The role of landscapingCardiniaShire’spopulationiscontinuingtogrowatarapidrate.Alongsidethistheamountoflandscapingbeingdeliveredaspartofthecontinuedsubdivisionofthecentralgrowthcorridorandtheoutlyingsmallergrowthareasisalsoincreasing.Theshire’spopulationisexpectedtoriseby98percentoverthenext20yearswhichwillhaveadirectimpactontheneedforpublicopenspaceatalocallevel.

Thedeliveryoflandscapingandopenspaceinnewsubdivisionsismovingawayfromprivate‘backyards’andrelyingmoreandmoreonthepublicrealm.Aslotsizesbecomesmallerandbuildingfootprintsoccupymoreofthelot,theroleofpublicopenspaceisbecomingevermorevital.Inmanynewstreets,theonlytreestobefoundareinnature-stripsandthemainoutdoorrecreationspacesarelocalparks.Theprovisionoftreesandopenspacesisthusbecomingextremelyimportant,notonlyaestheticallybutinreducingthe‘urbanheatisland’effectandreducingtheenvironmentalimpactofnewdevelopments.Councilacknowledgesthecommunityandenvironmentalbenefitsofwell-designedpublicopenspaceandencouragescreativity,sustainabilityandinnovationinlandscapedesign.

Councilhascategorisedtheshire’sopenspacesintofivetypesandorganisedthemintoahierarchyfromregionaltolocal.Thesefivetypesare:• regional• municipal• district• neighbourhood• local.

TheroleandfunctionofeachopenspacetypeisoutlinedinTable1.Thistableisindicativeoftheminimumacceptablestandard,itisnotintendedtobeprohibitive.Inclusionofadditionalassetswillbeconsideredonacasebycasebasis.Ingeneral,linealwalkwaysarenotsupportedwithoutsufficientjustification.Theprovisionofinfrastructureandfacilitiesinopenspacesneedstobeappropriateforandreflectiveofthetypeofspace.Inplanningforactiveopenspacereserves,developers are also directed to Council’s Recreation Reserve Facility Standards Policy which outlines Council’s approach to the construction of sport and recreation facilitiesintheshireandcanbefoundonourwebsite.

Contacting CouncilAnumberofaspectsmustbeconsidered in creating and assessing a landscape master plan.Allcorrespondencerelatingto landscape master plans must bedirectedtoCouncil’sstatutoryor strategic planning teams as appropriate.Applicantsareaskednot to liaise directly with the Landscapedevelopmentteam.Pre-applicationmeetingsareencouraged prior to lodgement ofsubdivisionapplicationsandcanincludemembersofCouncil’slandscape development team uponrequest.

Council has categorised the shire’s openspacesintofivetypesandorganised them into a hierarchy fromregionaltolocal.Thesefivetypes are:• regional• municipal• district• neighbourhood• local.

Environmental considerations and pre-planningCouncilactivelyseekstoprotectandenhancethenaturalenvironmentandencouragesustainablepracticesinthedevelopmentofopenspaceareas.Theenvironmentalassetswithinthesitemustbeconsideredatthecommencementoftheplanningprocess.Aspartofaplanningpermitapplication,abiodiversityauditofthesitemustbeundertaken(unlessotherwiseagreedbyCouncil,e.g.thisisnotrequiredinOfficerPSParea),preparedbyasuitablyqualifiedecologistandmustincludethefollowingasaminimum.

• Asurveyforthreatenedspeciesortheirhabitat,basedondesktopanalysisoftheirlikelihoodofoccurrence.

• Ifanythreatenedspeciesortheirhabitatarefoundonsiteornearby–asite-specificorprecinct-specificthreatenedspeciesmanagementplanisrequired.ThismayneedtobeapprovedbytheAustralianGovernmentEnvironmentDepartment.

• Asurveyedsiteplanshowingallnativevegetation(patchesorindividualscatteredtrees)existingonsite.Vegetationneedstobeeithershownforproposedretentionorremoval.

• Adescriptionofthevegetationincludingtheunderstoreytoberemoved,includingthespecies,extent,numberandsize(diameterat1.3metresabovenaturalgroundlevel)ofanytreestoberemovedandtheEcologicalVegetationClass(EVC)ofthepatchesofnativevegetation.

• Awrittenexplanationofthestepsthathavebeentakento:– avoidtheremovalofvegetation,wherepossible– minimise the removal of vegetation– appropriatelyoffsetorreplantvegetationasrequired.

InaccordancewithClause14oftheCardiniaPlanningScheme,naturaldrainagecorridorsshouldberetainedwithvegetatedbufferzonesatleast30metreswidealongeachsideofawaterwaytomaintainthenaturaldrainagefunction,streamhabitatandwildlifecorridors,andlandscapevalues,tominimiseerosionofstreambanksandvergesandtoreducepollutedsurfacerunofffromadjacentlanduses.Accesstoanenvironmentalfocalpointmaybeconsideredbutnotacontinuousincursionintothiszone.

Developmentshouldbeavoidedwithin30metreseithersideofcreeksandridge-tops.Thisincludesfootpaths,benches,playspaces,andresidentialproperties.Vegetationplantedwithincreekandridge-topcorridorsmustbechosenfromtherelevantEVCstandards.Thecreeksetbackmaybeincreasedto50+metreswithinthe growth corridor or priority waterways typically in accordance with precinct structureplans,threatenedspeciesmanagementplansoratthedirectionofCouncil’sEnvironmentUnit.

Landscape master plan design guidelinesAlandscapemasterplanaimstoprovideaclearoverviewofthelandscapingintentionsforthesite.Itneedstodemonstratethatdueconsiderationhasbeengiventolandscapinginthedesignanddevelopmentofthesubdivisionandthatallrequirementsoftherelevantplanningpolicydocuments(e.g.precinctstructureplans,structureplans,townshipstrategies,vegetationmanagementplans)havebeenmet.Thelandscapemasterplanneedstoaddresstheconstraintsand opportunities of the site analysis and give a clear picture of the completed development.Thiswillincludeitscharacter,functionandamenities.

Alandscapemasterplanshouldinclude:• anorthpoint• aclearandeasytounderstandlegend• bedrawntoasuitablescaleandprovideascalebar• existingandproposedcontoursandlevelsincludingfalls• textwhichiseasilyreadableifre-sizedtoA3• astagingdiagram• alocationplanorcontextplan• reserveboundaries• theareainsquaremetres• roadreserveandnaturestripwidths(naturestripwidthsshouldgenerallybe

OtherCouncilstrategiessuchasTheMunicipalPublicHealthandWellBeingPlan,HealthybyDesignGuidelines,PedestrianandBicycleStrategy,PlaySpaceStrategy,SkateandBMXStrategy,AgeFriendlyStrategy,mustalsobeconsideredasappropriatewhenpreparingalandscapemasterplan.ThesedocumentscanbefoundonCouncil’swebsite.

When developing a landscape master plan the following areas must be taken into consideration and reflected in the design outcome:

Drainage• Councilwillnotacceptpublicopenspacethatislocatedwithindesignatedflood

proneland.Anyopenspaceinfloodpronelandistobeprovidedaboveandbeyondtheopenspacerequirementsfortheland.

• Allareasofpublicopenspacemustbelocatedabovetheadopted1in10yearfloodlevel.

• Allinfrastructurewithinanopenspaceareashouldbepositionedclearof1in100yearstormwateroverlandflowpaths.

Water sensitive urban design• Theuseofwatersensitiveurbandesign(WSUD)treatmentswithinlandscaped

areasissubjecttoCouncil’sapprovalandmustbedesignedandconstructedinaccordancewithMelbourneWater’s Water Sensitive Urban Design Guidelines – South Eastern Councils.

• OnlytheWSUDtreatmentsnominatedintheCardinia Shire Council specific addendumtoMelbourneWater’sguidelineswillbeconsideredforuseinlandscapedareas.

Native vegetationInadditiontosignificanttreeswhichhavebeenindividuallyprotectedinaCardiniaplanningschemeoverlay,Councilprioritisestheretentionoflarge,indigenoustrees,particularlythosewithhabitathollows.Councilalsoprioritisestheretentionofallremnantbushlandareasincludingroadsides.WhenplanningfortheirretentionitisCouncil’spreferencethatremnantvegetationbeprotectedwithinanareaofpublicland(inprioritisedorder):1. bushlandreserves2. naturalresourceassets3. creekreserve4. passiverecreationreserves5. roadreserves6. largeroundabout7. widenedoutstandsofnaturestrips.

Asasecondaryoption,considerationmaybegiventoretainingtreeswithinlargerlots,typicallyover4,000squaremetreswithappropriatetreeprotectionenvelopesplacedonthetitle.Buildingenvelopesmustbesitedsothattheyarenotwithinthetreeprotectionzones,ordriplineofprotectedtrees.

NativevegetationoffsetsmustmeettheBiodiversityAssessmentGuidelines (oranysubsequentreplacementDELWPdocuments)andbetothesatisfactionoftheresponsibleauthority.Offsetsmustbesecuredpriortotheremovalorimpactstoanynativevegetation.Asafirstpriority,offsetsshouldoccurwithintheexistingbushlandareasofthedevelopmentorthenearestdevelopment.WhereaNativeVegetationPrecinctPlan(NVPP)applies,alloffsetrequirementsoftheNVPPmustbeachievedtothesatisfactionofCouncil.

Threatened speciesThreatenedspeciesareplantspecies,animalspecies,orvegetationcommunitiesthatarelistedundertheFloraandFaunaGuaranteeAct1988orEnvironmentalprotectionandBiodiversityconservationAct1999(FFGorEPBCAct).Eachdevelopment or precinct structure plan area may have its own threatened species managementplanwherethreatenedspeciesortheirhabitathavebeenfoundonsiteornearby.Theserequirementswillbecomeapparentthroughtheinitialbiodiversityassessment.

Ifathreatenedspeciesortheirhabitatexistsonsiteornearby,thedevelopmentsmayneedtobereferredtotheAustralianGovernment’senvironmentdepartmentundertheEPBCAct1999.Thiswillbecomeapparentthroughthedeveloper’sbiodiversityauditorfromCouncil’sEnvironmentUnit’srequirements.

Threatened species management plans often run for 10 years and can cover manydifferentrequirementsincludingbutnotlimitedtoculvertdesign,wetlands,dedicatedthreatenedspeciesmovementcorridors,structuresandrefugestoconservethespecies,weedremoval,educationalmaterialfordomesticanimalmanagementtoprotectthreatenedspecies,ormaybeacat-freesubdivision,revegetation and interpretive signage and/or virtual ranger to showcase the significanceofthethreatenedspecies.

Thisthreatenedspeciesmanagementplanmustbeprovidedtothelandscapearchitectsotherequirementscanformpartofthelandscapemasterplananddetailedlandscapedesign.

Arboricultural assessment and documentationAnarboriculturalassessmentmustbeundertaken,byasuitablyqualifiedperson(withaminimumLevel5inarboriculture),ofallexistingvegetationwithinthesiteandwithin10metresofthesiteboundary.Theassessmentmustincludetreeswithinroadreservesandanyothervegetationwhichisgoingtobeimpacted,forexample,thoughtheinstallationofservicesforthesite.

Theretentionofhealthyexistingtreesshouldbeprioritisedinthedesignofthedevelopment.Whereintendedremovalofatreeisshownontheplans,specificevidenceastowhythistreerequiresremovalmustbeprovided.

Play spacesTheterm‘playspace’isusedtodefineanentireareawhereplayoccurs,ratherthanjustplayequipmentcontainedwithinasoft-fallarea(i.e.organicsoftfallorrubberisedimpactabsorbingsurface).Playspacescanprovidestructuredand/orunstructuredplayopportunitiesandmayincludeacombinationofdifferentfeaturessuchasbuiltplayequipment(e.g.swings,slides,climbingstructures),pathways,openspacesforballsgames,naturalandlandscapedareas(i.e.containingrocks,sand,logs,waterfeatures)andsupportinginfrastructure,suchasseating,picnicfacilitiesanddrinkingfountains.

Whenselectingplaygroundequipment,preferenceshouldbegiventoAustraliandesignedandmanufacturedproducts.AllequipmentmustmeetAustralianstandardsformanufactureandinstallation.Councilistakingproactivestepstotrytoreducetheincidenceofgraffitiacrosstheshire.Playgrounddesignsshouldrespondtothisbylimitingtheinclusionofsurfacesthatwouldprovideacanvasforgraffitiandbeingconstructedofamaterialwhichallowsforeasygraffitiremoval.

Informal and natural playPlayspacesshouldincludeacombinationofformalandinformalplayopportunitiestoenablechildrenofallagestoparticipateinarangeofplaytypes,includingphysical,socialandcognitive(imaginative/sensory)play.Morespecifically,acombinationofformalplayequipmentandinformal/unstructuredareas,suchasopenspacesandnaturalfeatures,arerequiredtoenablechildrentocreatetheirownplay.

Theprovisionofnaturalfeaturesenhancestheplayexperienceforchildrenbyprovidingopportunitiesforinformal,creativeandexploratoryplaysuchasclimbingtrees,balancingonfallenlogs,makingcubbiesinbushesandrollingdownhills.Loosematerialssuchasrocks,twigs,sandandwatercanalsobeusedinavarietyofwaysduetotheirabilitytoactaspropsinchildren’splay.Natural/landscapedareas are also important in attracting parents and families to play spaces and contributetotheoverallappealandenjoymentoftheparksetting.

Avoidusingplantswithtracesoftoxicity,plantswhichproducehardseeds,plantswhichareattractivetobees,haveswallowablefruit,spines,sharpedges,abrasivetrunksorfoliage,andplantswhichareknowntoinduceasthmaandallergicreactionsaroundplayspaces.Theplacementofanynaturalplaybalancingelementsmustallowforaminimum1.5metrefallzone.

DrainageCouncilrequiresallplayspacestobedrainedadequately.Drainageplansmustbeincludedwithplanssubmittedforplayspaces.Detailsandspecifications,includinglegalpointofdischarge,ofdrainageelementsmustalsobeincluded.

ShadeShadeshouldbeprovidedforallproposedplayspaces.Council’spreferenceisfornaturalshaderatherthanadditionalphysicalinfrastructuresuchasshadesails.

FencingFencingaroundplayequipmentisgenerallynotsupportedinpublicopenspaceasitcanleadtoreducedlevelsofsupervisionandinteractionbetweenparents/carersandchildren.Additionally,fencingcandiminishachild’ssenseoffreedomandrestrictplayopportunitiesbysegmentingformalplayequipmentfrominformal/naturalplayopportunities.Fencingalsorequiresadditionalcapitalcostsandongoingmaintenancerequirements.

Inmostinstances,thefencingofplayspacesisnotrequired.Playspacesshouldideallybedesignedandlocatedawayfrompotentialhazardstominimisetheneedforfencing.Theuseofnaturalbarriers,landscaping,supportinginfrastructureorpartialfencingarepreferredmeansofdefiningaplayenvironmentand/orrestrictingmovementinacertaindirection.

However,somefullyfencedplayspacesshouldbeprovidedinkeylocationsthroughoutthemunicipalitytoprovideanoptionforparents/carerswhorequireasecureplayareafortheirchildren.Thisisparticularlyimportantforparentsofyoungchildrenandchildrenwithspecialneeds(i.e.autism,hearingimpairment),inadditiontoparentswithlimitedmobilitywhofinditdifficulttosuperviseandconfinetheirchildrentoadesignatedarea.Fencingmayalsoberequiredwhereaplayspaceislocatedincloseproximitytoapotentialhazardsuchasabusyroad,carpark,waterbodyorsteepembankment.

Whererequired,fencingshouldnotberestrictedtotheformalplayequipmentonly,butratheralargerareathatincludesbothformalandinformalplayareas(i.e.perimeterfencingthatalsoincludesopenspaceandnaturalareas).

Tree protection fencingTreeprotectionfencingmustbeinstalledinaccordancewithAustralianstandards(AS4970-2009)anderectedpriortoanymachineryormaterialsbeingbroughtontosite.Treeprotectionfencingistobeerectedaroundtheentiretreeprotectionzone(TPZ).TheTPZisanexclusionzonedesignedtoprovideforadequaterootspaceforthetreetoaccesswaterandnutrients,aswellastoreducetheimpactonthecanopyandstructureofthetree.

Processforretentionofallprotectedtrees:1. ATreeManagementPlanistobedraftedbyasuitablyqualified

professionalandimplementedbythedevelopertothesatisfactionofCouncil.Theplanmustimprovetheusefullifeexpectancyofretainedtreesandreducesafetyissueswhereatargetexistssuchaspath,playground,orfirebreak.Allremedialpruningandmulchingmustbeundertakenbyaqualifiedarborist,withaminimumLevel5inarboriculture,forthedeveloper,priortothehandovertoCouncil.

2. Allretainedscatteredtrees(notinpatches)musthavemulchedtree protectionzonesto5–10cmindepth.Mulchneedstobefreeofpathogensandweeds.Soilmoisturelevelstoberegularlymonitoredastemporaryirrigationmayberequired.

3. TreeprotectionfencingmustbeinstalledtothesatisfactionofCouncil’slandscapesurveillanceofficerpriortoworkscommencingandmustnotbemovedorremovedforthedurationofallconstructionworks.Thefencingistobeofsuitablyrobustconstruction(notflagsorbunting)to prevent access to the area throughout the construction period andshouldbeadequatelysignedandmaintainedthroughouttheconstructionperiod(seeFigure1).

4. Locatingbenches,paths,playgroundorotherinfrastructurewithindefinedpatches,treeprotectionzonesortreecanopiesshouldbeavoidedtominimisesafetyissuesandimpactsonprotectedtrees.

5. Roadsideswhichcontainvegetationtoberetainedaretobefullyfencedwith tree protection fencing prior to construction commencing and for the durationofconstruction.

SelectionofthetypeofVEMs,whethervegetation,fences,bollards,orhighbarrierkerbs,willbemadeonacase-by-casebasisinconsultationwithCouncil,withapreferenceforusingnaturalfeatures.DecisionswillensurethatVEMsmakeapositiveurbandesigncontributiontotheirlocality.

VEMswillbedesignedinaccordancewiththerequirementsandobjectsoftheDDA,suchthattheycontributetoprovidingcontinuousaccessiblepaths.Bollardswithouthorizontalelementsmustbeat1.75metrecentrestoexcludevehicles.MaintenanceandemergencyvehicleaccessmustbeprovidedinVEMsandopenspacefencing.

Boardwalks and decksCardiniaShireCouncilrequirestheuseofboardwalksacrossareasrequiringpreservationorprotection as a part of an integrated pedestriannetwork,andsupportstheuseofdecksasrecreationorobservationfacilitieswithinthatpedestriannetwork.ForDDAcompliance,pedestriansmustatall times have access to continuous accessiblepathsoftravel(CAPT).

Solar powered security lighting for car parking and reservesSolarpoweredlightstypicallyincludeabatteryandpanel,anddonotrequiretheinstallationofelectricalwires.Theseproductssaveoninstallationcostsaswiringisnotrequired,andpricingforsupplyandinstallationcanbesimilarorlessthantraditionallightingpoweredfromtheelectricitygrid.

Oncesolarpoweredlightsareinstalledongoingsavingsarerealisedasnoelectricitycostsareincurredfromtheunits.Greenhousegasemissionsarealsoeliminatedbyusingrenewableenergytopowerthelights.Batteryreplacementpresentsasignificantcostinrelationtothelightsandneedstobefactoredintothecost–benefitanalysisforeachsite.

Wherefinanciallyadvantageoustoinstallsolarpoweredpubliclighting,developerswillbeencouragedtodoso.Wherethetechnologyiscostneutralorclosetocostneutralonalifecyclecostinganalysis,itshouldalsobeuseddueitsenvironmentalbenefits.Thetechnologyisoftensuitableforlocationswheremainselectricalinfrastructureisnotreadilyavailable.

Councilhasadetaileddecision-makingprocessinrelationtotheuseofthistechnologywhenthereisalackofclarityastoitsadvantage.Anysolarpoweredsecuritylightingusedmustbeofhighqualityandhaveminimalmaintenancerequirements.AnyproposedrequiredpubliclightingwillrequireCouncilreview andapproval.

Once solar powered lights are installed ongoing savings are realised as no electricity costs are incurred from the units.

StreetscapesAllresidentialstreetswithinCardiniaShirearetobeappropriatelylandscapedwithstreettreesandturf.Streettreesmustbehealthyattimeofinstallation,freefromobvioussignsofpestsanddisease,orpreviouspestanddiseaseinfestation.

Treesmusthavegoodstructurewithasingledefinedleaderpresentforthemajorityofspecies,withgoodbranchingstructureandcleangraftsasappropriate.Treesshouldbehardenedtoconditionsandshowhealthygrowthhabits(newgrowthorbudsforappropriatespecies)withappropriatetrunkcaliperrelativetothetreespeciesandsizeandideallyself-supporting.

Nomajorscarringofbranchesortrunks,orremovalandretrainingofleadersshouldbeevident.Rootsshouldbehealthyandnotcirclingorgirdlingthetree.(AS2303:2015 Tree stock for landscape use can provide further guidelines on selectingqualitytreestock).

Streettreeswithin200metresofanynaturalfeature(creek,bushlandarea,protectednativevegetationpatch,ridge-top)mustbeanindigenousspeciesoflocalprovenance(nocultivars)unlessotherwiseagreedbyCouncil.

Unlessotherwiseagreedinwriting,Councilrequiresallproposedstreettreestobeina40cmcontaineratthetimeofplanting.Additionalmaintenanceperiodswillberequiredfortreeslargerthanthis.Thelengthofthemaintenanceperiodforadvancedsizeswillbedeterminedonacase-by-casebasisdependingonthespecieschosen.

All residential streets within Cardinia Shire are to be appropriately landscaped with street trees and turf.

Council’s street tree formula is as follows:• onetreeperlotonlotswitha

frontage of less than 20 metre• additionaltree(ortrees)forlots

with a frontage in excess of 20 metres

• additionaltwo(ormore)treeson corner lots along the side boundary.

Schedule7oftheRoadManagementActplacestheresponsibilitytoobtainconsentfromTheCoordinatingRoadAuthority,uponanypersonsundertakingworkswithinaroadreserve.Anytrafficmanagementundertakenneedstobeconductedbysuitablyaccreditedpersons/companies.

Guidelines for planting near intersectionsSafeintersectionsightdistance(SISD)needstobeachievedateveryintersection.The sight distances and sight triangles are set out in the AustRoads Guide to Road Design(Part4ATable3.2).

ToprovideSISDinresidentialareas,Councilprovidesthefollowingguidelines.

• Nonaturestrip(tree)plantingsaretobeplantedwithin20metresofthebackofkerbofasideroad,unlesstheplantingsareunder400millimetresinheightandwillnotgrowhigherthan400millimetres.

• Thesecondnaturestripplanting(tree)shouldbespacedaminimumof12metresfromthefirstplanting(tree).

• Alltreeplantingswithin50metresofanintersectionshouldbeupliftedtominimisethesightlineissuescreatedbyleaves/branchesbelow2.5metres inheight.

• Thisguideisapplicableto:– 50and60km/hlocalroadsonly;forhigherspeedroads,anindividual

assessmentwillneedtobeundertaken– tee,crossroadandroundabouttypelocalroadintersections– includesplantingsonanytrafficislandsorroundaboutswithinthe

intersection– intersectionsonessentiallystraight,flatalignmentswithnoothersightline

constraints.• TheaboveguidelinesiffollowedshouldallowSISDtobeachievedatall

Incomplete landscape works bondIfstatementofcompliance(SOC)isrequestedpriortopracticalcompletionofthelandscapeworksbeinggranted,thenanincompletelandscapeworksbondmustbeprovidedtoCouncilpriortoSOCbeinggranted.

Forstreetscapes,theincompletelandscapeworksbondistobecalculatedatarateof$375perstreettreeand135percentofthevalueofallotherlandscapeworks.Wherethisissubmittedasabankguarantee,thisisreturnedtothedeveloper at such time that practical completion is achieved in return for a 35percentmaintenancebond.

IftheincompletelandscapeworksbondissubmittedasapaymenttoCouncil,thenthefirst100percentisreturnedandonly35percentretainedtocoverthe24-monthmaintenanceperiod.
