Main findings from territorial analysis:
• need to increase the level of competitiveness on international markets of SMEs by fostering sound mechanisms of innovation and creating a critical mass through cooperation
• cooperation between the innovation players in fields of relevant sectors of the blue economy shall be enhanced
• need to secure availability of high-skilled human resources in key economic sectors to strengthen development patterns
• need to facilitate involvement of SMEs in international networks for research
• evident potentials for blue growth
• need to concentrate efforts for raising employment rate of the cooperation area

PRIORITY AXIS 1 “BLUE INNOVATION”
Investment priority 1b: Promoting business investment in R&I, developing links and synergies between enterprises, research and development centres and the higher education sector, in particular promoting investment in product and service development, technology transfer, social innovation, eco-innovation, public service applications, demand stimulation, networking, clusters and open innovation through smart specialization, and supporting technological and applied research, pilot lines, early product validation actions, advanced manufacturing capabilities and first production, in particular in key enabling technologies and diffusion of general purpose technologies.

developing mechanisms which contribute to a better exploitation of the existing potential

Joint development of cross-border supply chains by investing in research and innovation
Establishment of cross-border clusters in complementary areas of smart specialization
Joint development of links and synergies between enterprises, R&D centres, education and the public sector, which shall facilitate the transfer of knowledge between them, shall disseminate the results of previous initiatives in the field of R&D, and shall facilitate the development of new initiatives in this field

Main findings from territorial analysis:
• influence of climate change in Programme area (dry periods, drought events, flooding, coastal erosion, subsidence, sea level rise, increasing water temperatures, acidification of marine waters, saltwater intrusion into freshwater systems, increased occurrence of heavy rainfall)
• adaptive capacity shall be improved due to the higher impact of climate change especially in the vulnerable marine and coastal parts of the cooperation area
• lack of homogeneous and comparable data make adaptation potentiality of the marine and maritime systems poorly known

Specific Objective 2.1
Specific Objective 2.1 - focus
• The main expected effects of climate change for which this SO aims to develop the area’s adaptation capacity are:
– sea level rise,
– flooding (in both coastal and hinterland areas),
– accelerated coastal erosion,
– subsidence,
– increasing water temperatures,
– acidification of the marine waters,
– saltwater intrusion into freshwater systems,
– increased occurrence of heavy rainfall,
– severe droughts and fires.

Italy and Croatia do not have a common river basin in the Programme area. However both share problems with flooding in the coastal area and could develop joint solutions to tackle such problem.
SO 2.1 is intended to focus more on climate and natural disaster effects with a longer time span compared to the ones tackled by the SO 2.2

Main findings from territorial analysis:
• need to improve monitoring measures for prevention of damage caused by natural disasters such as erosion, wild fires, droughts and floods, and accidents like oil spills
• constantly increase in human pressure and urbanisation as well as of activities linked to the use and exploitation of water resources can be the root causes of significant risks
• Adriatic basin calls for cross-border actions in the field of risk prevention and management, due to the growing trend of natural disasters in the Programme area

SO 2.2 is intended to focus more on natural and man-made disasters which should comprise the natural disaster with sudden effects.

Exemples of the difference between projects under SO 2.1 and SO 2.2:
1) Considering fires and floods: SO2.1 should focus on the long term effects of climate change on water availability (droughts and floods) and fire through actions for better assessing local impacts and selecting adaptation strategies, whereas the SO 2.2 should focus on the immediate effects of disaster with development of common tools and schemes for monitoring the risks and managing the emergencies.
2) Man-made disasters (oil spill and other marine hazards). The focus is on oil spill and other hazards such as chemicals spill which produce a huge and sudden negative effect on environment and human health. Continuous small spills, alien species introduction, etc. should not be prioritized under SO 2.2.

Main findings from territorial analysis:
• common characteristics of cultural heritage and shared marine natural resources can support a higher quality tourism if tackled in a sustainable way
• very rich cultural and environmental resources require proper conservation
• specific training to human resources employed in the tourism sector can increase the quality of services offered raising awareness of the added value of a sustainable approach
• coastal and marine resources represent assets that shall be tackled by joint actions
• natural marine and coastal resources in the Programme area are highly valuable and constitute an important driver for economic development.

• Focus on territorial development, which means not only economic but also environmental and social aspects. Therefore promotion and improvement of tourism activities and facilities should not be the only aspects to be considered in the projects. No isolated and one-off events/initiatives in the tourist or cultural sector will be financed as this is not territorial development (other EU Programmes are aimed at funding these initiatives e.g. Creative Europe, Erasmus+).
• Sustainability of project impact: those which demonstrate that they will have long-term and sustainable impacts should be preferred.
• In tourism sector: focus on projects addressing the off-season activities and the reduction of pressure of the most attractive tourist sites (reducing human pressure and seasonality, reduction of pressure on coastal area and promotion of hinterland, focus on less targeted tourism itineraries, valorization of rural and minor natural – cultural sites …).
• Focus on protection and promotion of old crafts and tradition (e.g. historical boats sector).

Specific Objective 3.2 - focus

For the SO 3.2, the main change sought is a strengthening of the management and protection of ecosystems and the cooperation between public actors/ managers of the protected areas in order to increase environmental benefits and to provide economic and employment opportunities. SO 3.2 will support: • comprehensive and holistic approaches including ecosystem-based, Maritime
support Spatial Planning (MSP) and Integrated Coastal Management (ICM) to natural resources;
• systematic monitoring of natural resources and actions aimed at degraded, damaged, destroyed habitats (coastal dunes, etc.) and specific endangered species restoration.
Under this SO (and not in SO 2.2) projects focusing on reducing and preventing the environmental risk of alien species introduction due to ballast water discharge should be submitted.

Investment priority 6f: Promoting innovative technologies to improve environmental protection and
resource efficiency in the waste sector, water sector and with regard to soil, or to reduce air pollution
Specific objective 3.3: Improve the environmental quality conditions of the sea and coastal area by use of sustainable and innovative technologies and approaches
Expected result: To improve the quality of the water of the sea by using innovative technologies in waste
management and treatment, as well as new integrated approaches in facing several problems, including
the emerging issue of marine litter.
Result indicator 3.3: Quality level of coastal bathing waters (according to the dir. 2006/7/CE )

• implementing innovative common spatial information systems on ecosystem components and
human uses and activities
• actions aimed at using green technologies for reducing and preventing all possible kinds of
pollution deriving from transport and port activities
• support cooperation among different sectors for the development of new possibilities of
recycling marine litter and development of a CB strategy to assess, prevent and reduce
marine litter pollution in the area
• promoting joint innovative solutions for the protection and efficient use of water resources
• pilot actions for the implementation of technologies aimed at contrasting marine debris
(radar, sensor platform, managing of multispectral data, solutions to prevent marine debris)
• transfer of knowledge and exchange of experience on innovative (green) technologies

• Particular attention will be given to technologies aimed at contrasting marine debris. • Pollution and waste issues may be funded even if they are not directly sea-related but
if they impact on the water. Air pollution is quite difficult to be tackled. • Potential overlapping with other SO:
• With SO 1.1. : innovative technologies related to waste, wastewater, air and soil pollution. Projects aiming to improve the environmental quality (pollution directly related or with direct influence on the sea water quality) with innovative process/technology solutions should be presented under SO 3.3 and not SO 1.1. If the process/technology solutions although related to improvement of the local environmental quality has no direct relation/influence on the sea water quality it should be submitted under SO 1.1.
• With SO 4.1.: reduction and prevention of all possible kinds of pollution deriving from transport and port activities. the project will be considered as consistent with SO 3.3 if its main focus is on the use of innovative technologies to reduce pollution from transport/port activities while it should be considered under SO 4.1 if the project’s main focus is to enhance the transport/port efficiency and only one among the expected results is the reduction of pollution.

PRIORITY AXIS 4 “MARITIME TRANSPORT”
Expected result: To improve the quality, safety and environmental sustainability of marine and coastal
transport services. In order to achieve this change, the Programme will support actions developing new
traffic modalities directed towards the use of vessels using compatible energy sources (such as methane),
the adoption of ICT systems to perform embarking and disembarking of passengers in vessel traffic
management and implementation of e-ticket (electronic ticketing) systems and electronic traffic
management to ensure a more efficient development of traffic in the area. Efforts for enhancing the
quality and the environmental sustainability of services and node will contribute to a reduction of the
CO2 emissions for transport purposes.

Examples of Actions:
Promotion of short sea shipping and maritime transport services through piloting CB routes
(passengers, ferry connection between ports and their connections to hinterland)
Enhancing coordination between regional airports of the area for exploiting synergies and
complementarities and promote multimodality, in order to improve their environmental performance
Harmonization of administrative procedures and improvement of port quality management system for
freight and passengers transport, ensuring connections with internal nodes and the logistic system
Green upgrading of the logistic system linked with maritime transport sector
Improving multimodal (rail, road, sea) transport systems through innovative solutions (ITS) including
the promotion of pilot rail services in connection with ports. The investments in road infrastructure
are not eligible under this specific objective
Promote mobility concepts for harmonizing the development of passenger services (i.e e-mobility, soft
mobility, etc.)
Support the creation of a common vessel traffic centre for monitoring the vessel traffic within the
cooperation area aimed at safeguarding environment.

• The projects under SO 4.1 could be particularly sensitive to issues related to State aid. Moreover, large enterprises are allowed in the partnerships only under this PA.
• Attention should be given to multimodal (rail, road, sea) transport systems.
• Activities focusing on railway are more difficult to justify as they need to have a link to the coasts/sea.
• Enhancement of passenger transport should be given the same consideration as the enhancement of transport of goods although the SO 4.1 result indicator is considering only transport of goods.
• Projects shall contribute to the implementation of the Sustainable Urban or Regional Mobility Plans (if existing).
