INVITATION TO BID ‐‐ SUPPLEMENTAL INFORMATION 

 

This Supplemental Information is being issued in accordance with the provisions of the Lake Tapps/White River Fish Screen Maintenance and Repair Project Invitation to Bid (the ITB) dated September 20, 2010 and contains the following sections:

This Supplemental Information is incorporated into and considered a part of the ITB.  All other provisions and conditions of the ITB remain in effect. 

 

Responses to Questions From Potential Bidders 

In accordance with the General Instructions to Bidders section of the ITB, potential Bidders provided written questions to the Cascade Designated Representative.  The responses to the questions received are provided below. 

• Is there an Engineers Estimate for the Project? o No. 

• Is the Project subject to prevailing wage requirements? o Yes (see section 3.B Wages of the draft Fish Screen Maintenance Contract provided as Exhibit C to 

the ITB). 

• Which seals need to be replaced on the control weir? o Any torn or damaged seals identified during inspection of the control weir.  Inspection will require 

removal of the weir. • Who is the original manufacturer for the control weir seals? 

o The rubber seals were provided by the original manufacturer of the control weir, Hydro Gate Corporation. 

• What are the sizes (cross section) of the required seals? o Requires inspection with gate removed 

• Do you have a schematic drawing for the hydraulic piping layout? o See Exhibit 1 to this Supplement and other drawings in Exhibit A to the ITB

o List of available drawings is included in Exhibit A to the ITB • How many lineal feet of the hydraulic pressure and return lines need to re‐routed under the walkway for the 

emergency screen gates?  o This is a contractor’s judgment call based on information provided.  

• The hydraulic pressure and return lines need to be re‐routed from where to where? o As required to by‐pass local control panels (LCP’s).  

• Where are the as‐built drawings for the emergency screen gates?  o See Exhibit 1 to the ITB 

• How many hydraulic control valves and size need to be by‐passed in the control panel for the emergency screen gates? 

o See Appendix E: Hydraulic Block Diagrams in Exhibit A to the ITB • How many lines and length require jacketing per the original construction specifications? 

o Any new hydraulic lines inserted by the contractor need to be jacketed. • What are the sizes (diameter) of the hydraulic lines requiring the jacketing? 

o Any new hydraulic lines inserted by the contractor need to be jacketed. o Any removed jacketing needs to be replaced. o For line sizes see Appendix E: Hydraulic Block Diagrams in Exhibit A to the ITB 

• What are the original construction specifications for jacketing hydraulic lines? o Requires investigation by contractor. 

• Is the hydraulic system welded underneath the jacketing? o Yes, per ASTM A312. See Appendix I in Exhibit A to the ITB 

• What is the oil specification and oil capacity for the electric motors for the sediment control backwash system? 

o 3.5 quarts of ISO 32, GE Specification D6B6A or equivalent. • How many NEMA 1 enclosures need to be replaced on the gantry crane? 

o Qty = 1 • NEMA 1 enclosures are for indoor use only. Do you want the enclosures replaced as NEMA 1 or do you want 

them replaced as another NEMA rating for exterior applications?  What NEMA rating? o Replaced to NEMA 3 rating. 

• What are the size (over‐all dimension) requirements for the individual NEMA enclosures? o Requires inspection 

• Who is the manufacturer and what are the part numbers for the drive shaft bearings and track roller bearings? 

o Drive and Idler shaft bearings: use Dodge p/n 6013888‐P3 (1 ¾” shaft, pillow block) o Track roller bearings: TC / American, p/n 3T‐6200‐2SR (see cut‐sheet below) o Track roller flange fitting: TC / American, p/n FF‐6200 (see cut‐sheet below)

Lake Tapps/White River Fish Screen Maintenance and Repair Project ITB Supplemental Information October 5, 2010   • Secondary screen cleaners require repair or replacement of hydraulic cylinders. The hydraulic lines that 

supply these cylinders have been disconnected. Several items need to be identified to re‐commission this system. What is the size of the hydraulic lines and necessary fittings? Where do the old system’s hydraulic lines terminate and what is the distance to reconnect to the repaired or new hydraulic cylinders? The original hydraulic lines, are they obtainable or will we have to purchase new hydraulic lines? 

o See Appendix E: Hydraulic Block Diagrams in Exhibit A to the ITB o The hydraulic line size may also be determined from the port size on the Parker cylinders (p/n 2.500 

C 2HX KT 34 A X 50‐NNNC1A).  o Pipe lengths are subject to the pipe fitter’s (contractor) inspection. 

• The three Cla‐Val electrically actuated solenoid valves (p/n 136‐01/636‐01) are they model 136‐01 or model 636‐01? The valves are they globe valves or angle valves? What is the actual valve size? 

o Available information indicates the valves are model 136‐01. o The contractor is responsible for confirming the model number and replacing the valves with an 

identical unit.   • Since the biodegradable vegetable oil is no longer obtainable does the system need to be drained, cleaned, 

and flushed with new oil? What is the specification for this new oil? o Yes. Section 2.11.1 in Exhibit A to the ITB states the system requires “pressure testing, system 

flushing, leak testing…”. o See Appendix E: Hydraulic Block Diagrams in Exhibit A to the ITB o USDA Biodegradable oil. 

• What is the Hydraulic System Capacity (gallons, pressure, etc.)? o The HPU design pressure is 2,000 psi o The max pump pressure is 3,000 psi o The volume for the entire hydraulic system, including piping is unknown.  

• Is there a specification for coatings on new or disturbed surfaces? o All disturbed galvanized‐steel surfaces should be painted with a corrosive‐resistant zinc‐oxide primer 

and paint conforming to ASTM  A 780. o All disturbed painted‐steel surfaces should be primed w/ Sherwin Williams base coat and primer p/n 

B50AZ6, and top coated with p/n B80W901 (color matched), or equivalent specification paint.  • To what pressure does the hydraulic system need to be pressure tested to? 

o The system should be leak tested at 2,200 psi. The system has a high‐pressure switch at 2,350 psi.  • Is the contractor required to remove all the hydraulic jacketing to conduct the pressure test? 

o Jacketing may be removed in key locations for installation of pressure gauges.  o There is not a requirement to remove all hydraulic pipe jacketing. Jacketing should be removed 

when necessary for proper inspection of suspect leakage areas. • What power is available at the job site for contractor equipment? 

o 120 VAC is available in the Operations and Maintenance Building o 480 VAC is available near the Floway pump local control panel 

• Who is responsible for writing the computer logic? o The contactor is responsible for writing the PLC code and interpreting existing logic. o The contractor is responsible for writing new alarm code. Cascade will provide assistance in overall 

system logic issues. • Is a Payment & Performance Bond required?   

o A Payment & Performance Bond is required by RCW 39.08.010 (see section 11 of the draft Fish Screen Maintenance Contract [Exhibit c to the ITB])

o Yes.  The contractor insurance requirements are set forth in Section 11 of the Draft Fish Screen Maintenance Contract included as Exhibit C to the Invitation to Bid.  The Draft Contract as originally published did not contain a Builders Risk Insurance requirement.  This was an oversight.  Section 11 of the Draft Contract has been revised to include a Builders Risk requirement as follows: 

Builder's Risk/Installation Floater ‐‐ Contractor shall procure and maintain during the life of the Contract, or until acceptance of the project by Cascade, which ever is longer, “All Risk” Builders Risk or Installation Floater Insurance at least as broad as ISO form number CP0020 (Builders Risk Coverage Form) with ISO form number CP0030 (Causes of Loss – Special Form) including coverage for collapse, theft, off‐site storage and property in transit. The coverage shall insure for direct physical loss to property of the entire construction project, for 100% of the replacement value thereof and include earthquake and flood. The policy shall be endorsed to cover the interests, as they may appear, of Cascade, Contractor and subcontractors of all tiers with Cascade and sub‐contractors listed as a Named Insured. In the event of a loss to any or all of the work and/or materials therein and/or to be provided at any time prior to the final close‐out of the Contract and acceptance of the project by  Cascade, the Contractor shall promptly reconstruct, repair, replace or restore all work and/or materials so destroyed. Nothing herein provided for shall in any way excuse the Contractor or its surety from the obligation of furnishing all the required materials and completing the work in full compliance with the terms of the Contract. 

In addition, the third full paragraph of Section 11 of the Draft Contract has been modified to include "Builders Risk" insurance together with "The General Liability, Automobile Liability and Contractor's Pollution Liability policies" regarding certain automobile related liability and certain work or operations related liability.

• What are the length, diameter & number of Hydraulic lines for the trash rack drop panels? o See Appendix E: Hydraulic Block Diagrams in Exhibit A to the ITB 

• How many hydraulic cylinders are there on the trash rack drop panels? o QTY = 4 

• How many rods & clevises are required for the trash rack drop panels? o One pair per hydraulic cylinder being replaced 

• What is the quantity, type, description of the electrical receptacles on the primary screen cleaners? o Requires inspection by contractor 

• What is the manufacturer, model of the limit switches and length/size/type of actuator arm required for the primary screen cleaners? 

o Cutler Hammer p/n E50DR1, 5‐degree pretravel o The actuator arm is shown in the photo below.

• How many LF, gauge and quantity of downstream electrical contactor power wires are required? o Requires contractor inspection and review of Appendix D: Electrical Block Diagram in Exhibit A to the 

ITB 

• What is the seal size & type for the Floway pumps? o This information is available through Floway.  o The Floway pump model number is 5KS365ST6062D20P 

• What is the size and material required for the wing‐nut bolts for the Floway pumps? o This information is available through Floway. 

• What is the diameter required for the lube water pump supply line? o The pipe diameter is 2”.  o The pipe diameter should be confirmed by contractor’s inspection. 

• What is the diameter of the (1) Victaulic pipe coupling required to be replaced on the Sediment control backwash? 

o The pipe coupling is assumed to be 6” cut groove. 

• Are the NEMA 1 boxes on the gantry crane junction boxes, control boxes, emergency disconnect? o Requires contractor’s inspection.  o Access the electrical panel requires a man‐lift for access. 

• Is the channel going to be cleaned of silt, mud, etc. by others prior to start of work on the fish screen system? 

o Contractors should expect similar conditions as during the Pre‐Bid Site Visit on September 28, 2010.  o Cascade has cleared all major debris.

Supplemental Site Visit 

There will be an opportunity for potential Bidders to visit the Fish Screen Facility on Friday, October 8, 2010 from 9:00 AM to 11:00 AM.  The purpose of the additional site visit is to provide potential Bidders to see the Master Control Center and review the PLC system. 

Please contact the Cascade Designated Representative by 3:00 PM Thursday, October 7, 2010 to confirm attendance at the supplemental site visit.  The Supplemental Site Visit is NOT mandatory.
