DESCRIPTIVE CATALOGING

U n t i l such t ime a s i n d i v i d u a l romanization t a b l e s a r e de- veloped f o r t h e A l t a i c languages w r i t t e n i n t h e Perso-Arabic s c r i p t (e.g. , Aze rba i j an i ) , t h e L ib ra ry of Congress recommends t h e use of t h e romanizat ion t a b l e f o r Pe r s i an ( c f . Se rv ice , b u l l e t i n 119, F a l l 1976).

A t t h e end of t h i s i s s u e a r e two romanization schemes f o r two Asian languages. Divehi , an Indo-Aryan languages , a l s o c a l l e d Maldivian, i s t h e o f f i c i a l language of t h e Republic of Maldives. It is w r i t t e n i n an adap ta t ion of t h e Perso-Arabic s c r i p t . Moplah ( o r Mopla) is t h e form of Malayalam used by Moslems o f Kerala ; i t i s w r i t t e n i n t h e Perso-Arabic s c r i p t . Both t a b l e s have been approved by t h e ALA/RTSD/ CCS/Committee on Cataloging: Asian and African Mate r i a l s .

There has been cons ide rab le d i scuss ion t h i s yea r about ca t a - l og ing o f f - the -a i r , l i c e n s e d cop ies o f v ideorecordings and l o c a l l y - reproduced videorecording cop ies of motion p i c t u r e s . Af t e r i n q u i r i e s from member i n s t i t u t i o n s , OCLC d i scussed t h e ma t t e r i n gene ra l terms wi th t h e L i b r a r y o f Congress1 O f f i c e f o r Desc r ip t ive Cata loging Po l i cy and announced a t e n t a t i v e dec i s ion t o t r e a t t h e s e m a t e r i a l s under t h e L ib ra ry o f Congress microform ca ta log ing po l i cy . Fur the r d i scuss ion a t t h e meeting on On-Line Audiovisual Ca ta loge r s a t t h e ALA Annual Conference i n Ph i l ade lph ia l e d t o a r e t h i n k i n g of t h e o r i g i n a l d e c i s i o n , and subsequent exchange between OCLC, LC, and members o f On-Line Audiovisual Ca ta loge r s have served t o modify and c l a i r f y t h e unders tanding of t h e i s s u e s . The major p o i n t s t h a t have been agreed upon a r e enumerated below. It is expected t h a t OCLC w i l l cover d e t a i l s and excep t ions t o t h e po l i cy i n i ts Technical B u w .

It h a s been agreed t h a t t h e phys ica l d e s c r i p t i o n a r e a o f a v ideorecording taped from a broadcast should r e f l e c t t h e a c t u a l copy i n hand wi thout a t t empt ing t o reproduce a d e s c r i p t i o n of t h e " o r i g i n a l w item. Many o f t h e s e programs e x i s t a s publ ished videorecordings , and e x i s t i n g r eco rds f o r t h e published v e r s i o n s could be used by l i b r a r i e s t h a t own an o f f - the -a i r copy. Locally-reproduced videorecordings (e.g. , p r e s e r v a t i o n c o p i e s o f d e t e r i o r a t i n g motion p i c t u r e s , made wi th permis- s i o n ) could i n most i n s t a n c e s be t r e a t e d a s cop ies of t h e motion pic- t u r e s . I f a record f o r t h e o r i g i n a l motion p i c t u r e s e x i s t s i n t h e ca t a - l o g , l i b r a r i e s could use t h e e x i s t i n g record and i n d i c a t e t h e informat ion about t h e copy i n t h e n o t e s a rea . If a new record were c r e a t e d , it should r e f l e c t t h e d e s c r i p t i o n o f t h e o r i g i n a l i n t h e t r a n s c r i p t i o n o f t i t l e and c r e d i t s informat ion, but t h e phys ica l d e s c r i p t i o n should r e f l e c t t h e copy i n hand. There a r e obvious s i m i l a r i t i e s and d i f f e r e n c e s i n t h e s e s i t u a t i o n s wi th t h e microform copy pol icy . One major d i f - f e r e n c e is t h a t p re se rv ing t h e phys ica l d e s c r i p t i o n a r e a of t h e o r i g i n a l is much l e s s important f o r v ideorecording cop ies than it is f o r micro- form c o p i e s of p r i n t e d o r i g i n a l s .

The second major po in t o f d i scuss ion was handl ing t h e publ i - c a t i o n , d i s t r i b u t i o n , e t c . , a r e a f o r o f f - the -a i r recordings . Some ca ta - l o g e r s a t tempted t o equate broadcast ing wi th p u b l i c a t i o n and use a r e a 4 t o r eco rd d e t a i l s o f broadcast ing.
