Theoretical basis of personnel management
The term “personnel management” has been borrowed by national theory and practice from western resources. In soviet times there existed the term “specialists”.
The meaning “personnel” by its etymology refers to “a person”, that is “an individuum”.
The meaning of “a specialist” is related first of all to a production unit.
Today American philosophy of management propagandizes and spreads the term “Human resource management”(personnel management).
The main advantage of HRM is to evaluate the cost of this resource in the given company, and thus it’s reasonable to put it in the same position with other resources.

in Domodedovo (Moscow region). The
Domodedovo branch was organized with the
aim to raise the effectiveness of commercial
activity of PAE and to enlarge the subjective
and territorial scope of the activity. The main
premises of PAE are located in the eastern
industrial part of Domodedovo city.
The strategy of personnel department is to control the responsibility and qualification of the personnel. To gain more effectiveness of the personnel activity the system of financial stimulation exists there. The stimulative payments can be in terms of premiums, bonuses and other means.
