Consolidated Chassis Management
Formed in 2005 to develop a more efficient model for operating chassis
• Over 125,000 chassis under management in 6 pools– The pools are based on a cooperative model. Also known as a “gray” chassis pool– MCCP, COCP, SACP, MWCP, GCCP and DCCP. Cover all major areas except NY, NJ,
Norfolk and West Coast
• Operate on a cost pass through “non‐profit” basis

Mission
CCM's mission is to operate the most efficient and collaborative chassis pools for stakeholders; its operating philosophy is defined by the principle that CCM will design its product to promote competition and support multiple contribution models.

Common Terms

Members: Companies that have signed a CCM Pool Contributor and User Agreement. These can be:
‐ Contributors that use pool chassis directly‐ Chassis providers or UPC’s. Contribute equipment and their customers (UPC customers) use
pool chassis
UPC: Stands for Unitary Pool Concept. Is the abbreviation used for a chassis provider within a CCM pool that provides chassis that are used by its customers. This is typically a company in the chassis rental business.
Chassis Provider:
Same as UPC, provides chassis to its customers from within a CCM Pool
Ranking: Set by Motor Carriers to inform CCM of their preferred Chassis Provider. After confirming agreement with a Chassis Provider(s), Motor Carriers will prioritize the order of Chassis Providers
‐ The highest ranked Chassis Provider with which a Motor Carrier is in good standing will be assigned the usage. Usage Bans are set and removed by Chassis Providers
‐ Ranking is a National setting and is set until changed by the Motor Carrier
Exception or Declaration:
The creation of a rule to direct usage to a Chassis Provider different than the ranking under certain circumstances
Choice of Chassis ProviderAllowing Motor Carriers to freely choose the Chassis Provider promotes competition among contributors and creates a “market” within a pool.Ocean Carrier’s Responsibility • Inform CCM of their Chassis Provision Model:
Chassis Provider’s Responsibility • Inform CCM they have a valid confirmed agreement with a Motor Carrier• Have the capability to put Motor Carriers on or remove a usage ban
Motor Carrier’s Responsibility • Confirm agreements with Chassis Providers• Rank their Chassis Providers nationally. When a line as declared “Open Choice” the ranking
will be used to determine the Chassis Provider the Motor Carrier want usage assigned to• Can override their national ranking with an exception

Guidelines for Motor Carrier Choice
• Motor Carriers only have to use the Chassis Provider Choice functionality in Chassis.com if they do not want usage assigned to the Line’s On Terminal Provider
• Following a Chassis Provider registering an agreement with a Motor Carrier, if the Motor Carrier doesn’t confirm the agreement they cannot steer usage to that Chassis Provider
• All updates must be in advance of CCM processing the gate activity– No Retroactive Changes
• Exceptions by Booking and B/L will only work if the Booking or B/L number entered into Chassis.com is an exact match to what CCM receives in the gate move transaction

A Chassis Provider Choice Model
All off terminal usage is directed by motor carrier’s choice of its chassis provider. MC may also provide exceptions to their standard default provider.

ProcessAfter the commercial terms between the Motor Carrier and the Chassis Provider are agreed to, the following process is to be followed in Chassis.com:

Assigning UsageCCM’s Chassis Management System (CMS) uses the Ocean Carrier’s provision model and the Motor Carrier’s preferences to assign usage to a Chassis Provider.
• NMFTA SCAC Code is Key– Registration in chassis.com– Gate reporting
• Depots, Terminals must report accurate SCAC codes and BL/ Booking references

Going Forward
• Currently all usage defaults to the line’s on terminal and chosen on street provider
• Going forward Motor Carriers will have the option to choose their provider– Where shipping lines declare that they no longer provide chassis and motor carriers may choose their
own provider– The use of chassis.com is at no cost to Motor Carriers– If Motor Carriers choose not to go on the site and select their providers everything will stay as it is
today
• Do you know the moves where you are paying for the use of a chassis?– If you aren’t sure you shouldn’t use the Chassis Provider choice functionality
