Youth Fair Entries1. ENTRY PROCEDURE & DEADLINE: All entries must be submitted on or before December 19, 2014 through your 4-H Club Manager, Agricultural Science Teacher or FCCLA Teacher, to the Williamson County Youth Fair, 3151 S.E. Inner Loop, STE A, Georgetown, TX 78626. Late entries will be accepted for an additional fee through January 5, 2015.

2. ALL PROJECTS MUST BE HANDMADE BY EXHIBITOR UNDER ADULT SUPERVISION. Finished projects may not be store bought but may be made from kits.

3. AGE GROUPS: Exhibitors will be divided into Four (4) divisions determined by age. Clover Kids – Age 5-7 Juniors – Age 8-10 Intermediates – Age 11-13 Seniors – Age 14-18

4. ENTRY FEES: ALL DIVISIONS: $5.00/Entry GROUP ENTRY: $10.00/Entry LATE ENTRY: $10.00/Entry

5. NO REFUNDS OF ENTRY FEES WILL BE MADE FOR ANY REASON

6. NUMBER OF ENTRIES: Each exhibitor will be permitted to enter NO MORE than one entry per class.

Youth Fair General Rules1. Exhibit areas will be closed during judging. Judges decisions are final.

2. PROJECT QUALIFICATIONS: Projects that have been released back to the exhibitor from a Williamson County Youth Show cannot be re-entered in a Williamson County Youth Show in following years. The exhibit MUST be made within the calendar year. (From Youth Fair to Youth Fair)

3. GROUP PROJECTS: Group projects are permitted in some divisions to allow two or more youth to work together on one project. Group project exhibitor guidelines:

Group projects will be entered and judged in the age group based on the age of the oldest member in the group. (See Youth Fair Entry Rules for age divisions)

An Exhibitor may participate in ONLY ONE group project Complete descriptions must be given for each entry. All group members and their

parent or guardian must sign the entry form. One (1) exhibitor may enter the group project, but must list all individuals in the group on the entry form.

All proceeds from group projects will be made payable to the sponsoring group as indicated on the entry form.

Group projects are limited to the following classes: Farm Shop, Textiles Sewn Non Clothing, Textiles Sewn Non Clothing – Quilts, & Woodworking

4. CLASSIFICATIONS: Questions arising in classifications of entries will be resolved by the Youth Fair General Superintendent. Entries must be appropriate for the division/class entered and must meet all special rules pertaining to the division /class or it will be disqualified. At the Youth Fair General Superintendent’s discretion, WCYF reserves the right to combine and/or divide any class for more competitive judging. The Youth Fair Superintendent may move any entry to another division/class in order to group similar items for judging. Age groups will not be combined for judging purposes. Decision of Youth Fair Superintendent is final.

5. SAFETY: All projects shall meet safety standards and electrical codes. Failure to comply shall result in disqualification of the project.

6. NO LIVE ANIMALS

7. COUNTRY STORE: Interested exhibitors are offered an opportunity to sell non –auction selling entries through the WCYF Country Store.

All baked goods divisions will be sold in Country Store at a set price. Other division entries will have the opportunity to set the price of their item.

Best In Show For Divisions: Pies, Cakes, Cookies, Candy, Decorated Baked Goods, Breads, Photography, Textiles, Creative Crafts and Horticulture will be eligible for the auction; therefore no premium will be paid for Best In Show. Division Best in Show will not be sold in the Country Store.

All money received for a project in the Country Store goes directly to the exhibitor; WCYF retains no portion of these funds.

A Country Store Superintendent is responsible for posting the price of each division.

Items may be purchased by the public through the Country Store. Any project not claimed by January 13, 2015 will become property of WCYF, NO EXCEPTIONS.

8. RELEASE OF EXHIBITS: BAKED GOODS become property of WCYF and will not be released, with exception of Best in Show. All other projects MUST be picked up on January 13, 2015. Any projects NOT picked up during the designated release time will become the property of WCYF, unless prior arrangements have been made. A Club Manager or School Advisor can pick up entries for members/students.

9. RIBBONS: Ribbons will be placed on the projects upon completion of judging. All ribbons not picked up during the designated release time will be turned over to Club Managers or School Advisors, unless prior arrangements have been made. The WCYF or the Extension Office will not be responsible for ribbons once the Managers and Advisors have possession of the awards.

10.AWARDS: Rosettes will be awarded to entries provided they are Grand or Reserve Grand quality. Projects receiving Grand or Reserve Grand AND that are marked for sale will be eligible for the Best in Show. Best in Show will receive a banner for their project.

11.DISPLAY EQUIPMENT: No accessories or display equipment may be added to the project. For example: If the project is a candle holder, do not add candles. If it is a project that is to be hung from the ceiling/porch, no display equipment may be brought to enhance the project.

12. The following will be the options for showing and selling of the projects. (does not apply to Food Preservation):A. Project is for sale at country store or at auction if receiving Best in Show. Minimum

*PLEASE CONTACT THE EXTENSION OFFICE WITH ANY QUESTIONS*2. Baked items that show obvious signs of spoilage before judging will be disqualified by

the judge. It is the judge’s decision whether to taste an entry or not.3. Recipe Submissions: Recipe(s) must be hand delivered to the Extension office or

electronically submitted to Chelsea Stevens at [email protected], by December 19, 2014, 11:59 p.m. Submissions must include exhibitor’s name, phone number and email address in order to receive information on disqualification of recipe. Recipes will then be reviewed by the Recipe Review Committee. If recipe is disqualified, exhibitor will have 5 business days to resubmit a recipe for approval. Recipe may only be re-submitted once, if disqualified. All recipes MUST be preapproved in order to show in the 2015 Williamson County Youth Fair. In addition, a copy of the approved recipes must accompany the entry on check in day. * Recipe approval does not apply to Food Preservation.*

4. Recipe must be on the WCYF Official Recipe Entry Form, located at the end of this packet or if you would like to type on the form, it can be found on the Youth Fair website.

5. Preparation: All foods must be made from scratch. Cake mixes, ready-made prepared frosting, prepared pie crust, canned pie filling, and pudding mixes are NOT acceptable. No pre-made toppings, i.e. caramel ice cream topping. This rule excludes Decorated Baked Goods.

6. NO ALCOHOL: This includes rum, brandy, wines, and liqueurs. Any violation of this rule will be disqualified.

7. No uncooked raw milk (non-pasteurized, non-homogenized) is permitted in any recipe. 8. WARNING!!! Due to danger of food poisoning, NO FOODS with cream cheese frosting or

fillings (i.e. cakes OR cream pies OR cheese cakes OR fresh fruit OR flower garnishes OR cottage cheese) will be accepted for judging. Cream cheese, sour cream or other perishable ingredients such as eggs which are blended together, and fully cooked with other ingredients, into the final product, are safe and acceptable.

9. All baked goods that become eligible for the Auction must be prepared fresh for the Auction.

CAKES GENERAL RULES

1. Iced Cake is any cake with a frosting.2. Icing should be made from scratch and should be applied to all cakes in the Iced class.

Egg white frosting is acceptable as long as the eggs have been pasteurized.3. Un-Iced Cake is any cake that does not contain frosting. This class may be entered either

plain (without any frosting or icing), dusted with powder sugar or drizzled with a powder sugar glaze.

BREADS GENERAL RULES

1. Quick breads are made with NO Yeast. Quick Breads include a variety of baked products that are made with “quick-acting” leavening agents such as baking powder and baking soda instead of yeast.

2. Nuts are acceptable in all quick bread classes.3. All yeast breads must be made by hand. Breads made in a bread machine will NOT

be judged. No starters will be allowed for the Yeast Bread Classes.4. All Breads must be baked in a standard 5x9 Loaf Pan.

PIES GENERAL RULES

1. No individual pies or tarts will be accepted. The entry must be a standard 8 or 9 inch disposable pie pan that is placed inside a large clear gallon Ziploc bag, NO glass or metal pie plates are allowed as these are not disposable.

2. Nut Pies must include at least a minimum of 1 cup of nuts in the recipe.

COOKIES GENERAL RULES

1. 6 pieces per entry, all classes.2. Nuts are acceptable in all cookie classes.3. Graham cracker crumbs, cookie crumbs, cracker crumbs, cannot be used in any other

class but bar cookie.4. No frosting on any cookie class.5. Rolled Cookies: dough is rolled out and cookies are cut out with a cookie cutter, no

icing6. Drop Cookies: Dough dropped by spoonful’s onto a cookie sheet with no further

shaping or mashing with a fork, fingers or any object. The final shape may be irregular.

jackets or anything that would need another garment to make it a complete outfit.4. TEXTILE SEWN CLOTHING OUTFIT/DRESS - suit, dress, separates entered together as

one item such as a coordinating skirt and blouse or pants and shirt

ARTS DIVISION GENERAL RULES

1. IMPORTANT!!! Exhibits that have the exhibitor’s name on the front of the artwork will not be accepted.

2. Art will be judged on the following: a. Creativity - Judges will be looking for creative original artwork. b. Composition- Arrange the elements of the art attractively.c. Mastery of materials - Skillful use of your art materials and media

3. Each entry must be properly identified. Each exhibitor must put a label on the BACK upper right hand corner of each entry.

4. Judges prefer creative original artwork. Art work that is original will receive a higher placement. Entry must either be original or an original rendition of copy written work such as Disney, Precious Moments, Power Rangers, “famous” paintings, or advertising labels. Tracing is not acceptable. Source of idea must be appropriate for entry in the WCYF (for example-lack of clothing on a portrait would not be appropriate). Wet paint or sculpture will not be accepted.

5. Preparation for Display: All drawings will be mounted attractively with foam board on the back. (foam board-

lightweight, white backing material) All drawings will also have a professional -looking matt board frame (lightweight,

attractive cardboard frame) mounted on the front. Paintings will be entered on an unframed canvas. (No matt board frame is allowed.) Art does not exceed 22”x22”. No glass frames or surfaces will be accepted for art classes. Use traditional media as listed for each class. Mixed Media – A technique involving the use of two or more artistic media that are

combined into a single composition. Acceptable, chalk pastel oil pastels, collage, ink marker, crayon and paint.

Black and white drawings may use one of the following; charcoal, ink or pencil.

1. Entries in this division should not exceed 50 lbs. and not exceed the dimensions of 24”X 36”. All large furniture must be entered in Farm Shop.

2. Artistic Arrangements – not limited to artificial flowers; no fresh flowers3. Jewelry & Beads – must be mounted on a flat black display board4. Lamps – All lamps must be in working order and include light bulb. Lamp will be tested

by the judge5. Wreaths – No live plants – (provide a hanging loop or door hanger for display), must

indicate where the “top” of the wreath is located to ensure its hung correctly. 6. Leather Crafts – leather kits, tooled, carved, dyed/painted, laced/stitched) Must indicate

on notecard if project is from a kit or from original design. 7. Metal Craft – No Computer Numerical Control Plasma And Water Jet Cut Entries8. Recycled Repurpose – Project must be made from 100% recycled material (junk or trash)

Examples: bags, purses, plant pots, art work, jewelry, furniture, clothing, etc.9. Woodworking – the majority of the project must be wood and constructed from raw

material to qualify for this division. 10.Judges criteria will include, but may not be limited to the following:

1. All entries must be mounted on a black board, foam board, gator board or matte board and the photograph MUST be 8’x10’.

2. No glass, no frames, no hard, plexi-glass type plastic3. The surface finish of the photograph is the choice of the exhibitor 4. Nothing extra may be glued to the photo5. Photos must not be matted or framed6. All photographs must be taken by the exhibitor within the previous calendar year

since the last youth fair.7. Exhibits MUST have a piece of Velcro stuck on the back of the photo AND be placed

in a gallon sized Ziploc bag prior to turning it in – this will be provided by WCYF8. Copyright and Content: Photos that are deemed obscene, vulgar, sexually-oriented,

hateful, threatening, or otherwise violate any laws are strictly prohibited. The Williamson County Youth Fair respects the rights related to copyright laws and intellectual property. All photos should be based on a contestant’s original photograph taken by the contestant. Use of a photo from other sources/people without permission is not allowed and will lead to disqualification of the photo and possibility all entries by the contestant. The Williamson County Youth Fair reserves the right to refuse inappropriate or unsuitable entries.

9. Text on Photographs: Beyond the storyboard and digital darkroom categories photographs should not contain “user placed text.” This includes such things as comments or titles. Text or wording that is part of the photograph (i.e. photo of a street sign, etc) is acceptable.

10.Model and Property Releases: Any contestant submitting a photograph acknowledges that they have sufficient permission of any recognizable locations or people appearing in their photograph(s). This permission is hereby granted to both the photographer and the Williamson County Youth Fairy to publish and use as needed. Documentation should be retained by the contestant and will be requested by the Williamson County Youth Fair if needed.

11.Class Descriptions:People: People (babies, children, adults, and senior citizens) alone or in a group, active or inactive. Such photos may be photojournalistic, or an interpretative portrait where the person rather than the environment is emphasized.

Animals - Wildlife: Category focuses on animals not tamed or domesticated and Page | 14

commonly found in the wild throughout the country and world. Photos can be of wildlife in nature, zoos, and/or petting zoos. Examples include: Deer, snakes, insects, rodents, elephants, etc. Animals - Domestic: Photos focusing on the various animals that have been tamed and made fit for a human environment. To be considered domesticated, the animal must have their behavior, life cycle, or physiology systemically altered as a result of being under human control for many generations. Examples include: Dog, Sheep, Pig, Goat, Cow, Cat, Chicken, Horse, Camel, Goose, Duck, Hamsters Food: Category is a still life specialization of photography, aimed at producing attractive photographs of food for use in such items of advertisements, packaging, menus and/or cookbooks. NO PHOTOS OF ALCOHOL BEVERAGES ARE ALLOWED. Examples: Thanksgiving dinner, cakes/pies, fruits and place settings, Easter eggs, sandwiches, ingredients, etc.

Details & Macro: Getting in close is the name of the game for this category. We welcome pictures of small details that suggest a larger story. This is also the place for macro photographs (although a macro image of a flower might equally go into the Flowers category). Examples include: detail of a knot, a lock, or an abstract close-up - anything as long as it is a tight composition of a detail. Macro examples include flowers, insects, stamps, ice crystals, etc. Dominant Color: Photos with a dominant color. The dominant element in the image must be a specific color, such as red, yellow, blue, white, black, white, green, etc. Black and White photos, duotones, are excluded from this category.

Landscape: Scenes of landscapes, seascapes, skyscapes (sunsets, clouds, etc) or underwater scenes. Plant/Flora: Any photo that focuses on the plant or flower structure and not on a scene or landscape. Marine/Aquatics: Photos of any living organism in bodies of either fresh or ocean (salt) water. Ex: Fish, stingrays, shipwrecks, whales, starfish, etc.

Elements of Design: Images use of graphic elements of design. Photos that showcase line, shape, pattern, form, texture, perspective, etc. Photo can consist of any subject matter. Category is not for graphic illustrations made in commercial programs (i.e. Adobe Illustrator®) nor for extreme digital creations. Ex: Perspective, Line, Pattern. Night Photography: Photos taken outdoors between dusk and dawn but does not include dusk and dawn. Generally these photos are achieved by using artificial light or using a long exposure. This category can include any subject as the focus should be on the skill and technique used to acquire the photograph. Ex: Buildings/structures, animals, plant/flora, people, etc.

Landscape: Scenes of landscapes, seascapes, skyscapes (sunsets, clouds, etc) or underwater scenes.

Digital Darkroom: Photos are for digital art -images created or drastically altered in software like Adobe Photoshop®. Photoshop composites and creations, images greatly manipulated with a variety of filters, photos with artistic borders, photos stitched into a panoramic.

Catch-All: Category for photos that do not fit into one of the other categories. This includes such photos as still-life, motion- blur, Polaroid transfers, SX-70 images, hand colored photos.Examples include: Polaroid image & emulsion transfers, still-life, long exposure zoomed images, and painting with light.

Storyboard: A storyboard is one entry that contains three smaller images and minimal text that tells a story. The story should be easily understood by the viewer. This entry is one single file. Example include: Three images depicting the blooming of a rose bud at different stages, with the title of “Beginning of Beauty.” For Storyboards ONLY: Minimum size 8x10 and maximum is 16x20

IMPACT Impact is the sense one gets upon viewing an image for the first time. Compelling images evoke laughter, sadness, anger, pride, wonder or another intense emotion. There can be impact in any of these twelve elements.

CREATIVITY Creativity is the original, fresh, and external expression of the imagination of the maker by using the medium to convey an idea, message or thought.

TECHNICAL EXCELLENCE

Technical excellence is the quality of the image itself as it is presented for viewing. Retouching, manipulation, sharpness, exposure, mounting, and correct color are some items that speak to the qualities of the physical print.

COMPOSITIONComposition is important to the design of an image, bringing all of the visual elements together in concert to express the purpose of the image. Proper composition holds the viewer in the image and prompts the viewer   to look where the creator intends. Effective composition can be pleasing or disturbing, depending on the intent of the image maker.

LIGHTING Lighting - the use and control of light - refers to how dimension, shape and roundness are defined in an image. Whether the light applied to an image is manmade or natural, proper use of it should enhance an image.

STYLEStyle is defined in a number of ways as it applies to a creative image. It might be defined by a specific genre or simply be recognizable as the characteristics of how a specific artist applies light to a subject. It can impact an image in a positive manner when the subject matter and the style are appropriate for each other, or it can have a negative effect when they are at odds.

PRESENTATION Presentation affects an image by giving it a finished look. If mats and/or borders are used do they support and enhance the image, not distract from it. Any filters or finishes applied to photos should be enhancing to the photos presentation.

CENTER OF INTEREST Center of Interest is the point or points on the image where the maker wants the viewer to stop as they view the image. There can be primary and secondary centers of interest. Occasionally there will be no specific center of interest, when the entire scene collectively serves as the center of interest.

SUBJECT MATTER Subject Matter should always be appropriate to the story being told in an image.

COLOR BALANCE

Color Balance supplies harmony to an image. An image in which the tones work together, effectively supporting the image, can enhance its emotional appeal. Color balance is not always harmonious and can be used to evoke diverse feelings for effect.

TECHNIQUE Technique is the approach used to create the image. Printing, lighting, posing, capture, presentation media, and more are part of the technique applied to an image.

STORY TELLING

Story Telling refers to the image’s ability to evoke imagination. One beautiful thing about art is that each viewer might collect his own message or read her own story in an image.

6. If single elements require replanting during the six-week period prior to the Fair, the exhibitor should document (in writing) the removed element and the replacement element.

HORTICULTURE CLASSES: Container Grown Plants Terrariums

FARM SHOP GENERAL RULES

1. Eligible Entries: Entries must be the work of eligible exhibitors –limited to Texas FFA and 4-H members.

2. Projects: must be constructed by FFA & 4-H members. 3. Club/Chapter Entries: Group entries must be made in the name of the FFA Chapter or

4-H club. All group entries must include all the names of the exhibitors who participated in planning and construction of the project.

4. Individual/Group: Projects may be either individually or group constructed and owned.

5. Exhibit Space: Projects will be displayed at the Georgetown Community Center by divisions and classes. Placement of projects will be at the discretion of the Youth Fair Board. Display space under shelter is not guaranteed.

6. Construction Date: A project may be exhibited only one time at the Williamson County Youth Fair and must have been constructed within one calendar year of the conclusion of the previous Youth Fair.

7. Types of Projects: Any project that does not fit into one of the stated classes will be disqualified. Projects may be subject to reclassification upon arrival. Projects MUST be classified in one of the following division and classes.

8. Classes with less than four entries are subject to being combined.9. Vehicles: No trucks, non-entered tractors or trailers are allowed in the exhibition

area.10.Safety: All safety procedures must be adhered to when displaying projects but not

limited to:A. Appropriate and safe display stands provided for gates, panels and other projects needing support.B. Sharp edges and points (as on feeder roofs, bale movers, etc.) must be padded or covered to prevent injury.

C. All trailers, BBQ pits, and other equipment that is operated on or transported on public roads must be equipped with safety equipment as stated in the latest DOT publication. All three-point hitch and P.T.O. operated equipment is to meet ASAE standards and specifications

11. Project completeness: All projects should be complete including finish. Projects are to be clean, free of dust and debris, and in a presentable condition even though they may have been used. Any item, necessary for use of the project must be a part of it (example: hinges and latches on gates and panels, etc.). Trailers and all other equipment are to be displayed in transport position. Ramps, extensions and operation of specific features may be demonstrated as directed by the official judges and as space allows. The project display area (including the floor under and around the project) should be neat.

12. Welds: No structural welds are to be ground without penalty. Grinding is to be limited to welds that should be ground for functional reasons and/or welds that would normally be ground for cosmetic purposes. Examples: top rails on trailers, fender body outside tops , side latches, etc. may be ground, but frames, cross-members, tongues, filler pipe, etc. are not to be ground.

13. Exhibitor Presentation: Exhibitors should be dressed appropriately and be with their project when it is judged. Exhibitors should be courteous and helpful to those viewing their project including the public, show officials, and judges. Exhibitors should not interfere with or shield those exhibitors next to them. Exhibitors will be allowed cleaning or preparation supplies, limited to quantities that will fit in a common 5 gallon bucket, in the exhibition area.

14. Exhibitors must be present to present projects. 15. Signs: All projects are to be identified. Information should include – Exhibitor(s)

Name, Club/Chapter, and Project Description. Additional signs, banners, etc. must meet the approval of the committee members and cannot extend beyond the project’s display space.

16. Cleaning of projects will be limited to the use of spray bottles and towels.17. Loss or Damage: Every precaution will be taken to protect the projects entered;

however, neither the Williamson County Youth Fair nor the officials of this contest will be responsible for fire, theft, vandalism or destruction to the projects.

Mechanical will include the restoration of engine, transmission, final drive, fuel system, cooling system, cranking or starting system, charging system, hydraulic system, steering system, etc.

Aesthetics will include the overall appearance of the tractor. This includes workmanship and finish. Items to be considered include, but are not limited to: metal preparation, completeness of sheet metal, paint and finish, detail and completeness of components such as wheels, tires, steering wheels, seats, decals, instrument panels, wiring harness, etc.

Originality will include paint color, fasteners, electrical systems, fuel systems, exhaust systems, mechanical systems, original unaltered serial places, etc.

Safety equipment will include all equipment that was original to the tractor. It also includes the provision of drip pans containing floor absorbent to collect any liquids that may drip from the tractor during display. Fuel shutoff valves under all fuel tanks must be functional and tractors are to be exhibited with the valves closed. An ABC fire extinguisher with a minimum 2.5 pounds capacity must be provided with each tractor. Extra fuel may not be stored in the arena. Tractor engines are to be started and run only at the request of judges or show officials.

Documentation must be typed or computer generated and is to include a one page description of the overall restoration project, and expense report identifying all costs of restoration, photos showing before, during and after restoration that shows safe working environment, and a complete description of all mechanical work performed. All documentation is to be displayed in a three-ring binder, divided, and sequenced with a table of contents and page numbers. The National FFA Tractor Restoration Competition format and forms may be used.
