CAWV MEMBERSHIP DIRECTORY AND BUYERS GUIDE NOW ON MEMBERS’ DESK We are excited to announce the 2018-2019 CAWV Membership Directory and Buyers Guide has been published and is on members’ desk. The publication is an indexed guide of all members and the services / products they provide. The publication contains a definitive listing of “who’s who” in West Virginia’s construction, engineering and design industries. The directory is sent to all members, manufacturers, oil and gas, coal and other construction owners, and government agencies in West Virginia. An order form to purchase additional copies was included in the mailing, as well as attached to this week’s Newsletter. We encourage members to reference the directory when looking for contractors, subcontractors, supplies, or planning your next construction or maintenance project. WV STATE PARK BOND PROJECTS RELEASED FOR BID Nearly 30 West Virginia State Park projects were released for bid this week. Funding is from the $80 million bond approved by the West Virginia Legislature this year through Senate Bill 438, which allows for the sale of $80 million in bonds to renovate the state’s parks system. Wastewater treatment engineering contracts were released last month. Members can see project information on this week’s Building Bulletin, or by clicking here. CAWV/WVDOH 2019 TECHNICIAN AND INSPECTOR COURSES ANNOUNCED – REGISTRATION OPEN The CAWV is pleased to announce registration is open for Certification Training Courses, which are offered annually to help individuals prepare for WVDOH certification examinations required under their Quality Assurance Program. Thousands of individuals have attended courses in Compaction, Aggregates, Asphalt and Portland Cement Concrete over the last several years. Test comparisons prove that those persons who attend the CAWV/WVDOH courses have a higher success rate for passing the exams. See this week’s Heavy/Highway Bulletin for the complete schedule and information on how to obtain the registration forms. WVCN CALL FOR PHOTOS FOR ANNUAL CONSTRUCTION FORECAST ISSUE The CAWV is calling all members to share their project photos with the readers of West Virginia Construction News. The photos are to be included in the November / December annual construction forecast issue. Members are asked to include captions detailing the name of the project and its location, name of photographer and the submitting company in their entries. Please send all photographs to Cassidy Webb at [email protected]. Photos may also be sent on a CD by mail to CAWV headquarters. All submissions must be received by Friday, November 23, 2018. SAVE THE DATE – CAWV HOLIDAY OPEN HOUSE- DECEMBER 4 CAWV President Roger Thomas invites all members and their employees to the association’s Holiday Open House on Tuesday, December 4, at CAWV Headquarters from 4:00 p.m. to 7:00
p.m. The CAWV will be collecting new, unwrapped toys to benefit Toys for Tots. Anyone wishing to donate should bring items to the reception. This is a great opportunity for members to get together and network, with members, staff and associates and join in the holiday festivities. Hearing Safety Noise is unwanted sound. It can have different effects on you. Psychological effects mean that noise can startle you, annoy you, and disrupt your concentration. Noise can interfere with your communications when you are talking to someone. As a consequence, it interferes with your job performance and your safety. Physiological effects mean that you can lose your hearing. Noise can cause pain and even nausea when the exposure is severe. Ear protectors, in effect, reduce noise levels at the inner ear. Ear protection is particularly important when noise exposures cannot be controlled adequately by environmental changes. Ear protectors may be either ear plugs or ear muffs. Many times workers resist wearing hearing protection more than any other type of personal equipment. One of the most common reasons that they give is that they don't think they really need it. But hearing loss is so gradual, even in intense exposures, that by the time you realize that you can't hear as well as you used to, the damage has been done and can't be reversed. Another common reason workers give for not wearing hearing protectors is that they are uncomfortable. Evidence of this attitude can be found in such practices as springing muffs so they don't seal against the head, clipping off the inner end of plugs and leaving only the outer end tab to fool the supervisor, and indifferent molding and insertion of malleable-type plug materials. Good protection depends on a good seal between the surface of the skin and the surface of the ear protector. A very small leak can destroy the effectiveness of the protection. Protectors have a tendency to work loose as a result of talking, chewing, etc., and they must be reseated from time to time during the workday. Some initial discomfort is sometimes experienced in obtaining a good seal. There will be no adverse reactions as a result of the use of ear protectors if they are kept reasonably clean. Ear plugs should be made of soft material such as neoprene, as hard fixed material can injure the canal. Skin irritations, injured ear drums, or other harmful reactions are exceedingly rare. A properly designed, well-fitted and clear ear protector will cause no more difficulty than a pair of safety goggles. The use of ear protection will not make it more difficult to understand speech or to hear warning signals when worn in a noisy environment. Most of the available ear protectors, when correctly fitted, provide about the same amount of protection. The best ear protector, therefore, is the one that you can wear properly. Three factors may be used to determine the level of noise: 1. If it is necessary for you to speak in a very loud noise or shout directly into the ear of a person in
order to be understood, it is likely that the exposure limit for noise is being exceeded. 2. If you have heard noises and ringing noises in your ears at the end of the work day, you are being
exposed to too much noise. 3. If speech or music sounds muffled to you after leaving work but sounds clear in the morning when
you return to work, there is no doubt about your being exposed to noise levels that can eventually cause a partial loss of hearing that can be permanent.
If any of these conditions exist, a safety professional, using a sound level meter, should measure the noise level at various work areas. They can then determine whether the exposure is great enough to require personal protection.

WVDOH CLARIFIES PAYMENT PROCEDURE FOR EXTRA WORK - MARK UP Several members have inquired about the correct way the WVDOH should be handling the markup for overhead and profit when extra work is added to a contract. Jason Boyd, Director, WVDOH Contract Administration Division, addressed this topic at last month’s APAWV Annual Meeting and outlined the process as follows:
When extra work is encountered on the project, the Division will request that the Contractor submit a price to perform the additional work. One of the following methods shall be agreed upon prior to any extra work being performed.
1. The Contractor will submit a price for extra work that is able to be compared to Average Bid Prices.
a. If the price is within the average, it may be accepted without further documentation. b. If the price appears high or is above the Average Unit Bid Price, the Division may attempt to negotiate with the Contractor a price that is acceptable to both parties. If approved, no further action will be required. c. If a negotiated price cannot be achieved, then the Contractor will be required to submit a justification as to why the price is higher than the Average Unit Bid Price. If the Division and Contractor agree on the justification, no further action is required. d. If the price cannot be agreed upon, then the Division and Contractor shall enter into a Force Account to cover the Added Work. See Force Account Manual for further instructions.
2. The Contractor will submit a price for extra work that is not able to be compared to the Average Unit Bid Prices.
a. The Department will accept this price with concurrence of the Area Engineer/Supervisor and Construction Engineer based upon their prior experience, under similar situations. No further documentation is required. b. If the Area Engineer/Supervisor and Construction Engineer believe this price is too high, the Division may attempt to negotiate with the Contractor a price that is acceptable to both parties. If approved, no further action will be required. c. If a negotiated price agreement cannot be reached; the Contractor will be required to submit a detailed cost breakdown. The Area Engineer and Construction Engineer will review this detailed cost breakdown. If approved, no further action will be required. d. If the price cannot be agreed on, the Contractor and Division shall enter into a Force Account to cover the Added Work. See Force Account Manual for further instructions.
The Justification in the Change Order will explain how the Department and Contractor agreed to the pricing based upon one of the methods listed above. There will also be a statement that this price was agreed upon by the Department and Contractor prior to any work being performed.
Once an agreement has been made between the District and Contractor, the Regional Construction Engineer will be notified by email. If at any time the Area Engineer/Supervisor and Construction Engineer do not feel comfortable accepting the price, the Regional Construction Engineer may be consulted.
Boyd noted that if this procedure is followed, there should be minimal instances where there is a need to submit a detailed price breakdown showing markups for overhead and profit. Boyd said this procedure will be included in the next revision of the WVDOH Construction Manual. KENTUCKY LAUNCHING BRIDGE PROGRAM The Kentucky Transportation Cabinet, through the Bridging Kentucky program, is setting out to rehabilitate, repair, or replace more than 1,000 bridges across all 120 counties in Kentucky, and are looking for the help of contractors, subcontractors, vendors, suppliers, and DBEs to do it. KDOT is encouraging attendance at Bridging Kentucky’s 2018 Industry Forums, where industry leaders can hear more about upcoming procurement opportunities, learn about pre-qualification and certification processes, and connect with potential partners for bundled bridge projects. Additional information about the upcoming forums and the program can be found at www.bridgingkentucky.com. 2019 CAWV/WVDOH TECHNICIAN AND INSPECTOR COURSES ANNOUNCED The CAWV is pleased to announce that registration is open for the 2019 Technician Certification Training Courses. The courses, which are offered annually to help individuals prepare for WVDOH certification examinations required under their Quality Assurance Program, have seen greater demand this year due to the passage of the “Roads to Prosperity Bond Amendment”. Thousands of individuals have attended courses in Compaction, Aggregates, Asphalt and Portland Cement Concrete over the last several years. Test comparisons prove that those persons who attend the CAWV/WVDOH courses have a higher success rate for passing the exams. A registration packet is available by visiting www.cawv.org/events/tech-schools.html. * NEW FOR 2019: All certification testing has been moved to an online format that will require the attendee to have a laptop, tablet or iPad type device to take the test. The use of smart phones during the test is prohibited. CLASS TRAINING DATES Soil and Aggregate Compaction Inspector (see note below) January 7-11, 2019 This certification will only include soil and aggregate Inspector certification. If you need to test asphalt compaction, you will need to take the Asphalt Field Technician course. Aggregate Inspector January 14-18, 2019 Asphalt Field Technician (see note below) January 22-25, 2019 A certified Asphalt Field Technician is now required on all paving projects. This course is also required to test Asphalt Compaction. PCC (Combined Courses- see form #4) Jan. 28 - Feb. 1, 2019 Portland Cement Concrete Technician and Inspector- This course will have a test for PCC Technician and a separate test PCC Inspector.
