The Murrumbidgee Local Health District (MLHD) has over 3,500 staff, 31 Public Hospitals, including 2 Base

Hospitals and 13 Multi-Purpose Services. MLHD spans 125,561 square kilometres across southern New South

Wales, stretching from the Snowy Mountains in the east to the plains of Hillston in the northwest and all the

way along the Victorian border.

The MLHD is committed to providing culturally appropriate and accessible health care provision to the

Aboriginal communities of the district and the Aboriginal Health unit is responsible for promotion of Aboriginal

Health and the provision of Aboriginal Health services across the Murrumbidgee Local Health District. The

Aboriginal Health unit also works with mainstream staff to enable them to more effectively plan and deliver

high quality and accessible health services to the Aboriginal people and Communities of the District.

A progressive organisation Murrumbidgee LHD continues to make significant achievements in improving

health services to the Aboriginal communities of the district, including developing strategic plans in

consultation with the communities, to build on the strengths of the organisation and further develop the

capability and sustainability of the LHD.

Murrumbidgee LHD are now seeking to appoint a District Manager Aboriginal Health to lead the Aboriginal

Health Service and the ongoing development of Aboriginal Health strategy, policy, performance and

partnerships. The position will provide high level leadership and advice on Aboriginal Health issues across the

organisation and will work directly with MLHD staff, the community and external stakeholders to ensure the

delivery of culturally safe, evidence based Aboriginal Health strategy and programs.

To be a strong candidate for the role you will have:

• A passion for excellence in the provision of health care services to Aboriginal communities

• Leadership and management experience in Aboriginal Health services

• Proven experience in the development and successful implementation of health initiatives, strategies

and programs that improve Aboriginal Health models of care and health care outcomes.

• Reducing unplanned readmissions within 28 days of discharge for Aboriginal people to less than 5%

• Growing a strong and culturally supported workforce by Increasing the Aboriginal and Torres Strait Islander workforce as a proportion of the total workforce to over 3%.

COMMUNITY

MLHD provides a range of public health services to the Riverina and Murray regions of New South Wales,

Australia. We provide services across a geographic area of approximately 125,561 square kilometers, and

around 242,840 residents live within District. [ABS Estimated Resident Population, June 2016]

People of Aboriginal and Torres Strait Islander heritage make up 4.1 per cent of the population. [ABS Census

2016]

MLHD employs over 3,500 staff and operates 31 hospitals. We are supported by a number of volunteers and

Local Health Advisory Committees (LHACs).

1. In total all beds in hospitals across the region total equal 1646.

2. The largest hospital at Wagga Wagga has 413 beds. Followed by other larger regions of Griffith,

Leeton, Deniliquin, and Corowa. In total there are 34 different regional health facilities

MLHD provides a wide range of inpatient acute and sub-acute services along with a comprehensive span of

community-based health services.

ABORIGINAL HEALTH SERVICES

Murrumbidgee Local Health District acknowledges the traditional owners of the land on which we live and

work. We pay respect to past and present Elders of this land: the Wiradjuri, Yorta Yorta, Baraba Baraba,

Wemba Wemba and Nari Nari peoples.

Aboriginal Health Unit

The Aboriginal Health unit is responsible for promotion of Aboriginal Health and the provision of Aboriginal

Health services across the Murrumbidgee Local Health District. It provides programs and services that are

culturally appropriate and accessible to Aboriginal people and Communities. The Aboriginal Health unit also

works with staff to enable them to more effectively plan and deliver high quality and accessible health services

to Aboriginal people in a culturally sensitive and appropriate manner while having consideration for Aboriginal

cultural nuances that can impact on achieving mutual understandings and interpretations.

Programs

As well as providing a service to inpatients and clients individually, there are also a number of programs that

Aboriginal Health staff within the Murrumbidgee Local Health District (MLHD) are trained in and responsible

for implementing.

Aboriginal Maternal Infant Health Service (AMIHS)

Murrumbidgee LHD offers a culturally appropriate, flexible, community-based service during pregnancy

and birth

This service is for Aboriginal women and women with Aboriginal children

We aim to improve the health outcomes of you and your children

The AMIHS service is delivered by an Aboriginal Health Worker and a Midwife working together to

deliver care before and after you have your baby.

We empower women through education, building skills and sharing knowledge, to help you have a

healthy pregnancy and a strong baby.

Aunty Jeans Program

The Aunty Jeans Program is a community orientated program to support Aboriginal people with/or at

risk of chronic illness. The program combines:

• Health promotion and health assessments;

• Information and education;

• Exercise sessions;

• Health eating; and

• Fun activities!

• We cater for all levels of ability and ages.

A diverse range of health service providers from MLHD provide support to participants to reach their

goals. We include the skills of:

• Aboriginal Health Workers

• Diabetes educators

• Physiotherapists

• Dieticians

• Occupational therapists

• Respiratory services staff

• As well as visiting health professionals and people from other government or non-government

agencies

Building Strong Foundations for Aboriginal Children, Families and Communities (BSF)

The Building Strong Foundations for Aboriginal Children Families and Communities (BSF) service provides free,

culturally safe, early childhood health services for Aboriginal children from birth through to school age and

their families in Griffith, Narrandera and Lake Cargelligo.

The services are provided by a Child and Family Health Nurse and an Aboriginal Health Worker, working to

support the health, growth and development of Aboriginal children.

The BSF service aims to support families to provide a nurturing environment, so that children develop optimal

physical, social, emotional and cultural wellbeing and are ready for school.

Parents/carers can self-refer to the BSF. With consent from parent/carer, referrals can also come from other

services and agencies, such as the Aboriginal Maternal Infant Health Service (AMIHS), maternity services,

childcare centres, General Practitioners, Child and Family Health Nurses, Aboriginal Medical Services.

Aboriginal Sustained Home Visiting Program This program offers intensive support to Aboriginal families who meet the criteria for families requiring

support.

• Women who are more than 32 weeks pregnant

• Families with children up to two years - priority is given to those with children under 12 months of age

• Families who reside within the boundaries of Wagga Wagga, Junee, Coolamon, The Rock and

Collingullie

• Early engagement with the program is a key factor for success. With the consent from clients, referrals

are received from service providers with and external to the Murrumbidgee Local Health District and

self-referrals from Aboriginal families. Families may be enrolled in the program for up to two years.

Otitis Media (OM) Screening Otitis media is the medical term for all forms of inflammation and infection of the middle ear. It is also

referred as ‘middle ear infection’, ‘ear disease ‘or ‘glue ear’ It can be caused by a bacterial, viral or combined

infection and it is the most common cause of hearing loss in Aboriginal and Torres Strait Islander people.

Aboriginal and Torres Strait Islander children experience earlier, more frequent and more severe Otitis media

than other kids in Australia. Aboriginal Health Staff attend schools and preschools to perform Otitis Media

screening and /or education. The screening will include otoscopy, tympanometry and audiogram.

DISTRICT MANAGER ABORIGINAL HEALTH STRATEGY, POLICY AND PERFORMANCE

POSITION PURPOSE

The primary purpose of the District Manager Aboriginal Health is to be the District lead for Aboriginal health

service and to plan, monitor, and report on District Aboriginal Health Strategy, policy, performance and

partnerships.

The position provides high level leadership and advice on Aboriginal Health issues across the organisation as

well as providing day to day management of the Aboriginal Health team.

The District Manger Aboriginal Health will work directly with MLHD Staff and external stakeholders to ensure

the design and delivery of culturally safe evidence based Aboriginal Health strategy and programs to reach key

performance indicators.

The position contributes to MLHD by informing and supporting Aboriginal and vulnerable people through

the health system.

KEY ACCOUNTABILITIES

The District Manager Aboriginal Health will:

• Provide cultural advice to develop, implement programs aimed at improving Aboriginal Health,

consistent with National, State and District directions

• Provide insight and advice against the Aboriginal health data; that links to planning processes and

reporting, to influence strategic direction in respect to strategy, policy, and program development

• Lead negotiations with Aboriginal communities, Government and Non-government organisations to

ensure high quality health service delivery to Aboriginal people

• Partner with internal and external stakeholders to influence the inclusion of Aboriginal Health

priorities into work programs, to ensure the Aboriginal health KPI/targets are met

• Lead, manage and ensure delivery, reporting, and achievement of key Performance Indicators,

milestones, strategies relating to Aboriginal Health for MLHD

• Lead innovation and transformation to develop new approaches for delivery of Aboriginal health, that

support other directorate's delivery of health services to Aboriginal communities

• Work with Director People and Culture to ensure inclusion and respect and cultural safety within

MLHD workplace staff and for Aboriginal people on our services

• To manage resources and ensure budgets are effectively met. Taking responsibility for ensuring

optimal health outcomes within budget for their customers and communities

• Demonstrate the MLHD Our Communities, Our Future; Healthier Together dimensions by role

modelling collegiate and collaborative behaviours to achieve the greater good for the community,

SELECTION CRITERIA

The District Manager Aboriginal Health will demonstrate competence in the following criteria:

1. You must be of Aboriginal descent through parentage and identify as being Aboriginal or Torres Strait

Islander and well connected in the community.

2. A very sound knowledge of the social, cultural, political, health and other issues affecting and

impacting upon Aboriginal and Torres Strait Islander people, families and communities.

3. Demonstrated extensive knowledge and experience in a relevant field in a large and diverse service

industry organisation demonstrated transferable or equivalent capability skills/knowledge.

4. Proven ability to deliver outcomes, provide leadership and management expertise at a senior level.

5. Well-developed interpersonal, verbal and written communication, consultation and negotiation skills

with ability to build and maintain effective collaborative relationships with a diverse range of

stakeholders.

6. Demonstrated ability to address complex organisational issues using high level analytical, critical

appraisal and problem-solving skills.

7. Demonstrated highly developed computer skills utilizing varied and appropriate computer

applications including word processing, data management systems, spreadsheets and information

systems.

8. Highly developed analytical and problem solving skills and demonstrated ability to work with data,

undertake analysis and provide recommendations to inform planning, implementation, evaluation

and performance management on health initiatives and strategies that improve Aboriginal models of

care and organisational performance including program development and implementation that

fosters better health outcomes for Aboriginal people.

9. Current Driver's License and ability to travel as required.

QUALIFICATIONS Relevant qualification (Diploma level or above) and extensive relevant experience in Aboriginal Health,

primary health or other relevant field.

Riverina Murray Regional Alliance (RMRA): key relationships with the RMRA, Local Decision Making (LDM)

representing communities in the district.

PRIMARY PURPOSE

 • To be the District lead for Aboriginal health service; to plan, monitor, and report on District Aboriginal

Health Strategy, policy, performance and partnerships.• The position provides high level leadership and advice on Aboriginal Health issues across the

organisation as well as providing day to day management of the Aboriginal Health team.• The position will work directly with MLHD Staff and external stakeholders to ensure the design and

delivery of culturally safe evidence based Aboriginal Health strategy and programs to reach key performance indicators.

• The position contributes to MLHD by informing and supporting Aboriginal and vulnerable people through the health system.

• Lead negotiations with Aboriginal communities, Government and Non-government organisations to ensure high quality health service delivery to Aboriginal people

• Partner with internal and external stakeholders to influence the inclusion of Aboriginal Health priorities into work programs, to ensure the Aboriginal health KPI/targets are met

• Lead, manage and ensure delivery, reporting, and achievement of key Performance Indicators, milestones, strategies relating to Aboriginal Health for MLHD

• Lead innovation and transformation to develop new approaches for delivery of Aboriginal health, that support other directorate's delivery of health services to Aboriginal communities

SELECTION CRITERIA

1. You must be of Aboriginal descent through parentage and identify as being Aboriginal or Torres Strait Islander.

2. Demonstrated extensive knowledge and experience in a relevant field in a large and diverse service industry organisation, demonstrated transferable or equivalent capability skills/knowledge.

3. Proven ability to deliver outcomes at provide leadership and management expertise at a senior level.4. Well-developed interpersonal, verbal and written communication, consultation and negotiation skills with

ability to build and maintain effective collaborative relationships with a diverse range of stakeholders. 5. Demonstrated ability to address complex organisational issues using high level analytical, critical

appraisal and problem solving skills. 6. Demonstrated highly developed computer skills utilizing varied and appropriate computer applications

including word processing, data management systems, spreadsheets and information systems. 7. Demonstrated high level ability to use data/evidence to inform planning, implementation, evaluation and

performance management on health initiatives and strategies that improve Aboriginal Health models of care and organisational performance.
