Overall OBJECTIVES :

1Improved regulatory frameworks, functioning national CDM entities (Designated National Authorities or DNAs), pipelines of possible CDM projects, and clear definition of baseline parameters that form the basis for possible political endorsement and project agreements.

• Phase 1 (until end 2002) – Preparation– Develop a work and organisation plan for phase 2

• Phase 2 (2003-2005)

1. Assist in enhancing capacities towards access to CDM

2. Assist in setting up institution for CDM and develop capacity
