    Closing 48 acres of Oceano Dunes right at the beginning of desert season (and during holiday breaks) for somethingthat is to take place in March is completely unacceptable. This is a family destination and something that is traditionfor many families (including my own). While there is no camping reduction expected during this closure, this WILLconfine campers to a much smaller area and be dangerous for all who visit. Please reschedule fencing!

01.08.2020 To Whom it may concern, This email is being sent out after the the winter holiday rush for a few reasons, one so everyone could get over vacation mode and get back to business and two so there would be a chance for me to see first hand the unrealistic and total b.s. closure that was marked with a "emergency permit" from the California coastal commission and to see that in person knowing it has a huge NEGATIVE IMPACT on the ODSVRA and has NO proven facts of stopping dust from being emitted from that area of the SVRA or even slowing the salutation process down on windy days with very low park visitation! And with no wind monitoring stations positioned in the beach front fenced in areas as stated in the"emergency permit" so it was just done out of cruelness and evil.  During my last trip to Oceano Dunes SVRA over the New Years holiday (arrival date 12.30.19 departure date 01.02.20) I had a great time enjoying the beauty of the ohv area with friends and the families within the camp. Although the SVRA is not as perfect as myself and others would like its perfect for many users quick fix of sand therapy or other recreation opportunities and that special bonding with family members whether it be father's and son's, mother's and daughter's grand parent's and grand kids.  Being a 20 year sand dune addict it's a huge slap in the face to go to all the coastal commission meetings and Slo APCD meetings and State parks public works planning meetings and speakup AGAINST CLOSURES and give positive and logical input and feedback on the PWP to try and rush the PWP planning along because state parks moves at a sloth like pace and then arrive at the ohv park only to see first hand the acreage taken from us by someone's wine drinking buddies because they don't like the activities that go on out there because it's something they enjoy. I don't go ripping golf greens up because I don't like chasing a little white or yellow ball around that's the activity they choose and its their choice to do what they wish as the form of recreation. But to move into an area that had an ACTIVE SAND DUNE OHV AREA for many years and then piss and moan and complain about health issues is total bull many of these people that go to the meeting complaining about their wife's Dr. visit where the Dr. found a "black spot" in her lung and her family has a history of lung cancer but goes to blame it on the PM10 emitted from the SVRA and guess what the PM10 threat was proven to be a fake as the prior air pollution control officer was confronted aboutwithholding information out of the wind study and when he was asked why his response was "because it was a red haring" so then it got changed to the dust plumes wow just grabbing at anything that sounds worse than the first failed attempt, with my personal health issues with asthma and repository issues I don't pass blame on the farmers here in the central valley when the harvest seasons come around. San Louis Obispo didn't even make the top twenty five for worse air quality year round or short term air from lung.org so where are they getting these claims of bad air or are they and the local media just trying to carry on the scare tactics of Larry Allen the prior APCD officer?!  The dune tour in November with state parks the ohv commission and many people from the communities or concerned park users in my opinion was a smoke an mirrors act, the parks director Lisa was so quick to SELL OUT the park users or campers and off roaders at the last APCD meeting in Arroyo Grande so the 48 or 50 acres whatever is fenced off (I'm sure it's not surveyed) between poles 4 and 6 is a huge blow to us especially when the seasonal bird enclosure goes up here shortly, 300 acres! So just like that 350 acres gone because someone buckled under pressure of scare tactics so there goes the fast rate of closures while the PWP plans are just dancing around distracting the publicof what's really going on I say this with the closures happening at the park and the amount of campers at the park this New Years being substantially lower than prior years because of the betrayal and disregard for safeguarding our right to have a place to ride today and tomorrow (see photo below of my ohv registration renewal where that is stated), parks you might as well kiss that PWP plan goodbye and probably your jobs and then the most current Oso Floco campground not having dune access at the southern end of the park to ease the traffic from Grand and Pier avenues what a sham but that really cool walking boardwalk trail will really bring in the same amount of money to the localeconomy right oh wait that's probably part of your plan to cave in yet again and sell off or give up that 122 acres of farm land that was purchased I'm sure with ohv funds to the coastal conservancy board so they can develop it for low cost coastal amenities, some of the board members that are in that are also apart of the coastal commission we all know what they really want and that is to have hold of that land once they run the ohv activities and the minority families out of the area they can bring in their white, rich an retired friends in for another huge subdivision like Trilogy with even more of a ocean view with the same amount of sand on their patio furniture!!   Below you will see the type of silliness or hatred we have to battle against a group of 9 or so are recognizing themselves as the Oceano beach community association. The photo I have is of a freeze frame of their dune video talking about the dune access on pier avenue: Pier Ave - Doormat of the Dunes So many of those issues that they bring up is their own city or town council failing them and their community not the fault of the ODSVRA  about the 00:50 second mark you'll see the vehicle track out devices that were placed there to remove sand from tires of exiting vehicles (that don't work) but if you pause it at the 00:58 second and at 01:59 mark you"ll see the natural dune formation next tothe salt water taffy shop that actually goes past the track out devices and then on the northern side of the kiosk the (parking lot side) how much of that sand is brought in from vehicles using the parking lot who don't cross over the track out device and what is brought in from the direct force of the wind and it's all labeled "contaminated" sand swept up off that street weekly but how much is actually from vehicles and how much is from the the WIND doing what it does best blowing. You will also notice in the photos I provided below are those same track out devices in the middle lane not being used by exiting vehicles on 12.31.2019 so I'm sure they and other anti-funner's would love to show theirwine and golf buddies those photos to have more ammo to go after state parks and state parks is the ones supplying the ammo when they neglect easy tasks such as setting the track out devices in the right spot!!   Another point is how hypocritical and foolish these people look when they post in that same video at 01:47 mark "there's no safe place" BUT if there is no safe place on the beach why did they post on their social media page August 28th "National beach day this Friday Aug. 30th is a perfect time to come walk the beach play Frisbee and enjoy the sunset." yet the beach is not safe because pedestrians and vehicles don't mix well you gotta be smart and use your common knowledgeand not play "froger" in real life, that is also why as you'll below we need more law enforcement to actually watch the idiots on the beach who think they can speed down the beach weaving in and out of pedestrians and other recreation groups.  Parks and other agencies can only fool us so much before we catch on to what's really happening, the people are pissed, there will be no more standing around letting the environmentalists and these anti fun groups push their ideology and agenda on the lower and middle class and low and middle income families who want to have a great place to recreate and do it respectfully no matter what color or background they have or what language they speak. These closures are an infringement of my rights as a California citizen to use my public land in the way it was deemed to be used such as a recreational motor vehicle park. I swore that I wouldn't spend a dime in the county as to slowly put thepinch on the economy because of my frustration and unfortunately I actually did for the 4 days of vacation I spent a total of $35.34 between getting breakfast on 12/30.2019 at Jack in the Box in Paso Robles and miscellaneous at Pier Liquor in Oceano, no fancy food, fuel, novelties, nothing that I didn't take with me and my reservations were gifted to me by someone to disgusted with state parks that he and his family didn't even care to go!           No Dunes, No Dollars!  Below are a few points of interest that taken from Friends of Oceano Dunes, I agree with these and feel that they are not asking for the world but keep the integrity of the park alive with tremendous growth opportunities financial and environmental please read below the original in black wording and my 2 cents in red. •        1,500 acres shall be provided for beach camping and          OHV recreation. EVERY ADVERTISEMENT IN THE AREA SAYS 1500 ACRES SO WHY IS STATE PARKS NOT HOLDING UP TO THAT NUMBER IF NOT THEY NEED TO COME OUT PUBLICLY AND SAY 1300 ACRES, 1220 ACRES, 900 ACRES, 600 ACRES, 120 ACRES FOR EVERY TIME THEY FAIL THE OFFROADERS AND PARK USERS AND CAVE TO THESE SCARE TACTICS.   •        Beach camping and OHV use limits shall remain the          same: Camping 1,000, OHV 1,720 and Day Use 2,580 •        State Parks to endorse a “no-net-loss” philosophy to          ensure any acre closed for any reason is offset with          another acre. NO IF'S AND'S or BUT'S AND AN ACTUAL ACRE NOT 30-75 FT  AT A TIME •        The Oso Flaco campground is to be established for a          minimum of 300 additional camp sites that shall include          direct dune access for OHV use. WITH FULL HOOKUPS INCLUDING SEWER. YOU CAN EVEN CHARGE $40 DOLLARS A NIGHT I AND MANY MORE WOULD PAY THAT BECAUSE ITS STILL LOW COST AS COMPARED TO A HOTEL ALSO ADD A CANOPY MEETING AREA LIKE THE ONE HUNGRY VALLEY SVRA (GORMAN) HAS FOR ITS VISITORS  

    •        State Parks to INCREASE law enforcement to ensure a          safe and family friendly park LAW ENFORCEMENT THAT IS ACTUALLY ON THE BEACH ENFORCING THE RULES AND MAKING SURE THAT THE PARK IS BEING RESPECTED NOT JUST A RANGER LOOKING TO MAKE A NAME FOR HIS OR HERSELF •        State Parks to provide additional park entrances to         reduce traffic load on Oceano •        Park usage will remain a 24 hour use park for continued         OHV recreation at all hours   •        7.5 Reveg island to be returned to camping •        Establish OHV trails through vegetation islands •        Establish trails and dune access through the 40 acre         parcel closed and plated by State Parks near Oso Flaco •        Establish dedicated kids track for learning and training OFFER TRAINING SAFETY COURSES, PARENTS MUST BE WITH CHILD AND A ENGINE CC SIZE RESTRICTION IN THIS AREA  •        Alternate access and camping with direct dune access         via property near the oil refinery EVEN A DAY USE CAMP AREA THAT HAS TO BE CLEARED OUT BY 11 PM  •        Relocate OHV rental companies to another location to         reduce impact on camping OFF THE BEACH PREFERABLY THEIR UNITS ARE ALSO COUNTED IN THE DAILY NUMBERS OF OHV IF THEY SIT UNUSED OR NOT TAKING AWAY FROM OTHER PARK USERS THAT ACTUALLY GO TO RIDE THEIR MACHINES.  •        Establish food concessions on the beach or via a trail         system to a nearby location (like the Oso Flaco          Campground) LIKE GLAMIS HAS DUNERS DINER, IT BE NICE TO HAVE A SMALL BURGER OR TACO EATERY AS A RIDING DESTINATION (BEACH BURGER) (DUNE-ORRITO)

    Dear Secretary Crowfoot:This letter is being submitted by Friends of Oceano Dunes, Inc. ("Friends"), a California not-for-profit corporation representing users of Oceano Dunes State Vehicle Recreational Area(“ODSVRA”). Friends is deeply concerned by the California Coastal Commission issuing anEmergency Permit (CDP G-3-19-0053) requiring State Parks to immediately close 48 acres ofcritical camping area ahead of the Christmas and New Year’s vacation schedules. State Parkshas estimated the loss of these 48 acres to require a reduction of 50% of the camping spaces…yet the closure is happening now and there has been no reduction in camping.

    This 48 acre area will not be planted until March, so fencing this area off now makes nological sense other than to harass the patrons of the Oceano Dunes SVRA and to quite possiblycause injury or death due to overly confined spaces.

    We request that State Parks be told to IMMEDIATELY stand down in fencing off these 48acres until planting is ready to occur and there has been adequate time to inform and educatethe users of the park. Safety of the park visitors must not be overlooked.

The joke is on you! All that BS they produced they’re feeding it to you and you’reconsuming it which is hilarious but at our expense. Now let’s say 300-500 of them want thedunes closed but you have hundred of thousands to Keep it open and open up more land butyou’re not. You’re tending to them over the masses, why ? We all know why. The joke is okyou at the end of the day. Wether you guys sell out ormake decisions that show how much you “know “ About your job is on you. It is what it is atthe end of the day.     It has come to the attention of the American Sand Association that California ParksDepartment is implementing the 48-acre closure at the Oceano Dunes SDVRA now, ahead ofthe Christmas and New Year’s holiday periods. Given that the closure represents a 50%reduction in available camping area, and that camping reservations were sold out prior to theissuance of the Emergency Permit (CCC CDP G-3-19-0053), our concern is that the deadline inthe permit, and loss of this camping area will materially compromise the safety and welfare ofthe visitors to the ODSVRA during the holiday period. We would respectfully request that StateParks be instructed to immediately suspend these closure efforts in order to ensure the safetyof the park visitors. We would also request that the fencing deadline be extended until thereservation system has been revised to reflect the new lower capacity.

We were promised that theclosure would not happen until after April of 2020, why is the shut down already beginning? Not only have I scheduled days off work, I’ve boughten passes andpromised my daughters that we are going to the beach for Christmas. Now it’s a possibility we may lose our pass or be crammed into 2 miles with over 1,000trailers? Now I either compromise the safety of my children due to over crowding or I break their hearts by telling them grown adults made false promises. Us“dune riders” have done nothing but give over the past 30 years and do not deserve this kind of disrespect. Do the right thing for the children, the children us adultshave already promised a Pismo tip for Christmas, the one thing my children look forward to year after year.

    Many are aware of the closures approved for next year. Recent meetings have statedclosures would not happen until after Jan 6 ,2020 (still ahead of planting schedule)

    Why are the areas being closed before stated states and during the holiday campingseason?

    There are many passionate arguments and disputes on both sides, but this looks likeclear overstepping of prior agreements.

    Please revoke this emergency permit

    We need your immediate attention to the issues going on at Oceano Dunes. The commission is set toclose off riding areas BEFORE the set deadline in March. This early closure before the holidays iscreating unsafe conditions.The parks have not reduced the number of reservations for the Christmas-New Year holiday and reservations are completely sold out. This is going to create a disaster, and Isuspect death, because they are taking away 48 acres but not reducing the number of registrations.Anyone who is familiar with the riding at Oceano knows that this is a terrible, unsafe, situation. I justdon't understand how people in charge to do see how this affects the satefy of riders as well as theeconomy. Let me give you an example.

    I live here but I have family and friends that live in Chico. Every year for the 15 years, we camp atOceano Dunes for two weeks Christmas through New Years. Our out of town guest list range from 50-75people with roughly 12-15 trailers each year. Each of these families come with their trailers, trucks,toys, families and kids. We are talking 100K set ups, not cheap. There first stop is Costco in SLO forfood. Their second stop is the local gas station down the street from the dunes for water and fuel.Once on the beach and set up, we all spend our first night at Juan's Cantina. We go to Old WestCinnamon rolls to get rolls for Christmas morning. The day after Christmas, all the wives go shopping inPimso. At least three times during the trip, we go to Splash Cafe for clam chowder. The kids drive intotown once or twice to go to the Pismo bowling alley and to spend their Christmas money at Panchosand Esteem. For New Year's Eve, we go to Port San Luis to purchase crab and lobster for a crab feastfor 100 people and when they don't have enough we hit the seafood road show at Costco. We ride somuch that we have to make multiple trips to the gas station to fill up our tanks. We find ourselves outof light fluid or fire magic dust and have to run to little store on the beach. The kids want stickers fromthe little store so we get those too. When we pack up, all the kids in camp on the last day are giventrash bags and while the adults are closing up camp, all the kids pick up bag fulls of trash and we havea contest and a winner for who picks up the most. It is good wholesome (EXPENSIVE) fun. It is atradition.

    Today, I am texting my family and friends saying our tradition is in jeopady. We are conversating aboutthe closure and the affects of this on camping and riding. We are fearful of the harzardous conditions.We have little kids that want to ride. Is it safe? Should we even go? We have been talking about howthis will likely be the last time we camp in Oceano. We are talking about where we will meet up nextyear. All that money for our economy - gone. We are just one family but I know how much money weall spend for this memory. I love supporting local. But, this is forcing us to think about alternatives. Itis going to be a sad day for these businesses. For the economy of Pismo. And the safety of ourcommunity.

    No one has died from the sand that has been blowing for thousands of years in our area. NOT ONEPERSON. However, I am praying now for the satefy of all riders. There has already been multipledeaths caused by unsafe driving conditions due to the closures that have happened already. I can'timagine what it will be like with another 48 arces gone and no reduction in camping. Please takeaction. Please support us in our fight to keep Oceano Dunes open so that adults and children can ride insafe conditions during the holidays. It is only fair to keep it open until the agreed upon date in March.

    I have been going to this state part since I was 6 years old for New Years. I have a 1 year oldand I am very concerned about her future visits to the park to enjoy the beauty. Please put animmediate end to the closures of sections of the park. I want her to be able to enjoy the parkwhen she’s grows up.

    This letter is about my deepest concern about the California Coastal Commission issuing anEmergency Permit (CDP G-3-19-0053) requiring State Parks to immediately close 48 acres ofcritical camping area ahead of the Christmas and New Year’s vacation schedules. State Parkshas estimated the loss of these 48 acres to require a reduction of 50% of the camping spaces…yet the closure is happening now and there has been no reduction in camping.

    I request that State Parks be told to IMMEDIATELY stand down in fencing off these 48 acresuntil planting is ready to occur and there has been adequate time to inform and educate theusers of the park. Safety of the park visitors must not be overlooked!!!
