WELCOMING
Dear Alumni,
Youth unemployment is a major challenge in Kenya. It currently
stands, according to the World Bank, at around 17% but is expec-
ted to double until 2050. Approximately 800.000 young peop-
le enter the labour market every year and lack of employment
could lead to an increase in crime, radicalization and political
instability. At the same time, young people present an immense
opportunity that can support Kenya’s economic, social and po-
litical development.
Hence it is vital to proactively engage with the challenge of
youth unemployment. Technical Vocational Education and Trai-
ning (TVET) is an important component of a sustainable and ulti-
mately successful response to that challenge.
However, Kenya is not the first country facing this challenge and
can learn vital lessons from others.
For example, Germany has a robust dual vocational training sys-
tem which incorporates learning in schools and applied learning
in companies. Youth unemployment in Germany is around 7 %.
Factors facilitating this success are:
- A mix of theory, management, administrative skills and applied
learning in companies and schools;
- Demand orientation (not supply orientation);
- Ownership, responsibility, implementation and financing th-
rough the private sector;
- Long-term planning and design to yield sustainable results;
- Appropriate policy environment in order to overcome fragmen-
tation and duplication;
- And finally, Government certification of programmes and insti-
tutions, which is important to ensure comparability and univer-
sal recognition of qualifications.
Germany is keen to support Kenya’s efforts through sharing ex-
periences and challenges in addressing youth unemployment.
An approach based on partnership will help to close the gap
between the current situation and Kenya’s ambitions as set out
in the Vision 2030. Thus, “Promotion of Youth Employment and
Vocational Training” will become an additional focus area of Ger-
man Development Cooperation in Kenya.
Close coordination and cooperation between the Kenyan go-
vernment, development partners and the private sector is
indispensable in order to overcome the challenge of youth un-
employment and harness the transformative power of the youth.
I wish you a successful event.
