Guidance provided by AMC and MICA based on analysis of Treasury Guidelines:

Most Limited: Reimbursement of direct and documented personnel time.

Moderate: Scaled down use of Treasury’s guidance providing blanket eligibility for public safety and health expenses

• Public Safety – Presume payroll expenses for certain functions are necessary for COVID-19, including patrol,

jail staff, and emergency services.

• Public Health – Presume all public health staff cost (net outside revenues) are necessary for COVID-19

• All other Departments – Reimbursement of direct and documented personnel time.

Most Expansive: Using the Treasury guidance’s blanket public safety and public health blanket eligibility language.

• Public Safety – Presume payroll expenses for all functions are necessary for COVID-19.

• Public Health – Presume all public health staff cost (net outside revenues) are necessary for COVID-19

• All other Departments – Reimbursement of direct and documented personnel time.

T-Mobile - meeting with Social Services as hot spot proposal aligns closely to the

Social Services request

SE Wireless – has no more capital to invest than offered, partially redundant with

HBC request

Gigabit – talking with CDA, some buildings have already agreed to exclusivity with

other providers

Access Communications – Already agreed to covering 2 townships (wireless),

does the County want to allocate $ for wireless service?
