By a vote of 19-1, the Interim Joint Committee on Licensing and Occupations ruled the regulations, which would have banned adjunct bleeding medications and required drugs be administered by a state veterinarian, were deficient. Four lawmakers abstained from the vote. The issue was not on the committee=s agenda and came as a surprise to Damon Thayer, the lone supporter of the regulation. AThe medication regulation wasn=t even posted to the agenda, so I felt like it was an effort to blindside the Racing Commission,@ Thayer said Monday afternoon. AI feel like it was really a red herring by the HBPA to try to muddy the waters on the Lasix regulation that is forthcoming.@ Governor Steve Beshear now has the option to override the committee=s vote and implement the regulation. AThe regulation has been found deficient by a legislative committee, but Governor Beshear and the Racing Commission can elect to move the regulation forward and implement it,@ Thayer explained. AI have encouraged Governor Beshear to implement the legislation, but that ultimately will be a decision that he and the Racing Commission will have to make. For those of us who are seeking meaningful medication reform, I hope it is a temporary setback because the regulation today is part of the model rules recommended by the RMTC [Racing Medication and Testing Consortium] that have been agreed to and supported by numerous national racing organizations. I would like to see Kentucky continue to be a leader on medication reform, so I hope this is just a temporary setback.@ Kentucky=s Lasix ban is currently expected to go into effect with stakes races beginning in 2014, but Monday=s vote could signal trouble for the ban=s future. AI don=t think they=re going to get it to go anywhere,@ Rick Hiles, President of the Kentucky Horsemen=s Benevolent and Protective Association told Louisville Courier-Journal. AI don=t know if we=ll run in the [GI Breeders= Cup] Classic,@ Romans said. AIf it=s [my decision], I=ll try him on the turf [at Belmont] next, and decide if he wants to go a mile and a half. Either the [Sept. 29 GI] Joe Hirsch or the [Oct. 6 GI] Jamaica would be good, but if we want to get the mile and a half, the Joe Hirsch would be the one.@ All of Dullahan=s three lifetime wins have come in Grade I events on synthetic tracks and he is winless in five dirt starts, but Romans won=t rule out a return to the surface. AI=m not going to give up on the dirt; I=ve got to get him a big win on the dirt somewhere,@ Romans said. AMaybe at Churchill because he likes that track.@ Before thinking of the future too much, Romans is still savoring Dullahan=s Pacific Classic victory. When I looked at Bernardini=s career in my column onhis son Algorithms on Jan. 31 this year, I commentedthat, AAlpha took the Count Fleet S. in the style of acolt who is going to flourish over longer routes.@ Sureenough, by winning the Travers, he has now followedin the footsteps of Bernardini and Bernardini=s first-cropson Stay Thirsty. I doubt, though, that I would ever have made asimilar prediction about Golden Ticket. Whereas Alpha is by a top mile-and-a-quarter winnerand has daughters of Nijinsky and Alydar as his firsttwo dams, Golden Ticket is by a champion sprinter whomade his name entirely over six and seven furlongs.Then there=s the fact that, of the 12 previousgraded/group winners by Speightstown, 11 had gainedtheir important victories over distances of a mile or less.Among them were such fast horses as Poseidon=sWarrior, Munnings, Mona de Momma, Essence Hit Man,Bridgetown and Island Bound. I suspect that when Eugene Melnyk bid $2 million forSpeightstown as a yearling, he wasn=t expecting asprinter. He was surely hoping that the son of GoneWest would shine at the remunerative distances arounda mile and an eighth. Gone West, after all, had won theGI Dwyer S. over that distance, and the colt=s dam,Silken Cat, had won the GI Mazarine S. over 1 1/16miles as a juvenile. There was also some reassurance tobe found in the colt=s 3x4 inbreeding to Secretariat. With this background, there is bound to be theoccasional exception to the Speightstown speed rule.The first was Haynesfield, now a member of the Airdriestallion team. With two lines of Secretariat and three ofNorthern Dancer, Haynesfield gained five of his stakesvictories over a mile and an eighth or more, with hisfinest moment coming when he wired the field in the GIJockey Club Gold Cup over a mile and a quarter. Golden Ticket is clearly another who is suited by amile and a quarter. So where has the extra staminacome from? The prime suspect must be his damBusiness Plan, although this $800,000 yearling didn=tshow enough ability during her brief career to determineher optimum distance. She is a sister to Dubai World,who showed useful form at up to 1 3/8 miles in theUAE.

Business Plan is by no means the first daughter ofDeputy Minister to produce a Grade I winner. TheAmerican Racing Manual credits him with fourbroodmare sire championships, thanks to the likes ofCurlin, Rags To Riches, Halfbridled, Jazil, Sarava and ToHonor And Serve. Deputy Minister=s daughters alsoshone on the track, with Go For Wand and Open Mindleading the way. Another of Deputy Minister=s GradeI-winning daughters, the Ashland S. heroine WellChosen, is a three-parts-sister to Business Plan, as bothare out of daughters of Mine Only. The daughter ofMine Only who figures as Golden Ticket=s second damis Good Mood, winner of the GIII Miss Grillo S. over 11/16 miles as a juvenile. Golden Ticket cost no more than $100,000 as a2-year-old at Keeneland, but his family has producedsome high-priced yearlings. The previously mentionedDubai World cost $1.4 million and Mine Only=sstakes-winning daughter Statuette produced a $2.5-million colt to Seattle Slew. This colt, Tomahawk, wenton to finish second in two of Britain=s top juvenileprizes, the Middle Park S. and Dewhurst S.

Golden Ticket=s fifth dam, Sin Igual, had thedistinction of being a sister to Assault, the Triple Crownwinner of 1946, and to Equal Venture, a broodmarewhose fairly recent Grade I-winning descendantsinclude Stay Thirsty, Crisp and Whywhywhy. This family=s past glories have helped some of itscolts to become stallions, despite the lack of a Grade Ivictory. Golden Ticket=s third dam, Mine Only, was asister to Rare Performer, a non-graded-winning sprinterwho sired 26 black-type winners. Mine Only herselfproduced Academy Award, a Grade II scorer who sireda Grade I winner. She is also the third dam of MagicalFeeling, winner this year of the GII Barbara Fritchie H.over seven furlongs. Mine Only is a daughter of Mr. Prospector, whichmeans that Golden Ticket is inbred 3x4 to that greatstallion. As Speightstown=s grandsires are thoseubiquitous stallions Mr. Prospector and Storm Cat,there had to be some worries that his options withinthe broodmare population would be somewhatrestricted. However, this clearly hasn=t proved aproblem. Although most of his graded winners don=thave duplications to one or other of these stallions, hisson Bridgetown is inbred 3x3 to Storm Cat and his totalof black-type performers with two lines of Mr.Prospector stands in double figures.

TALES TO BE TOLD With the first day of the new school year just aroundthe corner, thousands of first- and fourth-graders inKentucky will able to tuck away new copies of horse-themed books into their backpacks. The first-gradersbegin with ASeabiscuit the Wonder Horse@ by Meghan

McCarthy, while the fourth-graders will delve into MichaelMorpurgo=s AWar Horse,@ a bookpublished in 1982 that became atheatrical hit before making itsway successfully to the silverscreen. The books are part of theKentucky Horse Park=s LiteracyProgram, which, in addition todistributing the books, hasdeveloped hands-on horseexperiences, equine productions

and a teacher=s curriculum. AOn average, the first graders are learning to read,and the fourth graders are reading to learn,@ explainedMollie Jameson, the program=s volunteer director.

The program grew out of the Black Stallion LiteracyProgram, which had been established in part by theheirs of the late Walter Farley, whose ABlack Stallion@series captured the imagination of so many children andyoung adults. The International Museum of the Horsewas preparing the exhibit AA Gift From the Desert,@ andthat is how Jameson came to be involved. AIt was about the Arabianhorse, I and volunteered as aliaison with it,@ she added. AIndoing so, I came across theBlack Stallion LiteracyProgram out of Orlando,Florida, so we brought that upfor a couple of years, and itworked beautifully. We're sounique being in the horsecapital of the world that wewanted to embrace it. That=snow incorporated into theKentucky Horse Park LiteracyProgram.@ Approximately 17,000 students in 11 of Kentucky=scounties--Bourbon, Clay, Clark, Fayette, Gallatin, Grant,Madison, Mercer, Montgomery, Scott, and Woodford--have benefitted since the program=s launch in 2010.Cont. p9

The Kentucky Horse Park Foundation=s ExecutiveDirector, Laura Klumb, underscored its basic tenets. AWe work with the school systems in all of thecounties that participate in the program and it=s atwo-pronged approach,@ Klumb explained. AFor some ofthese kids, this is the first book they've ever owned oftheir own, so it=s really important to give them a bookand help them start their own personal library. Then,we work with the teachers devising a curriculum--obviously it=s up to them to teach the reading.

AThere's a need for literacynationwide, and Kentucky iscertainly one of the states thatneeds it as much, if not more,than any of the others,@ Klumbadded. AWe have some veryimpoverished counties inKentucky with very low literacyrates, so we really try to getbooks into the hands of childrento instill that love of reading.@ Getting new books into thehands of over 1,000 first-gradersand nearly 5,000 fourth-graders

per annum isn=t the easiest task. AWe do all our own fundraising through sponsors anddonors, so we're 100% supported by philanthropicdonations,@ Jameson pointed out. AWe do work withpublishers, and sometimes there are special programsthat provide discounts.@ The program=s sponsors this year include KentuckyBank, Toyota Motor Manufacturing Kentucky,UKHealthCare Kentucky Children's Hospital, KentuckyThoroughbred Association, PNC Bank, The LittleFoundation, andKentucky HorsePark Foundation. AFundraising is ayear-round,ongoing process,as you canimagine,@ Klumbadded. AWe'realways looking fornew sponsors,and we have awonderful rate ofrenewal--our sponsors love this program--so we hopethey stay on board, and we always try to reach out tonew ones.@ A third book, AGoliath, Hero of the Great BaltimoreFire@ by Claudia Friddell has met with the approval ofboth those running the program and the students. AI think Mollie has done a great job in choosing thesebooks,@ added Ashton Moynihan, who volunteers forthe program. AEach tells a story about a specific horse--Seabiscuit was historic, a real horse; Goliath is also areal story.

AI think that's a unique perspective that also helps thekids learn a little bit about history,@ Moynihan added. Standards of the literary canon such as ABlackBeauty,@ along with the ABlack Stallion@ series, wereinitially considered for the program, but, ultimately,newer books were chosen. AWe thought about >The Black Stallion= because it'ssuch a classic, but, in reviewing what we wanted forthe kids, >War Horse= cameto mind because of[Steven] Spielberg [>smovie],@ Jamesonexplained. AWe tested itwith the students, and itjust worked. We also likedhaving something that wasa little more contemporary--all three of these authorsare still living. The authorof >Goliath= [ClaudiaFriddell] came in to do areading with the students, and we've invited theothers. You know how infuential the books you readwere, and I think these authors coming in gives thesestudents one more reason to read and to learn.@ There is a possibility that the program could expandto additional grades within the school systems. ALong term, that would be a great goal for theprogram,@ Klumb confirmed. AWe do want to reach asmany kids as we can--this year, that will mean thecurrent first and fourth graders, possibly third grade ifwe can. Then we'll take a look at funding and staffresources as they become available each year to seehow we can reach more and more kids at all agelevels.@ Kentucky=s public librariesare an additional resourcefor the program. AWe have a good publiclibrary system here and theyhave been a supporter,@ saidJameson. AI'd love to seeevery student in every gradein Kentucky with a horsebook, but it's all a matter offunding. Last year we tested >Goliath,= our third book,and we're hoping to roll that out to students this year,but that's dependent on raising money from privatequarters.@ The Kentucky Horse Park Literacy Program isn=t justabout the books, however. Farms and owners donated racing silks and gogglesfor the children, and racing photographs were blown upso that the children could put their faces as the jockey.Approximately 900 first-grade students, along withtheir teachers and chaperones, later attended a liveperformance at the Kentucky Horse Park that featured areenactment of the fabledSeabiscuit/War Admiral matchrace, and was accompanied byparticipants in period dress, aswell as some of the hit music ofthe time. AChris McCarron was one of thejockeys and he got to rideSeabiscuit this time,@ saidJameson. APimlico very kindlysent us the original race footage,and we were able to play that forthem before the reenactment. Itwas a wonderful atmosphere.@ The fourth graders didn=t have aspecial production in receivingtheir books, which were shipped directly to the schools,but they had an exciting field trip to the Horse Park thispast spring. AThey came to the Alltech Arena at the KentuckyHorse Park that holds about 5,500 people, and we had

it filled to capacity with fourth-grade students from aroundKentucky with their teachers andchaperones,@ Klumb recalled. ABut they're also getting to hear the importance ofwriting a book report, of using what they've learnedand turning it into words, and how it can impact yourlife, not just reading it,@ Klumb continued.
