BACKGROUND 

The market for the Caribbean was small and not likely to attract CDM project benefits in the order of magnitude if this was done on an individual country basis. Regional approach to Climate Change negotiations. Mandate from Caribbean Ministers,1977

RATIONALE 

To implement a Regional CDM strategy to enable Caribbean countries to pool their resources and develop region-wide projects to take advantage of the significant benefits which could accrue from building of projects.

To build regional long-term capacity for CDM participation overtime.

HIGHLIGHTS/Key IssuesThe Baseline Study of the Power Sector was:

• A projection of emissions under a “Business as usual”scenario.

• Determined additionality.

• Quantified projections of certified production.

• Identified two (2) approaches to Baseline Development.– Unique project specific baselines for each project using available data

relevant to a particular project – Multi-project baselines - Several projects with assessment against one

baseline. (Comparison of emission rates to a single standardizedbaseline Based on the last three (3) additions to the power sector in each country.

• Looked at countries with similar power generating patterns (oil fired generation).

• Excluded countries with natural gas generation. • Based on the last three (3) additions to the power sector in

each country. • Looked at countries with similar power generating patterns (oil

fired generation).• Excluded countries with natural gas generation.

HIGHLIGHTS/Key IssuesThe Baseline Study of the Power Sector was:

• Made distinctions between peak and base loads. – A flexible Excel spreadsheet model was developed which could be

used to calculate various baseline options from data inputs. – It provided for analysis based on peak as well as load conditions,

combined peak and load conditions as well as the adoption of Best Available Technologies.

– At the time initial analysis indicated that the Caribbean share of the market could have been in the order of US$114 million

RECOMMENDATIONS 

Eliminate barriers to implementation (particularly in the waste sector) such as:

absence of international policies on waste disposalinadequate fundingissue of the moister content of wasteissue of fires on siteslack of strategic planning for sustainable development,no waste inventory mapping resources social issues (salvaging)lack of cost recovery.

CDM • Elimination of regional regulatory and other barriers to CDM

project opportunities • Enabling understanding that Sustainability & Resort Design

(Tourism Sector) are intertwine • Identifying project opportunities in sectors (eg. Transportation)• Adaptation of projects with climate change mitigation benefits
