“warships/public vessels, fishing vessels & pleasure yachts, wood ships of primitive build” is quoteded directly in the Code. vessels operating in U.S. inland waters and vessels operating exclusively on the Great Lakes are considered to be operating in domestic trade and therefore do not fall under STCW. 46 CFR 10.202 (l). Only the “maritime crew” of s self-propelled Mobile Offshore Drilling Unit (MODU) need STCW. 46 CFR 10.202 (l) Neither any person serving on any of the following vessels, nor any owner or operator of any of these vessels, need hold STCW certificates or endorsements, because they are exempt from application of STCW: (1) Uninspected passenger vessels as defined in 46 U.S.C. 2101(42). (2) Fishing vessels as defined in 46 U.S.C. 2101(11)(a). (3) Fishing vessels used as fish-tender vessels as defined in 46 U.S.C. 2101(11)(c). (4) Barges as defined in 46 U.S.C. 2101(2), including non-self-propelled mobile offshore-drilling units. (5) Vessels operating exclusively on the Great Lakes or the inland waters of the U.S. in the straits of Juan de Fuca inside passage. Exempt from STCW due to vessels operating in domestic trade and/or being less than 200 GRT However, once passenger vessels of less than 100 GRT or vessels of less than 200 GRT operate beyond the boundary line, they will be required to satisfy STCW up to the limitation on the license. STCW certificate is considered an “endorsement” to a U.S. license. A mariner receives both a license and an STCW certificate. Some countries only give out STCW certificates. The U.S. is a signatory to STCW 95 but has not signed into law STCW 95. STCW can be found in the federal regulations. The authority to issue a license is found in the regulations. By issuing the license, the mariner has been found to satisfy national requirements and if STCW requirements are satisfied then the STCW certificate is endorsed to the license.

NVIC 02-02 NVIC 01-06 In order to qualify for a Rating Forming Part of a Navigational Watch or Engineering watch, the mariner must satisfy: 1) sea time 2) practical assessments Special training consists of 16 hour classroom instruction. 46 CFR 12-02.7: (d) After January 31, 1997, each person serving as a rating forming part of a navigational watch on a seagoing ship of 500 gross tons or more shall hold an STCW endorsement certifying him or her as qualified to perform the navigational function at the support level, in accordance with STCW (incorporated by reference in §12.01–3). (e) After January 31, 2002, each person serving as a rating forming part of a watch in a manned engine-room or designated to perform duties in a periodically unmanned engine-room, on a seagoing ship driven by main propulsion machinery of 750 kW [1,000 hp] of propulsion power or more, shall hold an STCW endorsement certifying him or her as qualified to perform the marine-engineering function at the support level, in accordance with STCW.

The U.S. is in the final stages of having a combined Merchant Mariner Credential (MMC) which combine four credentials into one. This was done for the ease of the mariner and Port State Control. Early 2009. Improved security of mariner documents. TWIC derived from the Marine Transportation Security Act of 2002. They are bio-metric, tamper resistant ID cards required of all merchant seaman, stevedores, longshoreman, truck drivers, facility workers… which will give them unescorted access to ports, vessels and outer continental shelf installations. Fully implemented by April 2009.

USCG committed to restore trust and improve professionalism and overall service to the public and marine industry We will accomplish this by: Clearly articulating expectations re: professionalism Providing additional field resources/improve responsiveness Working more closely with industry and soliciting feedback Improving training/establishing Centers of Expertise Improvement will be an ongoing process Even before the current marine safety improvement initiative, the Coast Guard was actively engaged in improving training and our inspector qualification system. In the spring of 2006, we overhauled the basic marine inspector training by developing and putting in place a new separate Port State Control Officer course. This three-week course, having replaced a week-long module in the Marine Inspector’s Course, provided the additional training and focus necessary for novice port state control officers. We have made continuous improvements to this course since 2006. In the spring of 2007, we overhauled the performance qualification standards, or PQS, and many of the inspector job aids. The job aid review/overhaul is continuing. The PQS outlines knowledge expectations the Coast Guard has for the various flavors of vessel inspectors. For example, we have 5 different PQS books for port state control officers (PSCOs), the Port State Control Examiner (basic PSC), FFVE (foreign freight vessel examiner), FTVE (foreign tank vessel examiner), FGCE (foreign gas carrier examiner), FCTE (foreign chemical tanker examiner, and the FPVE (foreign passenger vessel examiner). Other professional development initiatives underway include revitalization of the Industry Training Program and establishing Centers of Expertise, or COEs.
