FFY 2013 carry forward exceeded earned NPE 51% of airports have transferred NPE to
another airport Large airports tend to receive transfers,
smaller airports tend to transfer 11.5% of nonprimary airports have not taken
a grant since AIP started in the 1980s
Airports fragment projects into smaller pieces, so projects are more expensive
Airports in Minnesota routinely seek (and have often received!) state funding for federally eligible items
SASP identifies $2.2B in needs, only $855M in state and federal funding available
Change is needed – local, state, and federal if we want to effectively manage the State Airports Fund
