What is the CARES Act?• Federal emergency funding to assist businesses recover from fiscal impact of Covid-19• Narrowly defined categories of approved expenses- all Covid-19 related• NOT a means to offset loss revenues• Various local fund managers approved to distribute large buckets of funds, monitor and report to County Council• All funds must be spent and reported on by end of Dec 2020 (eligible expenses from March 27 to October 15, 2020)
• Greenville County Council received $91 million, allocation includes:• $70m Small Business relaunch• $5m Minority Small Business relaunch• $1.5m County Government fund• $1m Municipal Government fund• $3.5m Housing and Childcare fund ($1.71m for childcare)

$1.71 MillionTo help childcare providers continue to serve children and help families return to work
$1,000 Registered/Licensed Family home providers (40 total)
$5,000 Licensed childcare providers with DSS capacity of 50 or fewer (14 total)
$10,000 Licensed childcare providers with DSS capacity of 51 or more (142 total)
$140,000 Bulk purchasing of personal protective equipment and childcare supplies
$50,000 Communications pieces to help parents understand protections present in Childcare centers

Who is eligibleProvider must be:• Licensed childcare centers or Registered family child care home providers
• Registered childcare centers will be waitlisted and funded on first-come first-served basis as funds are available
• Faith based providers ARE ELIGIBLE. Government funded providers (e.g., SHARE, Greenville Schools ARE NOT ELIGIBLE
• In good standing with DSS• Either currently open, or intends to re-open by Labor Day• Physically located within Greenville County• Registered as a Greenville County business (or intend to register by Sept 3)

Face Shields and MasksContactless thermometer Materials needed for parents, staff, children, volunteers
Contracts “substantially dedicated to Covid-19 related response”

Facility disinfectant cleaning supplies Cleaning and disinfectant equipment and suppliesClassroom equipment Personal sets of materials

What are ineligible expenses?• Payroll expenses related to day to day staffing costs
• Payroll expenses related to lost wages
• Business expenses related to day to day operations
• Revenue to offset lost income
• Expenses prior to March 27
• Expenses without backup documentation (receipts, invoices, reports)

Note: Funding is reimbursable grant with an advance
Approved provider will receive 50% of funds within 2 weeks of approvalProvider then must submit receipts and documentation to be reimbursed for balance of funds(*) Exception: Family childcare home providers will receive full $1000 in advance
Example:Kids Heaven is a licensed provider that serves 52 studentsThey are eligible for $10,000
Submit application and is approvedReceive a check for $5,000 (first half as advance)Once they submit allowable receipts for $10,000 will receive a check for remaining $5,000
If they submit receipts for $6,000, they will receive a check for remaining $1,000On Oct 15, unclaimed $4,000 will be awarded to a waitlisted provider

Timeline for fund disbursement
July 6 Anticipated opening of funding applicationApplicants approved on revolving basisOnce notified of approval, check will be mailed within 2 weeks
Applicants can submit reimbursement request for 2nd payment at any timeReceipts and request will be approvedOnce notified of approval, check will be mailed within 2 weeks
Oct 15 Deadline for applicants to submit reimbursement request for 2nd payment
Nov 1 All unspent funds will be allocated to:Waitlisted registered providersPossible additional funds to previous recipients

Expectations of Childcare provider• Be an eligible childcare provider in good standing with DSS• Either be open and operating or commit to open and fully operational by Sept 2, 2020• To provide accurate and timely information in application and follow-up reporting• To provide copies of receipts or invoices for approved expenses at close-out• To provide additional data as requested by Greenville First Steps and Greenville County Council• Consent to additional surveys (as needed) to measure impact of funds• Consent to Greenville First Steps and County Council featuring provider in communications and reporting
