiting Devices Wildland Urban Interface Also discussed was a possible change to the Committee name. It was proposed that the name be changes to “Building and Fire Codes Committee” to better reflect what this group focuses on. Wildland Urban Interface Teleconferences were held on Dec 04, 2012 and April 29, 2013 between members of the Executive and BCC. Every Province and Territory is involved at some level; we need to engage all parties such as the Provincial Fire Commissioners and Fire Marshals as well as the Fire Service. There are groups such as Partners in Protection (www.FireSmart.ca), the ICC - Wildland Urban Interface Code has published guidelines and standards, these documents require examination and discussion in order to move WUI across the Country. Thank you to Eddy Larocque for writing a Position Statement for the BCC and CAFC. High Temperature Heat Limiting Devices A Code Change Request (CCR) was submitted by one manufacture of HTHLD devices to the NRC, the Manufacturer request that the CAFC endorse Heat Limiting Devices. As discussed in 2012, a CAFC Resolution was passed. Mid-Rise Combustible Construction As we all know, combustible construction is being pushed at the highest levels of Government. British Columbia was the first to change the Building Code to allow for an increase in the height allowed for

combustible construction. Other Provinces have followed suite either by allowing or pushing for the Building Codes to Change. The Fire Service is at the table along with other special interest lobby groups. We are one voice at the table! I believe that the Fire Service has recommended and defended several Code changes that will reduce the risk of fire. The Fire Service is adamant that Combustible Construction is a high risk, especially while in the construction phase. We have requested through new and changed codes to properly address water supply issues prior to building materials arriving on the site, access to the site prior to construction, early detection and alerting, site security to reduce the crime of Arson, reduced open Flame and increase extinguishment, also removal of waste from the immediate area at the conclusion of each day. This is only a few of the requests; many more have been voiced and heard. Again, we are one voice and vote at the table. The Fire Service must join in and comment on all Combustible Construction CCR’s when the time comes in the very near future. This is the time when your voice can be heard and changes made. Residential Fire Sprinklers The NRC has struck a Task Group to review all literature surrounding Residential Fire Sprinklers. Brian Maltby is a member of the Task Group. The NRC has conducted several tests over the past few years and the results are as we would expect to see, fire controlled and extinguished in most cases under a minute. No risk to life for either the occupant or the Fire Fighters who attend these incidents. We believe this technology is the future and very close to zero Fire Fatalities in residential structures is obtainable. Conclusion The BCC and the Fire Service needs your help in following the NRC Code process. Responding to CCR’s during the Public Comment phase is critical to make changes; I cannot stress it enough that those of us who attend Committee meetings need your help. Thank you again to all committee members who have taken time out of their schedules to meet and discuss Fire Service code related issues and thank you to the Municipalities who fund their members to attend Committee meetings across the Country.

As I write this report as CFO Council Chair, I would like to thank the Council members for their hard work

and dedication this past year. I would also thank Les Karpluk, JP Cox and especially Vicky Roper for the

support they have given me during my first year as Chair.

Achieving the CFO Designation identifies the dedication of the individual in developing a formal strategy

for career development and growth. It also emphasizes the individual’s focus on excellence and

professionalism throughout their career. Achieving the professional designation as a Chief Fire Officer

recognizes that the individual has attained a status identified by peers, superiors, and subordinates.

Fire-Rescue 2013’s theme of ‘Community First’ is quite fitting when it comes to the CFO Designation

Program in that this past year has seen a high percentage of applicants going well above and beyond

when it comes to giving back to their communities.

As much as these fire service leaders meet the criteria that is set out for an applicant to successfully

attain their CFO Designation, it is their ‘Community First’ attitude that has stood out for me.

I am always humbled when I go over the CFO applications and see the professionalism and desire that

our fire service leaders bring to the plate. The future of Canada’s Fire Service is in good hands and for

that I sincerely congratulate all of this year’s successful applicants.

In Canada we continue to see needless loss of life from fire where no working smoke alarms are present. Although some enforcement of smoke alarms is occurring and there are many regional or provincial smoke alarm programs in place, there is still a great need for further enforcement and education. This committee has been actively pursuing some key initiatives surrounding fire and life safety. One area is the launch of a pilot project entitled “Wake Up” a National smoke alarm initiative. The focus of the program is to have fire services from across Canada conduct smoke alarm programs at the same time of year and delivering the same core messaging. The committee is also gathering some core smoke alarm data from across Canada. In addition the following public awareness campaigns and initiatives have or will occur prior to the end of the year.

In partnership with the Fire Marshal’s Public Fire Safety Council (Council), the Fire and Life Safety

Committee supported the implementation of the 2013 “Spring into Summer” Campaign which to

date has resulted in 563 kits distributed in Canada with messages focusing on barbeque, camping

and cottage safety and smoke alarm awareness. The kit is subsidized to fire departments by our

joint efforts and provides a variety of ready to deliver materials throughout the community.

Participated in Cottage CO and Fire Safety Awareness Program entitled “Peace of Mind for Your

Piece of Heaven” 2013 in partnership with The Fire Marshal’s Public Fire Safety Council and Kidde

Canada. The campaign integrated smoke and CO awareness targeting cottagers, with a major

emphasis on alarm replacement and escape plans. The program saw a wide range of cottage

country safety events with local fire departments and hundreds of public service announcements

over radio and television. The campaign branded The CAFC as a prominent player in cottage CO and

smoke alarm awareness and the entire campaign had a value of over $150,000.

In partnership with the Council, the Fire and Life Safety Committee provided input into the 2013 Fire

Prevention Week strategic plan with this year’s theme “Prevent Kitchen Fires”. Kits will be

distributed across Canada and the CAFC logo was branded on the official FPW posters, banners,

children and adult brochures, magnet and stickers in both official languages.

Partnering with the Council and sponsors in the implementation of A RECIPE FOR FIRE SAFETY which

is our 2013 school outreach campaign of our “Keeping Our Kids Safe” Educational Series. The

outreach campaign in partnership with Scholastic Canada will see the distribution of materials to

over 70,000 teachers in Canada, grades K-3. The materials will emphasis on kitchen fire safety,

testing and replacing smoke alarms and practicing home fire escape planning and having 2 ways out!

There will also be strong media results in newspaper features, radio and TV PSAs, special reports

and interviews. There is also a website component.

Reviewed and approved the production of 150,000 Sparky Stuff to Do Booklets; 175,000 Sparky

Colouring Books and 125,000 Sparky Activity Books that branded the CAFC logo.

Represented the interests of the CAFC on the Community Relations Committee of the Council

Worked with the Council in assisting Duracell in delivering key message for Fire Prevention Week

2012.

Working with the Council in the development of a new smoke alarm initiative that will heighten the awareness of working smoke alarms in the home.

We are also pursuing other fire and life safety initiatives, which include developing Public Service Announcements (PSA) that are focused on direct hard hitting messages on fire safety and supporting and encouraging fire sprinkler use in occupancies. The fire and life safety committee will continue to work diligently towards promoting fire and life safety in the interest of making all Canadians safe from fire.

GOVERNMENT RELATIONS COMMITTEE REPORT

Submitted by: Fire Chief Rob Simonds, CFO Chair, Government Relations Committee

Identified as a strategic priority, government relations (GR) has been and continues to be a prominent focus for the Canadian Association of Fire Chiefs (CAFC). This past year saw continued growth and emphasis on government relations, which culminated with a very successful GR week in Ottawa from March 18th – 20th inclusive. Approximately 35 members of the CAFC migrated to Ottawa from across Canada to advocate and educate Parliamentarians and senior bureaucrats on emerging public safety issues. In total, CAFC members visited with 60 Members of Parliament including the now former Minister of Public Safety Vic Toews, Minister of Defense Peter Mackay and Minster of State (Finance) Ted Menzies to name but a few. In addition, CAFC delegations visited with senior representatives from Public Safety Canada, Industry Canada, Transport Canada, the National Research Council (NRC) as well as many other federal government stakeholder departments. Armed with detailed briefing notes provided by Summa Strategies, Chief Fire Officers from across Canada knocked on the doors of Parliamentarians to discuss several fire service issues, including:

- Fire protection and prevention in First Nations communities; - Strengthening Canada’s National Building and Fire Codes, by including residential sprinklers in

the next cycle review, and; - The importance of allocating an additional 10 MHz of Spectrum in the 700 MHz auction for the

exclusive use of emergency responders. CAFC members not only did an excellent job of articulating the need for government support of these key issues, they also had an opportunity to reconnect with their own Member of Parliament to discuss matters of local interest and importance. In addition to the formal meetings held with government officials, the CAFC hosted a very successful reception in the Speaker’s Lounge on Parliament Hill with the ongoing and much valued support of Deputy Speaker Barry Devolin. In this more relaxed and informal setting, CAFC members had an opportunity to further discuss public safety issues with over 80 MPs and Senators. Additionally, CAFC President Steve Gamble had an opportunity to address the delegation and convey his personal thanks to Ministers Vic Toews, Tony Clement, Gail Shea and Peter MacKay, among others, who were also in attendance. GR week continues to be an opportunity for the CAFC to further develop relations with Parliamentarians and strengthen our role as a “trusted advisor” to the Prime Minister’s Office and the Government of Canada. This year in particular also provided an opportunity to recognize outstanding Chief Fire Officers within the Canadian Fire Service. More specifically, over 30 Chief Fire Officers were recognized for their leadership and commitment to Public Service excellence when they were presented with the Queens Diamond Jubilee Medal by Public Safety Minister Vic Toews. It was indeed an evening of celebration and much deserved recognition for medal recipients; many of whom were joined by their families.

Beyond Government Relations week, the GR committee has been a resource to our President and members of the Executive. Whether working with Health Minister Leona Aglukkaq’s office to reform medical marihuana regulations or working with Public Safety Canada on sustaining HUSAR funding for the Canadian Fire Service, the GR committee helped the CAFC to further distinguish itself as the true “Voice of the Canadian Fire Service”. On a go forward basis, the GR committee will need to further synthesize the multitude of issues brought forward by the Board of Directors (BOD) and their respective organizations with the goal of making recommendations on which GR priorities should be pursued in the future. This is truly an exciting time to be a member of the CAFC. Our diverse membership coupled with a Board of Directors comprised of some of the finest Fire Service leaders in Canada, enables the CAFC to make a meaningful and positive contribution to the dialogue on public safety issues at the national level. Your GR committee is so very pleased to play a small role in supporting this worthy endeavor. I would be remiss if I did not extend my sincere thanks and appreciation to members of the GR committee who gave so freely of their time and provided sage advice to our BOD. Their insights and wisdom have been invaluable to our success relative to government relations. Additionally, thank you to Mr. Robin MacLachlan, Katlyn Harrison and the entire Summa team for their ongoing guidance and support to the GR committee. Their keen insights and thorough understanding of life “on the hill” was instrumental in enabling us to achieve a measure of success. Thank you as well to our President, Chief Steve Gamble for providing me with an opportunity to continue to serve the membership of the CAFC. Finally, thank you to Vicky Roper our Director of Events and Operations and our Executive Director J.P. Cody- Cox for providing the GR committee with outstanding administrative support.

MEMBERSHIP COMMITTEE REPORT

I would like to begin this report from the Membership committee by thanking all of the members who participated in the committee over the past year: Tim Beckett, Pat MacIsaac, John Fredericks, Wayne Reilly, Lynn Seeley, Tom Bremner, Vince Mackenzie, Ken McMullen. I would equally like to thank Vicky Roper for her assistance during our teleconference meetings. SETTING THE AGENDA As your membership committee, we are charged with the responsibility of making the necessary recommendations to the board that will enable the association to not only maintain its membership, but recruit and grow that membership as well. This past year the committee members were preoccupied with making the necessary efforts to grow the membership by looking at a blended membership program as well as a new category of membership. The committee also explored different ways to promote the benefits of membership in the CAFC as well as the means to deliver services to members in a cost efficient manner. BLENDED MEMBERSHIP The committee looked at the possibility of a blended membership program in conjunction with each provincial association. After much discussion the members of the committee concluded that the pricing structure as well as the administration of a blended membership program would not be viable at the present time. EXPANDING MEMBERSHIP This past year the committee also looked at attracting new members by creating a new category of membership that would permit smaller communities with limited financial resources to become members. The committee was considering creating this category for fire departments serving communities of less than five thousand of population with the goal of introducing the fire chiefs of these communities to the CAFC and recruiting them as new members. EXIT SURVEY OF PAST MEMBERS The committee agreed that it would be beneficial to do some type of follow up with members who had not renewed their memberships in the years 2012 and 2011. A short survey of four questions was asked to gauge the level of satisfaction and why the person had not renewed their membership in CAFC. The person also had the option of having a follow up call from the committee chairman if they had any other issues they wanted to discuss. What came to light with this survey was that a majority of the people who had not renewed had just let their membership lapse and the survey became a reminder to renew. The balance of respondents had retired from the fire service or left the fire service all together. There was no indication of non-renewal of membership due to a lack of satisfaction with the CAFC. CHANGES TO THE FEDERAL LAW GOVERNING NON PROFIT ORGANIZATIONS As the committee was considering a new category of membership and a subsequent recommendation to the board, we were informed by the Executive Director, John-Paul Cody-Cox, that the CAFC would have to restructure to respect the changes in the federal law governing non-profit organizations. The

changes in the structure and governance of the CAFC would have an impact on the way membership categories are designated, making any effort by the committee on this issue mute. We were advised to wait until the restructuring was done before doing any further work on membership categories as a way to recruit new members. MEMBERSHIP STATISTICS FOR 2013 Here are a few highlights of our membership statistics for the end of July 2013.

Membership as of the end of July 2013 now exceed the total membership in 2012 with an increase of 5.97%

Membership numbers at the end of 2012 was 921

Retention rate of 86.8% that is above average for associations

NOMINATIONS COMMITTEE REPORT

The Nominations committee conducted one email communications during the year in procedure relating to the CAFC nomination committee mandates. The current CAFC Executive members were contacted directly as to their intent to re-offer for their positions. All agreed to re-offer, which was

communicated to the President in compliance with the CAFC’s Bylaws and Constitution.

RESOLUTIONS, BYLAWS & CONSTITUTION COMMITTEE REPORT

Submitted by: Fire Chief Denis Pilon, CFO Chair, Resolutions, Bylaws & Constitution Committee

It has been an extreme pleasure to Chair the CAFC’s Resolutions, Bylaws and Constitution Committee and to represent the CAFC on the International Association of Fire Chiefs Constitution, Bylaws and Resolutions Committee during the past year. The key role of the Resolutions, Bylaws and Constitution Committee is to receive and review all resolutions submitted for consideration at the Annual General Meeting. Resolutions fall into two categories, governance and government relations. In addition, with the adoption of the new Canada Not-For-Profit Corporations Act, we have a major project amending our governance model. We in the fire service are not strangers to change and this is also applicable within our Association. During the past year, we have experienced some key changes in our management with the Board of Directors hiring John-Paul Cody-Cox as our Executive Director. JP brought with him a wealth of experience, knowledge and connections regarding Not-For-Profit corporations. This has changed the direction the board is taking to bring our governance model into compliance with the new Canada Not-For-Profit Corporations Act. The changes that are required to become compliant affect not only the RBC Committee, but also the Membership Committee, the Nominations Committee, the structure of the Board and CAFC appointments to external committees. JP contacted lawyer Steven Indig who is familiar with the Canada Not-For-Profit Act and has worked with a number of NFP corporations to bring them into compliance with the Act. President Gamble then created a committee consisting of himself, Chief Gary Barnes, Vicky Roper, JP Cody-Cox, and myself with Steven Indig as an advisor, to look at the changes required and the process we would follow. Changes to our current Bylaws can only be made by resolution of the members assembled at the Annual General Meeting. We will make these changes to our Bylaws in two stages. First, we will change the membership this year to allow for only one class of member. Second, we will adopt a new set of bylaws at our 2014 AGM which will be compliant with the Act. As this will occur in September 2014, we will be able to meet the deadline of October, 2014. Previously, we had worked through a long list of amendments to our Bylaws. This was not only cumbersome, but may not have met all the requirements of the Act. We are now proposing a complete re-write of the bylaws. The first draft has been completed by the committee and will now be forwarded to the Board. Over the coming year, these will be made available to the membership so that we can adopt them in Ottawa in 2014. The CAFC’s Statement of Policy book contains the Government Relations resolutions adopted at past conferences. It is the resolutions that you, the members, adopt at the Annual General meeting that become the policy of the Association and drive the CAFC’s annual Government Relations Week. This year, we have received proposed resolutions from the membership, researched and commented on them, and forwarded them to the Board with our recommendations for concurrence or non-concurrence. These will be presented at the AGM for a vote by the membership to include these in the Statement of Policy. Please be present for the meeting as it is your input that drives the Association.

PRESIDENT’S REPORT The President reviewed the 2012 Membership Survey results and thanked the members for their responses. (Attachment A) The President introduced the newly updated CAFC Reference Manual (Red Book) that is now in electronic format on the website as well as on CD. Government Relations Week 2012 was, once again, a successful week. Letters of thanks were sent to all of the Members of Parliament and government agencies for their contribution to the volunteer firefighters’ tax credit. The President thanked the committee, its current Chair, Fire Chief Bruce Montone as well as past-chair Fire Chief Harold Tulk and past advisor, Mr. Brian Linklater in helping to bring CAFC to where it is today. There is not a Headquarters Report this year as CAFC is in the process of recruiting a new Executive Director and has received a number of quality candidate resumes. The President thanked CAFC’s committees, Board of Directors and Administrator for the outstanding work everyone has done over the past year. NOMINATIONS COMMITTEE Fire Chief Brian Bentley, Chair of the Nominations Committee, provided the names of members who have agreed to stand for the following positions on the Executive Committee for a one-year term and reported that an election for the position of 2nd Vice President will be held at the 2nd business session. TREASURER’S REPORT Current Status of Finances The Treasurer reported that there was focus from the Canada Revenue Agency (CRA) to look at all registered charities in Canada and it audited CAFC 2010 financial statements. CRA is satisfied with CAFC’s compliance with the new federal rules and regulations. CAFC made its donation to CFFF at its memorial ground breaking ceremony. The donation was made out CAFC’s operations budget not through its reserve fund or investments. CAFC has in excess of $1 million in its reserve fund. CAFC is on positive financial footing as it brings to its telefundraising to an end in February 2013. There will no longer be any cold calling citizens up and the focus will be mainly through direct mailing until the end of the agreement in February. CAFC ran on a conservative budget this past year based on its continual monitoring of its expenses along with membership dues and solicitation of sponsorship for the conference

CAFC is now in a position where it can showcase itself not just in North America, but around the world. This past year, the President attended the IAFC Global Summit in Switzerland as well as attended meetings in London during the Olympics. The conference is funded through delegate, companion, vendor and sponsorship dollars and is subsidized by the local host committee. CAFC anticipates a profit of approximately $30,000 from the conference.

GOVERNMENT RELATIONS COMMITTEE REPORT Fire Chief Bruce Montone, Chair of the Government Relations Committee reviewed the activities of the Committee: CAFC was invited to participate in a number of federal standing committees on a number of topics such as: - finance committee on the federal budget - senate committee on the federal budget - health committee with respect to pandemics The 1st Vice President work closes with CRA to make sure the CRA verbage for the volunteer firefighters tax credit was correct and understandable. Minister Flaherty held a press conference at the Ottawa Fire Service’s main station earlier this year. The Chair thanked Fire Chief John de Hooge and his staff for their continued on call and on the ground support of CAFC. Government Relations Week was a great success with interactions with over 70 Members of Parliament and public service agencies. CAFC did not approach government with a specific ask this year, however it acknowledged and thanked the government for its support of the volunteer firefighters tax credit the previous year. The Committee was proud to be directed by the Board of Directors to work with FAMA/FEMSA on common interests relative to Government Relations.

In March, the federal announcement of 10 MHz was reserved for broadband public safety use was made at the Gatineau Fire Department and the Vancouver Fire Service’s main stations. The Chair thanked Mr. Michael Sullivan for representing CAFC on CITIG. This past year saw the federal government cancel JEPP and HUSAR’s funding. CAFC is attempting to educate the federal government on the impact this will have on communities across Canada. The Chair thanked all of the Committee member for their hard work as well as Mr. Brian Linklater and Summa Strategies for their support over the past year. FIRE & LIFE SAFETY COMMITTEE Fire Chief Rheaume Chaput, Chair of the Fire & Life Safety Committee, thanked the committee members for their hard work and dedication over the past year. The Committee is pursuing new key initiatives in fire safety over the next year. Over the past year, the Committee has, in partnership with the Fire Marshals Public Safety Council (FMPSC), has worked on safety awareness as well as the Spring into Summer campaign as well as working smoke alarm and a national smoke alarm program. Dominos has partnered with FMPSC and CAFC to deliver fire safety messages on its pizza boxes. And a number of public safety announcements focusing on smoke alarms are and have been issued to radio stations. LABOUR RELATIONS COMMITTEE Fire Chief Lyle Quan, Chair of the Labour Relations (LR) Committee, reported that this is a new committee formed after the 2011 conference in Calgary and is beginning to build momentum. The Committee will be working on information sharing initiatives – compiling information and resources for the use of CAFC members. MEMBERSHIP COMMITTEE Division Chief Gary Barnes, Co-Chair of the Membership Committee, reviewed the Membership Committee report as circulated in the Annual Report. This included the Committees work over the past year as well as meetings that will be held in St. John’s with the Provincial Association Presidents to discuss the feasibility of blended membership.

NEW BUSINESS Queen’s Jubilee Medals Fire Chief Jim Regimbal reported to the membership that the Chancellory allocated 32 medals to CAFC to distribute to deserving members. A selection committee was formed to recommend steps forward. The Committee has recommended to the Board of Directors that the medals be allocated as follows:

17 medals to be received from the provincial/territorial/affiliated associations on the Board of Directors. This equals 1 nomination from the association to be sent to CAFC to submit to the Chancellory.

15 medals to nominations received from the members at large to be reviewed and approved by the Selection Committee

The Chancellory based its medal allocation among the fire service associations on the percentage of members. CAFC has spent the past year attempting to change the Chancellory’s mind on the number of medals allocated to CAFC, but has not been successful to-date.
