A.INTRODUCTION

C.SYSTEM DESCRIPTION

CART is a database designed to collect EEI data. The system is a web based application available at https://cart.uscg.mil. In keeping with DHS policy, the system will timeout if not used after 20 minutes.

1. Baseline Data

a. Baseline data is inputted to create the foundation of CART. It allows for recording of EEI types listed in Table 1 for a Sector’s Area of Responsibility (AOR), Captain of the Port (COTP) Zone, or Marine Safety Unit (MSU) for a given event name.

b. Accurate data input is vital to ensuring that precise geographic information is reflected within the system. Although CART will accept all formats of Latitude and Longitude (DD, DMS and DMD), the correct Latitude and Longitude are needed for proper representation of the data within ArcGIS Explorer (AGX) overlays.

i. Mark all Longitudes as Negative such that the correct hemisphere is reflected in AGX (exception some Pacific Islands).

ii. All coordinates for EEI’s must be properly entered into CART ONLY as Degree Decimal (to at least the 5th place number after the decimal) NOT Degree Minute Second otherwise these will be ignored by AGX and not mapped.

iii. Coordinates must also be properly converted by correct mathematical means otherwise these will be “off” in representation within AGX.

c. For the uploading of ATON, ONLY Category 1 Critical Aids (per IATONIS) should be entered in CART. For mass uploads of data please contact OSC help desk.

d. To configure AGX so that the CART functionality is available, please use the following link:

The Coast Guard Enterprise Geographic Information System (EGIS) Program will utilize the CG Portal to keep users informed of any functionality or data developments. This link is located at the following CG Portal location:

Areas are responsible for ensuring that the units under their command input their Baseline Data.

2. Events

Events allow for the changes to baseline EEI data for a specific incident to be shown. New Events can be created, Active Events can be maintained, and Past Events can be viewed within CART.

3. Reports

Executive summary reports can be created from EEI data modified for a specific event created within CART.

D. CART ROLES AND RESPONSIBILITIES

Use of CART is limited to authorized Users. All CART Users must have an active Homeport account as a pre-condition for access, exception as provided herein. Primary Authorized users should be part of the unit’s Marine Transportation System Recovery Unit (MTSRU).

Commands will develop and implement measures to actively manage access to CART. CART accounts should be promptly deactivated for individuals no longer requiring access to the system. CART access is encouraged to be added as part of the unit check-in/out processes to ensure CART access privileges are immediately deactivated upon an individual’s departure from the unit. This should be done by the MTSRU Point of Contact (POC). A list of MTSRU POCs can be found in the Homeport MTSRU Collaboration Community.

COTPs should continue to encourage applicable partners and stakeholders to register for Homeport accounts. This will allow for information sharing regarding Marine Transportation System Recovery (MTSR) efforts both on the public side and when logged into Homeport.

COTPs will utilize the MTSR content area in the Coast Guard Response block on their Port Directory page in Homeport to share information regarding all MTSR efforts in their AOR.

1. CG-544, Office of Port and Facility Activities

CG-544 is the CART Sponsor and is responsible for providing CART Policy and Guidance.

2. CG-761, Office of C4 and Sensors Capabilities

CG-761 is the CART Sponsor Representative and is responsible for being the liaison to CG-6 and coordinating system enhancements via the CART Configuration and Control Board (CCB).

3. CG-633, Operations Systems Management Division

CG-633 is the Asset Manager and manages the progression of CART through the System Development Life Cycle (SDLC) and coordinates with the Sponsor,

System Support Agent (SSA), and other SDLC roles to ensure projects deliver the requested C4&IT capability.

4. Operations Systems Center ( OSC)

OSC is the CART System Support Agent (SSA) and will provide Manage Services Level II support, which is hosting services, information assurance, continuous monitoring, helpdesk support, and account maintenance through the Customer Support Division (CSD).

5. Headquarter, Area, and District MTSRUs

The role of Headquarters, Area and District MTSRUs is to ensure all information regarding any significant disruption of the MTS is accurately reflected within CART. This includes recovery and restoration efforts towards the resumption of commerce.

They will actively review information inputted by the Sector MTSRU in their AOR. Should information be inaccurate, the chain of command shall be used to inquire about the discrepancy and ensure that it is correct by the MTSRU that has inputted the EEI data.

More specific information regarding Headquarter, Area, and District MTSRUs can be found in Reference (a).

6. Sector MTSRUs

Sector MTSRUs shall ensure that the EEI data is accurate and updated in a timely manner. This will ensure that their chain of command will be able to obtain up-to-date Executive Summary Reports from CART.

Sector MTSRU management shall adhere to References (b) and (c).

7. User

The role of User in CART is defined on Page 6 under 1.3.2 User Capabilities in the User manual. They shall be Coast Guard personnel (Active Duty, Reservists, and/or Civilian Employees) as authorized by their command.

8. Sector Administrator

The role of Sector Administrator in CART is defined on Page 6 under 1.3.2 User Capabilities in the User manual. They shall be Coast Guard personnel (Active Duty, Reservists, and/or Civilian Employees) as authorized by their command.

9. System Administrator

The role of System Administrator in CART is defined on Page 6 under 1.3.2 User Capabilities in the User manual. They shall be Coast Guard personnel (Active Duty, Reservists, and/or Civilian Employees) as authorized by their command.

10. Guest

The use of the Guest Role in CART is not authorized. At no time shall a Guest CART account be created.

E. SYSTEM ACCESS

Coast Guard personnel (Active Duty, Reservists, and/or Civilian Employees) and selected civilians from local, state and industry, as authorized by the cognizant Coast Guard Command may be granted access to CART. This is to ensure that potential proprietary information is secure and the prevention of accidental release, while maintaining Coast Guard system security standards.

Units should continue to engage and encourage industry stakeholders not already registered in Homeport. This ensures the most effective means of communicating critical information and reporting through the MTSR content area in the Coast Guard Response block on their Port Directory page in Homeport.

1. Requesting System Access

a. Coast Guard

Only Coast Guard personnel with a Coast Guard email account shall have access to CART. Each CART user shall also have an active Homeport account.

Access to CART can be obtained by selecting the register button at https://cart.uscg.mil. Fill in the required information, which will be sent to OSC help desk support. Once the information has been vetted, an account access email will be sent to the members Coast Guard email account.

b. Non-Coast Guard Partners

Partners with a “need to know” for access or no Homeport account will follow the same steps as USCG personnel but will provide supporting rationale and include a sponsor from the USCG as a part of the registration process. The request will be vetted by OSC in coordination with CG-544.

2. Rescinding System Access

If it is determined that access rights need to be rescinded, commands shall ensure that CART access rights are rescinded. This shall be done as personnel depart the unit and are no longer part of the unit’s MTSRU.

Requests to rescind CART access rights shall be done via an email request to [email protected].

Commands are encouraged to add CART access rights to unit check-in and check-out processes as part of the MTSRU designation.

F. SYSTEM USE

CART is for maintaining baseline EEI data for a unit and status updates during an MTS incident. CART shall be used for real events and may be used for exercises. When used during an exercise, the event name shall contain the word “Exercise”.

CART is an unclassified system. MTSRUs shall presume that content is available to the general public and exercise appropriate standards of care to avoid posting sensitive information.

CART is hosted at USCG Operations Support Center (OSC) in Kearneysville, WV.

H. GLOSSARY

Essential Elements of Information (EEI): Quantitative and objective information that will be used to complete Executive Summary Reports. These are designed to facilitate the collection and dissemination of consistent information regarding the status of the MTS following a significant disruption in Incident Areas and specified Non-Incident Areas.

Incident Area: A geographic area directly affected by an emergency situation requiring a response operation. The Incident Area may be a port, a waterway, or it may be an area proximate to a port where an incident will have, or is expected to have, a significant impact on the MTS.

Non-Incident Areas: Areas outside the Incident Area, including adjacent regions and/or the entire nation, where the MTS may be impacted by an incident, but may not require a response operation.

MTS Recovery Assist Team (MTSRAT): A specialized team deployed to assist an operational commander in the Incident Area with issues involving recovery of the MTS.

MTS Recovery Unit (MTSRU): A unit of the Planning Section of the Incident Command System (ICS) established for every incident that significantly disrupts the MTS. This unit is primarily staffed by government personnel and is augmented by the local marine industry expertise.

Response: Emergency measures, operations, and activities in incident areas that address the immediate effects of an emergency situation. Among other things, response includes the early assessment of the impact of potential or actual transportation disruptions to the MTS caused by an emergency situation.

Restoration: The level or degree to which recovery efforts are capable of returning the MTS to pre-incident capacity. Measurement is based upon industry potential movement of cargoes.

Resumption of commerce: Facilitating the movement of vessels, goods, commodities, and passengers following an incident that has significantly disrupted the MTS.

Short Term Recovery: Measures, operations, and activities in incident areas that return the basic functionality of the MTS. This process begins during response, usually within 3 days of the incident, and continues through the early stages of resumption of commerce and trade.

Significant disruption of the MTS: Major delays or interruptions to the continuity of a normally functioning MTS caused by a major event, for periods in excess of three days, including a Presidential declared major disaster, a National Transportation Security Incident (NTSI), or other natural or man-made disaster which may develop into a major incident, emergency, or NTSI.
