Proposed new services

The proposed increases to trash or "solid waste"

rates are tied to a proposed new contract

with the city's solid waste hauler, Waste

Management. The new contract would include

several new or enhanced services that require

additional funding to implement and operate:

u Fully automated collection - New trash

trucks will have mechanical arms that lift, tip

and empty containers placed curbside for

collection. Since the new trucks use green

technology, they will produce less pollution

as they drive around the city.

u Single stream recycling - Recycling is

simplified to allow residents to place all

approved recyclable materials in one large

wheeled bin for curbside collection. No more

sorting into separate crates.

c Free rolling carts for trash/recycling/green

waste - Waste Management will provide

wheeled rolling-carts for trash, recycling

and green waste. Carts will have affixed lids

that will help keep neighborhoods clean by

reducing litter being blown onto streets and

help the environment by keeping trash out of

gutters and storm drains.

s Curbside bulky item/electronic waste

collection - Bulky item collection will be more

convenient by allowing residents to have

free on-call collection of bulky-items and

electronic waste up to three times a year.

About trash rates and theproposed increases

The current monthly trash rate for all single-family

customers is $18.87. The proposed rate, as partof the new trash program, will vary depending

on the size of the trash container selected by

the customer. Residents may either select a

64 or 96 gallon trash container at a proposed

rate of $19.90 per month (a 5.5o/o increase from

the current rate), or a 35 gallon trash container

at the proposed rate of $18.02 per month (a

4.5o/o decrease). Regardless of which size trash

container is selected, residents will have a choice

of 35,64 or 96 gallon recycling and green waste

containers. The rate is only affected by the size of

the trash container.

The rates for multi-family and commercialcustomers will depend on the size of the bin, the

type of material collected and the frequency of

collection. The rates will increase from the current

rates by 3.4o/o to 10.7o/o. Please see tables A1 and

A2for the current and proposed rates.

Adjustments to trash rates in future years willbe made as part of the city's budget adoption

each june. The city will not send out a separate

notice so long as the increases do not exceed

what is listed here: The "service rate" and the

"occupancy rate" of the rate will increase by

90o/o of the Consumer Price lndex or "CPl" for All

Urban Customers, San Diego All ltems, ranging

from Oolo - 5olo. The "disposal rate" will increase

based on the changes to the disposal fees at the

Palomar Transfer Station. Please see table B for the

proposed rates associated with each component.

Protesting the rates

As the property owner/rate payer, you have the right to protest the proposed increases. Only one

protest notice is allowed per parcel. lf you choose to protest, you must submit a signed written

protest to the City Clerkon or before the close of the hearing. The

writtenprotest must contain

your full name and signature, the address of service and the rate change being protested. lf it is

determined that a majority of property owners have submitted a formal protest, the proposed fee

change must be rejected. The protestor may appear at the hearing and be heard on the matter;

however a written protest is also required. Please send all protests to:
