As an elected City Councillor I'm standing for theDHB out of concern for those who've beenwaiting for surgery for years. I also have a biginterest in community health and preventativemedicine. I'm very concerned how NZ is losing

many of its doctors and nurses to Australia. I'm alarmed that 25%of people born in NZ end up living in other countries because ofbetter employment opportunities. As a City Councillor and nowMayoral candidate I've never shied away from asking the hardquestions. I was the only City Councillor to request the $330Million Orion/ Enerco windfall money be returned directly to thepeople. Instead, our big spending Council kept this money thenvoted for five more years of rate increases. Aged 42, I've been aself employed builder, food manufacturer and author for years. I am a 47 year old male, married with twochildren - Lee-Ann, in her third year atCanterbury University and Dean, a year twelvestudent at Riccarton High. My wife Barbaraworks as a seed laboratory technician at Lincoln

University. Since April 1995, I've been the Chief-Pilot for theChristchurch fixed-wing air-ambulance service. My first missionwas the retrieval of the survivors of the Cave Creek disaster fromGreymouth to Christchurch Hospital. In these six years, I've dealtwith the health system on a daily basis, not only through directcontact as we collect the patients from the wards, but also in thewider sense with frequent and regular dealings with theadministration. I have seen enough of the existing system to wantto try and improve on the service provided and get away from the'business' philosophy that currently pervades every patient decision.

I have been the manager for a successful nationalalcohol and drug rehabilitation programme underthe Nova Trust Board for the last 18 years. Iunderstand clearly the plight of persons withspecial health needs, and of Government health

policies and funding. I previously served 25 years as an officer inthe Armed Services. I served in military and civilian communitiesacross New Zealand and overseas. I gained valuable managementexperience and an understanding of the needs of people fromdifferent cultures. Now semi-retired, I'm willing to devote myselfto community service in the health sector, especially in the areas ofdisability and substance abuse. I wish to ensure that those who areoften disenfranchised are not forgotten. I realise the medical systemis in a period of change and that responsible use of limited funds inthis new environment will be required of health authorities.

around and do nothing, I now see that management decisions inhospitals must be handed back to those who tie the aprons oneveryday. That is the way forward and we all know it .... evenmanagement knows it. I'm committed to looking after our agedpeople better, and not letting rural health go onto the back burner.We must get waiting lists down and get patient staff ratios right.We need to keep spending on mental illness because theseproblems impact on us all if the balance is wrong. Working inEmergency I see the results of alcohol, drugs and violence. OneSaturday night in there demonstrates we have a long way to go.

Criminalisation is a very poor health serviceindeed. Prohibition of cannabis in particular failsall ethical and quality standards. Empoweringpeople with informed choice is key to improving,promoting and protecting the public well-being.

The smoke-free environments amendments can treat marijuana liketobacco, with credible health warnings, harm reduction (vaporiseruse) and/or replacement therapies. Adults have the right toparticipate in environments where there is mutual consent andrespect. Deglamorise drugs, ban alcohol advertising, rationalise thesystem, and divert hundreds of millions of justice system harm forlegitimate health services. NZ needs to kill a lot fewer animals,and encourage enlightened alternatives, organic horticulture - andnutritionally complete hempseed. Biomass derived fuel can clearup the air. Anything made by hydrocarbons can be made withcarbohydrates. Indiscriminate car use spoils and toxifies our city -free public transport and give cyclists the smokefree air we deserve.

I am standing for the DHB because I believe Ihave a lot to offer. I have been a member of theboard since last year and now understand theissues before us. I live in St Albans with my wifeand 3 children. I have held various senior

management positions over the last 14 years and am currently adirector of Housing New Zealand. I am self-employed and work inorganisational development and change management. Previously Iwas CE for Ngai Tahu Development Corporation. I have strengthsin strategic planning, community development and financialmanagement. Currently a District Health Board member, I havea broad-based understanding of health andwellbeing, having worked in health education andtraining for many years. After qualifying as anurse, I gained relevant qualifications in health

economics and in public health. My experience includesmanagement - and budget-holding and balancing! A priority for meis restoring confidence in a public health system that is accessibleto all who need it. It must also be as effective as the limited fundsavailable can deliver. Encouraging service providers to work co-operatively and innovatively to achieve immediate and long-termhealth gains is another priority. for four years, worked for NZ Care (Physical and IntellectualDisabilities) and am currently employed at the Step Ahead Trust(Psychiatric Disabilities). Because of my experience within thecommunity, I believe that I can empathise with the consumers ofour health system, understand their issues & needs thus providing avoice for change. My ambition is to provide a mature and solidhealth care program within the community where we live, byenhancing the current programs that are in place to ensure a stablehealth care system.

I believe that everyone has a right to expect themaximum assistance in achieving the best healthpossible. Health is not simply the absence ofdisease, it is a far wider issue that involves thetotal environment within which the individual

operates. Good health is the result of the efforts of the individualwith the assistance of the relevant health care expert and equalaccess to resources throughout the community. It is not enough forhealth care experts to isolate themselves waiting for patients toappear on their doorstep and in their setting. I wish to commit mymany years of wide based nursing experience to ensuring thathealth care is not something that waits at the bottom of the cliff. Ihave no fixed political allegiance and am therefore able to representthe people of Canterbury and not a political party agenda.
