Minutes of the Coordinating Council November 5, 2018

Present:

Opening Thoughts, Introductions and Prayer Kristen Brown, Moderator, asked each member to share a joy or concern since the last meeting. In addition to sharing about the loss of family or friends, members shared about new grandchildren, the achievements of and positive experiences with youth, positive feedback about the governance townhall, social hall progress and the Sunday music, and time with family exploring nature. Even as concern was voiced about the elections, several members shared how children and teens are getting educated about the democratic election process by helping canvas or assist at polling places.

Call to Order, Review of Agenda Kristen called the meeting of the Coordinating Council (CC) to order at 7:47 pm, and reviewed the agenda.

Approval of the October 1, 2018 Minutes and Review of Calendar Kristen asked for any corrections or additions to the minutes of the October 1, 2018 CC Meeting. Hearing none, Dayna Brown Majarowitz made a motion to approve the minutes, Olen Stephens seconded, and the motion passed unanimously. Kristen reviewed the calendar. Starting with the December CC meeting, John Enagonio will take over the monthly Engagement Area Summary (reminding, collecting and distributing). Kristen noted the beginning of the brainstorming sessions for the 75th Anniversary (Fall 2019) and will provide a summary

at the December CC meeting. Matt noted that he will miss the January meeting as he will be teaching a two-week seminar at Wesley. Engagement Area Summaries. (Attachment A) Olen noted that additional updates had come in for Justice and Witness.

Action Item: Sarah Ingram will incorporate the updates in the document before attaching it to these minutes. COMPLETED

Focus Strategic Conversation

Young Adult Ministry Proposal (Attachment B) Matt Braddock and Kristen Brown presented a proposal for a Young Adult Ministry, to be led by a new member, Brian Cook. Brian has experience with in-home gatherings and outreach activities and would like to lead a program at CCC as part of his path to ordination. Matt will work with Brian on the ordination process (Bob Brown will re-establish a discernment committee) and on how this activity could be resourced, supported and held accountable. Although Brian has not requested financial resources, Kristen noted that there is a little “seed” money at the CC’s disposal. The group discussed which engagement area should sponsor the ministry and concluded that Spiritual Formation will work with Matt and Brian. There was also discussion about asking Lindsey Vogalsang (Church School Superintendent), John Ahn (Cooperative Youth Ministry Leader) and Brian to look for ways to coordinate across the age groups. It was agreed that no vote was needed from the CC but the CC did express support for the ministry. March 16, 2019 Concert Proposal (Attachment C) Chris Braddock and Tim Carrigan propose that CCC sponsor a concert by a Christian folk singer, Bobby Jo Valentine, who they heard, and met, at the General Synod (Baltimore). Due to the popularity of the singer, the new proposed date would be Saturday, May 11, 2019. Chris and Tim would be the event organizers, including housing the singer, managing ticket sales, and hosting the evening in the CCC building. Chris and Tim asked the CC to approve the details in the attached proposal (with new date), and Geri Brennan so moved:

Moved: that CC commit to pay $1,000 for the Bobby Jo Valentine concert on Saturday, May 11th, to be reimbursed through ticket sales and possibly other fundraising; the CC will advance $500 of that amount out of the CC “seed” fund to secure the booking; any fundraising shortfall will be managed by the CC, including custodial services costs; any extra money raised will be used first against custodial and other event costs and then given to the singer; CCC’s name and logo will be used for promotion of the event; Chris and Tim will be the event organizers, including housing the singer.

Dayna seconded and the motion passed unanimously. When the contract is signed (by Kristen Brown or Dan Pence), it will be sent to Dean and Bridget to process the first payment.

There was further discussion about the singer’s offer to lead the music Sunday morning (May 12th) for a separate fee. Chris agreed to explore the idea with Sam Wack that idea, including the use of money from the guest musician budget. In addition, Chris will consult with the musician and with John Ahn about the youth running a refreshments table to raise money for the 2019 mission trip.

Action Item: Chris Braddock and Tim Carrigan will confirm and book the 5/11/2019 Bobby Jo Valentine concert, coordinating as agreed on both the 11th and 12th activities. COMPLETED

Office Administrative Assistant Position Kristen circulated the new draft position description (Attachment D), and noted that contributors included Matt, Dianne Abraham (Church Administrator), Susan Gray (current Administrative Assistant), and members of the Personnel Committee and Communications Team. Kristen noted that while the required qualifications are lengthy there was broad agreement on the elements and confidence that a candidate could be hired. Kristen and Matt then offered the resume of Lynne M. Brady (on file; not attached), who substituted for Susan Gray this September when Susan was out. Matt summarized the inquiries he made of both her current and past employers and the recent interview he and others conducted. Kristen shared that the background check is completed. Lynne is interested in working 15 hours a week at CCC so she can keep her part-time job at Rockville United Church. Susan Gray is willing to work one day a week for a while and is eager to train her replacement. The minister at Rockville supports the arrangement. Matt, Kristen and Dianne believe that if Lynne works Monday, Tuesday and Thursday and Susan works Wednesday, CCC will have a chance to consider the overall office schedule, the financial situation after the construction and the spring stewardship campaign, and the feasibility of a job-sharing arrangement. Susan would like to start the training process (one day a week in November, two in December and three in January), using already-available funds for 20 hours of paying both Susan and Lynne for training. Lynne would be hired as an hourly employee, with a timesheet up to 15 hours and any extra hours pre-approved by Dianne. Kristen and Matt recommended that the CC approve the hire of Lynne Brady. Based on the consensus of the group, Dayna moved that CCC go forward.

Moved: based on the position description, resume, references, interview and background check that CC approve the making of an offer on behalf of CCC to Lynne Brady as office Administrative Assistant for 15 hours a week. The CC authorizes a subgroup, including the Moderator and Senior Pastor, to implement the offer and hiring.

The motion was seconded by John Enagonio, and passed unanimously.

Action Item: Kristen and Matt will act on the CC approval to make an offer to and hire Lynne Brady as a part-time office Administrative Assistant. Update at the December CC meeting. COMPLETED

Updates on Programs, Activities, Events

December Calendar Events In the absence of Bud Dennie (Member Care & Fellowship), Kristen outlined the new locations for the Advent activities due to the unavailability of the social hall. The CC members were comfortable with Bud’s arrangements. Social Hall Construction Project and SunTrust Loan Amount Olen Stephens provided an update on the social hall construction and costs and presented the current thinking by Dean Ripple (Treasurer), Dan Pence (Congregational Assets), and himself on the optimal amount of loan to seek from SunTrust Bank for work in the 9525 Colesville building. The proposed amount is well within the congregation’s authorization and would be used for purposes consistent with the authorization. Social Hall. Plumb Square provided a nine-week schedule but because they ran into less bedrock than feared they appear to be slightly ahead of schedule. The Team is keeping watch as elements cause the estimated costs to go over or under the estimated $303,000. At the moment the estimate is $307,000. Also, the current work specifications include replacement of the flooring at the same grade of vinyl tiles as before; it would make sense to upgrade the flooring to reduce maintenance and increase life span. In addition, it is recommended that CCC install acoustical panels to reduce unwanted noise and increase possible uses of the space. CC members agreed with both ideas in principle. Progress photographs are being displayed on site by Olen for the congregation. Financing & SunTrust. Dan Pence has been making quiet contact with members who expressed interest in making specific gifts to defray the social hall construction costs, separate from gifts for the Retreat House Renovation or the annual Stewardship cycle. To date, generous members have made gifts totaling $120,000. The CC expressed deep gratitude for the humbling generosity of the CCC members. In light of those gifts, the Team estimates that CCC still needs about $200,000 to complete the social hall project. In addition, rough estimates total $107,000 to cover other critical maintenance projects:

• Dishwasher for the kitchen off the social hall

• Resurfacing and repairing the parking lot

• Replacing the flooring throughout the church (including some conversion from carpet to other material for durability and lifespan)

• HVAC for the choir room

• Study of the CCC complex system of interior and exterior gutters so information, recommendations and cost estimates are ready for when there is roof work. Dan Pence, Olen and Plumb Square all recommend the study.

• Study of the CCC HVAC components and systems to strategize actions and costs under various “failure” scenarios; this would enable CCC to plan and to act nimbly when something dramatic occurs. Recommended.

• Replacement of damaged tables (flood/mold) with types and numbers of tables to support increased use of CCC space for varied functions.

• Render the current building schematics (walls, systems, etc.) into digital format to preserve and to make available for various future uses.

• New secure enclosure for the recycling bin (vandalism, unauthorized use, pests, etc.). Olen shared that a loan from SunTrust of $307,000 at 6% for 15 years would cost CCC $2,600 per month, or $31,200 per year. The current major maintenance line item in the budget is $48,000 so after servicing the loan CCC would still have roughly $16,000 available for unanticipated needs. There was consensus on the CC that it would be prudent to seek a slightly higher loan, perhaps $325,000, to ensure flexibility, such as to make prudent material upgrades on the flooring.

A question was raised about the wisdom of obtaining a line of credit instead of a straight loan, as was asked at the special congregational meeting. It was noted that in a rising interest rate environment the line of credit interest rate would float up, whereas CCC could lock in a set interest rate on the loan. The members of the CC repeated their great appreciation for the generous member gifts and agreed with the described strategy for the loan and the major maintenance list. Coordinator Updates The group discussed the new Youth At-Large position considered by the CC on October 1st and added to the governance proposal presented at the November 4th town hall. Many agreed that it might be useful to have a double-encumbered position with one being younger to provide continuity. There was concern that busy youth schedules might make attendance challenging but two youth could share and also reconcile their single vote when they both attend.

Wrap Up

Uncompleted Old Action Items:

• Sarah will draft a CCC policy procedure on CCC and elections, and an outline of the Operations Manual. Update the CC at the January 2019 CC meeting.

• Sarah will draft a policy on reimbursing staff for the cost of offsite events, and some policy choices for chaperones. She will obtain input from Bud Dennie, and bring a proposal to the CC for deliberation and approval. Draft for the December 2018 CC meeting.

• Adrianne will work with Dean to set up the Amazon Smile account and with Sheila Walsh to commence communication to the congregation, including about the use of the money. Update at the December 2018 CC meeting.

• Adrianne and Bruce, with input from Dean and Dan, will catalogue endowment and financial issues, and existing procedures, and bring the broad topic back to a future CC meeting. The CC will discuss how to assign issues for clear ownership. The CC asked Adrianne and Bruce to be prepared by late September. Note: any possible guidance on shifting money among subaccounts of an engagement area should be added to this catalogue. Status report at the January 2019 CC meeting.

• The RHR Team, with input from Olen and Dean, will update the CC on the RHR progress on financing, construction and programming, on a regular basis. One update will include plans for the best way to track financing and reporting. Quarterly.

Adjournment and Prayer

Hearing no new business, Kristen adjourned the meeting at 9:15 pm. Matt Braddock led the group in a closing prayer.

Attachment A Justice & Witness

Update from previous month:

• The Justice and Witness EA held a potluck lunch discussion in September attended by over

25 people to discuss ideas, priorities and plans for the upcoming year.

• Anne Weissenborn and Jim Henkelman-Bahn talked to the children about the Poor

People’s Campaign during the September Communion Sunday activity. Jacki Coyle,

Executive Director of Shephard’s Table will do a Mission Moment and lead the children’s

Communion Sunday activity on November 4th. Children and families have been asked to

donate toiletries, socks, undergarments and fresh food to donate to Shephard’s Table in

November. Other groups that CCC supports and is engaged with will do future

Communion Sunday programs.

• CCC members attended the premiere of the Gandhi Brigade’s new documentary "We Are

Now." The youth producers engaged in thoughtful discussion and guests from around the

region spoke about youth activism and engagement. We will schedule a screening at CCC

for next year.

• CCC members attended the closing of UCC Lincoln Temple in the Shaw neighborhood of

DC. Shaw Community Center will remain there and has recently won a Meyer Foundation

Grant for addressing systemic racism in the Shaw neighborhood.

• Pastor Matt attended the Sanctuary DMV Network meeting and the internment service for

Matthew Shephard at the National Cathedral on CCC’s behalf. CCC members continue to

advocate to representatives on immigration, racial justice and LGBTQ rights among other

issues.

• The Racial Justice Circle continued attention on the police shooting in Silver Spring of

Robbie White and members recently participated in a meeting led by District 20 legislative

representatives at the SS Civic Center about local criminal justice issues. Members also

went to Annapolis for a subcommittee meeting of the Maryland Alliance for Justice

Reform, targeted to the upcoming session of the MD General Assembly. The RJC also

discussed the implications of the closing of Lincoln Temple for the work of Shaw

Community Center.

• KRMA-US Partners, with support from the Uganda Ministry Team at CCC, supported two

young women from Kobulubulu (also the only representatives from the entire District) to

attend a Mentoring Leadership Program for Young Women through PEER Uganda. They

have also begun implementation of the Her Choice girls’ empowerment event in

collaboration with The Hunger Project. There was an educational fund-raising event in

Baltimore recently and they have begun end-of-year fundraising for the 2019 budget.

• CCC marked Just Peace Sunday with a Moment for Mission and renewing our Just Peace

Covenant.

• On Sunday, 11/4, Jackie Coyle, of Shepherd’s Table, spoke to the congregation and led the

children’s gathering before communion.

Activities to know about coming up:

• On November 11th Stewards of the Earth are sponsoring a lunch and learn discussion with

the founder of Neighborhood Sun, a Silver Spring clean energy company focused on

community solar. Community solar is a new program in Maryland that opens up solar

access to everyone who pays an electric bill. He will explain how the program was created,

how it works for residents, and why it’s so important these days. Jim Conklin is providing

information after church services in advance of the event.

• The Racial Justice Circle is planning a book study group of "They Can't Kill Us All" in

winter for interested CCCers on police shooting of unarmed residents. They are also

planning a report to the congregation on the Conversations on Race held last February

during Black History Month and discussions have begun on planning for Black History

Month for 2019.

Volunteer Requests:

• Volunteers could help with the lunch and learn on November 11th.

• Sunday, Nov 11 is the last day to contribute to the Thanksgiving appeal for Shaw

Community Center. This year instead of providing a bag containing assorted Thanksgiving

food items, SCC is providing $40 gift cards to families to help with the cost of

Thanksgiving Dinner. Volunteers are also needed to help with tutoring and other activities

at SCC.

• We are still seeking a new leader for the Immigration Circle at CCC.

Member Care & Fellowship

Update from previous month:

• August – Beach Week-End -Sea breezes, warm sun and gentle surf – a perfect weekend!

35 of us went out to Bethany Beach for the CCC 2018 Beach Weekend, August 23 - 26.

The Milkie/Botsco family came down from Toronto and Jackie & Jim Walters came up

from North Carolina for it. It’s always great to catch up and re-connect with old friends!

When we weren’t on the beach we could be found in conversation on the rocking chairs

outside the Tabernacle dining hall, strolling on the boardwalk, sharing in happy hour,

playing cards, or putting together a huge jig-saw puzzle, and for the kids, a trip to Fun-

Land. To celebrate Sam’s 21st birthday a small group spent Friday on a charter boat, deep-

sea fishing and brought back their catch of mahi-mahi, dolphin fish and jack fish, prepared

and served for dinner the next evening. (The tuna Sam caught went back to school with

him. His mom caught the biggest fish!)

• The weekend ended with worship and communion on the beach led by Pastor Gloria with

the morning sun rising over the ocean.

• If you weren’t able to come this year, you missed a great time. We look forward to having

you with us next summer!

• August 20 Served a Memorial Service Reception for Randy Caswell. The reception was

held in the Conference room. Thanks to Lynne Joseloff for coordinating the event and the

others who helped her.

• September 9 Held our Annual picnic at the recreation Center at Silgo Creek. The

Congregation was treated with a worship for Pastor Matt return and also having Acoustic

band playing many wonderful songs during the service. Thanks to Gloria and Sam for

coordinating the worship service. Then the congregation was treated to a wonderful picnic

lunch consisting of sandwiches, many salads donated by the congregation, and for dessert

cakes provided for Matt’s return. Thanks to Maureen and Tony Ingram for coordinating

the excellent food. Also, Barbara and Michael Breads, Linda Dodson, William and Maggie

Hinkeldey helping with the food. Thanks to Christopher Lewis and Marylin Hall for taking

care of the cleanup duties. Despite the rain all the time at the picnic. It turned out to be a

very wonderful fellowship experience.

• September 12 Pastor Matt and Kristen Brown meet with two people at the schedule CCC

informational meeting in the Conference room

• September 15 Because We Care had a meeting to discuss the program

• September 16- The Health Ministry team had a blood pressure screening after the church

service. Thanks to Kerri Hufford for doing the blood pressure screening.

• September 22 – Because we care had a Quarterly training session.

• September 23 - At the church service we were able to have Deloris Rowland join our

church as a new member.

• October 11 - The Health Ministry team had a blood pressure screening after the church

service. Five people took advantage of the blood pressure screening Thanks to Kerri

Hufford for doing the blood pressure screening.

• October 28 – Health Ministry Advanced Directive Seminar was held in the conference

room. Seminar went over the 5 wishes books and Maryland MOLST forms. Thanks to

Michael Breads for conducting the seminar

Activities to know about coming up:

• November 12 – Because we care Steering committee meeting

Volunteer Requests:

• Coffee hour needs three recruits to cover two Sundays

• Coordinator for Advent Wreath activity

• Coordinator for Christmas Eve reception

Congregational Giving

• A meeting is scheduled for November 10th to discuss approaches for the spring pledge

drive.

Congregational Assets

• Activity in October: water removal continued in the social hall

• Contract development with Plumb Square for the water remediation project was completed

• Submitted an application to SunTrust Bank for a business loan in the amount of up to

$500,000, which has now been approved by the SunTrust underwriting department.

Activities to know about coming up:

• Need to coordinate internal discussion regarding exactly how big a loan we should take out

with SunTrust (up to $500,000).

• Finalize the loan with SunTrust.

• Monitor water remediation contract progress and ensure that progress payments are made

timely.

• Deal with other asset management matters as may arise.

Attachment B

Young Adult Ministry - CCC Intention: Build and sustain a young adult presence in the church -Fostering/Pastoring current Young Adult presence

• Building relationships and connecting with young adults who have attended a service in the last six months

-Outreach

• Building mutually beneficial relationships with campus pastors, and other social justice driven organizations to seek opportunity to collaborate and bring young adults into the work being done at CCC

• Creating a landing point for young adults’ post-graduation -Gatherings

• Monthly/Bi-Weekly Salon or Home Group gathering designed to encourage conversation and other relational evangelism to encourage active YA to bring in their friends and community into a non-church environment

-Integration

• Transition YA ministry regulars into the weekly church service and already established programs at CCC

Needs:

1. Meeting with leaders of current outreach and social justice groups currently active in CCC to gather information on upcoming events and focuses

2. Opportunity to meet with known YA who currently, or have recently, attended CCC 3. Space to host Monthly/Bi-Weekly gatherings when needed

OVERVIEW

A musician named Bobby Jo Valentine approached Pastor Matt about CCC’s interest in hosting one of his concerts in March. Tim Carrigan and Chris Braddock were introduced to Bobby Jo when he performed at General Synod in Baltimore in 2017. They are willing to be event organizers for a similar concert. We are coming to the Coordinating Council with an opportunity to host the concert at CCC and wondering which branch of the Coordinating Council would be our oversight contact. We are really excited about this opportunity and feel this concert and Bobby Jo’s music is inspiring, inclusive and could be an excellent way to open CCC’s doors in outreach to the DMV community.

GOALS

1. Provide space, publicity and funding for a rising LGBTQ+ Christian recording artist. 2. Reach out to DMV area UCC and UUA churches, Ethical Societies, LGBTQ+ groups and the wider

community to attend and be welcomed into our building for an evening. 3. Raise $1000 in ticket revenue to pay Bobby Jo’s performance fee.

SPECIFICS

1. Use of the first floor meeting room on March 16, 2019 (with option to move to a bigger room if necessary).

2. Use of CCC’s name and logo for promotional material and tickets. 3. Upfront loan for a deposit of $500 to secure the date (seed money). 4. Approval to enter into a simple concert contract (approximately $1000) with Bobby Jo Valentine

(BJV). Total cost will be covered through ticket sales . 5. BJV housing provided by a CCC member. 6. BJV will take care of his own transportation and car rental which are included in his fee. 7. There is a possibility of having BJV lead music in worship on Sunday, March 17 for an additional

$300-$500 (perhaps from Music Memorial budget line).

Position Description: Administrative Assistant Mission Statement: Christ Congregational Church, UCC (CCC) is an inclusive, questing community of faith, seeking to embody Jesus Christ by doing justice, loving kindness, and walking humbly with God. Purpose of Position: The Administrative Assistant serves as a helpful, trustworthy and caring associate who

interfaces with the congregation on behalf of the Senior Minister, while providing administrative office support to the Church Administrator. The Administrative Assistant provides secretarial support for CCC Ministerial and Program Staff, Coordinating Council and Committee Chairpersons.

For successful employment, it is essential that the Church Administrative Assistant have the following qualifications:

Understand and enact church administration as a ministry of presence, in tune with the calling and work of the congregation.

Be spiritually grounded. Work collaboratively as a team player with diverse personalities and styles of leadership Be attentive to detail. Be flexible, cheerful, and patient. Be well-organized. Be proficient in Windows OS, Microsoft Office (Outlook, Word, Excel and PowerPoint), Be willing to learn our church management software system, online mailing and scheduling software,

basic website management and church support technologies. Have the ability to multi-task. Have superior writing and editing ability, possessing proficiency in grammar, usage and style Have the capacity to safeguard confidential material and conversations

The Administrative Assistant must present a clear understanding of CCC’s mission and values, can make connections between our various ministries, and thrive in an office environment that is full of activity. Reception Responsibilities

Communicate a spirit of welcome and hospitality to all who enter the church. Answer the telephone and intercom cordially, providing assistance whenever possible. Handle miscellaneous reception details as coordinated with the Church Administrator; assisting

vendors/contractors as needed Office Management Responsibilities

Manage all office correspondence; including daily email and postal distribution, keeping telephone recording and foyer bulletin board up to date

Manage the preparation of all worship bulletins, announcements and informational inserts for all church services in coordination with the Pastors and Director of Music

File and distribute worship bulletins to participants; post to the website Maintain the office mailbox slots. Prepare and send e-newsletters/mailings as needed per Staff and Lay Leaders

Prepare and print the weekly Pastoral Prayer & Care Guide, as well as other literature. Maintain church events on the Church Calendar, collaborating with the Church Administrator, Staff and

Leaders. The Administrator schedules all outside users. Keep the front offices organized and neat. Keep Website up-to-date with events and announcements

o Writing blog posts and marketing copy to promote our church and events o Proofreading, re-structuring and editing content provided by content sponsors into blog posts

(news/announcements/events)

o Craft and send our semi-monthly newsletter and occasional “eBlast” emailing’s maximizing integration between WordPress and MailChimp

o Work closely with web developer to automate as much of the content-blog-email cycle as possible

Maintain attendance records for weekly worship and visitor correspondence Maintain/Update member information in church software called Breeze Communicate membership updates to Clerk of the Rolls. Participate in weekly Staff Meetings Assist Staff and church leaders with projects, copying, mailings as needed Assist with Retreat House use coordination

Office Administrative Responsibilities

Keep an inventory and expense record of and order supplies for office and staff Maintain office equipment in consultation with Church Administrator. Recruit and supervise volunteer help for routine tasks as needed in consultation with Church

Administrator. Coordinate special services (funerals and weddings), including contact with Ministers, Church

Administrator, A/V Committee, Memorial Service Reception Team, and Deacons. Coordinate the compilation, publishing, and distribution of the CCC Annual Report. Maintain records of Memorial gifts, sending acknowledgement cards to the donors and informing

families of the gifts received Prepare and submit a yearly budget for church office expenses and supplies.

Authority and Accountability:

The Church Administrative Assistant is hired by the Coordinating Council and is immediately supervised by the Church Administrator and, ultimately, the Senior Minister

Interaction:

The Administrative Assistant interacts with the ministerial, program and support teams; the volunteer office staff; members of the congregation; and visitors to the church. Because it is such an important public position, the Administrative Assistant must be punctual, friendly, and professional. The person in this position establishes and maintains collaborative relationships with other members of the ministry team, creating an atmosphere of trust.

Education and Experience:

A Bachelor’s Degree is preferable. Work experience in a church or people-oriented non-profit organization is most desirable.

Type of Position

This is a part-time, exempt, “at-will” position. Its benefits, pursuant to the CCC Personnel Handbook, are based on:

• A 20-hour work week

• $22.00 per hour

• FICA taxes withheld as per law
