WELCOME TO THE 2015 SEASON

The CCCL Junior Section Chairman and Committee would like to extend a warm welcome to existing coaches and managers, and also to new participants who are responsible for junior teams for the first time. In addition to the 2015 season fixtures and contact details, this handbook also contains the league’s playing regulations; the 2014 competition results; and ECB guidelines and regulations for junior cricket. It is in all our interests that everyone involved, no matter with what age group, takes time to read through the handbook before the playing season starts.

Rules

There are a few changes to the League’s Match Regulations for the 2015 Season, however, all managers, coaches and umpires are asked to read all the rules carefully (starting on page 53) before the season starts. The following are the main changes for the 2015 season:

Rule 4)d) states that a player who is registered with two clubs must always play in different leagues for each club. For the avoidance of doubt, a junior player may play in two leagues for the same club but he may NOT play in the same league for two clubs.

New Rule 4)e) added: Inter-club transfers are required to be referred to the Senior Committee in accordance with Senior League practice (see the CCCL Senior handbook for details of this procedure).

The U13s Rules now state specifically what has been custom and practice, namely, that U13s games are 24 six-ball overs.

Where there is mutual agreement between opposing managers, pink match balls of the correct weight and from the appointed supplier may be used for evening games for the U11 age group upwards.

See Rules 5)c)ii) and 5)c)iii) for flexibility on the the rearrangement of U13 and U15 Sunday morning fixtures as evening games during the immediately following weekdays.

Managers of Cup teams are reminded that the Rules for Cup competitions include provision for the reduction of the number of overs bowled in rain-affected games in order to obtain a result.

Managers, coaches, umpires and players should be familiar with the Laws of Cricket and also relevant ECB Guidelines and Directives. The Spirit of Cricket (taken from the Laws of Cricket) appears on page 6 of this handbook. Ideally, at the start of a season, copies of this extract from the Laws should be given to every young cricketer and to the parents of those cricketers. The full ECB Disciplinary Model Rules appear starting on page 79.

Friendly Games

Approaches for friendly games in the competition age groups will usually be welcomed by your fellow managers and coaches.

Match balls

Reader’s match balls have once again been approved for use in the 2015 Season. Whilst it is preferred that teams use a new ball for each innings, reuse of undamaged balls will be permitted subject to approval by the manager of the opposing team. Flexibility and common sense are the watchwords. Ball approval must take place before the start of play, as is customary.

Team Managers’ Responsibilities

Rule 11 states that the home team is responsible for ensuring that the correct details of a match result are entered on to play-cricket.com and an email confirmation sent to the appropriate Results Secretary in a timely manner. This should be done within 48 hours following the date that each match has been played. Results must also be entered and returned for abandoned and cancelled matches.

Rule 11 provides for a fine whenever a result is not reported on time.

The minimum information required for a match result is as follows:

Please use “o”, “m”, “w” and “r” for “overs”, “maidens”, “wickets” and “runs” to avoid any confusion.

All Managers are responsible for entering each player’s individual results into their club’s website on www.play-cricket.com in as much detail as possible. (There is usually a player who is happy to do this for the team.) Users of the CricHQ or Total Cricket Scoring apps for iPad, Kindle Fire and Android devices will be able to upload results and player performances directly to play-cricket at the touch of a button. This means that complete and up to date individual statistics are automatically made available on your clubs’s play-cricket.com web site. It takes only a few minutes to log in to play-cricket.com to become a member of your own club site and/or the CCCL Juniors site.

Nominations for Player of the Year

The Managers of the Championship-winning team and the runners up for each of the U11, U13 and U15 age groups are required to submit nominiations from their team, with appropriate batting, bowling and wicket keeping statistics, for consideration by the committee for the Player of the Year award in their respective age group.

Photographs

Almost everyone has a digital camera of some kind with them all the time and yet so many photos are disappointing when viewed afer the event. If you are taking a team photograph after a match please try to remember the following hints:

If possible, position the team against a dark background such as a hedge. Try to avoid the back row with their heads along the sky line and watch out for stray people in the background. Outside the clubhouse rarely provides a good background for a team photo.

If it is sunny, the photographer should stand so the light comes from an angle over one of his/her shoulders so that the players will not squint into the light.

If there is a trophy, place it in the centre of the picture either on the ground or with one player holding it so that it can be clearly seen.

Fill the viewfinder with the team and make sure vertical and horizontal are vertical and horizontal.

Please do try to take the photos immediately after the match has finished. It is very difficult to get young players together for a photograph after the event.

Once you have taken a photo, please save it with a recognisable date and title and send it to the fixture secretary for possible addition to one of the albums on the League’s play-cricket site.

Code of Conduct

Managers are asked to draw the attention of family members of the League’s young cricketers to the following code of conduct (which is now expected from clubs who want to achieve Clubmark status):

Encourage your child to learn the Laws of Cricket and to play within the spirit of those laws.

Discourage unfair play and disputes with officials/coaches.

Help your child to recognise good performance, not just results.

Never force your child to take part in any sport.

Set a good example by recognising fair play and by applauding the good performances of all.

Never punish or belittle a child for losing or making mistakes.

Publicly accept the judgement of officials without argument or comment.

Support your child’s involvement and help them to enjoy cricket and to develop within it.

Use correct and proper language at all times.

Do not forget, children are involved in organised sport for their enjoyment and not yours.

Please take time to read and understand the table in the rules section of this handbook which summarises acceptable coaching and parental behaviour before, during and after a junior cricket game. Please also note that, whenever independent umpires stand, they will be asked to enforce the prohibition of coaching of any form during the course of play.

Disputes

Whilst we always hope otherwise, it is inevitable that disputes arise in any sport, and cricket is no exception. In the event that any League dispute cannot be settled amicably with the assistance of the appropriate Results Secretary,

then the matter will be referred to a Disputes Sub-committee. The procedure is set out in Rule 13 with reference to the ECB Disciplinary Model Rules.

Looking ahead to the 2016 Season

In order to try to make the League’s fixtures available early in 2016, the closing date for entries for the 2016 Season is 15th January 2016.

THE LAWS OF CRICKET (2002 Code)

THE SPIRIT OF CRICKET

Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains. 1. There are two Laws which each place the responsibility for the team's

conduct firmly on the captain.

Responsibility of Captains: The captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws.

Player's Conduct: In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player's captain, and instruct the latter to take action.

2. Fair and Unfair play

According to the Laws, the umpires are the sole judges of fair and unfair play.

The umpires may intervene at any time and it is the responsibility of the captain to take action where required.

3. The Umpires are authorised to intervene in cases of:

Time wasting Damaging the pitch Dangerous or unfair bowling Tampering with the ball Any other action that they consider to be unfair

5. It is against the Spirit of the Game:

To dispute an umpire's decision by word, action or gesture To direct abusive language towards an opponent or umpire To indulge in cheating or any sharp practice, for instance:

a) to appeal knowing that the batsman is not out b) to advance towards an umpire in an aggressive manner when

appealing c) to seek to distract an opponent either verbally or by harassment with

persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one's own side

6. Violence

There is no place for any act of violence on the field of play. 7. Players

Captains and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this.

IMPORTANT ECB GUIDANCE AND DIRECTIVES CONCERNING YOUNG CRICKETERS

Safety Guidance on the Wearing of Cricket Helmets by Young Players

In February 2000 the England and Wales Cricket Board (ECB) issued safety guidance on the wearing of helmets by young players up to the age of 18. This original guidance document can be found at www.play-cricket.com/helmets. In brief, the guidance recommends that:

Helmets with a faceguard or grille should be worn when batting against a hard cricket ball in matches and in practice sessions.

Young players should regard a helmet with a faceguard as a normal item of protective equipment when batting, together with pads, gloves and, for boys, an abdominal protector (box).

Young wicket-keepers should wear a helmet with a faceguard when standing up to the stumps.

With the assistance of schools, cricket clubs and leagues, the wearing of helmets by young players is now standard practice in cricket throughout England and Wales. Helmets are widely available and are covered by a British Standard (BS7928:1998).

The original guidance allowed parents or guardians to give their written consent to allow a young player not to wear a helmet. However, most clubs, schools and leagues have decided not to accept this parental consent and require all young players to wear a helmet in all junior matches. If a club or school does agree, in exceptional circumstances (additional guidance on what constitutes ‘exceptional circumstances’ can be obtained from the ECB Cricket Department), that a young player need not wear a helmet, they must ensure that an ECB Team Sheet card is completed and given to the umpires before the start of play whenever the young player takes part in a junior match.

Safety Guidance for young players in adult matches (2007)

At the beginning of 2007 the ECB clarified the guidance relating to young players in adult matches and confirmed that all young players who have not reached their 18th birthday must wear a helmet with a faceguard when batting

and when standing up to the stumps when keeping wicket in adult matches. Parental consent not to wear a helmet should not be accepted in adult cricket.

This guidance applies to all players up to the age of 18, both in adult cricket and in all junior cricket played with a hard cricket ball. The guidance also applies during all practice sessions. Any individual taking responsibility for players should take all reasonable steps to ensure that this guidance is followed at all times.

The ECB asks that the guidance is communicated to the parents or guardians of all young players through clubs and schools, and that young players are not allowed to bat or stand up to the stumps when keeping wicket against a hard ball without wearing a helmet.

ECB Fielding Regulations for Junior Cricketers

The ECB’s regulations covering the minimum fielding distances for young players in all matches where a hard ball is used. No young player in the Under 15 age group or younger shall be allowed to

field closer than 8 yards (7.3 metres) from the middle stump, except behind the wicket on the off side, until the batsman has played at the ball.

For players in the Under 13 age group and below the distance is 11 yards (10 metres).

These minimum distances apply even if the player is wearing a helmet.

Should a young player in these age groups come within the restricted distance the umpire must stop the game immediately and instruct the fielder to move back.

In addition, any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18, must wear a helmet and, for boys, an abdominal protector (box) when fielding within 6 yards (5.5 metres) of the bat, except behind the wicket on the off side. Players should wear appropriate protective equipment whenever they are fielding in a position where they feel at risk.

These fielding regulations are applicable to all cricket in England and Wales. Age groups are based on the age of the player at midnight on 31st August in the year preceding the current season.

ECB FAST BOWLING MATCH DIRECTIVES Revised October 2009

For the purposes of these Directives a fast bowler is defined as a bowler to whom a wicket keeper in the same age group would in normal circumstances stand back to take the ball.

Having completed a spell the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his* spell have been bowled from the same end. A bowler can change ends without ending his current spell provided that he bowls the next over that he legally can from the other end. If this does not happen his spell is deemed to be concluded. If play is interrupted, for any reason, for less than 40 minutes any spell in progress at the time of the interruption can be continued after the interruption up to the maximum number of overs per spell for the appropriate age group. If the spell is not continued after the interruption the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his spell before the interruption have been bowled from the same end. If the interruption is of 40 minutes or more, whether scheduled or not, then the bowler can commence a new spell immediately.

Once a bowler covered by these Directives has bowled in a match he cannot exceed the maximum number overs per day for his age group even if he subsequently bowls spin. He can exceed the maximum overs per spell if bowling spin, but cannot then revert to bowling fast until an equivalent number of overs to the length of his spell have been bowled from the same end.

If he bowls spin without exceeding the maximum number of overs in a spell the maximum will apply as soon as he reverts to bowling fast.

Captains, Team Managers and Umpires are asked to ensure that these Directives are followed at all times. For guidance it is recommended that in any 7 day period a fast bowler should not bowl more than 4 days in that period and for a maximum of 2 days in a row. Age groups are based on the age of the player at midnight on 31st August in the year preceding the current season.

2014 SEASON COMPETITION RESULTS

The summer of 2014 generally provided excellent cricketing weather for the majority of the season. Groundsmen and volunteers throughout the county played their parts as always and, overall, there were relatively few abandonments but, sad to note, rather more cancellations than expected.

Player of the Year Awards

The individual award winners for a season are chosen from nominations, supported by statistics, made by the mangers of the Championship-winning teams and runners-up. Every season produces some fine young players and 2014 was no exception. Congratulations to the 2014 CCCL Junior Players of the Year:

Quarter-finals were played amongst the top two teams from each of the above mini-leagues, followed by semi-finals. Alderley Edge became the 2014 Under 9 Champions by beating Stockport Georgians A in the final.

The Final was played between Alderley Edge and Bramall at Cheadle Hulme CC’s ground (arranged at very short notice after a waterlogged outfield made it impossible to hold the Final at Over Peover as stated in the handbook). The 2014 Under 12 John North Cup was shared between Chester Boughton Hall and Neston after a thrilling final played in an excellent spirit to the very last ball. Following a toss of coin for choice of venue, Prestbury had home advantage for the Final between Prestbury and Neston.

Overall this was match was a credit to the participating teams, their coaches/managers and supporters. It was played in an excellent spirit and highlighted the depth of young talent there is in the CCCL Junior league.

Prestbury were the 2014 Under 17 John North Cup winners.

CCCL Juniors 2015 Season 23

UNDER 11s CHAMPIONSHIP

Twenty-three teams will compete in the 2015 Under 11 Championship, in two zones, one of eleven teams and one of twelve teams, each team playing every other team in their zone once over an 11 week period with NO break for Spring Bank Holiday. All zonal matches shall be arranged between the clubs involved and must be played in the week commencing with the Sunday allocated for each match. Matches abandoned owing to inclement weather must not be re-arranged and will be counted as abandoned for the determination of zonal positions.

Games for the first three weeks and Spring Bank holiday week may be rearranged for a date before 5th July by mutual agreement between managers in which case the U11s Results Secretary must be informed of the date 72 hours in advance of the rearranged date. Only one rearrangement per published fixture is permitted.

The winners of each zone and the runners-up from each zone will go forward to compete in two semi-finals. The matches will be:

UNDER 13s CHAMPIONSHIP

Matches in the Under 13s Championship are normally to be played on Sunday mornings. All matches start at 9.30 am and are of 24 overs per innings.

Twenty-four teams are taking part in 2015, initially in four zones of six teams each. Each team will play every other team in its zone once, either at home or away, over a seven week period with a break for Spring Bank Holiday. From Sunday, 7th June 2015, play-offs will take place between teams who finish in similar positions in each zone, to decide the final placings in the U13 Championship, U13 Shield, U13 Plate and U13 Medal competitions (four groups each of six teams). There is no competition for the U13 Cup this season. Seven weeks have been allocated for the Group Phase in order to provide for ground sharing with U15 games.

The U15 section of the playing regulations defines the regrouping process.

By MUTUAL agreement between managers, any U13 game may be re-arranged as a (probably) reduced-overs evening game (Rule 17)n)ii)applies) on a weekday immediately following the Sunday date and, furthermore, games for the first three Sundays may be rearranged for any date before 31st May. Only ONE rearrangement per fixture is permitted and the rearranged date must be notified to the appropriate Results Secretary at least 72 hours in advance of the scheduled Sunday, otherwise the match will be treated as cancelled in the zone or group league table.

Results of matches played on Sunday 31st May must be communicated by the home team to the U13s Results Secretary by text, email or phone immediately after the match is finished. The home team must also update play-cricket. Clubs will be notified of the play-off fixtures by Thursday 4th June and newly scheduled group matches will begin on Sunday, 7th June, 2015.

THE ECB PLAY-CRICKET.COM WEBSITE

Many clubs already have their own excellent websites, but the ECB’s play-cricket website extends what is possible within the resources of a single club by providing the means for club members, clubs and leagues to be networked automatically. Every ECB-registered cricket club in England and Wales has a site on play-cricket.com which, once claimed, ‘belongs’ to the club in question. Each play-cricket.com site acts as a gateway to the owner club’s leagues and fixtures and also, crucially, can provide team and individual player statistics at the click of a mouse.

Club and individual member registration is free, and using all the features of the site is also free. Registration is free and takes only a couple of minutes.

The CCCL juniors play-cricket website is:

All the CCCL Juniors competition fixtures are uploaded before the start of each season, thus up-to-date results and league tables are always available for viewing by members as that season progresses. Please assist the Results Secretaries by entering match results within 48 hours of a match being played so that the young players can compare their teams’ performances without undue delay. It is also a fairly straightforward task to enter individual score details for a match and each team should nominate someone to do this for every match played. Play-cricket.com then makes player statistics and performances available automatically. Users of the CricHQ or Total Cricking Scoring apps for iPad, Kindle Fire and Android devices will be able to upload results and player performances directly to play-cricket at the touch of a button.

MATCH REGULATIONS (2015 SEASON)

DEFINITIONS OF TERMS USED IN THE RULES: Average Run Rate (“ARR”) is defined for the purpose of these rules as: [total runs scored in an innings including extras] divided by [the number of legal balls faced in that innings]. The number of valid balls in an innings is: ( [number of completed overs faced] x 6 ) plus [balls bowled in any part over that were not no-balls or wides] ARR Example 1 Team A scores 100 runs from 20 overs Balls faced by Team A: 6x20 = 120 Average Run Rate for Team A: 100/120 = 0.83 Team B scores 84 runs from 14 overs. Net Run Rate (“NRR”) as shown on the play-cricket web site league tables is not the ODI definition. It is defined as: ( RunsFor / OversReceived ) – ( RunsAgainst / OversBowled ) The value shown in a league table is based on the values that have been input in the summary score; if any value is missing then the game is not included in the NRR calculation. If a side is bowled out, then the overs figure is not reset to the full overs value for the game because that value is not necessarily known (the game may have been rescheduled to a lower overs value). Abandoned games are included in the calculation. It is possible that the the play-cricket definition of NRR may change before the start of the 2015 season.

These Rules incorporate rules for the U9s, U11s, U12s Cup, U13s, U14s Cup, U15s and U17s Cup competitions.

Reference to “he” or to “his” shall be taken to mean, respectively, “he or she” or “his or her”, unless specific reference is made to male or female. Reference to “the Handbook” shall be taken to mean “this season’s league handbook.

GENERAL RULES APPLYING TO ALL COMPETITIONS

1) Ethos and membership:

a) The object of the Junior Section of the Cheshire County Cricket League (“League”) shall be to increase the interest in, and popularity of, the game of Cricket and to encourage the development of junior talent throughout the League.

b) Membership shall be restricted to full members of the League, unless otherwise deemed by the Junior Cricket Section Committee.

c) In the event of a club wishing to withdraw from any of the Competitions within the Junior Cricket Section, that club must do so in writing to the Junior Cricket Secretary (“the Secretary”) not later than 30th November to be effective for the following season. Resignations received after that date will render the club liable for that proportion of their League subscription for the following season.

d) Applications to join any of the competitions for a season must be made by email to the Secretary, not later than 31st December in the year immediately before that season.

2) Laws, rules, guidance and conduct:

a) All matches shall be played according to the Laws of Cricket and relevant ECB guidelines (especially those that apply to junior cricket), except where otherwise provided for in these regulations. Organisers, coaches and managers should be aware of the League's Disciplinary Code of Conduct (see the CCCL Senior Handbook), and they, and all players, parents and spectators, should be familiar with the MCC Spirit

of Cricket and the ECB Code of Conduct.

b) Every team shall have a manager and/or a coach and he/she/they or his/her/their nominated alternate or deputy shall be present at each game that the team plays. If a team manager and/or coach are not available for any reason, then the Club is expected to find someone else to deputise. Not having the normal manager/coach available will not be a valid reason for not accepting a match date offered by opposition in any division or cup competion.

c) On field coaching in CCCL junior games is governed by the guidelines set out in the diagram in Figure 1, below. Whenever independent umpires stand, they will be asked to enforce the prohibition of coaching of any form during the course of play.

d) At the start of every match, coaches and managers shall make every reasonable effort to emphasise, to players and their parents and/or friends who are present, that the League will continue to take whatever action is appropriate to ensure that all participants and spectators adhere to the principles and values set out in the MCC Spirit of Cricket and the ECB Code of Conduct.

e) Each team must provide the opposing team with a complete team sheet before play commences. For the avoidance of doubt, specifically for juniors games played in the League, if a player arrives so late that he misses the first innings during which his team is fielding, he may bat during his team’s subsequent innings.

f) Every team shall have a scorer, and scorebooks 1 shall be completed to show every batsman’s and bowler’s name (see Rule 2)e) regarding team sheets) the runs, extras and penalties subtotals, the total score and the number of wickets fallen for each innings. At the end of an innings, scorers shall confirm that the two scorebooks agree and, at the end of a game, scorers shall confirm that the relevant subtotals and totals agree and shall sign each other’s scorebooks. In the case of finals, umpires must also sign the scorebooks. In cases of dispute, match results from incomplete scorebooks may, at the committee’s sole discretion, be deemed to be void.

g) If inclement weather has potentially made a ground unfit and the groundsman is not available to make a decision, then the two team managers should mutually agree cancellation at a reasonable time

3) Health and Safety: Umpires and coaches must ensure that ECB Health and Safety guidelines for junior cricket are followed, in particular:

a) That all junior players wear helmets with a face visor when batting or keeping wicket standing up (see page 7 of the Handbook).

b) That the ECB Fielding Regulations (see the Handbook or http://static.ecb.co.uk/files/015kb-11279.pdf) are obeyed as directed.

c) That at grounds such as Chester Boughton Hall, during periods where low evening sunlight can make it impossible for batsmen to see the ball, umpires will stipulate that all overs are bowled into the sun during those periods.

4) Registration and age groups:

a) Every player must be properly registered member of the club in whose team(s) he plays.

b) A female player, who plays in team composed predominantly of male players, may play two age groups below the one that would normally be determined by her age. There is no limit to the number of overage female players that may be included in any one predominantly male team.

c) For the avoidance of doubt, an ‘overseas’ junior player who is visiting the UK, say, on a school exchange or as a result of parental employment, may, subject to Rule 4)a), play in the competition appropriate for his age group as defined in these rules.

d) A player who is registered with two clubs must always play in different leagues for each club. For the avoidance of doubt, a junior player may play in two leagues for the same club but he may NOT play in the same league for two clubs.

e) Inter-club transfers are required to be referred to the Senior Committee in accordance with Senior League practice (see the CCCL Senior handbook for details of this procedure).

5) Entries, teams, fixtures:

a) A club may enter one or two teams into the U9s or U11s Championships, however, a club may enter only one team in the U13s or U15s Championships or into any one of the cup (knockout) format competitions. The League urges Organisers to consider carefully, before entering a team, that the required number of players for that team is sustainable throughout the season. In particular, Organisers should note the italicised wording in Rule 5)c)iv).

b) If a team is forced to withdraw from any age group league format competition after the season has started, its total points in the league table will be zeroised. [This possibility will be born in mind by the

Fixture Secretary when drawing up fixtures so no assumptions will be made as to the exact numbers of teams in any zone or group when considering outcomes.]

c) Normally, all league-format (round robin) matches shall be played on the dates, or during the time periods, specified in the official fixture list. [Specific rules apply to all cup-format (knockout) matches: see Rule 21).]

i) Clubs will be expected to fulfil their league-format fixtures on a specified date even if some of their players are selected to play in county matches, or if they wish to enter a cricket festival, or if the team is involved in a match in another league on the day in question.

ii) As a concession to the inevitable problems of player and ground availability during the first three weeks of the season in April and early May due to conflicts with sports such as football, rugby etc, the following applies: U9s, U11s, U13s and U15s teams that normally play on Sunday mornings may, by mutual agreement with the opposing team’s manager, play a scheduled morning league-format match later on the same day or in an evening during the six days following. (If an evening match for U13 or U15 see also Rule 5)c)iii) below.) The Secretary and Results Secretary for the age group must be informed by email, with the reason for the deferment, at least 72 hours in advance of the original scheduled date of the match.

iii) For the duration of the season, U13s and U15s teams that normally play on Sunday mornings may, by mutual agreement with the opposing team’s manager, play a scheduled morning league-format match later on the same day or in an evening during the six days following. In such cases, the match format may be reduced below the normal 24 (U13) or 25 (U15) overs per side according to the guidelines set out in Rules (17) and (19) for U13 and U15 respectively. The Secretary and Results Secretary for the age group must be informed by email, with the reason for the deferment, at least 72 hours in advance of the original scheduled date of the match.

iv) In exceptional circumstances, with the approval of both clubs involved in the fixture, an application may be made to the Secretary at least 14 days before the planned match for an alternative date which must be before the final date for fixtures in the current phase of a competition. The Secretary will consult Committee members and the decision shall be final and binding. Exceptional circumstances do not include players absent due to holidays, or

playing any form of representative cricket, or playing in a cricket team in another league, or participating in another sport. The following are examples of valid reasons:

A ground will be unavailable because it is required for a senior match, a junior county match or a cricket festival.

A team has reached the semi-final or final in the Cheshire U13s Cup or U15s Cup and the date for that match is immutable.

d) If a team concedes a match, then for a League, Zonal or Group game, points will be deducted (see Rule 11)d) ). If the concession takes place within 24 hours of the time of the match, the offending team will also be fined, at a rate to be fixed annually by the Management Committee (the 2015 Season fine is £10 per concession).

e) If a club chooses to enter more than one team in any age group in a season, then (i) No player who has played more than three matches in this league for a team in an age group may thereafter play any match for any other team in the same age group in the current season and (ii) No player shall play a match in the same age group more than once in any week (where a week is defined as Sunday to Saturday).

6) If a team cannot field at least 8 players (7 players for U9s) for a game at the scheduled start time, then that team will be considered to have defaulted. This Rule 6) applies to both the teams in a fixture:

a) For U9s, U11s, U12s, U13s, U14s, U15s and U17s games, the defaulting club will be fined, at a rate to be fixed annually by the Management Committee (the 2015 Season fine is £10 per default).

b) For the U9s and U11s semi-final and final, and U14s, U12s and U17s games, then

i) If only one team has defaulted, then the other team will win the game.

ii) In the unlikely event that both teams have defaulted, the Secretary will be informed so that a decision can be made regarding the continuance of the competition.

c) For the U9s and U11s zonal stage, and the U13s and U15s competitions, THREE penalty points will be deducted from the defaulting team’s accumulated total in the relevant table and, provided that the opposing side has fielded 8 or more players, the opposing side will be awarded FIVE points. If both teams have fielded less than 8 players, then THREE penalty points will be deducted from the accumulated totals of both teams.

d) Any game played where one or both teams have fielded less than 8 players (7 players for U9s) will be considered to be a friendly game, and the result will be recorded as a default.

7) Normally, each club must provide a senior member to act as umpire for each match. In order to ensure consistency in the application of the Laws, umpires should not be changed during the course of a match, unless an event, such as illness, makes this absolutely necessary.

8) For games in the U11s, U12s, U13s, U14s, U15s and U17s age groups, each club must provide a match ball of the prescribed grade and make from the League’s appointed supplier 2 for its team’s innings. In the U11, U12 and U13 competitions, 4.75 oz balls shall be used. For U9 games, see Rule 14)i). Where there is mutual agreement between opposing managers, pink match balls of the correct weight and from the appointed supplier may be used for evening games.

9) No player shall be permitted to play unless he or she is suitably dressed for the game of cricket in clothing that is predominantly white.

10) If, at any time during a game, it is the joint opinion of the umpires that the behaviour of spectator(s) is significantly and/or repeatedly in contravention of the ECB Code of Conduct, then the umpires, acting jointly, shall cease play at the end of the current over, and then:

a) In the case of the first innings:

i) If there are more than two overs remaining in the first innings, the umpires will take the players off the field. Play will resume if and only if the umpires jointly decide that it is appropriate to do so and in any case not before seven minutes have elapsed since the stoppage. Two overs will be deducted from each team’s allocation.

ii) If there are two or fewer overs remaining in the first innings, the umpires will take the players off the field and the innings will be closed. Play will resume with the second innings, if and only if the umpires jointly decide that it is appropriate to do so, and in any case after the normal between-innings interval. The number of overs (one or two) lost will be deducted from the allocation of the team batting second.

b) In the case of the second innings:

i) If there are more than two overs remaining in the second innings, the umpires will take the players off the field. Play will resume if and only if the umpires jointly decide that it is appropriate to do so and in any case not before seven minutes have elapsed since the

ii) If there are two or fewer overs remaining in the second innings, the umpires will take the players off the field and the innings will be closed. The total for the team batting first will then be reduced according to rule 10)b)iii).

iii) If overs are lost in the case of action under 10)b)i) or 10)b)ii), then the total score of the team batting first will be reduced, pro-rata to the number of overs lost by the team batting second. Some examples are:

d) If, after a stoppage as described in 10)a) or 10)b), the umpires jointly agree that the Code of Conduct has been contravened again, then they shall immediately stop play, and take the players off the field. For the purposes of recording a result, the match will be deemed to have been abandoned and the reason will be noted on the result posted on the League’s play-cricket.com web site.

e) If, at any time during a game, including during the period before the starting time for a game and the period immediately after a game has finished, either umpire is personally abused by a player, or players, or by a spectator or spectators, then the umpires shall jointly have the right to deem the match to have been abandoned.

f) If a stoppage or abandonment is necessary under this rule, the umpires shall make a report in writing to the Secretary, detailing the circumstances and, as far as is known, the name(s) of any player(s) or

spectator(s) that were the cause of the stoppage, so that appropriate further action can be taken by the League. Such action may include, but not be limited to deduction of points, reallocation of points, and removal of a team from a knockout stage of a competition. A form for such reports is available from the Secretary.

11) Notifying and recording results:

a) The result of a game must be entered on play-cricket.com by the home club and confirmed by email to the appropriate Results Secretary, immediately after that game has been played. A list of Results Secretaries appears on the front page of the the Handbook. The home club representative may choose to notify a result by email or SMS text after entering the result directly on to the League’s play-cricket web site. Telephone reports will be accepted as a last resort.

b) Details of results recorded on the League’s play-cricket.com website, together with appropriate League, Zone or Group tables, or Knockout charts, will be available for viewing by members.

c) In the event of the result of a match not being notified to the appropriate Results Secretary within 48 hours of the game being played, the club responsible will be fined, at a rate to be fixed annually by the Management Committee (the 2015 Season fine is £10 per late report) and the match result will be awarded to the away team.

d) For results not determined on a knock-out basis, the automatically-generated play-cricket.com website tables will be the sole method used to determine the positions of teams in any League, Zone or Group.

ii) In the event of two or more teams having the same number of points in a table, or the same Zonal positions where Zonal positions are used to select teams for the following stage of a competition, then, for the purposes of deciding the leading team:

(1) The team with the highest play-cricket.com NRR (Net Run Rate) will be ranked highest. [NRR is defined at the start of these rules.]

(2) If, after application of 11)d)ii)(1) there are still tied team(s), then the remaining tied teams will be ranked by descending number of matches won

(3) If, after application of 11)d)ii)(2) there are still tied team(s), then the remaining tied teams will be ranked by ascending number of matches lost.

(4) If, after application of 11)d)ii)(3) there are still tied team(s), then the remaining tie(s) will be resolved by the toss of a coin (or coins in the event of three of more tied teams).

12) At the end of the season, each member club must submit to the appropriate Results Secretary details of all players who have qualified for the U11, U13 and U15 averages (in CCCL Juniors competitions only). A member club must report even if it is merely to say that there are no qualifying players. The batting and bowling qualifications are as follows:

All details must be sent to the Secretary to arrive by 31st August. Clubs failing to comply will be fined at a rate to be fixed annually by the Management Committee (the 2015 Season fine is £10).

13) If, during the current playing season, a written complaint is received from a member club against another member club or one of its coaches or managers then the following procedure will apply (for more details, see the ECB Model Disciplinary Rules on page 79):

a) The Chairman of the Junior Committee will appoint three of the Junior Committee Members (not involved in the complaint) to form a Panel to deal with the complaint. The Panel will ask the Club complained about to submit written representations before, if necessary, offering them a formal hearing, calling evidence as necessary in order to reach a decision. If the complaint is upheld then the Panel will issue its decision which could involve (i) issuing a warning to the offending Club and/or one or more of its Coaches or Mangers and/or (ii) suspending the offending Club and/or one or more of its Coaches or Managers for such period as the Panel deems appropriate and/or (iii) imposing a fine on the offending Club.

b) If either Club is dissatisfied with the outcome they have the right to appeal. Such appeal will be heard by a Panel consisting of the Junior Committee Chairman and two members of the CCCL Senior Committee (not involved in the complaint) nominated by the Chairman of the Senior Committee. The Appeal Panel will follow the same procedure as in Rule 13)a) above and will have the same powers of disposing of the complaint as described in Rule 13)a) above. The decision of the Appeal Panel will be final and binding on all parties concerned.

LEAGUE FORMAT COMPETITIONS

UNDER 9s COMPETITION

14) To be eligible for the U9s competition, male players must have been under the age of 9, and female players under the age of 11, on 1st September 2014. The following special regulations shall apply:

a) Each side shall comprise eight players. Please note that protective equipment should be worn according to the ECB Guidelines set out on page 8 of the Handbook.

b) The 2015 competition will be played in four zones, each of 5 teams. Each club shall play all the other clubs in their zone twice, once at home and once away.

c) Play-offs for the Championship will take place as detailed in the U9s

fixtures section (page16) amongst the top two teams from each zone.

d) Zonal fixtures should be played in the week beginning with the Sunday allocated for each fixture. The home side is responsible for arranging with their opponents a mutually agreeable date for the match in a timely manner. The immutable dates for semi-finals and for the final will be announced at the start of the season in the Handbook.

e) In the event of inclement weather, fixtures can be rearranged within the allocated week, however, those which have to be abandoned or cancelled, will be scored as two points for each team and should not be re-arranged other than as a friendly match.

f) Where clubs have large squads, Organisers are encouraged to arrange to play two games at the same time: the competitive match and a friendly game to allow more young players to participate.

g) All matches must be played on a pitch 18 yards in length, in accordance with ECB rules. Stumps 27 inches tall should be used.

h) Dependent upon where the wickets are pitched, it is suggested that team organisers should agree the length of the boundaries before the start of play, bearing in mind the age of the players involved.

i) Both innings of a match shall be played with the same youth size Incrediball provided by the home team.

j) All games shall comprise of 16 overs per innings.

k) Each pair shall bat for four overs. Unlimited ‘lives’ shall be allowed. The batsmen shall change ends at the fall of each wicket, except when a wicket falls on the last ball of an over. The LBW law will not apply as a means of dismissal.

l) In the event that a team can only field 7 players, the managers shall mutually agree, before the game starts, the name of the player from that team who will bat twice to avoid “last man standing”. The “last man” and the chosen player will then bat normally as the last pair in the innings.

m) All players except the wicket-keeper shall bowl. Each bowler shall bowl at least 2 overs and not more than 3 overs.

n) Six-ball overs shall be bowled. Deliveries shall be bowled from above the shoulder of the bowler 3 (i.e. no underarm deliveries are permitted).

3 (From discussion at the 2013 AGM.) In an ideal world, U9s playing in a scheduled game should be able to bowl with a straight arm but common sense should prevail especially early in the season. It is important to encourage young players to stay in the game but coaches should try to avoid selecting players who have not yet mastered the basic bowling technique.

Up to two illegal deliveries in any over will be penalised by the normal penalty. Further illegal deliveries in the same over shall incur the normal penalty, but no additional extra deliveries shall be allowed. However there shall be no such limit on the length of the last over, which must consist of six legal deliveries.

o) Balls which are rolling along the ground when they reach the batsman, shall be called a 'no-ball'.

p) If a bowler is incapacitated during the course of an over, that over shall be completed by another bowler.

q) No fielder shall be allowed nearer than 11 yards from the batsman on strike, measured from the middle stump of the batsman's wicket, except for the wicket-keeper and for any off-side fielders behind the wicket.

r) Substitutes will be allowed to take the place of an injured player.

s) Each team shall commence with 200 runs. This total shall be added to as runs are scored. Three runs shall be deducted from the total for each wicket to fall.

t) The winning team shall be that which finishes with the highest net total of runs.

u) The home team shall be responsible for making details of the result available to the U9s Results Secretary (see Rule 11) ). Each result should give clearly the totals (including the 200 runs start) scored and the wickets lost in each innings, as well as any good performances by the players. Please include the players' first names.

UNDER 11s COMPETITION

15) To be eligible for the U11s Competition, male players must have been under the age of 11, and female players under the age of 13, on 1st September . The following special regulations apply:

a) Each side shall comprise of 10 players.

b) The initial stage of the competition shall be played in two zones, one of 11 teams and one of 12 teams. Each club shall play all the other clubs in their zone once, either at home or away.

c) Following the completion of the zonal stage, semi-finals and a final will be played to determine the U11s Champions (see Rule 15)t).

d) Zonal fixtures must be played in the week beginning with the Sunday allocated for each fixture. The home side is responsible for arranging with their opponents, at least 14 days before the fixture is played, which day in the allocated week the match is to be played. If this is not done then the home side will forfeit the fixture to their opponents. The

Each result should give clearly the totals (including the 200 runs start) scored and the wickets lost in each innings, as well as any good performances by the players. Please include the players' first names.

t) The semi-finals will be played on a knockout basis. The semi-finalists will be the top two teams from each zone. The winner of Zone 1 will play the runner-up in Zone 2 and vice-versa.

u) The semi-finals and the final, for the Gary Hambleton Trophy, will be played on date(s) to be announced in the Handbook.

Further detailed special regulations concerning the semi-finals and finals, in particular, provisions for the effects of inclement weather appear in Rules 23) to 24).

UNDER 12s CUP COMPETITION

16) To be eligible for the U12s Cup Competition, male players must have been under the age of 12, and female players under the age of 14, on 1st September . The following special regulations shall apply:

a) The competition will be played on a knockout basis according to the draw published in the Handbook.

b) Teams consist of 11 players playing ‘normal’ cricket (not ‘pairs’).

c) Matches must be played on a pitch 21 yards in length, in accordance with the ECB guidelines.

d) A 4.75 oz. ball will be used.

e) The winners will receive the U12s John North Trophy.

Further detailed special regulations concerning the general conduct of this competition and, in particular, provisions for the effects of inclement weather appear in Rules 21)to 24).

UNDER 13s COMPETITION

17) To be eligible for the U13s Competition, male players must have been under the age of 13, and female players under the age of 15, on 1st September . The following special regulations apply:

c) Dependent upon where the wickets are pitched, it is suggested that team organisers agree before the start of play the length of the boundaries, bearing in mind the age of the players involved.

d) Any bowler on either side shall be limited to FOUR overs in any innings, even if the team has to bowl more than 24 overs (see Rule 17)l)).

e) A batsmen shall retire ‘out’ (i.e. he shall not return to the crease, but no fall of wicket is recorded) upon completion of the runs which take his score to 30 or more, even if this means the end of the innings.

f) If the scores are level at the end of a match, irrespective of the number of wickets that have fallen on either side, the result shall be a tie.

g) Points will be awarded for the outcome of a fixture according to Rule 11)d)i).

h) The first stage of the competition will be played in four geographic zones, each of six teams. Each team will play every other team in their zone once either at home or away. These zonal matches will be played on Sunday mornings between 19th April and 31st May 2015. All matches will start at 9.30am (but see also Rule 5)c)iii) ).

i) The placings in each zone will be decided according to Rule 11)d)ii).

j) Play-offs will then be organised by the Fixture Secretary in four ability groups which will compete separately for four trophies as shown in the table below (all references below to the zonal stage tables):

l) Matches shall normally comprise 24 six-ball overs each innings. However if the team batting first is dismissed or declare their innings closed before the end of their allotted 24 overs, the team batting second shall take the remaining overs, in addition to their own allotment of 24 overs, except when the innings is closed by a batsman having to retire (see Rule 17)e) ).

m) An over which has started at the time of a team's dismissal shall be deemed to be completed. If a bowler is incapacitated during the course of an over, that over shall be completed by another bowler.

n) Provided that the numbers of players in both teams comply with Rule 6) at the scheduled start time of a game then:

i) If for any reason, the scheduled start time is delayed by more than 60 minutes, then the match shall be abandoned.

ii) If, for any reason, including inclement weather conditions, a match does not start at the scheduled time, the overall number of 48 overs shall be reduced in accordance with the following table:

ii) If 15 or more overs have been completed in the second innings, then the result of the match will be determined by comparing the Average Run Rate (ARR) for the two teams. ARR is defined with examples at the start of these Rules.

p) The bowling team must achieve an average over rate of 17 overs per hour for its innings in normal playing conditions.

i) Umpires shall note the start and end times of each innings in a game, together with the time for any stoppages for drinks, injuries, lost ball etc. These times shall be notified by the home team to the Results Secretary as part of the result report (Rule 11)).

ii) The Secretary will, from time to time, review the reported timings, and any team whose over rate is repeatedly below the average rate for the age group during the season may be subject to points deduction at a level to be decided by the League committee.

q) The home team shall be responsible for e-mailing details of the result to the U13s Results Secretary (see Rule 11) ). Furthermore, the organiser of each team playing at home on 6th June 2015 must phone in the results of the game, immediately after the game finishes, to the U13s Results Secretary, to assist with the organisation of the play-off fixtures.

UNDER 14s JOHN NORTH TROPHY (CUP COMPETITION)

18) To be eligible for the U14s Cup Competition, male players must have been under the age of 14, and female players under the age of 16, on 1st September .

The competition will be played on a knockout basis according to the draw published in the Handbook. The winners will receive the U14s John North Trophy.

Further detailed special regulations concerning the general conduct of this competition and, in particular, provisions for the effects of inclement weather appear in Rules 21)to 24).

UNDER 15s COMPETITION

19) To be eligible for the U15s Competition, male players must have been under the age of 15, and female players under the age of 17, on 1st September . The following special regulations apply:

a) The competition is for 11 players per team.

b) Any bowler on either side shall be limited to FIVE overs in any innings, even if the team has to bowl more than 25 overs.

c) Batsmen shall retire upon completion of the runs which take their score to 40 or more, even if this means the end of the innings.

d) If the scores are level at the end of a match, irrespective of the number of wickets that have fallen on either side, the result shall be a tie.

e) Points will be awarded for the outcome of a fixture according to Rule 11)d)i).

f) The first stage of the competition will be played in five geographic zones, each of six teams. Each team will play every other team in their zone once either at home or away. These zonal matches will be played on Sunday mornings between between 19th April and 31st May 2015. All matches will start at 9.30am (but see also Rule 5)c)iii) ).

g) The placings in each zone will be decided according to Rule 11)d)ii).

h) Play-offs will then be organised by the Fixture Secretary in five ability groups which will compete separately for five trophies as shown in the table below (all references below to the zonal stage tables):

j) Matches shall normally comprise of 25 overs each innings. However if the team batting first is dismissed or declare their innings closed before the end of their allotted 25 overs, the team batting second shall take the remaining overs, in addition to their own allotment of 25 overs, except where the innings is closed because a batsman has to retire (see Rule 19)c) ).

k) An over which has started at the time of a team's dismissal shall be deemed to be completed. If a bowler is incapacitated during the course of an over, that over shall be completed by another bowler.

l) Provided that the numbers of players in both teams comply with Rule 6) at the scheduled start time of a game then

i) If for any reason, the scheduled start time is delayed by more than 60 minutes, then the match shall be abandoned.

ii) If, for any reason, including inclement weather conditions, a match does not start at the scheduled time, the overall number of 50 overs shall be reduced in accordance with the following table:

m) If time is lost, due to rain after the start of the match, amounting to 60 minutes in total and the allocated number of overs cannot be completed, then:

i) If either the first innings has not been completed, or fewer than 15 overs have been completed in the second innings, the match will be deemed to have been abandoned.

ii) If 15 or more overs have been completed in the second innings, then the result of the match will be determined by comparing the Average Run Rate (ARR) for the two teams. ARR is defined with examples at the start of these Rules.

n) The bowling team must achieve an average over rate of 17 overs per hour for its innings in normal playing conditions.

i) Umpires shall note the start and end times of each innings in a game, together with the time for any stoppages for drinks, injuries, lost ball etc. These times shall be notified by the home team to the Results Secretary as part of the result report (Rule 11)).

ii) The Secretary will, from time to time, review the reported timings, and any team whose over rate is repeatedly below the average rate for the age group during the season may be subject to points deduction at a level to be decided by the League committee.

o) The home team shall be responsible for e-mailing details of the result to the U15 Results Secretary (see Rule 11)). Furthermore, the organiser of each team playing at home on 6th June 2015 must phone in the results of the game, immediately after the game finishes, to the U15s Results Secretary, to assist with the organisation of the play-off fixtures.

UNDER 17s JOHN NORTH TROPHY (CUP COMPETITION)

20) To be eligible to play in the U17s Cup, players must have been under the age of 17 on 1st September 2014.

The competition will be played on a knockout basis with the winners receiving the U17s John North Trophy. In 2015, as far as possible, the first and second rounds will be played in four geographically proximate zones.

Further detailed special regulations concerning the general conduct of this competition and, in particular, the actions to be taken in the event of inclement weather appear in Rules 21)to 24).

CUP (KNOCKOUT) FORMAT COMPETITONS

The Rules in this section apply to the U12s, U14s and U17s John North Trophy Cup competitions. Rules 22), 23) and 24) also apply to the semi-finals and final of the U11s Gary Hambleton Trophy. 21) Rules that apply to all Cup games:

a) Every game in the Cup competition for each age group shall consist of one innings per team with each innings being of a maximum of 20 six-ball overs.

b) The bowling team must achieve an average over rate of 17 overs per hour for its innings in normal playing conditions.

c) If a bowler is incapacitated during the course of an over, the over shall be completed by another bowler, but the bowling restrictions set out in Rule 21)d) will apply.

d) The following bowling and batting restrictions apply to the respective age groups in Cup competitions:

i) U12s: Each bowler shall bowl a maximum of THREE overs. A batsman shall retire out on reaching a score of 30 runs even if it means the end of a team’s innings. All runs scored in the stroke taking a batsman past 30 shall count to the score.

ii) U14s: Each bowler shall bowl a maximum of FOUR overs. A batsman shall retire out on reaching a score of 35 runs even if it means the end of a team’s innings. All runs scored in the stroke taking a batsman past 35 shall count to the score.

iii) U17s: Each bowler shall bowl a maximum of FOUR overs. A batsman shall retire out on reaching a score of 40 runs even if it means the end of a team’s innings. All runs scored in the stroke taking a batsman past 40 shall count to the score.

e) The match result must be notified to the appropriate Results Secretary

immediately after a game (see Rule 11) ).

22) Rules that apply only to cup rounds and semi-finals (“Rounds”):

a) The Handbook for any season specifies a date and time (“Scheduled Date”) for completion of each Round that is not a Final. Each match in any Round must be completed by or on its Scheduled Date. The Handbook will include notes to indicate, for each age group, which of the following rules applies to each Round of that Cup Competition:

i) If a single explicit date and time (“Single Date/Time”) is specified for all the matches in any Round, then the Single Date/Time is the Scheduled Date. If any home team cannot have use of their own ground to play the fixture on the Single Date/Time, then that team shall give up home advantage and play the match as an away fixture.

ii) If a range of dates (“Date Range”) is specified for any Round, then the last date in the Date Range is the Scheduled Date. Any match in the Round may be played on any date and time during the Date Range that is mutually agreed by the two teams in the fixture.

(1) For a one week Date Range, the home team must offer two dates for the away team to choose from. For a Date Range of two or more weeks, the home team must offer one date in each week subject to a maximum of three dates in total.

(2) If, during the Date Range, the home team cannot have use of their home ground, then the home team shall give up home advantage and arrange to play an away fixture during the Date Range.

iii) If several explicit alternative dates/times (“Explicit Dates”) are specified for the matches in any Round, then the latest date in the Date Range is the Scheduled Date. Each match in that Round must be played on one of the Explicit Dates. If any home team cannot have use of their own ground on every Explicit Date on which it is possible for the away team to play the fixture, then the home shall give up home advantage and play the match as an away fixture on one of the Explicit Dates.

b) If any match in any Round has not been played by or on its Scheduled Date as defined in Rule 22)a) above, then the result shall be decided on the Scheduled Date by a match of a minimum of 10 overs per team or, if that is not possible, by a bowlout (see Rule 24)).

c) In the event of a late start because of inclement weather:

i) The number of overs must be reduced by one over per innings for every six minutes lost. To constitute a game, each innings must not

be reduced below 10 overs though a shorter innings is permissible where a team loses all its wickets in a lesser number of overs.

ii) The team batting second shall be allocated the same number of overs as the team batting first. If, after its commencement, a game is affected by adverse weather in the second innings, the second innings may be reduced to a minimum of 10 overs, with one over being deducted for every three minutes of play lost, and the result of the match will then be decided by the better Average Run Rate (ARR). [Note: ARR is defined with examples of calculation at the start of these Rules.] If the ARR is the same for both teams, then Rule 24) applies.

iii) In the second innings of a weather-affected match, reductions in the total overs will NOT cause any reduction in the maximum number of overs per bowler specified by Rule 21)d) ) for the age group.

d) If, because of inclement weather or an unusable wicket and/or ground, it is neither possible to play a match consisting of a minimum of 10 overs per team nor possible for the team batting second to receive the minimum allocation of 10 overs (see Rule 22)c), then

i) Provided that the Scheduled Date and circumstances for both teams allow it, the match shall be rearranged. The ground shall be decided by the toss of a coin. If the match has been abandoned, the rearranged match shall be played as a completely new match (i.e. no part of an abandoned match shall count towards the result of the new match).

ii) If it is not possible to rearrange the match, then a bowlout shall take place (see Rule 24)).

e) If both teams have completed their innings in the normal way and the scores are level then, for the purpose of deciding the winning team, the following criteria are used:

i) The winning team will be the one that lost the fewest wickets during its innings.

ii) If, after application of Rule 22)e)i)), the teams are still tied, then the winning team will be the one with the highest Average Run Rate (ARR). [Note: ARR is defined with examples of calculation at the start of these Rules.]

iii) If, after application of Rule 22)e)ii), the teams are still tied, a bowlout (see Rule 24)) shall take place and the match shall NOT be rearranged.

f) If for any reason, the result for any match in any Round has not been determined by or in its Scheduled Date, then the result will be determined by the toss of a coin by the Results Secretary for the age

group or, if the Results Secretary is not available, by another nominated League Officer.

23) Rules that apply to all Cup finals and also to the U11s Championship final:

a) If the ground for the final is neither a neutral ground nor another ground whose name is published in the Handbook, the appropriate Results Secretary will toss a coin to decide home advantage.

b) The final for an age group (“Final”) will take place on a date (“Final Date”) that is mandated by one of the following two alternatives:

i) The Final Date is specified explicitly in the Handbook. In this case, the Final Date is immutable.

ii) A Date Range is specified explicitly in the Handbook. In this case, the Final Date will be selected from within that Date Range by agreement between the two finalist clubs (“Finalists”). Given end of season fixture congestion across all divisions, it is acceptable for the home club to offer only one such date for each week in the Date Range. If the home club does not have ground availability in the Date Range, the home club must relinquish home advantage. If the Finalists cannot agree for any reason the Results Secretary for the age group and the Secretary will jointly make a decision which will be binding on the Finalists.

c) A Final will also have a Reserve Date. A Final will be played on its Reserve Date only if inclement weather prevents a result from being determined on the Final Date (see Rule 23)f) ). The away team on the Final Date will have home advantage on the Reserve Date. The Reserve Date will be mandated exactly as described for the Final Date in Rules b)i) and b)ii) immediately above.

d) Neutral umpires will be appointed for a Final by the Chairman and/or Secretary. If, for any reason, it is not possible to appoint neutral umpires, each Finalist must appoint an umpire, who is an official of that club, and who is not directly associated in any way with the Finalist team or any of its playing members (for the avoidance of doubt, not the team’s coach/manager/scorer/parent/other relative etc.).

e) In the event of a late start because of inclement weather, Rule 22)c) applies.

f) If, because of inclement weather or an unusable wicket and/or ground, it is neither possible to play a match consisting of a minimum of 10 overs per team nor possible for the team batting second to receive the minimum allocation of 10 overs (see 22)c)ii)) ), then

i) If an unplayed or abandoned match is on the Final Date, a rearranged match must be played on the Reserve Date. If the match

has been abandoned, the rearranged match must be played as a completely new match (i.e. no part of an abandoned match will count towards the result of the new match).

ii) If an unplayed or abandoned match is on the Reserve Date, then the result of that match must be determined by a bowlout (see Rule 24)).

g) If both teams have completed their innings in the normal way and the scores are level, Rule 22)e) must be applied.

24) Bowlout: a) If the circumstances require a bowlout, the match must be decided by all

twenty-two players (twenty players in the case of U11s teams) bowling overarm at unguarded stumps, alternating players from each team.

b) The bowlout may take place in nets with an artificial surface by mutual agreement of the two umpires.

c) The team whose bowler bowls first shall be decided by the toss of a coin.

d) The ball to be used the bowlout must be the same used ball for both teams. In the event that the ball becomes wet or damaged, it must be replaced by another used ball that is acceptable to both umpires.

e) Each delivery may pitch once only to be valid. A score of ONE will be made for each breaking of the stumps and the team with the highest total score will be declared as the winners.

f) If the scores are level after every player has bowled as described, the bowling must continue, once again alternating between all the players from the two teams, in the same order as the initial bowl-out round, and repeating as necessary, until a “sudden death” result is obtained.

ECB DISCIPLINARY MODEL RULES

1. ECB CODE OF CONDUCT AND SPIRIT OF CRICKET

1.1 Code of Conduct

1.1.1 The ECB is committed to maintaining the highest standards of behaviour and conduct. This Code of Conduct incorporates the Spirit of Cricket, as set out below. It applies to all matches played under the auspices of the ECB and may be applied to cricket in general.

1.1.2 The captains are responsible at all times for ensuring that play is conducted within the Spirit of Cricket as well as within the Laws.

1.1.3 Players and team officials must at all times accept the umpire’s decision. Players must not show dissent at the umpire’s decision or react in a provocative or disapproving manner towards another player or a spectator.

1.1.4 Players and team officials shall not intimidate, assault or attempt to intimidate or assault an umpire, another player or a spectator.

1.1.5 Players and team officials shall not use crude and/or abusive language (known as “sledging”) nor make offensive gestures or hand signals nor deliberately distract an opponent.

1.1.6 Players and team officials shall not make racially abusive comments nor indulge in racially abusive actions against fellow players, officials, members and supporters. Clubs must operate an active open door membership policy whilst respecting player qualification regulations and welcome players/members irrespective of ethnic origin.

1.1.7 Players and team officials shall not use or in any way be concerned in the use or distribution of illegal drugs.

1.1.8 Clubs must take adequate steps to ensure the good behaviour of their members and supporters towards players and umpires.

1.2 Spirit of Cricket

Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws, but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains.

1.2.1 There are two Laws which place the responsibility for the team’s conduct firmly on the captain:

Responsibility of Captains: The captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws.

Player’s Conduct: In the event of any player failing to comply with the instructions of an umpire, criticising his decision by word or action, showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player’s captain, requesting the latter to take action.

1.2.2 Fair and Unfair Play According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time, and it is the responsibility of the captain to take action where required.

1.2.3 The umpires are authorised to intervene in cases of:

Time wasting

Damaging the pitch

Dangerous or unfair bowling

Tampering with the ball

Any other action that they consider to be unfair.

1.2.4 The Spirit of the Game involves RESPECT for:

Your opponents

Your own captain and team

The role of the umpires

The game’s traditional values

1.2.5 It is against the Spirit of the Game:

To dispute an umpire’s decision by word, action or gesture

To direct abusive language towards an opponent or umpire

To indulge in cheating or any sharp practice, for instance

a) appeal knowing the batsman is not out

b) advance towards an umpire in an aggressive manner when appealing

c) seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one’s own side.

1.2.6 Violence: There is no place for any act of violence on the field of play.

1.2.7 Players: Captains and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this.

1.3 Failure to comply with the provisions of this Paragraph 1 may lead to disciplinary action, irrespective of an alleged breach being related to a match not under the jurisdiction of the League.

DISCIPLINARY REGULATIONS FOR CRICKET LEAGUES

2. AIMS AND JURISDICTION

These regulations shall apply to any player who plays for any club at any level under the auspices of the ECB and are intended to provide assistance and uniformity to all Clubs and Leagues in dealing with any alleged breach of the ECB Code of Conduct and Spirit of Cricket (Paragraph 1). It is intended that any breach of Paragraph 1 should in the first instance be dealt with by the player’s club who shall notify the Secretary of the League of the result of any action taken against its player.

3. PROCEDURE

3.1 Any alleged breach of Paragraph 1 above shall be notified in writing (to be known as ‘a Complaint’) to the Secretary of the League.

3.2 Any complaint so initiated must be referred to the Chairman of the League or the Chairman of the League Disciplinary Committee.

3.3 Upon receipt of such complaint, and as soon as reasonably practicable, the Chairman of the League or of the League Disciplinary Committee shall consider the complaint and resolve either:

3.3.1 To take no action except to record the complaint and notify the club; or

3.3.2 To endorse the disciplinary action taken by the club; or

3.3.3 To refer the matter for a Disciplinary Hearing which shall be convened by the Chairman of the League or of the League Disciplinary Committee as soon as practicable.

4. DISCIPLINARY HEARING

4.1 In any case which is referred for a Disciplinary Hearing, at least seven days’ notice in writing of the hearing and of the offence(s) alleged shall be given to the player, or in the case of a club, it’s Secretary.

4.2 The Chairman of the League or of the League Disciplinary Committee shall convene a hearing as soon as is practicable and in any event within 21 days of the decision to refer. Any adjournments may be granted at the discretion of the Chairman of the Disciplinary Hearing.

4.3 The player and club shall be entitled to attend the hearing, state their case (in the case of a club by its Secretary or other official), to be supported by a colleague and to call witnesses.

4.4 The Hearing shall be conducted by the Disciplinary Committee of the League which shall consist of not less than three persons, none of whom shall be connected with the player, the club or their opponents at the time of the alleged breach.

5. PENALTIES

5.1 If at the hearing the Disciplinary Committee finds the alleged offence proved it shall have the power to impose one or more of the following penalties, together with such order as to costs as it deems appropriate:

5.2 In the case of a player:

5.2.1 To require the player to submit appropriate letter(s) of apology within a specified time.

5.2.2 To record a reprimand and to give a warning as to future conduct.

5.2.3 To impose a fine.

5.2.4 To suspend the player for one or more matches, or for a stated period of time.

5.2.5 To deduct League points from the player’s team.

5.2.6 To expel the player from the League.

5.3 In the case of a club:

5.3.1 To require the club to submit appropriate letter(s) of apology within a specified time.

5.3.2 To record a reprimand and to give a warning as to future conduct.

5.3.3 To impose a fine.

5.3.4 To deduct League points from the club’s team(s)

5.3.5 To relegate to any lower division of the League.

5.3.6 To expel the club from any competition of the League.

5.3.7 To expel the club from the League.

5.4 The Disciplinary Committee shall have the power to suspend the operation of any part, or all, of the penalty it imposes for such period and subject to such terms and conditions it deems appropriate.

5.5 Decisions of the Disciplinary Committee (a finding that a complaint is proved or not proved or a decision on penalty) shall be by majority vote; where necessary the Panel Chairman shall have a casting vote.

6. APPEALS PROCEDURE

6.1 A player or club shall have the right of appeal to the Appeals Committee. Notice of Appeal setting out the grounds must be given in writing to the Secretary of the League within seven days of the decision of the Disciplinary Committee, together with a deposit of £5.

6.2 If Notice of Appeal is given the penalty shall not take effect pending the hearing of the Appeal, which shall take place as soon as is practicable.

6.3 The Appeal shall be by way of re-hearing before a different Committee. The composition of the Committee shall be at the discretion of the Chairman of the League or of the League Disciplinary Committee and shall consist of not less than three persons, none of whom shall be connected with the player, the Club or their opponents at the time of the alleged breach. The player or club shall have the same rights of attendance and representation, and to call witnesses as they had before the Disciplinary Committee.

6.4 The Appeals Committee may confirm, vary or reverse the decision of the Disciplinary Committee and it shall have the power to increase the penalty and award costs of the Appeal hearing. Decisions of the Appeal Panel shall be by majority vote; where necessary, the Chairman shall have a casting vote.

6.5 The decision of the Appeals Committee or, if no appeal, of the Disciplinary Committee, shall be final and binding.

Then first right into Bedford Drive and at roundabout take left onto Bebington Road. Ground is 200 yards on the right.

Take the first left onto Rosclare Drive 0.1 miles.Take the 2nd left onto the Oval (70 yards)

towards Warrington & Stockton Heath. Follow road for about three and a half miles. Immediately after passing an Indian restaurant (currently named The Jahan) and as the road bends to the left towards Warrington fork instead to the right, staying with the A56; then after about 100 yards turn right into Hill Cliffe Road. Continue for about 400 yards before turning right into Walton Lea Road. Ground entrance is on right hidden amongst trees.

Warning for Sat Nav users: The postcode for the Sports Club is shared with Warrington Crematorium. Though both buildings are on Walton Lea Road the road is blocked half way along, between the two premises, for traffic management puposes. Some Sat Nav users have been sent into Walton Lea Road from the wrong end as a consequence. Sat Nav users are advised therefore to use postcode WA4 6NE instead which should ensure they enter Waton Lea Road from the eastern end. (The code is for private houses about 300 yards from the Sports Club)

Directions: From M56, leave at junction 10 and take A49 Whitchurch. After 3 miles, turn left at Tall Trees lights onto A533 Northwich. Pass through Barnton and downhill to lights. Turn right over bridge and continue for 400 yards to lights. Turn right over the river bridge and continue for half a mile to the ground on the left.
