Overview of the Business Area

This role is in the central Financial Accounting and Control Team (FACT). In addition to being DCMS’ financial and technical accounting Centre of Excellence, the team leads in managing the financial control and operations of the Department, the National Lottery Distribution Fund and the production of the consolidated accounts of the DCMS Group.

The central Finance team (of which FACT is an integral part) is relatively small but growing and this provides opportunities for development not always found in a bigger department. Finance is high on the agenda and provides the opportunity to influence the direction of the Department for the future.

Director Biography:Jacinda Humphry - Interim Finance Director

Jacinda has been with DCMS as Finance and Commercial Director since August 2019 and brings with her a wealth of central government finance experience, most recently as Transformation Director at the Ministry of Justice. Before that Jacinda held director level finance roles at the Ministry of Housing, Communities and Local Government and the Department or Work and Pensions. She also sat on HM Treasury's Audit and Risk Committee.

Jacinda has three (almost) adult children and moved from Brixton to the seaside at the beginning of the year - just before lockdown began. She is a regular film goer, a voracious reader and a lover of London's art galleries - all of which she is looking forward to doing again soon. When she has time, she also attends drawing and painting classes but will never be more than an enthusiastic dauber. 5

Job description

We are recruiting an accountant to join the Financial Accounting and Control Team (FACT) and support both financial control and the production of the DCMS group consolidated annual report and accounts. This role is also expected to provide high quality technical advice to the wider business as required.

This is an exciting role which will provide the successful applicant with opportunities to work with the wider core department and a diverse group of Arm’s Length Bodies (ALBs), following a number of financial accounting frameworks including pure IFRS, UK GAAP and the Charities Statement of Recommended Practice. This results in the requirement to ‘align’ statutory accounts with the DCMS Group thus providing excellent opportunity for the successful candidate to develop knowledge across the range of frameworks.

● Responsible for provision of advice (both internally and externally), on complex technical accounting (and budgeting) issues

● Reviewing the year end data collection packs submitted by ALBs for the DCMS Group accounts to ensure these are complete, accurate and the submitted data passes all validations

● Preparation, reviewing, sense checking and proofreading the final DCMS Group accounts

Responsibilities and TasksYour responsibilities will include:

● Ensuring accounts comply with the FReM● Liaising with the National Audit Office and ensuring all

necessary documentation is available for audit● Supporting the implementation of the financial control

framework● Coordinating the clearance of relevant internal audit points

Grade: Band B (HEO/SEO)

Salary: £38,965 - £44,558 (For finance professionals at Band B who are fully qualified Chartered Accountants with membership of a finance professional body and who are currently working in a Finance role). The standard band B salary is £34,017 - £38,811. This role also comes with a Finance allowance of up to £5,000 dependant on qualifications held.

Contract: Fixed Term Appointment, Secondment or Loan for existing Civil Servants.

Length of contract: 2 years

Level of security required: CTC

Location: This role will be based in any one of DCMS's regional hubs. Hubs are currently based in London and Manchester, with further regional hubs set to be established in the near future. The hub locations this role is based in are displayed on the job advert.It is anticipated that the successful candidate will have the flexibility to work remotely, with the anticipation that they attend a hub location 3-4 times per week in accordance with the needs of the team. Frequent travel to other hubs may be required.

Salary and BenefitsSalaryThe salary for this post is set within the Band B pay range. Salary for a serving Civil Servant will be within normal rules of appointment on level transfer or promotion.

This includes:● 26.5 days annual leave on entry increasing to 31.5 days after 5 years’ service. This is in addition to 8 public holidays.

Yes. This role is open to suitably qualified people in the external market and to existing civil servants and those in accredited Non-Departmental Bodies.

No. This role is being offered on a two year fixed term appointment, secondment or loan for existing Civil Servants.

Further InformationTerms of Appointment

Appointments through this campaign will be on a fixed term basis, secondment (or loan for existing civil servants) for a period of 2 years.Terms of appointment for a serving Civil Servant (loan/permanent) would be by agreement between the individual and their current department, and within normal rules of appointment on level transfer or promotion.

The expectation within the DCMS is that staff will normally remain in post for a minimum of 12 months for band C, 18 months for band B and 24 months for band A/AU, and you will not be eligible to apply for DCMS roles on level transfer during that time.
