Introduction to CECA
• CECA is a trade association with about 300 members across England, Scotland & Wales
• We represent between 70 - 80% of the infrastructure delivered across the UK
• Broad cross section of members – Tier 1 through to SME and specialist contractors.
• We have 8 autonomous regions and a National Office based in Birdcage Walk, Westminster.
• My role as National Civil Engineering Director includes H&S!!
Working with USAG
• Worked with USAG for a few years now – predominantly in Scotland.
• Nationally we have been involved with USAG’s Utility Strike Data Survey – resulting in a report prepared by the USAG Data & Reporting Working Group and published June 2015.
………We’ll be contacting members again this year to do likewise.
Why the focus on service strikes?
• Working around services is what our members do all the time!
• Despite the plethora of advice notes, guidance notes, safe systems of work, specifications etc. – INCIDENTS STILL HAPPEN!
• Concerns over recent years – CECA commissioned a number of reports over 3 years ago – more of which later.
• CECA have worked closely with a number of client organisations and we are simply acting on the industry’s ongoing concerns.
Background to the Mock Trials
• First came about following a conversation between Mark Roper and James Thomson of Simpson & Marwick in 2011 – initially for CECA members only.
• Where have they been to date:-

Proposed – Aberdeen (Sept 17th), London (Sept 27th), Y&H (Sept 29th), London City Hall (Nov 13th)
• Topics covered – Legionella, Service Strikes, Fragile Roofs, Civils related, Management of Contractors

How does it Work?
• Fully scripted text – provided by Simpson & Marwick with aid from CECA
• Require a venue – duration approx 3.5hrs
• Require a ‘Judge’, clerk, defendant, witness, and usually a third party (‘HSE inspector or similar).
• Require a Defence and a Prosecution Lawyer
How does it work?
• Introduction to H&S Law by Simpson & Marwick
• Introduction to the case in question.
• Each representative is examined ‘in chief’ and then they are cross-examined.
• The ‘judge’ sums up
• The ‘jury’ decides!!
