EXECUTIVE SUMMARY
As my internship project I have worked on “Career Counseling Scheme”. The focus of my study on Career Counseling Scheme included the following: Understanding the scheme design both in terms of its operation and its
objectives. Assessing its implementation on ground level, meaning thereby, whether
the operation on ground complies with the guidelines provided for implementing the scheme.
Analyzing the awareness of the policy in the targeted segment of
population. Assessing the potential of the inclusion of ICT capabilities in the
implementation of the Scheme.
The methodology followed to achieve the above stated objectives included a
thorough study of the literature available regarding the schemes and
understanding them well. After that I visited various DEO’s and met a number of
beneficiaries in Vidisha, Ujjain and Jabalpur districts. Beneficiaries were
interviewed and findings on the basis of these interviews were discussed with my
guide Mr. R.K. Bajpayi, Joint Director, Department of Commerce, Industry and
Employment and under his guidelines, an analysis has been prepared and
recommendations have been made in the report. Regarding the Career
Counseling Scheme during my visits to above stated places; I had collected
reports on Career Counseling fairs and camps conducted there recently. Along
with that, a few general questions regarding these camps were asked from locales
there. After studying the collected reports and analyzing people’s viewpoint, I
have made few recommendations in the report.

BACKGROUND
Over the years direct employment opportunities in the organized public as well as
private sector have reduced considerably. With increasing emphasis on
competitiveness and efficiency, the Government has to reduce manpower in
administration. In recent years direct recruitment in Government jobs has almost
came to standstill. Government is now laying increasing emphasis on self-
employment and vocational training. With increasing population and decreasing
job prospects in the organized sector, the performance of Employment Exchanges
(Offices) in terms of submission made and placements achieved has also been
steadily declining over the years. Employers demand fewer and fewer candidates.
While the number of educated job seekers increases, very few candidates actually
get absorbed in permanent jobs.
With the increasing opportunities outside the public and government sector the
role of government has also shifted towards providing guidance to various job
seekers whose number has been exponentially growing over the years. For these
reasons the Scheme of Career Counseling and Job Fair were started by the
Government of Madhya Pradesh under the Department of Commerce, Industry
and Employment so that the students and job seekers could benefit from these
schemes and gain entry to the private jobs available in the market.

The Career Counseling Scheme
The scheme of Career Counseling has been newly started in the state of Madhya
Pradesh which was launched in the session 2008-2009 and has been effectively
running since August 1, 2008. Initially it was launched in 15 districts over 16
district employment offices. Then in the next session two more districts were
included to make it a total of 17 districts operational in 18 offices. In the current
session two more districts Khandwa and Guna have been included to take the
tally to 19 districts functioning in 20 offices (including CGC, Ujjain).
OBJECTIVES
The basic objectives of the Scheme are:
1. To provide professional guidance to the students of schools, colleges,
universities and other professional institutes through the DEO’s.
2. To develop understanding of the job market in the context of the present
economical scenario.
3. To provide suggestions and advice for developing employment potential.
4. To provide information regarding various professional and employment related
courses being offered in the various colleges, universities and institutes of repute
all over the world.
5. To provide guidance regarding the job openings in various public and
administration areas.
6. To provide guidance for choosing a profession, making changes in it and
aligning the same with one’s own interest and aptitude.
7. To provide information regarding various Self Employment Schemes, the
various facilities available under these schemes and provide guidance to develop
their own employment set up through these Self Employment Schemes.

8. To provide counseling to those who had been registered for quite a long time
but have not been able to find any employment.
9. To organize “Group Discussions” on Professional Guidance in various schools,
colleges and universities at the district and block levels.
10. To organize “Career Fairs” on Employment and Self-Employment at the district
and block levels.
TARGET GROUP
The Target Group for this Scheme is “All the Unemployed Youths of the State”.
ACTIVITIES
The major activities laid down through this Scheme are divided into two
categories:
A) Activities to be carried out in the DEO premises
1. Psychologists would note down the hobbies, interests and inclinations of the
applicants and help them choose the right professional course, employment or
self-employment as per their aptitude and provide them counseling without any
fees or charges. This kind of counseling would be provided at the DEO’s every
week at least once on a pre determined and pre informed date.
2. Similarly at the DEO, on a pre specified and notified date a Subject Matter
Expert would conduct sessions to provide guidance on various employment areas
so that the applicants would be exposed to different and wide variety of
opportunities. This would also help them to get more and more job prospects
pertaining to various sectors of employment and self-employment.
3. An expert would keep tract exclusively of the various professional and job-
oriented courses available at various schools, colleges, universities, and other
professional institutes worldwide. He would provide information regarding these
courses and the various procedures to get admission into the same. This would
also be done on a pre specified date in the DEO premises.

4. There are various schemes running at the State level which provides
employment and self employment opportunities to the unemployed youths.
There would be an expert exclusively for providing information about these
schemes to the applicants. He would also provide assistance in preparing the
project proposals for their respective self-employment projects.
5. The psychologists would hold discussions with those applicants who had been
registered with the Employment Office for quite a long time but have not been
able to find any kind of employment or self-employment in these years. There is
also a provision for conducting Group Discussions regarding these matters after
the completion of the counseling processes.
B) Activities to be carried out outside the DEO premises
1. Professional Guidance Seminars:
In the beginning of the academic session “Professional Guidance Seminars and
Talks” would be conducted in educational and technical institutions at the district
and the block level.
2. Professional Guidance Exhibitions:
In the beginning of every financial year “Professional Guidance Exhibitions” would
be conducted Employment and Self-Employment at the district and the block
level.
BUDGET ALLOCATION
88% of the entire budget allocated would be utilized for the Counseling and
Guidance of the applicants which would also include the Career Counseling fairs,
camps and exhibitions. The rest 12% of the allocated budget would be meant to
meet miscellaneous expenditure and purchase books, pamphlets, writing
materials etc.
SELECTION OF PSYCHOLOGISTS AND SUBJECT MATTER EXPERTS
1. The selection of the psychologists and the SME’s would be done by a panel
which would be formed every financial year. The selections would be done among

the capable and qualified professionals of that particular administrative region
under the DEO.
2. The panel will comprise of the following members:
1> The District Collector or any other official appointed by him. (Chairman)
2> Principal/Head of any post graduate degree college or institution situated in
the District Headquarters. (Member)
3> Chief Manager, District Industrial Center. (Member)
4> Principal of an Industrial Training Institute situated at the District
Headquarters. (Member)
5> Assistant Director/District Employment Officer of the concerned district.
(Secretary)
3. Every psychologist/SME would get a maximum remuneration of Rs 1000 for
one session.
4. For every week in a month a pre specified date would be chosen and among
the list of counselors selected by the panel (above) one psychologist and 3 SME’s
belonging to different areas of expertise would be invited to conduct the
counseling sessions.
5. The remuneration to the counselors would be paid through the vouchers which
would be cleared through an official procedure and would be subjected to audits.
6. The interests and personal preferences of the various applicants would be
tracked by the counselors and would be provided counseling on that basis. This
would be done through the VG-1 A form which would be filled up the candidates
prior to the counseling process.
7. The candidates would also be asked to fill a feedback form (in two copies) out
of which one copy would be given to the candidate and the other would be kept
in the office for future reference which would used by the counselors for a second
or third sitting if need arises.

8. If a psychologist/SME remains absent on a notified day of counseling then
his/her name would be dropped from the list of the counselors prepared by the
panel.
9. If a SME has not updated himself/herself with the information then his/her
name would be dropped from the list of the counselors prepared by the panel.
10. As a part of the counseling process a candidate can also discuss his history of
academics and employment related queries with the counselors. Detailed
discussions would be organized to reflect upon the reasons of failure and proper
guidance would be provided for enhancing the skill sets and improving the
employability of the candidates. All the required information would be provided
to the candidates and if need be photo copies of such materials downloaded from
the internet would also be provided.
11. A small library inside the DEO premises would be organized where candidates
would get access to various competitive magazines, books, newspapers etc for
enhancing their skills and getting information about various competitive exams
and jobs.
12. A large attractive board outside the DEO and a small attractive board outside
the counseling chamber would be put which would consist of information
regarding the dates and timings of the Counseling process. This information
would also be circulated through the regional dailies.

DEFINITON OF THE PROBLEM
The Career Counseling Scheme is a relatively new scheme started only two years
back. In that light the following objectives were kept in consideration while taking
up the research project:
1. Test the feasibility and acceptability of the ICT capabilities.
2. Devise a "follow up" mechanism for those who had sought guidance.
3. Find out links between Career Counseling and Job Fairs for mutual benefit of
both the schemes.
SIGNIFICANCE OF THE STUDY
This study on the Career Counseling Scheme will reveal the ground realities which
the district officials are facing while implementing the scheme at the field level. It
will give a clear picture about the expectations of the beneficiaries from the
scheme for whom it has been launched. The suggestions of various other
stakeholders like the counselors, district officials and parents have also been
captured which can also help us a lot in redesigning the scheme and suit it to the
needs of the target group.

METHODOLOGY USED
Type of Data
Both primary and secondary data from various sources have been used for doing
the analysis. However, more stress has been laid on the primary data as
secondary data might not give a true picture of the entire situation. Also obtaining
data from primary sources allowed me to interview the respondents first hand
and know their opinions on Career Counseling which further helped me to refine
my research.
Source of Data
The primary data was collected by visiting the districts physically and interviewing
the various categories of respondents. The secondary data was collected at the
various DEO’s and the Directorate.
Sample
123 respondents from across three districts were covered during the survey for
the category of “Beneficiaries”. Apart from that 14 number of parents, 16
numbers of prospects, 19 numbers of counselors, 5 numbers of district officials
and 3 number of publishing houses were also covered for the research.
Sampling Method
No sampling method was followed as such from my side. All the three districts:
Jabalpur, Ujjain, and Vidisha were chosen by the Department for the study. The
respondents of different categories were selected on the basis of simple random
sampling.
Method of Data Collection
Different questionnaires were designed for the various stake holders and used to
collect the data from the sample. Apart from that various interviews and group
discussions were also conducted to seek information on various topics pertinent
to the study of research.

DATA ANALYSIS
Following are the various characteristics of the sample population which has been depicted in the form of histograms and pie-charts (Please refer to the appendixes wherever applied. Links have been provided). 1. Gender of Beneficiaries: Out of the total 123 beneficiaries interviewed, nearly 63 % were males and 37 % females.
2. Age Group of Beneficiaries: The major chunk of respondents is below 25 years.

3. Educational Qualification of Beneficiaries: The maximum number of respondents was graduates followed by undergraduates.
4. Household Income of the Beneficiaries: Maximum number of respondents belongs to the 50 K to 1 Lac bracket followed by the 1 Lac to 1.5 Lac bracket.

5. Contact details of the Beneficiaries: Out of the total beneficiaries 12% have registered their Email id and 28% have registered their mobile numbers.
6. District wise Beneficiaries: The total sample consists of 50% respondents from Vidisha, 37% from Jabalpur and 36% from Ujjain.

7. Number of times counseling received: All the respondents have received counseling once.

PROBLEMS IDENTIFIED
At the DEO level:
1. Lack of Staff: The staff of the DEO is busy with the routine jobs of the office and
it is difficult to handle the process of counseling along with that. This becomes
even more difficult in situations where they get additional responsibilities like
election duty and census survey etc.
2. Lack of infrastructure: Though there has been mention of a counseling chamber
in the scheme, yet there is not sufficient and appropriate infrastructure in the
DEO for this purpose.
3. Unwillingness of applicants: The applicants are not proactive to avail the facility
of counseling and the district officials have a tough time convincing them to go for
the same along with their registration process.
4. Lack of awareness: Even though information is rolled out well in advance
regarding the dates and timings of the counseling processes, yet the applicants
are not aware enough to track these events and sometimes miss the golden
opportunity.

At the Counselor level:
1. Lack of time: The counselors are not hired either on full time basis or on
contract basis. Almost all the counselors are working professionals either in a
government or private set up or are running their own businesses. This leads to a
time crunch on their part and it is difficult for them to be present on a specific
date and time set by the district officials.
2. Lack of training: There is not any provision for providing training to these
counselors which would actually give them a better understanding of the current
trends in counseling and would also help them to suit the needs of the district
specific concerns of the beneficiaries.
3. Job insecurity: Due to the absence of any sort of contract between the
government and the counselors, there is an underlying feeling of insecurity which
haunts the minds of the counselors. In spite of delivering good performance there
is no certainty of their being selected for the next session.
4. Lack of a Knowledge Repository: The SME’s feel that there should be a
knowledge repository where the information regarding varied fields would be
complied for a ready reference during the counseling session. Due to a large

number of upcoming fields of employment/self-employment it becomes
practically impossible for them to keep track of all the fields.
At the Applicant level:
1. Unpreparedness: The students are not in a proper frame of mind to receive
counseling when they go for the registration process. Moreover the minimum
level of understanding about career development is also missing. This makes the
process of counseling somewhat “One-way” activity where the counselor goes on
giving information but the receiver (the applicant) is not able to assimilate and
relate the same to his career goals.
2. Low awareness: The applicants are not aware of the crucial information
related to their career and employment. They feel that there should be a proper
mechanism or platform where in they can procure the entire career related
requisite information in one basket.
3. Lack of motivation: The applicants feel that they are not adequately motivated
to seek information related to their career and hence display a lackadaisical
attitude towards important career events like Career Counseling and Job Fairs.

4. Lack of support: In most of the cases, the applicants feel that they are not
rendered enough support from either their family members or government
officials to give shape to their career by actively being part of programs like
Career Counseling and Job Fairs.

CONCLUSIONS
1. The Career Counseling Scheme has been quite successful in all the three
districts under study and has also shown signs of progress since its inception two
years back.
2. The awareness level regarding the Scheme is low but can be improved as it is a
relatively new scheme.
3. The parents are an integral part of the student’s life as far his/her career
development is concerned.
4. The number of days for weekly counseling has been reduced which has a
detrimental effect on both the quality and quantity of the counseling services
provided.
5. The awareness about Career Counseling and other employment related
activities like Job Fairs is quite low and needs to be addressed.
6. The existing infrastructure needs to be upgraded for effective Career
Counseling activities.
7. The feedback mechanism of the process needs to be updated and redesigned
as the existing one is not good enough to track the progress of the applicants.
8. There are no specific guidelines set for the qualifications and certifications of
the Psychologists and SME’s as per the existing policies.
9. The officials of the DEO face difficulties to manage their routine activities along
with the counseling processes.
10. The applicants as well as their parents showed a lot of enthusiasm and
positive attitude for such schemes to prosper.

RECOMMENDATIONS
1. Feedback Mechanism:
Though feedback forms have been designed which are given to the students, yet
from the interviews with the beneficiaries as well as the counselors it is evident
that there is a lack of a proper feedback mechanism in place.
The feedback can be registered through a simple process involving a few phone
calls to the applicants. The counselors who have counseled a particular set of
applicants can be given a consolidated list of those applicants whom he/she has
counseled. While the counselor visits the office for further counseling he can give
a call to some of the applicants whom she had counseled and register his/her
current status. Additionally he can call the applicant for a second sitting if need
arises.
Alternatively, this can be done by an official and the same be conveyed to the
concerned counselor. But keeping in view the staffing constraints and also to have
a better and effective communication the former method can be used.This way of
getting the feedback and update from the students is better and more effective
compared to simply filling a form at the time of counseling.

2. Information Repository:
The Subject Matter Experts should have an access to an Information Repository
which would act as a ready reference for them while counseling. To build the
Information Repository we need not incur a heavy expenditure. It can be built by
registering the past experiences of the counselors and the effective use of the
internet.
A list of the most frequently encountered fields of employment can be tracked
and simultaneously efforts can be geared to collate all the requisite information
related to these fields can be compiled by the help of the counselors and the
district officials.
3. Link between Career Counseling & Job Fairs:
Career Counseling and Job Fairs are very similar schemes in nature as far as
providing employment to the applicants is concerned. The end objective of the
Career Counseling scheme is to provide the right kind of employment to the
applicants as per their aptitude and skills. Thus there should be a link between
these two schemes which would help the applicants in a better way.

In fact, Job Fairs are not common phenomena (they happen once in 3 or 4
months). An applicant who is in urgent need of a job is unable to utilize the facility
of getting employment through the Job Fair scheme.
If a database of the companies is created which would contain key information
like the contact number and address of the companies, then the district officials
can be in constant touch with them. Also the information about the various
openings in the company can also be obtained and thus the needy candidates can
be informed about the vacancies and the process of getting into the company.
4. Centralized Cell:
A centralized cell for “Career Counseling” can be formed at the State Level which
would monitor all the activities at the district and division level and help them in
effective implementation of the Scheme.
The main role of the Centralized Cell would be to address the district specific
concerns related to the implementation of the scheme and devise means in
consultation with the district officials to sort out the issues keeping in view the
specific needs of the district/division.

The additional role of the Cell would be to coordinate the various activities of the
districts/divisions which need to be addressed at the state level.
For example, there is a recommendation for tying up with the various publishers
and get complimentary copies of competitive books and magazines and thus save
some part of the allocated budget which could be utilized on other heads of the
scheme. This can be done at the state level and every district/division need not
contact the publishers individually.
5. Tie up with Publishers:
Some publishers who specifically publish books pertaining to competitive exams
can be contacted and requested to provide complimentary copies of such books
and periodicals which would save a part of the budget.

There is in fact a good reason for which the publishers would be more than happy
to join hands with the government for this act. The publications of these
publishers are being displayed in the DEO’s where hundreds of applicants flock
the office which are in fact the prospective customers for them. Thus this would
be a good way of promoting and advertising their reading materials.
6. Have separate timings for Registration and Counseling:
The counseling process is generally done at the time of employment registration.
The applicants who had come for only registration are not in the mental frame of
mind to get the counseling at that time. Thus it becomes a sort of compulsion for
the students to take part in the counseling process. This in turn brings down the
interest of the applicants and the whole purpose of counseling gets defeated.

Thus there should be separate timings for Counseling where the applicants would
be prepared with their queries and doubts about their career development and
would discuss the same in a positive way and thus get the maximum benefit.
7. Use Institutional Mechanism:
The district level officers can collaborate with the various educational institutions
and take their help in creating awareness about Career Counseling so that the
applicants would know exactly the purpose behind such activities and relate it
better to their academic and professional life.

8. Mass Counseling followed by individual counseling:
The counselors feel that most of the applicants have no idea regarding Career
Counseling. Thus when they are counseled they are not able to ask proper
questions which would help them to move ahead in their career.
Thus they feel that before rendering individual level counseling they should be
first given a mass counseling which would introduce them to the process of
Career Counseling by giving them a brief idea about what it is and how can they
benefit from the process.

Apart from that modern use of psychological tools like psychometric tests, etc can
also be performed through the use of ICT capabilities which are not only hassle
free but also quicker, easier and more effective as far as recording and retrieving
of data is concerned.
One additional benefit of ICT capabilities would be the use the ICE (Information
Communication and Education) tool to inform and communicate the right
information and thus educate the target group regarding the features and aspects
of the process to enable them to extract the maximum benefit from the scheme.
10. Online Career Counseling:
Though it is not an immediate recommendation (since most of the applicants are
not very comfortable with the use of internet), yet in near future it can be used to
save time and avoid scheduling problems for personal counseling sessions.

11. Profile Based Counseling:
As suggested above that the employment registration process and that of Career
Counseling should be done at separate times, we can leverage the time lag for
providing profile based counseling which would best suit the needs of the
individual.

12. Tie up with Professional Institutes for Career Fairs
There are lot of professional institutes which provide coaching, guidance and
training to students and job seekers for preparing for competitive exams and jobs.
The district officials can collaborate with these institutes and ask them to put up
stalls in the career counseling fairs which would serve three purposes:
1>These professional institutes can give more specific information related to the
specific career that the applicant is seeking.
2> They can also be asked to pay a nominal registration fee for the purpose which
can be utilized towards the expenditure incurred on organizing such fairs. Since
this would be a golden opportunity for mass advertising at one particular place in
a span of 2-3 hours these institutes would agree to join hands with the
government for the purpose.
3> A lot of applicants would get attracted to these fairs as they would like to get a
firsthand knowledge about their dream careers/institutes which can help them
achieve their careers.

13. Counseling the Parents:
During the field visits I found that though all the parents were not highly educated
yet they played a very significant role in the career of the applicants. They were
also not much aware of the on goings in the employment sector. They still felt
that since their ward has been registered with the DEO, one or the other day
he/she would get a “Sarkari Naukri” (meaning Government Job) and would not
have to make any additional efforts to prepare and develop the skills required to
get employment.

Thus, when the parents are also counseled along with their children they would
also come to know the ground realities and thus help and support their children
to make that extra effort in acquiring the modern skills and knowledge to latch on

14. Contractual Commitment:
A contract can be signed between the Counselors and the Government which
would serve two purposes:
1. Reduce the uncertainty element from their minds.
2. Increase their accountability towards their work.

15. Multistage Counseling:
From the survey and field study, it was quite evident that one sitting for
counseling is not sufficient to actually provide any substantial help to the
applicants. Therefore we can go for multistage counseling which was also a strong
recommendation received from the professional counselors.
In stage 1, a basic interaction between the applicant and the counselor
(psychologist) can be arranged and the details recorded.
In stage 2, specific queries can be addressed which would be already prepared by
the applicants before counseling.
In stage 3, any kind of problems or hindrances faced or further refinement of the
queries can be addressed either by personal interaction or phone call.
